Indication of that which, in the following ten accounting years, in the Ceylon and Madura trade books, has been written off to the debit of the Hospital for what was paid and provided for the service of the sick, after deduction of their withheld half wages, namely: At Colombo Ordinance concerning the Company's Hospital aforesaid. Whereas by the Company's ships, owing to the long voyages as well as the unhealthy regions through which they sail, many sick and incapacitated sailors, soldiers, and others are customarily brought here throughout the year, so that the hospital destined for this purpose remains continually burdened with a great multitude of the same; and we understand that proper order, such as ought to be kept here, is not maintained therein, which necessarily required provision; so it is that, on the occasion that the same has presently been erected in stone and completed, extending our fatherly care over it, we have thought fit to ordain and enact regarding this, as we hereby ordain and enact as follows: Firstly, so that better order than heretofore may be kept therein and all abuses prevented as much as possible, henceforth there shall always be, alongside the house father or purveyor who has the daily supervision over the same, three qualified Company servants, to be deputed thereto by the Governor-General, who as regents shall have the supreme authority over the same. However, if it should be found that sometimes some lazy fellows, pretending to have some illness or other in their limbs, abandon the Company's service and betake themselves to the hospital, then, in order to prevent such, from now on no one shall be admitted into the same except with the knowledge and consent of the aforesaid regents. Likewise, they shall be obliged, for the aforesaid purpose, to make the rounds at least once a week alongside the ordinary medical doctors, and to discharge from there all those who shall have convalesced or become capable of their service again. Whoever is received into the hospital must content himself with such bunks or sleeping places as shall be assigned to him by the house father. And if anyone comes to oppose him, revile him, or do him any injury, he shall be rigorously punished for it by the aforesaid regents or, if need be, by the members of the Court of Justice according to the nature of the case. However, if anyone lodged in the aforesaid house should have any valid complaints against the said house father, he may make them known to the aforesaid regents, who shall make provision therein. The house father shall take diligent care and have the attendants watch that in the house or its precincts no dicing, gambling, or gaming, drunkenness, or any other contentious, forbidden pastimes are committed. And so that drunkenness may be the better prevented, no one shall be permitted to bring any arrack or strong liquor inside for himself or for another, upon forfeiture of the same and discretionary correction according to the condition of the persons. Whoever strikes another out of anger or fights with someone shall be flogged with several blows or otherwise punished according to the circumstances of the matters and persons. Yet they shall not be permitted to bind such people or tie them to the beds, as has happened before, except with the knowledge and consent of the regents and head steward, on pain of deprivation of their office and arbitrary punishment in addition. Furthermore, it having been taken into consideration that upon the withdrawal of the cure fee for the treatment of impure diseases, decided by the Noble High Indian Government and circularized by extract from the Minutes of the 20th June 1783, it was recommended to have the trusses made in future in the armory for the account of the Company, and to provide them free of charge to the hospitals, and to grant the officer assistant surgeons an annual gratuity in compensation for what they formerly enjoyed for the cures, and which gratuity was thereby determined at 300. rixdollars for the inner and 500. rixdollars for the outer hospital in Batavia yearly. 20. By whose order the 6 stuivers costumade money of the natives is withheld, requested copy of the resolution concerning this dated 1 March 1786. Whether the costumade money was deducted from the salaries of the native troops before the Ceylon war does not appear. It is certain that it was established during the Ceylon war; this appears, among other things, from a circular letter of 19 September 1765, which is attached hereto in extract under No. 9, as well as the requested copy resolution under No. 10. 21. To His High Nobility The High Noble Great Right Honourable Lord Mr. Willem Arnold Alting Governor-General Together with The Well Noble Valiant Lords Councillors of Netherlands India High Noble Great Right Honourable Lord and Well Noble Valiant Lords: Along with an extract of the minutes of the resolution made by Your High Nobilities dated 10 July last, the humble undersigned was also handed the two extracts of the Ceylon missive mentioned therein, dated the last day of January of this current year, in order to report to Your High Nobilities whether the arrangement made at the said Government and communicated in the letter accords with the orders from the Fatherland. Yet before he undertakes this, he considers it necessary to note preliminarily how he has taken and understood the tenor of the extract of the missive from the Fatherland likewise resting in his possession, written by the Noble High Right Honourable Lords Committee of Directors of the General Dutch East India Company, at the Assembly of the Seventeen, to Your High Nobilities, dated Middelburg 23 November 1785, specifying the means for the improvement of the military system in India. He understood from this, and according to that understanding he proceeded to work. Also accompanying herewith is a copy of a report submitted by the Head of the General Pay Office regarding the new arrangement made on Ceylon for the relief of the military personnel.
