We have the honour to forward herewith to Your Right Honourable and Valiant Sir certain papers in which we request such elucidations regarding the state of military affairs as we deem provisionally necessary in order to comply with the highly revered orders prescribed to us by His Serene Highness the Lord Prince Hereditary Stadtholder; and since it is our intention to depart within a few days for the Malabar Coast in order to take advantage of the favourable monsoon, and having transacted our business there to return back hither, it is therefore our polite request that Your Right Honourable and Valiant Sir will have the answers to these requested elucidations prepared during our absence, so that we may execute the commission entrusted to us with as much dispatch as possible. We also request that Your Right Honourable and Valiant Sir be pleased to send copies of the accompanying documents to Trincomalee and Galle, so that upon our arrival there we may also find the answers to the same. And if it should take too long to obtain them before our return to Colombo, where we hope to find them, we request in that case to be informed at which of the two other places, Galle or Trincomalee, we may expect them, it being our plan to depart after mid-March from Galle for Trincomalee as is consonant with the monsoons. The undersigned hereby request the Right Honourable and Valiant Sir Van de Graaff, Ordinary Councillor of the Netherlands Indies and Governor and Director of the Island of Ceylon, to provide them with the following documents: Article 1: Concerning the troops. The number of military personnel currently present here on the island, both Europeans and others. How they are distributed, whether into regiments, battalions, or companies; where garrisoned, and whether they are relieved and rotated at a specific time. Also, for each corps, both infantry and artillery, a specific statement of their administration, clothing, pay, recruitment, etc., prepared according to the annexed model under Letter A. Furthermore, the military regulations by which the above-mentioned troops must be governed, as well as the capitulations of such corps that may have entered into them. A statement of the departed and arrived personnel during the last ten years among the national troops, according to the model list under Letter B. The instructions by which the head of the militia must abide; whether there is also an armed citizenry present here, how many in number and how composed; whether they can be summoned from outside in time of war, and in what manner their upkeep and lodging are then provided for. Whether, besides this armed citizenry, there are also free blacks formed into a separate corps, for what services they are suited, and how composed.

List Article 2: Concerning the Fortifications How strong the Corps of Engineers is; where it is in garrison; their pay, both of board money, service allowance, and other emoluments, under whatever designations these may be, as well as their instructions. How the expenses for the fortifications are applied, whether in daily wages or by contract, and how those expenses are accounted for. Whether the workmen employed for this purpose are divided into a permanent corps; whether they are Europeans, freemen, or slaves; in what manner their payment is made, whether by daily wage or monthly, and how much this amounts to; as well as under whose supervision they perform their work. they have the honour to propose the following provisional plan to the Right Honourable and Valiant Lord Governor of this island in order to accomplish this in Colombo, Jaffnapatnam, Gale, Trinconomale, and Oostenburg, to the end that the armouries in these aforementioned places are always provided with good and usable muskets. Article 1. In order to make a fixed determination of the number of muskets which would be needed in each of the aforementioned armouries, it ought to be established that as many muskets in reserve must be present in each armoury as troops would be needed in such a place in time of war, to the end that there was a complete musket in reserve for every man there. Article 2. These armouries ought to be under the immediate supervision of the commanding officer of the garrison. Furthermore, two officers should be appointed annually, either from the infantry or artillery, who would serve as commissioners for a whole year and take upon themselves the direction of the armoury. The master armourer, however, would remain on the same footing, but be obliged to assist these officers during the inspection and have their orders carried out. Article 4. Regarding the daily repairs of the muskets, these commissioners should take care that the ordinance of 27 October 1789 in that respect was strictly observed, while the officers and non-commissioned officers of the companies must likewise ensure that the soldiers do not handle their muskets and weapons with carelessness. Article 5. These officers ought presently to conduct an exact inventory of all muskets, inspect the same piece by piece, and form a list thereof, on which is specified: Firstly, such as are good and usable for the garrison and require no repair. 2. The muskets that are good and usable for the garrison, but still require some repair. 3. The muskets that, due to their weight, length, or other reasons, cannot be used for the garrison, and therefore ought to be sold or sent away. And finally, 4. Such as are unserviceable and cannot be repaired, and therefore also ought to be sold or sent away. Article 6. When this inventory has been conducted and the lists thereof have been prepared, a report thereof shall be made to the commanding officer of the garrison, who must examine these muskets and confront this with the lists, and upon finding that the same is in order, write Inspected beneath this list and confirm this with his signature. Article 7. These lists shall be delivered by the commission to the Lord Governor or chief of the station. Article 8. Then a petition can be drawn up for the muskets needed here according to the 1st article, which ought to be delivered to the Lord Governor or chief of the station at the same time as the aforementioned lists, which petition can then be sent to the Netherlands with a request to fulfill it by sending new muskets of the same calibre hither. Article 9. The muskets having been repaired, the same shall be accurately examined by the commissioners, and a written report of the findings thereof shall be delivered to the Lord Governor or chief and the commanding officer of the garrison. Article 10. Every year on the last day of August, a general inventory of the armoury must be conducted, and two other officers appointed as commissioners, who shall take over this entire management, with the specific accounting thereof, from the two outgoing officers, and deliver a written declaration to the Lord Governor or chief and commanding officer of the garrison stating whether they have found the same in good order. In which case, a bonus of 50 rupees from the Company's treasury ought to be paid to each of the outgoing commissioners of Colombo and Trinconomale, and to those of Gale and Jafna 25 or 30 rupees. Article 11. However, when the newly arrived commissioners report that the muskets are not clean and thus not well maintained, this shall be examined by the commanding officer, and upon such finding must be remedied at the expense of the outgoing commissioners. Article 12. But when the newly arrived commissioners report that everything is in proper order, and upon an extraordinary inspection by the commanding officer of the garrison or others appointed thereto by the Lord Governor this is found not to be so, then this shall have to be repaired at the expense of the incoming commissioners. Article 13. The condemned muskets, as well as the superfluous types, ought to be sent away or sold immediately, since they merely take up unnecessary space for storage and time for cleaning. Furthermore, one could calculate how great the number of muskets is that become unserviceable, and draw up the annual demand accordingly. When muskets arrive from the Netherlands or from Batavia, they must be carefully examined and immediately put to the test, and upon finding that they are not according to the model or according to the demand made, or that there are irreparable defects in them, these muskets must be sent to the Netherlands at the first opportunity with an attached report stating why they were rejected, since this is proof that the orders given in that regard have not been strictly followed, and that errors have occurred in this matter. 15: The muskets and weapons ought to be frequently inspected, cleaned, and newly greased, and if the number of workmen assigned thereto was not sufficient, one could for that time employ some soldiers from the garrison for this purpose and grant them a daily allowance for it. 16 During the regular weekly or monthly inspection, the leather gear of the men must also be carefully inspected, and upon finding that one thing or another is defective, the Captain or commanding officer of such a company must sign a note thereof, in order that this repair Papers containing the reply regarding the troops in the hospital made by Messrs. Furthermore, it is submitted for consideration whether it would not be advisable, in order somewhat to prevent the harmful effect of the atmospheric condition of this climate on the iron, to brown the barrels of the muskets, whereby they would not be so subject to rust and thus remain preserved for a long time; however, before putting this into effect among all troops, one could make a trial of it with one company, and if it appeared that this fulfilled expectations, the same could take place among all troops in the Indies. Also, it would be most necessary that the place for storing the weapons were larger, and that the muskets, instead of lying against each other on double racks, were placed against the racks in such a way that one could pass between them to inspect them, or else that when a musket had been properly assembled and approved as such, they were taken apart again, the barrels and stocks numbered with the same number, and the former then greased and packed in chests to preserve them all the more against rust. Since the undersigned have not yet seen the armories at Jafnapatnam, Gale, Trinconomale, and Oostenburg, they will perhaps make further proposals in that regard, or Papers containing the reply regarding the troops in the hospital made by Messrs. We cannot understand, furthermore, that we find placed on this aforementioned list Captain-Military Fornbauer, at present serving as Major of the National Troops at Colombo, since it appears to us from another instruction that His Honour is appointed as Head of the Engineers, Overseer of Public Works, and Director of Works at Trinconomale, and has reported to us that as Head of the Engineers he draws eleven hundred and twenty-five rixdollars a year. Since the answer to the 4th article of the requested elucidations concerning the arming states that the guns, bayonets and sabres belong to the regiment, and in the article following thereupon that everything concerning the arming and further equipment was purchased for the account of the Colonel, one would have to assume from this that these above-mentioned weapons and other goods were paid for by the Colonel alone. But since we have learned that such is charged to the account of the soldier, the undersigned request to be allowed to receive the following elucidations regarding this. Right Honourable, Highly Esteemed Sir, Your Right Honourable will greatly oblige us by providing us with the following further specification and elucidations: in the first place, we would like to know who is entrusted with the supervision of the fortification works, Company buildings, workshops, etc., at Gale, including his salary, board allowance, emoluments, and other benefits, as well as his instructions. From the statement delivered to us concerning the slaves, it appears that there is a Master Craftsman at Gale, since it is stated therein that the slaves at Gale are under the supervision of the Master Craftsman. Secondly, who is entrusted with the supervision of the fortification works, Company buildings, workshops, etc., at Jaffanapatnam, including his salary, board allowance, emoluments, and other benefits, as well as his instructions. From the statement just cited regarding the slaves, it also appears to us that there is an overseer of public works at Jaffana. Thirdly, how and by whom the materials used for the fortifications, Company buildings, and otherwise are accounted for, here at Colombo as well as at Gale, at Trinconomaele, and at Jaffanapatnam. Fourthly, and finally, there has been delivered to us by the Commander of the Artillery, Mr. Paravicini, a state and payment list of the hired artisans serving in the Arsenal, on which we find listed 9 coarse-smiths or strikers as hired artisans; meanwhile, we find no mention of this in the statement by Mr. Berghuis. Under the article of the Dutch and Native Servants with the Artillery, it is only stated that whenever extra artisans are needed for one work or another on special occasions, they are then hired. On the specific list of seafaring personnel at Trinkonomale, the same situation as stated above occurs with two sailors who are said to be in the hospital; they are stated to continue receiving their ration of arak and rice and 20 stuivers board money. We would also like to know the special reasons why the sailors posted at the other places under this government receive 20 stuivers less in board money than the sailors at Colombo; these are set at 48½ and those of the other places at 28½ stuivers. Furthermore, we have noticed, and we can also find no reason for this, that the sailors employed at Jaffnapatnam on the chaloup and boats receive one parra of rice, 4½ jugs of arak, and 48½ stuivers board money, whereas the sailors posted on shore receive only one parra of rice and 28½ stuivers without receiving a ration of arak. At Colombo, the disbursements and the board money are equal, according to the statement provided to us, whether the sailor is employed on shore or on the vessels. Furthermore, it is stated to us by the Master of the Equipage Aems in the answered questions concerning the payment of the sailors that the payment takes place every month, and the wages are issued at guilders of 13 Indian stuivers, but whoever is indebted to the Company is paid as follows: a single man receives half pay, that is ƒ 4: 10: at 15 Indian stuivers money to the guilder; the remainder who run on debt account receive three months' wages every year, and then 30 stuivers subsidy. What is understood by a single man we do not comprehend. That the sailors at Gale who run on debt account receive only three months' wages a year, whereas those of Colombo who are in this situation are paid four months according to the statement of the Master of the Equipage Andringa, also appears remarkable to us, and therefore requires further elucidation. We also request to be allowed to know what the 30 stuivers subsidy means, as this has not been reported to us at Colombo or at any other place. Does the Company pay this subsidy, or is this deducted from the wages of the sailor? We append hereto a copy of a few more points, which has been compiled and handed over to us upon request by the Master of the Equipage Andringa by way of a supplement to the article concerning seafaring personnel. This may serve as a guideline for the Master of the Equipage of Gale, whom we request to be ordered to deliver a similar supplement to us in the same manner. Finally, we request of Your Right Honourable to be pleased to inform us concerning the native sailors who are enlisted and serve alongside the Europeans, whether there is a fixed determination for how much monthly wages they may be enlisted, or whether this is done arbitrarily; who is tasked with that enlistment, and by whose order such takes place. We most emphatically request Your Right Honourable to furnish us with all these further elucidations with the greatest speed, and we find ourselves at the same time obliged to make Your Right Honourable observe that it would have been desirable for us had the questions which we had the honour to send to Your Right Honourable on 21 December been answered with the requisite accuracy and clarity; we would then have been able more quickly to fulfill the commission assigned to us, and this would have spared us an endless, difficult, and troublesome labour to which we now find ourselves forced, if we wish to observe our duty and if the commission shall in any way meet the expectations that His Serene Highness has conceived of it. Article 1: Sailors receive their wages from the sailor's clerk, who has received the same from the shopkeeper and signs in general for the receipt thereof, and thus he distributes the same according to a roll made by the pay office in the presence of the boatswains to each man; and each signs for what he has received, whereby the boatswains must also sign their names in order to prevent all frauds. But when a sailor does not desire wages, he must give notice thereof before the roll is made up, and can, when he has 3 or 4 or more months due to him, receive the same from the shopkeeper, provided he presents a proof from the pay office. Article 2: The payment is made in the circulating currency, consisting of dudus of one stuiver each, or in copper or lead duits. Article 3: On the first day of the month the payment is made as is stated in Article 1. To a sailor, when he lies in the hospital, there is provided to him monthly by the shopkeeper one rupee for sustenance, and coming out from there he receives his wages after deduction of the hospital expenses. Likewise regarding 10 provosts, the undersigned also find nowhere any mentioned authorization for them. When one therefore compares these aforementioned points concerning the changes and increases that have been introduced to this regiment with what was granted in that regard by the Lords Directors of the Zeeland Chamber and the Lords Deputies in Paris, the undersigned cannot fail to express their astonishment that Colonel de Meuron, in his answer to the requested elucidation, states that all these changes, having the good of the service as their goal, were approved in Europe, and that the supporting documents must exist in the archives of the Chamber of Zeeland; yet if this were so, it is surprising that no written notification in this regard was sent to the government. Furthermore, the observation arises that if the Cape government had adhered strictly to the determination made in this regard by the Lords Deputies in Paris, these changes and increases would not have been so great, nor would they have served so much to burden the Company treasury; therefore, it requires very far-reaching foresight to agree to anything that is not specified in the capitulation, at least without receiving orders in this regard from the Netherlands, and thus not to resort to it except in the greatest necessity. With regard to the 2nd article concerning the 24 stuivers which are withheld from each soldier by the Colonel: Papers containing the answer regarding the troops in the hospital made by the gentlemen Gilenius and Fornbauer withheld; concerning this, the undersigned can ascertain nothing as to whether this is authorized by the Honorable Company, which however is not likely, since in the 6th article of the Capitulation it is clearly stated that the noble Company shall cause to be paid by its Treasurer, to the Treasurer Lieutenant of the Regiment upon his receipt signed by the Commandant and the Major, Dutch value, the florin at twenty sols current without any kind of deduction, discount, or exchange deduction, in twelve equal payments on the first of each month, the salaries and wages of the officers, non-commissioned officers, and soldiers as follows, etc. From this 6th article of the Capitulation it is indeed clearly and distinctly evident that the soldier, as well as all officers and non-commissioned officers, must receive the guilder at 20 stuivers, and that they also made their engagement accordingly. The Colonel Proprietor seems, at the establishment of this regiment, even to have been convinced that this was for his own account, since in the above-cited letter to the Gentlemen Deputies in Paris, dated 12 February 1782, he requests an increase of this sum, specifically in the following words: "The modest sum of twenty-five thousand florins that you have allocated to me for the annual maintenance of the armament and the recruits will never enable me to provide for this maintenance, particularly with regard to recruits whom I shall draw from afar, and who, once arrived at the location of the depot that you shall determine, will cost me very dearly." When one, moreover, is pleased to note that the Colonel Proprietor received 300 Livres de France per man at the establishment of this regiment, it is surprising that the muskets and weapons, as well as the leather gear, are charged to the soldiers' account, that they must usually pay for the repairs thereof, and when new items are issued to them they must pay for this again. This arrangement seems to be designed solely for the profit of the Colonel, because the soldier at his engagement is always charged much more for his musket and weapons than is returned to him when he departs with his passport, he almost always having to pay for the repairs thereof. And when the regiment receives new muskets or leather gear, this is again charged to his account, and the old items are taken over by appraisal. The undersigned have deemed it necessary to state these observations of theirs concerning the Regiment Meuron in some detail, because it appears to them that the abuses taking place in the manner of payment and supplies to the soldier can entail very dangerous consequences, all the more so since some soldiers of this regiment, being on detachment in Cochim, have already addressed the undersigned concerning this matter; they shall now proceed to propose their thoughts regarding the means of redress in that respect. Firstly: That the capitulation and the alterations and increases made therein by the Gentlemen Deputies in Paris be strictly observed; that the alterations of wages that were granted at the Cape and not ratified by the Gentlemen Directors should in the future no longer serve as a guideline. However, because the immediate withdrawal of the higher pay that currently applies to some officers would perhaps be subject to many difficulties, the undersigned dare not propose any change in that regard for the present; but with the appointments that will take place in the future on the basis of the aforementioned capitulation, no higher pay ought to be granted than is specified in the capitulation. It is nevertheless submitted for consideration not to reduce the number of non-commissioned officers, on account of the great utility thereby brought to the service. Secondly: That to everyone of the regiment, both officer, non-commissioned officer, and privates, the full wage must from now on be paid, namely the guilder at 20 stuivers current, as is clearly specified in the capitulation, without the Colonel or whoever it may be having the authority to withhold anything thereof for his own profit; and that it must further be left to the Gentlemen Directors how to deal with what has already been withheld by the Colonel from the wages of the soldiers for several years, and to demand an accounting from the said Colonel concerning this, since it also stands free to the latter to submit his grievances whenever he believes that the capitulation is not being fulfilled, without any right ever being claimed thereby to recover this from the soldiers. Thirdly: That the officers of Meuron be granted less, or those of the National Company Troops more, in emoluments, in order to achieve an equality in payment thereby, because it is a great hardship that the latter, being in the same garrison, must receive less in emoluments than the officers of the Regiment Meuron. Fourthly: That concerning the goods that are supplied at cost price to the National Troops and to the Regiment Meuron, such arrangements be made that the soldiers, being in the same garrison, pay an equal sum of money for their undergarments, in order to remove thereby all bad suspicions of the common soldiers against their officers. account of the Colonel is provided and maintained, and thus in no way at the expense of the soldier, and that consequently whatever he might have already paid toward this must be refunded to him or credited to the account of arrears made good; for the rest, the Colonel must remain accountable to the Gentlemen Directors for that which he has already enjoyed to that end. By putting into effect these five last-mentioned articles, the undersigned are of the opinion that the discontent currently prevailing among the soldiers of this regiment would be removed, while they furthermore, by bringing the same to the knowledge of Your Right Honorable, place themselves beyond accountability for the consequences that such discontent might bring about, it being very difficult to understand why a regiment that enjoys the advantages of receiving pay at 20 stuivers to the guilder, and in which, besides the 25000 guilders that the Chief receives annually, the soldier enjoys his pay during the voyage, and upon decease is continued for another two months by counting him as present, that in such a regiment a soldier has less income than one in the National troops. There has also been handed over, along with the answers of Colonel de Meuron to the requested elucidations, a copy of an advisory opinion dated Vlissingen the 18th of March 1787, which is said to have been given by Messrs. Jacobi, Colonel of the regiment of Pabst and Commandant of Vlissingen; Pfister, Colonel Commandant of the regiment of Swiss of Stocker de Neuforn; Zweifel, Captain-Lieutenant of the same regiment; as well as Lieutenant Keijl, Town-Major of Vlissingen, concerning a dispute that arose between the government of the Cape and the Colonel proprietor. However, this opinion is not signed, which according to Colonel de Meuron was probably forgotten; its principal content entails that the management and arrangements in this regiment are approved by the above-mentioned Gentlemen, as well as the method of settlement with the soldier regarding weapons, the repair thereof, and clothing, which is in conformity with and customary in the regiments of Swiss in the service of this state. Besides this opinion, there was also handed over by the said Colonel de Meuron to the undersigned a document bearing the title: Detail of an Opinion on the complaints of certain Meuron officers against their Chief and on certain changes that according to them were made by the government at the Cape of Good Hope in the domestic management of the Regiment of Meuron. This document is dated Vlissingen the 22nd of March 1787, but is not signed, nor does it appear from it who the author was; however, it seems to have resulted from the opinion of the aforementioned Gentlemen Jacobi, and in this detail of an opinion it is stated that the government at the Cape of Good Hope, misled by a sort of mutineers, wrongly understood, disapproved, and altered the arrangements in this regiment, and that therefore certain articles which are subsequently proposed therein ought to be decreed. Since this regiment is now no longer at the Cape but in garrison here, and the undersigned are unaware of the disputes that took place there between the government and the Colonel proprietor as well as of the reasons that gave rise thereto, they cannot judge these two last-mentioned documents. However, they cannot refrain from observing, regarding what is said by the said Gentlemen about the method of settlement with the soldier with respect to weapons and repairs as is customary in the Swiss regiments in the service of the state, that this does not agree with the capitulation of Colonel de Meuron, since it is stated there in the 9th article: By means of these sums the proprietor shall keep the sergeants etc. to the settlement as is customary among the Swiss in France. I can see no other than that all the arrangements and provisions appearing therein will remarkably serve toward the improvement of this administration, and the same could accordingly be carried into execution at once. The undersigned, upon their inspection of the armory here, have found: 1. That the place for storing the necessary muskets is too small. Margin response: Our armory, as Your Right Honorable and Strict Sirs rightly remark, is certainly too small for storing the necessary muskets and other ammunition supplies, and since it would need to be considerably enlarged, I would almost think whether it would not be better to relocate it elsewhere. 2. That the muskets located there, instead of standing in racks, lie against one another on racks, which causes it to become almost impossible to properly examine and inspect them. Margin response: I have already instructed the master of the armory to make a model of racks to keep the muskets standing. As soon as it is finished, I will have the honor of showing it to Your Right Honorable and Strict Sirs, and if it is approved, I will immediately have the necessary racks for the muskets undertaken, and will order to Jaffna, Galle, and Trincomalee that such racks be made there in like manner. 3. That many muskets are found there which, although bearing the years 1781 and 1782, and thus having only recently been sent from Europe or Batavia, are nevertheless, on account of their length, weight, and other defects, not in proper condition to be able to expect the proper utility therefrom. 4. That notwithstanding the large number of workers assigned thereto, the muskets, although greased, were nevertheless contaminated with much rust. Margin response: The master of the armory has strict orders to see to it that the muskets under his administration are always kept clean, which I have now enjoined upon him even further with the greatest emphasis.
