Having the honor to accompany this with a copy, I saw myself honored with Your High Noblenesses' revered letter of the 21st of June past, containing orders to demand from the Armenian merchant residing at Madras, Shamier Sulthan, two identical copies of a bond amounting to rixdollars 71350: –. in order to be able to be cancelled at Batavia. §2. In accordance with this requisition, I did not fail to confer with that gentleman about it by letter of the 5th of December last, and the same reported to me in substance by his reply of the 19th of the same month that he would remit that bond to his correspondents at Batavia, in order to have the same offered by those people to Your High Noblenesses. §3. I humbly beg Your High Noblenesses' excuse that upon the departure of the ship Horsen I made no report concerning the discrepancies which took place between me and the duan; my ailing circumstances and sufficient ground to which the same were to be attributed were lacking to me then, but having now become more enlightened in this affair by two notarial declarations dated the 2nd and 3rd of February annexed to our separate letter now being transmitted, I thus consider myself obliged to lay a small detail thereof respectfully before Your High Noblenesses. §4. The merchant Willem Hendrik van Bijland, a most restless and seditious man, thought fit in the month of September to present the Haweldhaar of this place, Abdulla Saijb, with 4 ells of red cloth, 15 lb. of pepper, 10 lb. of cloves, 6 lb. of nutmegs, 2 lb. of mace, and 3 small bottles of rose water, with the request that the Haweldhaar would honor him with his friendship. An act entirely contrary to the orders regarding the native rulers and grandees as well as Company servants, which order permits such solely to the one who is placed at the head of a colony. §5. That he has made himself guilty of disobedience regarding this order, of that he is fully convinced, while I have been told that he himself is said to have related such in conversation to various persons; not only that, but this is also proven by both the above-cited attestations provided by four various persons. §6. But that this friendship obtained through gifts had the purpose of involving me as head of this place in disputes is a certain truth and needs no further proof, seeing that he, Van Bijland, did not hesitate: By illicit means to incite that ruler, so that the parcels of private persons were not only detained, but even those of the Honorable Company; indeed, to submit himself or his goods to the inspection of the customs officials of the duan contrary to all our ancient privileges. At that time I also directed a letter to the Armenian merchant Chamier Sulthan, being aware of his influence at the Court of Carnatica, containing an urgent request to bring about through his intercession that the Haweldhaar here might be ordered to release the Company goods, and no longer cause any impediments to the loading of the ship Horsen. §9. To this, Samier Sulthan answered me verbatim on the 3rd of October as follows: "After we have spoken back and forth, His Highness has most earnestly commanded the Amildhaar to release all the parcels and chests of Captain Pas that were impeded; likewise without impediment, on Your Honor's word of honor, to let pass all the goods of the Honorable Company, both those that are to be embarked and those that are to be unloaded; furthermore to levy the toll, according to ancient custom, for the goods that Your Honor shall declare to belong to private merchants; and finally to assist Your Right Honorable with all courtesies, in order thereby to make the departure of the ship easy. Also order has been given to send two capable cannecappels hither, namely one from Your Honor and the other from the Amildhaar, in order to hear the mutual complaints, which shall be judged to the satisfaction of both parties. In accordance with the desire of the Nabab, I sent the Honorable Company's interpreter Mandalam Wengadassalam Naijker to Madras, judging him to be the most capable and suitable for the purpose, under my covering letter of the 11th of November past, in order to examine the Honorable Company's eminent privileges and to manage our affairs in such a manner that no disputes concerning our privileges might arise any longer between the Haweldhaar and me. To the First Minister of the Nabab, by name Cajan Assan Chan, and the second ditto Rama Rauw, I simultaneously dispatched a letter, accompanied by some gifts and a request to see to it that the Honorable Company might be maintained in its privileges, as the investigation thereof had been assigned to these two ministers and the merchant Shamier Sulthan. Section 13. On the 19th of December, I was informed by Shamier that for thirty days he had been obliged to postpone his own affairs, and several times had to take his midday meal at 5 o'clock in the evening because of the business which the concluding of this affair with the Nabab had caused him, which he attributes to the unpleasant custom of the Moors, who work for a month on a matter which they can settle in a day; further giving to understand that he had great hope that this matter would be settled to my satisfaction. Section 14. In this pleasant hope I was strengthened by a letter from the above-cited interpreter, dated the 17th of December of the past year, in which, mentioning the services rendered by the Armenian merchant, he indicates that a document had been prepared 520 in accordance with the customs of former times. On the 30th thereafter, the repeatedly mentioned Mandalam Wengadasselam Naijker wrote to me that he had had an audience with the eldest son of the Nabab, to whom he made known that the privileges of the Honorable Company agreed with the statements of Cangor and Stamalason, requesting permission to depart; whereupon he was given as an answer that the Nabab was ill, and thus these matters could not proceed, but that the letter had been written, though not sealed, and that it would be forwarded subsequently. Section 16. Upon his return on the 10th of January he reported the same, with this addition: that the matters had been concluded as I had desired, and enclosed in this letter, which he offered to me, which had been handed to him personally by the Nabab's son upon his departure; but upon opening that letter, it was found that the contents were of the following tenor: "I have received your letter, and have fully understood what is stated therein; your servant Mandalam Wengadasalam Naijker has moreover given me information concerning the matters regarding the former customs." Further, the Nabab says in his aforementioned letter: "I always keep an eye on the Dutch Company and the flourishing of its trade; for that reason I summoned the Pulicat Haweldhaar Cader Alijchan to me, in order to be able to speak about these matters with your servant Mandalam Wengadasalam Naijker, whose conversations I have heard, and have instructed the Haweldhaar not to molest 521 the servants of the Dutch Company in any matter whatsoever, not to handle matters wrongfully, and also not to introduce any innovations, but to let everything proceed according to the former customs." But since the departure of the repeatedly mentioned interpreter on the 14th of January, I have received not the slightest answer either from the Nabab or from anyone on his behalf, nor has that interpreter been able to obtain an audience to this day. And since neither I nor anyone else is capable of defending oneself against an anonymous writing, and this nevertheless affected me most severely, I further assigned the investigation thereof to the commissioners, with orders to demand this from van Bijland, since he is the sender and he obtained it from the council of the wicked as he expresses himself. And how far does his infamous malice go: to attach an even stronger suspicion to this libel, he imagines a dispute between the Masulipatnam merchants originating from the size of the sum invented by him. § 10. That after the death of the Chief Administrator, the junior merchants and members of the council Brouwer and Bloeme each have a key, and the draft master has three of the padlocks for the chest, and furthermore that the transfer clerk of trade is always present at the opening of the treasury, and the draft master very seldom. § 12. That it is indeed true that I did not send all the silver with one sloop, and that for the reason that it is entirely contrary to merchant practice to furnish a vessel with too precious a cargo, which is why I sent 90 bars with the sloop De Zeerob, and subsequently 88 bars with the Herstelling.
