1775 item Payment Extract from the aforementioned missive of 25 June 1777 Concerning Cinnamon, we wish together with Your Honour that the collection thereof may yield a more ample delivery than in the financial year 1775/6; in the meantime it serves as no small satisfaction to us that the cultivation of that aromatic bark was continued with much fruit, and that so much was peeled from the new plantation in the past year that 48 bales thereof were sent to the Netherlands; but since an evident possibility results therefrom that as much cinnamon can be planted as could be consumed, we therefore approve Your Honour's necessary arrangement made on 22 March of the year just passed, to proceed with that work vigorously, to encourage everyone to lay out cinnamon gardens, and to set the price for the cinnamon that should be delivered from these gardens to be laid out at one rixdollar for each bundle of 30 lb, being below our authorization by secret letter of 4 December 1767, whereby we promised 8 rixdollars for a bale of 80 lb delivered by the Sinhalese; yet Your Honour must ensure the necessary care is taken that the peeling of the cinnamon remains solely with the cinnamon peelers, because otherwise it would be difficult to guard against smuggling therein if everyone were at liberty to keep peeled cinnamon with themselves, as Your Honour had shown us in your secret letter of 28 May 1768; whereas, by keeping the peeling reserved solely for the cinnamon peelers, one always retains the power, when the cinnamon increases according to wish, not to let more thereof be peeled than the Company needs. In order to somewhat revive the capital of the Diaconate at the Commandery of Galle, which has fallen behind for some time, we agree upon Your Honour's intercession that the lease of the coir exported at Galle, being one rixdollar on every 1000 lb of loose and 1 rixdollar on every 1000 lb of spun coir, may henceforth be collected by the deacons there for the benefit of their treasury. Roman Catholic Under the Domestic Regulations we consider it well done that Your Honour, to curb the unauthorized conduct of some Roman Catholic priests who had made it their practice for some time to register needy people for marriage and to publish proclamations thereof in their church houses, had made known to the inhabitants by a placard the formalities that must be observed in the solemnization of marriages, with a prohibition to the Roman Catholic priests upon severe punishment against registering anyone for marriage and announcing proclamations in their church houses, or marrying those registered for marriage. Extract from the aforementioned missive of 25 June 1777. Furthermore approving that Your Honour, in order to counteract the import of Porto Novo pagodas and to encourage those of the Company, had authorized the Jaffna servants to accept Company pagodas for 13 Dutch stivers or 10 2/3 Indian stivers, and the Porto Novo ones no higher than at the old price of 96 Indian stivers. In order to introduce into your Honor's Government that which is annually observed here at the capital, we have resolved on the 13th of this month to write to your Honor as well as to the ministers of Coromandel and Bengal, that henceforth all qualified Servants repatriating directly from there must institute their actions or claims, which they might believe to have against the Company, here in this country before their Competent judge, on pain of nullity in case of the contrary; provided that subsequently, before their departure, a notarial declaration must be executed by them as proof that they have nothing to claim from the Company, whether in the Netherlands or anywhere else. Charges In our letter of June 25th, we anticipated that we would respond further to the difficulties and arguments brought forward by your honor in your writing of September 17, 1776, against the calculation of everything that must be debited or credited to the account of land or ship salaries, according to the transmitted models; since the senior merchants of this Castle have shown us in a report how that account must be treated, to serve as a solution to the difficulties proposed by your honor in that regard, we send a copy of that report, accompanied by a memorandum on the calculation of rebate and agio added behind it, for your information, so that you may govern yourself accordingly with the debiting or crediting to the account of land or ship salaries. Extract letter dated September 31st preceding, written from Batavia to Colombo To 68 — 18 1782 To His High Nobility, The High Noble Great Honorable Lord! Jeremias van Riemsdijk, Governor-General, together with The Honorable Stern Lord Councilors of Netherlands India. High Noble Great Honorable Lord, Honorable Stern Lords. By resolution of June 5, 1777, your High Nobilities ordered to deliver to us an extract from the letter of the Honorable Stern Lord Governor and Director of Ceylon, together with the Council of Policy in Colombo, dated September 27, 1776, with orders to provide a report on what appears therein; and since the first signatory did not yet have the honor at that time to be a fellow member of your High Nobilities' meetings, and that order at that time was therefore also directly applicable to him, he also considered it his duty to obey that mentioned mandate together with and alongside the other signatories, as bound by duty, and to treat, in addition to the mentioned extract, that which we are obliged to perform in compliance with the order. Extract from a letter written by the Lord Governor and Council of Colombo to their High Nobilities, dated September 27th, Anno 1774. The models are properly formed for deficiencies on goods that are charged with profit, or calculated at purchase price (this proves every treatment in the same), and that indeed at the outer offices where the charge itself is to occur, and with: 1st. In charging from one office to another, which differ from each other in fixed coin; 2nd. At charge or purchase price according as the goods are recorded; for to one of these two cases the adjacent proposal in the Colombo letter must be determined. In the models sent over with your High Nobilities' resolution of July 15, 1774, formed by the gentlemen senior merchants of this Castle to demonstrate how everything that comes to the credit or debit of land or ship salaries, and this must be placed on the salary account, we find some difficulties which we feel obliged to bring 1783 under the eye of your High Nobilities. And then it is indisputable that the Company would fall short by 10½ ducatoons, understand well, if it were acted in such a manner as is described here adjacent; but then that deficiency would also run for the account of the person who had charged that amount (in the first hypothesized case) of 90 ducatoons at 66 stivers, amounting to 297 florins, to Naga, without observing the difference that exists in the reduction of the value to the Netherlands price of the ducatoon and the old pagoda, which in this case is an agio of 13 7/11 per cent, wherewith the 297 florins being charged, being 40 florins 10 stivers, then it counts 337 florins 10 stivers, which at 90 stivers each pagoda makes 75 old Nagapatnam pagodas, which again at 96 stivers Indian money amount to 360 florins, and thus are equal to the Indian value of 90 pieces milled ducatoons of 4 florins 8 stivers each. While at the place from where these 90 ducatoons are recorded to Naga, the 13 7/11 per cent agio calculated thereon, amounting to 40 florins 10 stivers, must be settled on the general account, that is, must be collected in this case. Thus must be acted on Colombo or at all places to which the ducatoons are given as fixed coin, in recording to Coromandel. And thus would also in the second hypothesized case on Coromandel the tax books in their tax 90 ducatoons of 66 stivers from Batavia, charged at 297 florins — —. In Netherlands are taken in at Naga with 66 old pagodas of 90 stivers, or 297 florins —. A skipper or warehouse master, or whoever it may be, is short of them. And the model of charge says that they must be debited to the salary account with 66 pagodas of 96 stivers Indian, which make 316 florins 16 stivers Indian, when now the salary books in their tax

must be entered in the trade books, to wit in case charges must be made, that such charge is made at purchase price on deficient goods which had been charged in ducatons money, to agree with the trade books. To make this easier, we take the liberty of annexing hereto a memorandum of the calculation of rebate and agio which must be observed, and is also constantly observed here, when making charges to offices where a different standard coin has been given than at the place from which the charge is made. And also when charging at purchase price, however seldom such charges occur in case of deficiencies, which is why it was not taken into account when preparing the models, in case the goods were brought from an office where a different standard coin is used than at the place where they were loaded. And of which treatment the utility, to wit the maintenance of the equality of the Indies value of the species, which nonetheless may not be altered in trade and circulation, is shown by every demonstration. Yet to demonstrate this further with another example: the rupee is and is still customarily calculated in Surat at 30 stuivers Indies, just as the milled ducaton is calculated here at 80 stuivers Indies, and thus 800 rupees are ƒ1200, just as 300 ducatons are likewise ƒ1200. Yet if one wished to charge from Surat to Batavia 800 rupees at ƒ1. 4 each in Netherlands money, amounting to ƒ960, without adding thereto the difference shown in the table of 3 1/8 percent agio, being ƒ30, one would never equalize with the Netherlands value of 300 ducatons, being ƒ990, and thus also charge that ƒ30 too little. Then these 66 pagodas of 96 stuivers Indies, or these ƒ316. 16 in Indies money, reduce to only 79 1/5 ducatons. The remaining 10 1/2 ducatons would then have to be settled on the General Account, that is, written off, for settling and writing off are regarded here as meaning the same thing where compensation is concerned. And as the difficulty now states, in so far as it concerns the stated deficiency at Tuticorin, it is equal to the previously stated deficiency at Nagapattinam, solely with this difference: that whereas the calculation of the agio there amounted to 13 7/9 percent, to observe the equality of the domestic value of the coin it now amounts to 1 2/7 percent, and if one charges therewith the ƒ273. 18 or the 66 pagodas of 83 stuivers, one will obtain, without the slightest difference, ƒ306. 3 5/9 Netherlands money, being 73 3/4 pagodas of 83 stuivers, which at 90 stuivers each amount to ƒ332 Indies, the required quantity for 83 ducatons. Thus far we have shown how one must act both at Nagapattinam and at Tuticorin regarding charges resulting from calculations from places where the ducaton is the standard coin, or from imposed compensations at purchase price for goods found short which are charged in Netherlands guilders reduced to the ducaton. And to that extent, according to our humble opinion, the second objection mentioned in the Colombo letter of 27 September 1784 has been resolved. Yet we meet with a difficulty regarding the difference of the determined percentages in part, but one must examine how much percent should now be taken in compensation for a deficiency above the purchase price. And this seems to us that it ought to be shown, being just as necessary as the elucidation regarding the charge at purchase price or the debiting from one office to another. We take for an instance that goods are sent from Batavia or Colombo (it is the same, for both have the ducaton as standard coin) to Tuticorin, which according to the other regulation must be compensated with a double capital. Suppose those goods at Batavia cost at purchase price 25 milled ducatons and thus, burdened with a double capital, must yield 50 of the said ducatons, which 50 ducatons amount to ƒ200 Indies money, and are thus equal to 44 4/9 pagodas of 90 stuivers which must replace them at Tuticorin. But the 25 ducatons are charged at ƒ3. 6 Netherlands each, amounting to ƒ82. 10. A double capital on that makes only ƒ165, and this at 83 stuivers per pagoda is only 39 63/83 pagodas, which is too little. Consequently, one cannot adhere here to the old order of a double capital advance, or one would cause loss to the Company.

1793 general Articles of War decreed by Their High Mightinesses the Lords States General of the United Netherlands on the 4th of September 1742, as well as the resolutions of this government dated 20 August 1753, 5 November 1754, 11 July 1759, and 20 August 1762, along with the further edicts of 9 October 1764 and 20 June 1766, some dishonorable persons both in Surat and Bengal and elsewhere have presumed to abandon the flag of the Dutch Company and place themselves under the protection of foreign powers, under far-fetched pretexts or arbitrary interpretations of the edicts, to no small detriment of the Company, it was thus resolved on the 19th of December last in the Council of the Indies to renew and amplify the last edict of 9 October 1764 and to enact for the future: 1: That all servants, whether civil, seafaring, military, or tradesmen, whether their term has expired or they are earning wages from the Company or not, are hereby forbidden to place themselves under the flag of a foreign nation, whether European or native, under penalty of banishment and a fine of 300 rds for those who earn no wages, and one year's wages for the servants; much less may they leave their service, upon pain of confiscation of their goods, and in addition, upon apprehension, to be punished corporally or capitally according to the exigency of the matter. 2: No citizen, whether European or native, shall be permitted to depart to another place under the Company's jurisdiction without the prior knowledge of his captain and permission from the Colonel, on forfeiture of 300 rds for the benefit of the deacons of this city, and, if unable to pay this, to be banished for three years wherever it shall please the High Government of these lands, to work on public works in or out of irons according to the exigency of the matter. 3: And 92 1794 93 3: And in order to provide better herein, every citizen, European, native Christian, Moor, Mohammedan, Chinese, or Peranakan, shall be obliged to demand from his captain a parchment with his name, place of residence, and under whom he is assigned (among the natives called a Pamrela), and to carry the same always with him, the respective captains being hereby ordered to issue the same free of charge; and all those who are not provided with such proof within three months shall be regarded as vagabonds or tramps and shall enjoy not the least privileges of the citizen status. 4: Furthermore, all citizens, whether European or native, who fall under the flag of the Company, shall not be permitted to place themselves under a foreign flag without the consent of the High Indian Government or of the Governor and Council of the factory where they are stationed, on pain of banishment and a fine of three hundred rds. 5: That 94 5: That all those who travel aboard the Company's ships, whether servants of the Company or passengers, without exception of whatever rank they may be, upon the outward voyage from here or when departing from the ports of the Netherlands, and on the homeward voyage, shall not be permitted to leave the ships until they have been discharged in the Dutch ports by the Noble, Highly Honorable Lords Directors of the Company; much less may they leave the same in foreign ports under any pretext whatsoever and seek protection under a foreign flag, on pain that their goods shall be confiscated for one half and that they shall be perpetually banished from the lands, cities, and forts of the Company. Reynier de Klerk, Governor-General, and the Councillors on behalf of the State of the United Netherlands and the General Dutch Chartered East India Company in the Indies, to all those who shall see this or hear it read, greeting, make known: That We, having taken into consideration the complaints of several of our good residents regarding the fraudulent bankruptcies that are currently more prevalent than ever, and the absconding of many Chinese who were registered as reliable people, whereby, not counting the damage that the Company has already frequently suffered from fled and hiding tax-farmers and their guarantors, various of our subjects, and especially the city auctioneers, alongside some other persons qualified here in this city to hold public sales, have already suffered considerable damage; and moreover, it is to be feared that credit, and with it the remaining, very languishing private trade in this colony, will completely sink into the sand unless the necessary provisions are made against this; have approved on the 27th of the past month of February in the Council of the Indies to amend our resolution of the 24th of June 1763—whereby, for the restraint of the abuses occasionally committed in the civil imprisonment of debtors, it was established as a permanent law that a debtor, after having been imprisoned for six years, shall have the freedom to address the court on whose authority he was imprisoned to obtain release, and the recommendation added thereto for the Courts of Justice to investigate the validity of the reasons which such debtors allege to demonstrate their insolvency, to hear the creditors thereon, and after comparing the arguments of both sides to dispose thereof as they shall find best consistent with equity—in such a manner that the same henceforth shall be and must remain applicable only to European and Christian debtors in general, as well as to such native non-Christians and Chinese who can sufficiently prove that they have fallen into that misfortune through a concurrence of fatalities which they could not have prevented, and not at all through bad faith, malversation, or the squandering of another's money or property. we were thereby not only to receive, for the first time after a long period, the reports from Souratta, Bengale, Cormandel, and especially from Mallabaar, but also the principal papers from Cormandel, without which we, according to custom and necessity, could not well hold the deliberations concerning that government in the spring, or prior to the departure of the ship returning via the Coast. For whereas the said vessel Stavenisse arrived in the Galle roadstead on 24 January, and had already been discharged before the end of that month of that which she had on board for the Ceylon return ships, it was deemed fit to dispatch her hither only on 20 February, solely, as your letter of 16 February states, for the ostensible remedying of some minor defects to the keel, which the ship's officers, however, did not note at all, and of which not the slightest trace is to be found in the expense account. By which delay we, who in the present situation of affairs have had to look out with very great yearning for relief of Moorish sailors from Souratta, were forced by necessity not only to man the ships departed in the spring to Java's East Coast for the collection of produce (whose necessary dispatch before the change of the western monsoon we may not assume to be unknown to you) with Chinese, but also, in that respect, even to have recourse to other no less dangerous means.
