E 1 Batavia High Noble, Valiant, Highly Esteemed, and Far-Ruling Lord To his High Excellency, The High Noble, Valiant, Highly Esteemed, and Far-Ruling Lord Mr. Willem Arnold Alting Governor-General, Together with the Right Noble Valiant Lords Councilors of the Netherlands Indies, etc., etc., etc. Right Noble Valiant Lords, Your High Excellencies' most revered letter of 13 March last, having been successively brought here both by the Company's vessels and the pantchiallang the Valkenaer and the galley the Raaff, may I be permitted, before proceeding to the reply, to offer Your High Excellencies my most respectful congratulations on the conquest of the Kingdom of Mampawa, which fell into our hands partly through arms and partly through negotiations. And in order not to distract Your High Excellencies' attention with a duplicate account from affairs of weightier business, I take the liberty to refer to what was put to paper by the Right Noble Valiant Lord Willem Silvester, Commander and Chief of the Company's Squadron; Captain at Sea Martens and the humble subscriber having handed over affairs directly upon arrival to his Noble Valiance, and also, pursuant to your most respected orders, rendered his Honor all obedience and deference, as well as provided the necessary information regarding all that had transpired during the entire expedition, and the state of affairs, both regarding Mampawa itself, and that which specially concerned Sultan Sarieff and Pangerang Cassim. The goods destined for the cutter the Patriot, the pantchiallang the Tan, as well as the two galleys, brought by the small vessel de Hoop and pantchiallang the Valkenaer to be delivered, the commanding officers of said vessels duly delivered them to everyone, and because the two galleys had already sailed for Java, and the goods sent for them could not be issued to those vessels, I had them partially stored here in the Company's warehouse upon arrival. However, as a longer stay of the force in this region than was anticipated caused the small vessel de Hoop to run short of rations and equipment goods, I ordered several items to be issued to that keel on the orders of the Lord Commander. The Act of Investiture solemnly presented to the people on 21 June last by Panumbahang Sarieff Cassim, 23 July Anno 1787 I take the liberty to include most submissively, most humbly begging Your High Excellencies' pardon that I was unable to have it committed to paper in the Malay language, because no one dared undertake to carry this out properly; the Panumbahang as well as his dignitaries made not the slightest difficulty to swear, sign, and seal it, because according to my modest abilities I made them understand the conditions contained therein in the Malay language. I hope that it will fully meet with the high satisfaction of Your High Excellencies, and that you will favor the humble subscriber with a prompt return of this paper, so that I may be placed in a position to deliver one to the Mampawa ruler. May Your High Excellencies permit the humble subscriber to detail, as briefly as possible, how affairs stand in this region at present; to avoid all confusion, he will first restrict himself Concerning Sambas, which ruler not only renounced all previous promises, but even went over to offer assistance to the Mampawarese; however, attempting to land his force at Trodokkang, it was partially destroyed by our arms. The Lord Commander also saw fit to remonstrate with that Sultan over his conduct by letter, and the reply received thereto is couched in the most discreet terms. dare sustain that His Highness is more devoted to Our Nation than to others, since this year he has engaged very heavily with the English and seized the greatest part of the cargo of the Gurap Neneij; three English ships that appeared off Mampawa during the presence of the Country's force all steered thither, but two of them departed thence to the west without having sold anything, because they generally thought there that they were Hollanders who sought to dupe them and take them by surprise under pretext of trade. And although one has indeed with reason harbored fear that the Sambas ruler would attempt to make undertakings to bring the Mampawa realm back under the former administration, one nevertheless also doubts very strongly whether he will indeed make enterprises thereto, the more so since upon the urgent request of the newly appointed Panumbahang, the Lord Commander Silvester has proceeded to have a small garrison of 1 Sergeant, 2 Corporals, and 12 Common Soldiers take up post at Mampawa, partly to keep in check the Bugis who have run wild there, but also especially to give some reassurance to the peoples living hereabouts. Concerning the stationing of this small garrison there, may Your Right Honorable Lordships most favorably forgive me for freely expressing my humble sentiments, in submission to Your Lordships' far wiser judgment, that the same amounts to no noteworthy expense to the Honorable Company, given that the Panumbahang has taken it upon himself to supply them monthly with the proper board wages and ration of rice, and also provides them with lamp oil and other necessities, so that nothing would come at the expense of the Honorable Company except some jugs of arrack which His Highness cannot obtain there by purchase. The advantage contained therein would also principally be that someone was always on hand there to be able to watch over the tolls in concert with the Panumbahang, since thus far no one has presented himself who is inclined to lease the import and export duties, and that principally stems from the fact that navigation there has thus far come completely to a standstill, and it will also likely take some time before everyone is aware that peace and quiet have been restored, when I do not doubt that the same will flourish there just as before. And since the former Panumbahang, alongside the Pangerangs Anom and Manko with the entire family, have moved inland, Sultan Sarieff intends within a few days to have them pursued for so long until he has them in custody or they have left the Mampawa realm. I can and may quietly reassure Your Right Honorable Lordships that the Mampawa inhabitants are very taken with the new Prince, and they have all very courageously taken the oath of allegiance to the Honorable Company and His Highness, while they are even very bitter toward the former Panumbahang, as they now seem to be convinced of his evil disposition. The greatest part of them are also already busy making themselves ready to track down the fleeing Princes, which would already have been done had the month of the Mohammedan Fast not restrained them herein. The cutter the Patriot, alongside the two pantjallangs and the lighter the Batavier that arrived from Samarang, the Right Honorable and Severe Lord Silvester has also seen fit to have remain here for some time yet, in order to be able to offer resistance in the event of any unhoped-for attack; but given that the period for which those small vessels are provisioned expires in mid-September, I therefore humbly solicit to be provided therewith according to Your Lordships' highest pleasure, since in this poor place little or nothing in the way of provisions is to be obtained, and I may then be enabled to supply the crews with what is necessary. With regard to Pontianak, I find no material to expand upon, other than that everything here is in a lasting tranquility, although private navigation is also not worth mentioning, because everyone, frightened off by the Mampawa War, avoids these regions, and since the Company's vessel with the necessities for this trading station has to this day not yet arrived, we also find ourselves here destitute of everything, wherefore most submissively

Most humbly also taking the liberty humbly to solicit from Your High Noble Lordships' utmost goodness kindly to accommodate us with the goods that we took the boldness to request in our submissive demand of the first of October 1786. And since I fell short of some men to complete the garrison here, I, in the hope of Your High Noble Lordships' favorable interpretation, requested the Lord Commander to be accommodated in this with the military men who were on the Company's small vessel De Hoop; and as His Noble Sternness had the goodness graciously to satisfy this request of mine, may it be permitted to me to communicate this to Your High Noble Lordships dutifully, with the further note that some invalids of that vessel are still present here, who, as soon as they have recovered, will be sent over to the capital at the first opportunity. Succadana which still remains uninhabited, the installed but thence expelled Riouw Prince Radja Alij departed on the 15th of May last from Candawangang whither he had retired, and as is generally stated, departed for Lomoerang. As soon as this news was brought to me here on the 29th of the same month, I immediately dispatched a vessel to Riouw and gave notice thereof to the Resident Rhude, for the reason that this place is situated on the Anambas Islands belonging under Riouw; however, a few days ago a rumor spread here that Riouw was allegedly invaded by the Ilanun. I immediately had all possible investigation made to obtain certainty regarding this news, yet not having been able to succeed in this, I strongly doubt whether one can or may give any credence to this report. Gusti Bander is still in Mattan, but maintains not the least understanding with the Sultan there who has retired to the upper lands. The entire following of the first-mentioned also, according to the most credible reports, consists of not even fifty souls, who do not yet seem to have determined whither they will take refuge, or whether they will establish themselves on Mattan itself. This all being what I deemed necessary to bring dutifully to Your High Noble Lordships' knowledge of any consequence, may it please Your High Noble Lordships also favorably and graciously to pardon the submissive signer that he has found himself obliged to observe brevity in everything due to the speedy departure of the galley De Raaf which [illegible], and which small vessel I also provided with the necessary victuals to make the voyage to Batavia, as appears from the expense account respectfully annexed hereto, amounting in money to 403 guilders and 7 stuivers. The Prince promised hereupon to add deeds to words, and I can also solemnly assure Your High Noble Lordships that if he continues to treat the merchant in such a manner as he has now done for over a year, one may cherish every hope of improvement. The trade also currently flourishes more than it has for some years, and many of the traders who daily return homeward also intend to return again next year. Since by Heaven's goodness the Mempawah affairs, according to the formed plan, have turned out satisfactorily through the arrival of the country's force, may it also please Your High Noble Lordships favorably to pardon the submissive signer that I only detained the cutter alongside one pantchiallang and two galleys to act against that place. made such known, who thereupon, together with two more of the Country's and two Company's Captains, came upstairs to have the same signed, sealed, and sworn to, which having taken effect on the 20th of June, the next day Pangerang Cassim was presented to the people as Panumbahang. The elucidation which Your Right Excellencies are pleased to ask of the humble signatory regarding the grandees of the realm who have also signed the Act of Investiture, and to state at the same time their capacities, dutifully complying with this, may I also be permitted first humbly to explain to Your Right Excellencies the form of government that is found in these parts among all self-appointed princes, among whom Mampawa must also be counted, as this realm was brought under Mohammedan rule not even fifty years ago by a Bugis named Dain Menambong, father of the now fugitive Panumbahang, who, first supporting himself through trade on Java, Bugis, and other places, finally ended up in Mattan and there entered into marriage with the daughter of the then-reigning Sultan. This Bugis, meddling too much in the government of that prince, was, after several years' stay, half-forced to leave Mattan and to seek a good refuge together with his wife and children. His proud nature did not permit him to seek shelter with another, but he proceeded directly, together with a number of about sixty able-bodied men, all Bugis, to Mampawa, where he had the good fortune to surprise the negeri and to expel the Dayaks who ruled there at that time. A short time after this event, the father of Sultan Serieff appeared there, who through his efforts and counsel brought Mampawa into such a flourishing state that it has become one of the largest trading places in this region, and for which services his descendants were also endowed by the said Dain Menambong with the possession of the other side of the river. As soon as he who lends a hand to such a fortune hunter in his undertakings resolves to establish himself further in such a place, he is appointed to one of his realm's grandees under one title or another, and these find their livelihood mostly from trade and some duties that incoming vessels must pay. If such a self-appointed prince happens to die, then one of his sons succeeds to the government, and he, upon the death of the grandees of the realm, appoints his brothers or others of the family in their place, in order, together with the elders of the nations residing there, to keep the kampongs under their supervision, as well as to decide all minor matters, no others coming before the prince except heavy crimes, such as murder, theft, and the like. The inhabitants of which such places consist are traders and a medley of all kinds of nations, just as on Mampawa no one is found except as such. Under the previous government there were no other grandees of the realm there than the Pangerangs Anom and Manko and the high priest Saijt Achmat. The first was the prince's own son, and the other a brother of the prince, both of whom have taken flight, while the third, Saijt Achmat, who now acts as First Minister of State, has submitted and has also been left in his dignity by Sultan Sarieff, because he had already lived for many years at the place of Serieff's father, and there exercised authority over the kampongs on that side to the satisfaction of the merchants residing there, who mostly navigate to Java. He is a reasonably wealthy person, shrewd of judgment, and about forty years old. He derives his income from marriages and other trifles attached to the high priestly dignity, which nevertheless yield him so much that he can find his livelihood from it. And the second, Saaijt Oessin, an Arab, who has also kept his domicile there for some twelve years, and throughout the entire war, with the Mandarese living there, found himself necessitated to fortify his dwelling in such a manner that they were protected against an attack by the Riau people. He is very devoted to Sarieff and his family, and even related to him; also, with his three brothers living there with him, he can muster a number of over one hundred heads. Having reached about the age of thirty years, he is at the same time a man who is very deliberate, and a great supporter of trade, from which he partly finds his livelihood, as well as from a small sum which the Chinese in the gold mines must pay him and which was assigned to him by the Panumbahang. While the last, Sarieff Mahomett, is a brother of Sultan Sarieff, and serves as guide to the young prince. This man, who is circa 36 years of age, I can and may assure Your Right Excellencies, will induce nothing but good lessons to the Panumbahang, and will also certainly ensure that no abuses take place in the negeri. With all this, there does not at present appear the slightest probability that the English will ever gain so much of a foothold there as to be able to establish a settlement, for Firstly, they find there no vent worth mentioning for their smuggled goods, because no Bugis keep domicile on Sambas or are admitted there for trade, and this nation is the principal one that trades with the English. 16 November 1787: and 29. and Secondly, the fear of subjugation will keep the Sambas prince from ever permitting the English to establish themselves in his country, for which reasons he also grants no admission to the Bugis, and will thus trust a European nation even far less. May I also add here that I believe the Englishman himself will have very little desire to do such a thing, seeing that his poor success in the adjacent kingdom of Borneo is still all too fresh in his memory to sacrifice some thousands of pounds sterling to the untrustworthy princes of this country. Since the revenues of the toll gates, as your Right Excellencies are pleased to remark, will be the principal point from which to make good the expenses employed for the conquest of Mampawa, the humble undersigned has also immediately introduced the leases there, which are now still being collected by the Panumbahang and the Postholder, considering that no prospective buyers have presented themselves to buy them at public auction; and although the trade is only slowly beginning to increase, well over five hundred Reales has nevertheless already been collected from it in three months; the delivery to be made of three hundred tahils of gold annually by the Panumbahang 16 November 1787 will will also yield the Company a small profit of well over ƒ4500:—:—, and thus I do not doubt in the least that this establishment will in time make a reasonably advantageous showing in the Pontianak trade books. The Dayaks, who occasionally bring news of them and who are also appearing more and more frequently, add further that the mortality among the fled Mampawa people has also been very great, because they cannot become accustomed to the climate of the Bornean uplands. If the Sarieff had succeeded or should yet in time succeed in getting the Mampawa princes into his hands, he would have sent them to Batavia and implored your Right Honourables' goodness to banish them elsewhere at the expense of the realm. so if the native is inclined to illicit trade, or has the least agreement with them, they can always find time and occasion enough to practice the same, especially by night, caring very little upon meeting again about the commander of the cruiser vessels, even though they properly bring their presumptive smugglings to their attention; besides, it is most difficult and even dangerous to overtake any of the Bancanese smuggling vessels, since they mostly lie ready near the islands, and at the slightest discovery hide behind the same, and even upon an encounter, whether having cargo or not, know how to make their excuse by showing a pass and having the intention of going to Palembang; and even though I have never been able to furnish conclusive proof in this regard, I have nevertheless made this known to the King several times on presumption, with the most earnest representations, to provide against this as much as possible; As a consequence of the first signatory's secret letter to Your Excellencies of the 13th of July last, we now have the pleasure of being able to report that the Panembahan of Madura has written the letter, a copy of which is enclosed herewith, to his brother-in-law, the former Regent of Tagal, Radeen Hadjie, currently residing on Bali, in order to persuade him to leave that country and return back here, as all this further appears from the letter itself and an extract from the dispatch of the Commander of Sourabaija, also enclosed herewith. We hope that both will meet with Your Excellencies' approval, the more so because everything has been acted upon according to Your Excellencies' intentions and this affair has been managed in such a manner that the Company, being as it were entirely ignorant of the Panembahan's invitation, will not need to take up or regard this matter as an insult by which its prestige and splendor are impaired in the event of an unexpected outcome or a refusing answer from Radeen Hadjie. In order the better to keep this negotiation the 11th of August 1787. — secret, the said Commander of Sourabaija excluded the Regent of Sedajou therefrom, the more so as he, on good grounds, determines with us that a writing from the same, standing in a less close family relationship with Radeen Hadjie than the Panembahan, would be of no influence or effect if the Priest sees fit to pay no regard to the latter's letter; whereof, however, we hope shortly to be able to report the contrary to Your Excellencies, the Panembahan's letter having been sent directly with a trusted person and an express vessel of the Prince himself to Carang Assem. Pursuant to the aforesaid separate letter to Your Excellencies of the 13th of July last, we may now report that the Panembahan of Madura, after a thorough inquiry, has found that the Madurese warriors recently returned from Ceylon have no accusations or complaints regarding ill treatment against their officers, but that their request to return homewards was solely and only founded upon and stemmed from a great longing for their native land after having been on Ceylon for so long, and that for that reason they also made request to be excused from engaging anew into the Company's service for Ceylon; in return for which the Prince has now undertaken to assemble another company of warriors for Ceylon, but having therewith at the same time made request that the transport thither might remain deferred until the coming spring, we take the liberty to submit that application to Your Excellencies, with a respectful request that the Panembahan may be granted the desired satisfaction therein. In our successive reports from here regarding the state and condition of the rice crops, we have continually had the joyful pleasure of being able to make the most advantageous and agreeable reports to Your Excellencies of the hope for an altogether fortunate and blessed harvest in the Tagal district. However, since this has, since about 14 days ago, been thwarted to such an extent by the all-destroying grasshoppers and mice that, of the crops still standing in the fields at Tagal and for the greatest part in Pamalang, up to as much as 106½ jong of land have been entirely destroyed on a single day, we find ourselves reluctantly obliged to give notice thereof to Your Excellencies; noting at the same time that the Resident of Tagal, for the present, indeed raises no difficulties regarding the receipt of the contingents, and also regarding the purchase for the Company of 500 lasts, which was assigned to him when the crops still promised so much good, but that after all this, the private transport from there to Batavia will nevertheless be of no great importance. According to the latest reports from the Eastern Salient, the crops there were still standing very favorably, so that one may hope to see the adverse situation in the Tagal district more than compensated from there, if the merciful God further pursues such with His precious blessing, and the unsettled weather with continuous unseasonal rains, of which there is almost no precedent on Java, brings about no unexpected change, since otherwise the all-destroying locusts are not uncommonly born from such a season so very unfavorable to the crops. Finally, we also find ourselves obliged to bring to Your High Excellencies' knowledge that the Emperor, for about six weeks past, has been suffering from a very dangerous eye disease, the cure of which, although not entirely hopeless, is nevertheless still very critical, and cannot be expected except after a long time, with an uncertain outcome at the same time as to whether His Highness, who through all this is very patient and enduring, will ever again regain the full use of his sight as before.
