Article 1. Such a determination is highly necessary. In order to make a fixed determination of the number of firearms which would be needed in each of the aforementioned armouries, it ought to be determined that as many firearms must be held in reserve in each armoury as troops would be needed in such a place in time of war, so that there is a complete firearm in reserve for every man there. This arrangement seems very good to me, and could be introduced in the same manner. 2. These armouries ought to be under the immediate supervision of the commanding officer of the garrison. This arrangement also seems very good to me, and could likewise be introduced in the same manner. Furthermore, two officers ought to be appointed annually, either from the infantry or artillery, who would serve as commissioners for a whole year and take the direction of the armoury upon themselves. The Master of Arms would, however, remain on the same footing, but be obliged to assist these officers during the inspection and carry out their orders. It has always appeared to me, and still appears to me, that it would be of great utility if an arrangement could be found whereby the captains charged themselves with the daily maintenance of the firearms of their companies, enjoying a gratuity for doing so. I have even tried more than once to make an arrangement to that end, without having been able to succeed in it thus far; meanwhile, the officers and non-commissioned officers are recommended on all occasions to see closely to it that the soldiers do not treat their firearms and weapons with negligence, and this will now be recommended anew with the greatest emphasis. Regarding the daily repair of the firearms, these commissioners ought to take care that the ordinance of the 27th October 1789 in that regard is exactly complied with; the officers and non-commissioned officers of the companies likewise having to ensure that the soldiers do not treat their firearms and weapons with negligence. Such an inventory can be taken at once, as soon as these officers will have been appointed, who I then These officers ought now to make an exact inventory of all firearms, the same to be examined by the commissioners, and a written report of the findings thereof to be handed over to the Governor or Chief and the commanding officer of the garrison. However, when the newly arrived commissioners report that the firearms are not clean and thus not well maintained, this shall be examined by the commanding officer, and upon confirmation thereof, must be remedied at the expense of the outgoing commissioners. 12. But when the newly arrived commissioners report that everything is in proper order, and this is found not to be so upon an extraordinary inspection by the commanding officer of the garrison or by another appointed for that purpose by the Governor, this shall have to be repaired at the expense of the incoming ones. 13. When muskets arrive from the Netherlands or from Batavia, one must examine them closely and directly subject them to testing; and if it is found that they do not conform to the model or to the requisition made, or that they have irreparable defects, these muskets must be sent to the Netherlands at the first opportunity, accompanied by an account stating why they were rejected; Only, until now there has been no fixed model according to which the muskets were accepted. During the customary weekly or monthly inspection, the leather gear of the men must also be closely inspected, and if it is found that one thing or another is defective, the captain or commanding officer of such company must sign a note thereof, so that the repair or issue can be made accordingly, The inspection of the leather gear of the men is done every week and everything is then closely inspected by the officer of the week. The only Engineer officer currently in this Government is Lieutenant Lusson, who was sent from Batavia a few months ago with suspended pay, with authorization to restore it to him here when he was employed. I thought that the question raised by Article 4 concerning the armament was to know whether the armament belonged to the Regiment or to the Noble Company. Everything concerning the armament, equipment, and clothing of the Regiment is purchased in Europe at the colonel's expense, and the transport is at his risk; according to Article 9 of the Capitulation, the non-commissioned officers and soldiers must be held to account according to the custom of the Swiss serving in foreign lands, so that it is upon this principle that the accounting is established, that the soldier pays for what he receives. Here is the price of the various items of armament and equipment: Musket and bayonet: 24 Livres de France Sergeant's sword: 13 Livres de France Cartridge pouch with its shoulder belt: 26 Livres de France 10 sols Waist belt: 3 Livres de France Sword: 8 Livres de France 10 sols 1 Livre 37 sols. Since the answer to the 4th article of the requested elucidations regarding the armament states that the muskets, bayonets, and swords belong to the Regiment, and in the following article that everything concerning the armament and further equipment was purchased for the account of the colonel, one would have to assume from this that these aforementioned weapons and further goods were paid for solely by the colonel; but since we have learned that such is charged to the account of the soldier, the undersigned request to be allowed to receive the following elucidations in that regard: Article 1. How much each soldier was charged to his account at the founding of this Regiment for his musket and bayonet, and how much for the leather gear. Article 2. How much each recruit who is accepted into the Regiment is charged to his account, both for his weapons and for the leather gear. The same price is followed when the weapon is new or in equally good condition, likewise for the leather gear; and a moderate price when the items are not as new. Article 3. When a man takes his discharge with a passport, how much he then receives for his musket and weapons and leather gear which remain with the Regiment. For the men who took their discharge this year, there was taken back: The musket for two Rixdaelders. The sword for the price at which it had been entered in the account. The cartridge pouches for 2, 3, or 4 Escalins, according to the parts of it that were good. The shoulder belts of the cartridge pouch and waist belts, being completely worn out, were not taken back. Article 4. Since, according to the capitulation, the soldier must only be provided with a musket and bayonet, and since swords purchased by the colonel in Europe have now been issued to the Regiment, it is asked whether these swords are also charged to the account of the soldiers, and how much they are charged for them. The swords are entered into the soldiers' account for the price of 8 Livres 10 sols, or Rixdalers. Article 5. When the Regiment provides itself with new muskets and weapons or new leather gear, whether these are then again charged to the account of the men, how high this sum amounts to, and how the old ones are then handled. When new muskets are delivered to the troops, they will be entered into the account according to the invoice price, which I do not yet know; and the old musket will be appraised and taken back at its value. It will be the same for the other items. As for the original leather gear, it will not be taken back, since having served for eight years it is about as worn out as it can possibly be. There are only the cartridge pouches of which there may be good parts; those will be appraised, and the value credited to the soldier. Article 6. In the answer to the third question of the elucidations regarding the recruitment, mention is made of three months' advance which is paid in Europe; whether accordingly a recruit, when he is presented and approved in Zeeland, is paid three months' advance by the Noble Company, and according to which resolution this occurs, since nothing is mentioned of it in the capitulation. At Jaffanapatnam, the Captain Lieutenant and Commandant of the Artillery there, Brochet, is charged with the supervision of the fortification works, the Company's buildings, and the materials house, under the title of master builder, who is also interchangeably called overseer of the public works. After having read them, I very kindly request to return the same to me, and if there are any documents among them of which your High Noble Strenghts would like to have copies or extracts, I shall provide them forthwith, whenever Your High Noble Strenghts are so good as to state them to me. As regards specifically the withholding of 20. p:r C:o, the difficulty of having the wages paid to the Regiment according to the Dutch valuation, whereby this withholding could cease immediately, is now further increased because Their High Noble Excellencies have also considered it questionable to consent to it, and have referred us to the orders which we, as I hope, are to receive shortly from the Netherlands in this regard. If your High Noble Strenghts nevertheless find that, despite this, the payment of the wages according to the Dutch valuation of 63. or at least 66. stuiver the ducaton ought to be introduced right now, in order to be able thereby to immediately stop the aforementioned withholding of 20. p:r C:o, I shall bring the matter forthwith for further deliberation of the Council. Concerning finally the 3rd article of the capitulation, that all those of whom the Regiment shall be composed should be of the Protestant religion, and that all the officers should have to be Swiss, except for the two companies of which the Company has reserved the nomination for itself, this article has certainly not been observed in the strictest sense. Of the officers born French who are still in the Regiment, only Captain Lieutenant de Borde, who currently lies in garrison at Trinkonomale, was appointed by the Gentlemen Directors. All the others were appointed by the Colonel Propriétaire. I have had the honour to receive the letter which your Right Honourables did me the honour of writing on the 13th of this month. The copies of the different documents which your Right Honourables requested of me therewith are annexed hereto. Also annexed hereto are several documents concerning the admission of foreign vessels into the inner bay of Trinkonomale, more fully mentioned in the register attached thereto, and it would oblige me in the highest degree if your Right Honourables, during your presence at Trinkonomale, would have the goodness to take into consideration: 1. whether one should send a pilot or someone else to meet vessels of which it is evident that they intend to go to the inner bay, in order to inquire about their intention, N. or whether one ought to wait until they send someone to the shore, and how one ought to act in the latter case if they do not do so and in the meantime sail so far ahead that it is evident their intention is to enter. 2. when vessels belonging to a foreign Power make a request to be admitted into the inner bay, whether it is more advisable to accept into the inner bay only such vessels to which this ought to be granted on account of sea distress or other circumstances, and to make the rest anchor in such places in the large bay situated before the inner bay where they can lie safely; or, whether it is more recommendable to let all of them come into the inner bay and to place them there under the gunfire of the shore. 3. what order one ought to establish in the latter case, especially when the vessels, having now entered, might refuse to let themselves be brought under our gunfire by our pilots in the manner aforesaid, and whether the pilots ought not to have a copy of this order with them to be able to show it to the Chiefs or the captains of the vessels 2734. As well as a specific statement of the Infantry regarding their household, clothing, payment, recruitment, etc., arranged according to the model attached hereto under List A. It is shown specifically in the questions regarding payment, clothing, recruitment, etc. Furthermore, the military regulations by which the abovementioned troops must govern themselves are attached hereto under Litt B, as well as the capitulations of such corps that may have made them. The Sumenep and Madurese companies alone have capitulations, which are attached hereto under Litt C. The Regiment de Meuron, which has a capitulation, will hand it over. Whether the same can be called up in time of war, and in what manner their maintenance and lodging are then provided for. There are no citizens in the country, but only in the cities, who do no service in time of peace, and are drilled in the handling of weapons by their Captain at certain times. When in occasional cases they perform military service, they are given the pay of native troops, from which they must also find their lodging. Note: the necessary weapons are then provided to them by the Honourable Company for that time, and when they are no longer in service, returned again to the armoury. The Honourable Company provides to the hospital for each man daily to the steward 6 stuivers and 1 1/3 lb of rice, and to the chief surgeon 2 stuivers for medicines; and for those 6 stuivers the steward must provide all the necessary food and other needs, and no further accounting is made of this. In Trincomalee alone, since 6 March 1787, 8 stuivers are paid instead of 6 stuivers, and this only until foodstuffs shall decrease to reasonable prices.
