Your Right Honourable has, by honoured Colombo missive of the 10th of September thereafter, directed us to enter into an agreement with the elephant merchants, namely to deliver the elephants that they desired in the coming Year, and to inform His Honour whether they were satisfied with that, and to send the elephants that remained here and were not suitable for trade, except for the decoy animals, thither. In compliance therewith, the first signatory, see Jaffna missive of the 18th thereafter, caused notification thereof to be given to the merchants by the brokers of the elephants, And we have by our letter of the 15th of January presented to Your Right Honourable a report of the inventory and inspection of the 25 elephants present here, with an indication of their defects /: which report is also inserted in the copy of our resolution of the 6th of the said month/ and at the same time requested His Honour to inform us when one should send the 10 elephants among that number known to be unsuitable for trade thither, whereupon Your Right Honourable, by much respected missive of the 4th of February, has written to us that the necessary elephant servants would be sent from Colombo by the 15th of April to take delivery of the aforesaid 10 elephants at Wattekandel, and that one had to send as many elephants to Trincomalee as the servants from there might require, because Your Right Honourable had authorized the said servants to demand in good time from us as many animals as they needed for the service of the fortification works, even if it were all 10 pieces, and by respected missive of the 14th of March ordered to send as quickly as possible to Wattekandel: eight decoy animals, and in the meantime to inform His Honour by what time the Colombo elephant servants had to be there to take delivery of them, while we in answer thereto, by our letter of the 21st of that month, communicated to Your Right Honourable that on the 24th thereafter the requested 8 decoy animals would be sent from here to Wattekandel, to be taken delivery of there by the 1st of April. That we could have issued from the local lots, at the usual prices, to each of the 140 weavers, 3 painters, and 48 dyers who were found here at the census, for the encouragement of the manufactures, 3 maunds of chaya roots, provided that the first signatory of this and the Honourable Dessave maintain the necessary supervision that those people actually use those roots in their craft 1711 1718 789. and therefore do not take them in order to sell them to others at a profit; and so that this might proceed more regularly, to let this happen upon an express order from the first signatory of this, in which the recipients must each be stated by their names, and that as soon as that order is granted, a copy of it had to be given to the Honourable Dessave for the aforesaid purpose.
