Honorable and Esteemed Lord and learned Councillors: Your Honors' very humble servant, the native merchant Gennessam, having learned that Laalbeherrie, as fellow guarantor of Mr. Ross for the losses incurred on the silk sent to Europe, has been released by Your Honors, has drafted an Arzi or humble petition, both for himself and the heirs and executors of Ramsonderbos in whose place Laalbehorrij had placed himself, addressed to the Lords Directors, as the copy of its translation annexed hereto serves to show, and he humbly requests that he may deliver the same, prepared in duplicate in the original language with the translation thereto according to custom, to the secretariat, in order to be presented to the Lords Directors under the Company's papers with the ships departing shortly, with Your Honors' favorable recommendation. Translation of a respectful humble petition presented to the benevolent and in beneficence preeminent Lords Directors of the Dutch East India Company by the most humble and obedient Gennessam, both for himself and the heirs and executors of the deceased Ramsonderboos. The petitioners mentioned at the head hereof, having expressed their deepest submission and tokens of obedience, represent with due respect: That they, petitioners, have grown up from parents and ancestors and owe their subsistence under the shadow of the Company, without having any other refuge or being otherwise known elsewhere. That it is now several years ago that orders were established on behalf of the High Government at Batavia that the Lord Director and the Lords Councillors, as well as all others of the Bengal Factory, upon obtaining offices, should appoint natives of Bengal as guarantors, in order to be able to recover from them in case anything should fall short or any damage should arise in one or another's administration. That they, petitioners, being old residents and subjects of the Company, are subject to the orders of the Lord Director and the other Gentlemen, and carry out with heart and soul whatever they command, in consequence of which they also considered the order of Mr. Ross, when he became Director in the year 1777, to become guarantors for him, as given by the Company itself, and obeyed it; the more so because the said gentleman assured them that this was merely a custom with the Company, and that they should therefore not raise the slightest difficulty, and also ran no risk of suffering any disadvantage thereby, upon which assurance they, petitioners, understanding no Dutch, quietly signed; also in the confidence that everything Mr. Ross would carry out would by no means be outside the approval of the assembly, and the responsibility of them, petitioners, would also extend no further. That subsequently, the war between the English and the Dutch Company intervened, so that all possessions and properties here in Bengal fell into the hands of the English in the year 1781, on which account Mr. Ross departed from Bengal to the place where the Company is seated; but in what manner, notice, or decision, or with whose prior knowledge, is as little known to the petitioners as who took over the outstanding affairs of the Company for accountability. That the Gentlemen of the High Government were indeed pleased to state why the guarantors of Mr. Ross did not present themselves to the English upon his departure to prevent their damage, but how could poor subordinates accomplish anything in which the Gentlemen of the assembly were not capable of doing anything? For if they had been able to effect anything, they certainly would have done for the welfare of the Company what seemed best to them; but since they saw no opportunity for this, with what success could the petitioners have flattered themselves? Whose representations and complaints have indeed been heard as long as matters were in the hands of the English? That thus the affairs of the Trading Post remained obstructed for three to four years, during which time they, the petitioners, became desperate, comfortless, and helpless, when through God's grace in the year 1784 a ship of the Company arrived in Bengal with orders on behalf of the High Government at Batavia, bringing the message that the losses incurred on the silk, etc., sent by Mr. Ross had to be compensated by his guarantors to an amount of 6000 guilders, a referral the fairness of which they, the petitioners, do not understand, since this matter concerns Mr. Ross alone. That Mr. Herklots then functioned as commissioned Director in Mr. Ross's place, to whom they, the petitioners, presented a petition which was likewise dedicated to the assembly, with the request to submit the instance contained therein to Batavia, to which an answer was received in 1786 that the guarantors of Mr. Ross had to be held liable for the losses incurred on the silk for an amount of sixteen thousand rupees, a circumstance from which the petitioners' fate took an entirely different turn compared to former days. The Gentlemen of the Council here also ordered them, the petitioners, pursuant to the orders from Batavia, to be answerable for 16000 rupees and granted them a period of two years to satisfy this. But if anyone, benevolent Gentlemen!, casts an eye upon what is written about this from the fatherland, one would have to form the idea that the Gentlemen there themselves consider this entire affair concerning the silk entirely as a private matter, because the increase of the demanded amount originates solely from the calculation of shipping freight, whereas the Company cannot claim freight for its own goods, which will certainly come into equitable consideration by the Gentlemen. That they, the petitioners, upon the rendered ruling of the High Government, must declare that they have no one in Europe, being neither settled nor known there, and that Mr. Ross is actually the one to whom the accountability belongs, who is a servant and subordinate of the Company and is truly seated over there with it, and thus can himself be called to account at any time if he has brought disadvantage to the Company; while for them, the petitioners, through the change and course of time, nothing other than total ruin seems to await them, their children, and children's children. That since they, the petitioners, have no other recourse than the illustrious protection of the Company, they, the petitioners, most humbly hope and pray that they may be liberated by the same from all accountability concerning Mr. Ross, and that this Gentleman himself may be held liable, because he was a servant of the Company and even present there with the Company, as well as being actionable in the first place for what one comes to demand from him, and also has sufficient means to make compensation, not to mention that as long as the principal person is alive and capable, the guarantors cannot be called upon. how the matter stands therewith. in the year 1780 were delivered short to the Zeeland Chamber from this Directorate, and regarding which the former skipper of that vessel, Ian Everwijn Drielinger, by petition to their said Honorable Worships, a copy of which was received here, showed that they did not come on board since he delivered as many volumes as the stowage list of his ship shows to have been loaded therein; and it having appeared upon investigation that, according to the entry in the Resolution of 30 November 1784, the bale No. 307 with Carraderrijs, projected for that vessel, was forgotten to be shipped, but that this having since been discovered, was already credited to the Zeeland Chamber by invoice of 30 December 1780; and that regarding the bale No. 386 with 43 pieces of Aliabadijs no other report could be given than that the same was shipped from the warehouses on the 2nd of January 1780 and received by the second mate of the said ship, Ian Craaij, who also signed for it in the shipment book, but regarding which it was then omitted to give the necessary notice to Europe; while upon inspecting the stowage plan of that ship, examined for that purpose in the meeting, it was found that the said bale No. 386 with Alliabalijs was also noted thereon, and is to be found in the fourth tier on the port side, the rearmost bale at the front of the main hatch, all of which therefore provides sufficient proof that, notwithstanding what the said Drillinger states in this regard, the said bale was not only shipped from here but also received on board; it was therefore, on the motion of the Director, resolved and agreed to respectfully represent this as such to their Honorable Worships, transmitting an authenticated extract from the aforesaid shipment book and requesting pardon that this was not done sooner. 20 10 January Disposition regarding that order, we, the undersigned, have repaired to the Trade Warehouses and there had opened the chests of silk, Italian winding, and bales of Mochta brought from Kassembazaar, and found that the silk is on the whole inferior to the sample, without luster, and that in some skeins the silk stuck together, caused, as it appears to us, by having come too quickly onto the reel and not having had enough time to dry during the winding. The Mochta is fine enough in thread, yet not white; this is to be attributed to its having been washed too late in the year, for the time to wash Mochta white is the rainy season. A letter to the Honorable Cornelis Jacob van de Graaf, Governor and Director, along with the Council at the Cape of Good Hope. After collation, approval, and signing of all of which, it was understood to record the same, and likewise to note that the captains of the said return vessels, Jan Paardekooper and Gouke Dekker van der Mieden, having been expressly appointed for that purpose in the meeting, were given their dispatch under the delivery of the secret signals and other customary instructional papers, according to the receipts signed for the same. An English Lieutenant and Ensign granted passage to Europe. During the meeting, a letter from the Lord Governor-General Earl Cornwallis at Calcutta was presented by the Director, with recommendations for Lieutenant Fleming and Ensign Isaac Nend to repatriate with one of our return ships; it was thus approved and resolved to agree to this, and therefore to grant the requested passage on the ship Straalen, provided that the customary board and transport money is paid to the Company for it. 26 12 January A certain Swiss Captain from the Cape granted passage to Batavia. There is a shortage of anchors and cables. I immediately sent to an English ship for an anchor and cable. Cable I cannot obtain, but an anchor I shall obtain. Because this vessel could not proceed to Europe, the goods serving for dunnage and filling of the bales for a ship were unloaded from it and found to be: 95610 lb of pepper, while the invoice states that there was loaded for the Netherlands: 100000 lb, thus a deficit of 4390 lb, which calculates to a full 4 3/8 percent. 37835 lb of sappanwood was unloaded from it and weighed in here, and the invoice states that there was loaded: 40000 lb, thus a deficit of 2165 lb, which calculates to a scant 5 1/2 percent. According to the report of the Bookkeeper P. W. van Hall and Assistant Burghardt, there were 686 cans of shortage or deficit out of the 23280 cans or 60 leggers of arrack brought along, being 2 39/100 percent; since the regulation now allows 13 1/3 percent or 3104 ditto, the officers of this vessel are credited with 2418 cans. That Your Honorable Worships having pleased to waive the dispatch of the aforementioned third return ship, he, the petitioner, received orders to deliver here the said pepper destined for the homeward voyage, which he duly complied with as bound in duty, whereupon, during reweighing in the warehouses here, a deficit of about 5000 pounds was found on it. That he, the petitioner, has understood that here no write-off on such pepper is credited to the ship's officers, whereas upon delivery in Europe 6 percent is granted to them, with which he, the petitioner, if he had been permitted or able to deliver this part of his cargo there, would have come out with plenty to spare, since by less handling he would then very certainly also have suffered less wastage. That it therefore implies a great hardship for him, the petitioner, to be held accountable here for that deficit, as he believes, pursuant to the standing orders for that purpose, is to occur by Your Honorable Worships' disposition on the findings of his delivered cargo; wherefore he takes the liberty to show, with all due respect, that this very large deficit is to be attributed to the threefold handling of this cargo: namely, first when it was offloaded from on board, secondly when stored here in the warehouses, and thirdly when, after having lain for a considerable time, it was reweighed here; all of which certainly could not have occurred without considerable wastage, as it is generally well enough known that the dustiness of this commodity does not allow of its handling and processing without much of it dispersing and being lost. All of which he, the petitioner, respectfully hopes may come into favorable consideration with Your Honorable Worships, 36 37 30 January Disposition on both those writings. and that he may thereby remain exempted from the further accounting for this deficit, for which he hereby makes the most humble request; or else, if Your Honorable Worships cannot consent hereto on account of the standing orders to the contrary, that this his plea may be presented in the most favorable manner to the Honorable High Indian Government. Surety and declaration of the junior merchant De Vriese at Batavia for the granting, assuring endlessly of my obligation; a benefaction which will enable me, as an honest man, to associate peacefully again with the Dutch Nation and which will always bind me to be with the deepest respect. Thus, after resumption, it was resolved to insert the same herein for the pleasing consideration of Their High Mightinesses. Subsequently, the Director produced two deeds passed here at the Secretariat, handed over to his Honor by the junior merchant and former Secunde at Patna, Gozewijn Willem Hendrik de Vriese, who recently departed for Europe. One being a surety in the sum of Pr Co 3200:5: provided by the junior merchants Paulus van Grieken and Balthasar Constantijn Diderik Bouman, and the other a declaration that he, De Vriese, apart from the monthly wages due to him and the amounts of such bonds and drafts as have been granted to him by the Director and Council here, has no claims whatsoever against the Company. After resumption of both, it was resolved to place the surety into the hands of the Honorable Chief Administrator for safekeeping in the main treasury, which was done during the meeting, and to send the declaration to Europe at the first opportunity. John Fredrik Bohne, having served the Company as a soldier since the year 1768, petitioning by request to be discharged from service on account of his present sickly condition and very ample expiration of time, and to be permitted to reside here as a burgher, it was resolved to grant this, and accordingly to cause the petitioner's pay to cease from this day forward. After resuming and signing a letter to be sent with the hooker ship De Standvastigheid to Their High Mightinesses, the Honorable Supreme Indian Government, the captain of that vessel, Willem Sterk, was summoned to the meeting and, upon being handed the usual instructions and sailing orders, was given his dispatch, intending to depart downstream this evening or early tomorrow morning to undertake the journey at the first good opportunity; regarding all of which it was resolved to keep this record. Together with letters from the servants at the office mentioned in the margin dated the 25th of this month, their cash and expense accounts for the month of December last were received. As according to the declaration of the Honorable Chief Administrator nothing was to be remarked upon recalculation and examination, it was resolved to approve and pass the same. The Patna servants having communicated in their letter of the 7th of this month the settlement of the outstanding entries in the old books of that office, and this pursuant to what was ordered by the Honorable Supreme Indian Government in honored letters of 21 October 1785 and the resolution taken thereon by this Council dated 5 December last, extracts of both of which were sent to the servants, it was resolved to approve this as a consequence of the given order and to keep this record thereof. As there was nothing to object to the cash and expense accounts for the month of December sent over by the said servants with that letter, according to the declaration of the Honorable Chief Administrator, it was resolved to approve the same, and thus also the financial negotiation occurring therein and also mentioned in the letter, which the servants succeeded in making, amounting to Sa 79100 on drafts to the Netherlands at 27 and a half stuivers per rupee, and Sicca Rupees 30700 on bond at 9 percent per year, to be repaid from the first money that comes into the treasury there. In compliance with what was ordered in that regard, the servants having stated in the said letter of 7 January the amount of the collection of saltpeter and opium in the past year, and how those collected quantities were distributed in the following manner: 125000 maunds of saltpeter, of which 94000 maunds were sent by the English, and 31000 delivered to us. 4500 chests of opium, of which 3600 chests were transported by the English, 200 ditto to the Danes, and 200 ditto delivered to us. Thus it was resolved to consider the intention fulfilled herewith, and in due time respectfully to bring this statement to the knowledge of the Honorable Supreme Indian Government.
