109: 3 April 1787. To the Honorable, Venerable Sir Abraham Josias Sluysken Director and Commander-in-Chief of this Directorate Honorable, Venerable Sir. The undersigned Judicial Commissioners have the honor most obediently to report to Your Honor that they, in the presence of the Honorable Fiscal Egidius Meijer, in the presence of the Warehouse Master Egbert Nicolaas Wiardi, and in the presence of the ship's officers, have seen weighed gross from the cargo of the ship Sparenrijk the spices brought in this month by the said vessel from Batavia, to wit: 48 chests of nutmegs strewn with cloves, which according to the Batavia weighing memo were together to weigh gross 7493 lb, but that the same here weighed only 7126½ lb gross, thus short 366½ lb or 4 7/8 percent roughly. 43. Of these 48 chests we have emptied the 4 chests No. 15, 20, 43, and 46 as differing most from their recorded gross weight, and found that the same tared only 204½ lb, whereas for their tare on the cited Batavia weighing memo fully 240 pounds are recorded, thus a difference of 35½ lb or on average fully 8 7/8 lb tare underweight on each chest. 195 chests of single cloves which according to the Batavia weighing memo weighed gross fully 29,823 lb and here only 29,458 ¾ lb, thus a gross underweight of 364¼ lb or 1¼ percent. From this parcel we have emptied the three most differing chests The 110. The 3rd of April 1787. chests No. 18, 22, and 150, which together in Batavia according to the inscription and memo were tared at 158 lb, and caused the same with their lids and straw mats to be tared, and found that they could draw only 142¼, thus here a tare under- weight of 15¾ lb or 10 percent roughly. 2 suckers of mace are invoiced at 366 lb gross, here accounted for with 359 lb, thus a gross underweight of 7 lb or 2 percent roughly. 1 bale of cinnamon is invoiced at 91 lb gross, and here accounted for with 90 lb, thus a gross underweight of 1 lb or 1 percent roughly. All the aforementioned chests, suckers, and the bale were received in good condition, except the chest with nutmegs and cloves numbered No. 46, which was opened and wherein 7¾ pounds net of nutmegs and 7¼ pounds of cloves were found short. Furthermore we have the honor to report to Your Honor: That the nutmegs were found unusually small and lean, likewise the cloves were found very damp, as has been proven by the sample presented to Your Honor by the Honorable Chief Administrator. Whereupon 111: The 3rd of April Anno 1787. The aforementioned judicial members were ordered to have the spice chests brought into the warehouse. Whereupon, having deliberated and taken into consideration that although the deficit of 4 7/8 percent gross on the imported chests of nutmegs strewn with cloves is indeed unusually large, it nevertheless appears from the taring of the most differing chests that the tare of the chests is recorded much higher than they were actually found to weigh, and that one may therefore assume that the underweight will also be due to that; so it was approved and resolved to order the Judicial members as well as the Fiscal to cause the aforementioned chests of spices to be stored in the spice warehouse according to the regulation, since it is not possible to empty them all and, by separating the nutmegs and cloves from one another, to investigate how much the true underweight amounts to on each, as one would thereby expose the former to rapid spoilage and desiccation. Has been 112. April Anno 1787. No. 3: disposed on the submitted report of the Chief Administrator, containing the accounts received with the Sparenrijk from the Headquarters and Cochin. Marginal Disposition made in the Council of Policy at Surat. It is approved and resolved to dispose on the following report submitted by the Chief Administrator concerning the accounts received by the Sparenrijk from the Headquarters and Cochin according to the invoices cited in that writing, as is stated in the margin of the same. 123. The 3rd April Anno 1787. resolution to be able to comply. By the just cited resolution your Honours have at the same time instructed me to report what the reasons may be that such expensive gunny is used in the warehouses. Whereupon I shall respectfully answer, that in or around Souratta no gunnies are made nor newly imported other than solely such as I have the honour to offer a piece herewith, being the genuine Banian gunny which is employed here by all European and native merchants for packing bundles of linen, cotton bales, canassers with sugar, bundles of Japanese copper and otherwise; this gunny is always between 13. and 13½. ells long, 8 2/3. to 17/418. [illegible] wide, the corge in small parcels usually costs 20., 20½. and 21. rupees, but those who buy that weave in large parcels then pay 10. and 12. per cent less for it. That now the gunny sacks made here in Souratta for the Honourable Company for use in the warehouses and for unloading the Japanese copper amount to a much higher price than others is, under correction spoken, in my opinion this the reason: That a gunny sack in use here by the Honourable Company is 1¾. ells deep and 17/12. ells wide, that the same consists of 7 cloths or breadths of the gunny, so that for each sack 12¼. ells or very nearly a whole piece is employed, consequently each sack, not counting the sail or packing twine, the barbans or sewing wages, the ink for the marking and marking wages, amounts to 2 3/24. to 1. rupee. The undersigned has also not been able to discover that in thirty years before the war gunny sacks were made for the Honourable Company in Souratta. 135. The 11th of April 1787. After all deliberate efforts made by the Director to recruit Moorish sailors on the Bengal footing. The Lord Director had it noted that His Honour, ever since the departure of the Geregtigheijd, had taken into consideration how it might be possible, now that they are free from the pretension of the soul-sellers, to recruit Moorish sailors for the service of the Company in the same manner and on the same footing as is done in Bengal; that His Honour, believing he had a good opportunity for this through the Sarangs and Tandels of the aforementioned Moors who returned from Batavia in the past year with the aforementioned ship and with the Diamant, namely Sjeeg Imamoedien, Adam Tassiem, and Isoph Mahomet, who having served for some time on the Company's ships, had mastered the language and with whom he, the Lord Ruler, could thus converse himself, had engaged the said Sarangs and Tandel, without the interference of the soul-sellers and on the footing as is done in Bengal, 136. The 11th of April 1787. it would have succeeded Nabab and other Regents forcefully prevented it with the loss of an advance of 425 ropias made by the Director to recruit a crew of 25 heads each; and had even given them 425 ropias to pay the customary bounty money; that this had also had such success that they had engaged some sailors in the aforementioned manner, but that when these men came to the wharf to be shipped on board, it had met with so much opposition, not only from the Mierbaar or land toll collector, the Cazie or spiritual judge, the Baksie or general, and the Nabab himself, which latter went so far that he had it conveyed to the Lord Director that he had given orders to forcefully prevent the shipping of these seamen if one thought fit to proceed with it, that His Honour had been compelled to desist from this undertaking, to discharge the engaged Moors again, and to bear the loss of his 425 ropias, while he, the Lord Director, had not deemed it advisable, as might have been 137. The 11th of April 1787. The trade transferrer Roeff binds himself as guarantor for the administration of the small cash office. And the Junior Merchant van Polanen is discharged as such. possible, to send these hired sailors on board from Nossarij, since the frequently mentioned Nabab would thereby perhaps be given occasion to make difficulties on the pretext that his inhabitants had been abducted. Having been presented the following deed of suretyship, by which the Bookkeeper and trade transferrer Roeff binds himself as co-guarantor for the Junior Merchant and Cashier Piper for the administration of the small cash office, It has been approved to now discharge the Junior Merchant van Polanen de Bevere, who is on the point of departing for the main office, as former co-guarantor for the aforementioned Cashier, and to file the suretyship itself with the others. 142. The 17th of April Anno 1787. Marginal decisions taken in the Council of Policy at Souratta: as was also done with the separate cloves, since the found deficiency barely exceeds the allowable ship deficiency, whereas the difference between the weight of the empty chests and the tare written upon them gives reason to fear that upon weighing them out, they will yield a considerable deficiency. Respectful reply and findings by the undersigned Sea Captain, namely: Tuesday the 17th of April 1787. deficiency on the said parcel of nutmegs dusted with clove powder seems to must be attributed also to the lesser weight of the chests at present than at the time the said nutmegs and cloves were packed therein, which arises from the drying out of the wood, as the empty-weighed chests themselves demonstrate. It was already resolved on the 3rd of this month to store according to order, as to ascertain the true deficiency by the tare deficiency so on these chests, one would have to separate the nutmegs from the cloves, and so thereby expose them to certain spoilage, while the unusual gross deficiency amounts to as much as 9 3/4 per cent, whereas on the other hand the cloves themselves are as damp and moist as they have never yet been delivered, which Clove powder is recorded in the cited 48 chests on the nutmegs 1440 and in 195 chests with single cloves 18556 or together 19996 net pounds. The cited 195 chests were weighed in here gross at 29458 3/4 lbs. The same were weighed out in Batavia according to the spice weighing memorandum received from there to the officers of that vessel at no less than 29823 lbs. Thus across the entire parcel a gross deficiency of 364 1/4 lbs or 1 1/4 per cent. Nutmegs dusted with clove powder are recorded as 3288 lbs net lean in 48 chests. The cited 48 chests were weighed in here gross at 7126 1/2 lbs. The same were weighed out in Batavia according to the spice weighing memorandum received from there to the officers of this vessel at 7493 lbs. Thus a gross deficiency across the entire parcel of fully 4 7/8 per cent or 366 1/2 lbs. To have the said chests tared. The findings conform to the annexed report of the Judicial Commissioners van Eijk and Best; they, in the presence of the Honorable Fiscal Meijer, had chests No. 15, 20, 43, and 46 opened and emptied, as differing the most between the gross recorded and found weight, which with single cloves in my opinion is to be attributed to the drying out of the timber from which the chests were made. And upon taring the empty chests with their lids and straw mats, they found that the tare is 204 1/2 lbs. And the same are tared in the cited Batavian weighing memorandum there at 241 lbs. Thus a tare deficiency of 36 1/2 lbs or fully 11 per cent. By the Junior Merchant and Warehouse Keeper Egbert Nicolaas Wiarda, the merchandise, warehouse supplies, gift goods, chamber items, writing materials, etc., recorded per invoice of this vessel, were received in the following manner, namely: Findings on the delivered cargo of the Honorable Company's ship Sparendijk, namely: Conform. 143. Upon the unloading of single cloves, discovering that the chest No. 46 had been opened and robbed, an investigation revealed that the theft was committed by the native coolies, one of the discovered thieves being tied to a post in the Honorable Company's warehouse to receive rattan strokes, since nothing else was to be recovered from him. Note: all the aforementioned chests with nutmegs and cloves, the soukels with mace, and the bale with cinnamon were received whole and in good condition, except the chest with nutmegs and cloves No. 46, which was seen to have been opened, and was therefore also emptied and its contents weighed net, finding that instead of the recorded nutmegs 7 3/4 lbs and of the cloves 7 1/4 lbs were missing. All Present The Director informs the members of the assembly that with regard to the customs clearance of Company and private linens transported on freight, the latter were appraised too high and were liable to customs. Having complained thereof to the City Governor this evening; After resumption and approval of the last preceding resolution, the Director informed the assembly that His Honour had been obliged to convene the members so late together, in order to communicate to them how today, at the customs clearance of the Company's and private linens which were being transported on freight, some of the latter goods were again appraised and cleared for customs so high above the declared prices that it seemed to exceed all bounds, making on some linens a substantial, indeed an even greater difference; that His Honour the Director, having immediately complained to the City Governor about such an unheard-of manner of proceeding, the latter had let him know that if the cost price of the linens, etc. 149. 19th April Anno 1787. The sentiment of the Governor regarding that matter, while protesting were declared truthfully at the customs clearance or according to the market price, indeed even if it bore merely some resemblance thereto, there could not be such an extraordinary difference between that and the appraisal, as was evident regarding the goods dispatched with the customs duties paid, which were appraised to be worth only 13 to 18 per cent above the declaration; but that if the private merchants wished to act in this fraudulent manner, they not only had to expect such an appraisal, which would now even be found to be below the true cost price, but that he, the Governor, could no longer tolerate that the Dutch merchants, making such an abuse of the privileges of their Sovereign, should further continue in such a manner exceeding all bounds of fairness to 150. 19th April Anno 1787. Through the court agent of the brokers, a copy of the Barettia or memorandum was submitted injure his customs and revenues; that he would have to implement other measures against them, adding thereto that if the Director himself wished to have these linens appraised, he would find that he, the Governor, spoke the truth and that these private individuals were in no respect disadvantaged by the appraisal that was made. Considerations concerning this And whereas upon examination of the same it appeared that the extraordinary difference between the stated prices of the piece goods and the value at which they were appraised at customs clearance has its origin as much in a far too high valuation as in an all too low declaration, and that therefore, although the Nabob's complaints were not as well-founded as His Excellency claimed, the merchants nevertheless were not entirely blameless in this matter, since by an excessively reduced declaration of the actual cost they had given the customs officials and appraisers cause for such an exorbitant appraisal, which amounted to over 50 percent across all the cleared goods, while this conduct of theirs deprived him, the Lord Director, of the opportunity to lodge a complaint about this with the Government with hope of a good outcome, 156. 20 April Anno 1787. it was approved to leave the matter at rest for now. Yet further to enact since they consider themselves greatly prejudiced by the aforesaid low declaration, it was therefore approved, on the one hand, in order not to cause any delay to the dispatch of the ship lying in the roads, as the monsoon is already so far advanced, and on the other hand, to make no complaints other than those founded on reason and equity, to let this matter rest for the present without making any public complaints about it to the English Administration, and to see how the customs officials and tapatelias conduct themselves at the second customs clearance which will take place on the 23rd of this month for the Company's as well as the private piece goods brought into the warehouse since then. And furthermore, in order to ensure as much as possible that private merchants do not 157. 20 April Anno 1787. do not make themselves guilty of low and fraudulent declarations, to order and enact: Firstly: That the merchants, at the same time that they submit the samples of their goods which they wish to bring to customs clearance, in accordance with the provisions of Article 3 of the regulations concerning customs clearance established by resolution of this assembly on 9 May of the preceding year, shall also declare to the Fiscal, or to whoever assists at the unpacking on his behalf, the prices for which they will declare the same at that customs clearance.
