Further, that the aim and desire of the aforementioned Honorable Lords were, among other things, to relieve the soldiers' pay accounts from the charges of subsidy money; to allow those who, due to contracted transport or other debts, are in arrears, to pay off instead of 3, 6 months' wages per year; and, without regard to serving out the first contract, to allow the accumulated wages to be withdrawn, carried forward, or remitted to the Netherlands. These prerogatives being, in his opinion, granted exclusively to the common soldiers, the non-commissioned officers, or sergeants and corporals, were excluded therefrom. If one compares with this the arrangements made in Ceylon on the same basis, the following differences appear, namely: That the common soldiers there are still debited for ƒ: 2. – per month in subsidy money. That from the payments of 6 months' wages per year, those are excepted who, in addition to a transport debt, are still burdened with a monthly pay-letter, to whom only half, or 3 months per year, is furnished; and That the favor of being allowed to draw all accumulated balance before serving out the first contract has been extended to the non-commissioned officers as well. He considers the enacted disposition of the esteemed Ceylon government to continue burdening the pay accounts of the soldiers stationed there with the usual subsidy of f: 2. – per month as directly contrary to the intention and desire of the Lords Majores. Indeed, Their Honorable Lordships express themselves literally in the aforementioned extract of the Batavian letter as follows: "We have judged that the increase in board money is to be considered among the best means for improving the condition of the common soldiers. Wherefore it has been resolved by us to abolish the subsidy entirely and to increase the board money in Batavia to 48 stivers, or rather to allow the soldier to have the free enjoyment of the 48 stivers without being charged on his pay account for any subsidy on that account. The clerk shall register the same, and in proof thereof, write registered next to the name of the colonel, with his name underneath. Monthly, each captain shall bring his passports to the head of the militia, who shall continue them as long as there is space on the paper, returning them with this notation: continued in June [the name of the month], beneath which the colonel must sign; those who leave service shall be sent back to the Garrison clerk, who crosses out the name of the leaving person in his register and tears up the passport. If another free-worker takes his place, the captain submits his name to the head of the militia. The latter issues a passport for it, which is then registered with the Garrison clerk. Passports that are filled up after long continuation must be replaced with new ones. If one or more free-workers are found without a passport, the captain, without admitting any excuses, shall forfeit twelve rixdollars for the benefit of the garrison fund, and that for each free-worker and for each month he has gone without a passport. On which ground we have resolved on the day of the session to conform with respect to that number of troops, as well as with the arrangements made by you regarding the division of the aforesaid troops and organization of the regular companies; which, being assumed in the first plan at 200 men, would require no other remark than that a first and second lieutenant with three ensigns per company is somewhat amply taken, and a lieutenant and ensign could well be excused, had we not resolved, in order to prevent all further promotions, to leave for the present two supernumerary officers per company, namely a lieutenant and an ensign, to take the place of vacancies in case of deaths or otherwise. Which must then serve for your information and observance for the future; just as we, on account of the Jaeger Corps described so favorably by you, have resolved to increase that company of 120 men to 200 men, to serve as one of the five companies projected for maintaining the garrison at Colombo. Further leaving to Governor Falck the retention or abolition of the ordinary bodyguard, because the reduction of such public honors might sometimes be perceived by the Native, and especially by the suspicious Kandyan, completely differently than one might imagine. However, because in the long run it will not be well feasible to provide recruits for 1200 Orientals for Ceylon alone, we authorize you, as a supplement to that Corps, to include continuously a third from the best Sepoys among them, both to relieve our all too well-founded first concern and to obtain through that channel the best Sepoys or Telingas, who, when well trained with the other troops, hold great promise. Regarding the native troops, there are on the above-mentioned general list 1679 natives; on the effective return of Ceulon 1748 ditto. The actual state of the native troops is, as made known on the general list, 1679 natives; on the effective return there are made known 1748 ditto. The difference in the strength between the effective return and the general list consists in this: that on the effective return there are entered 70 archers in the Wannij, who previously were never entered under the military establishment and on the lists, and of whom I have received no short strength returns or lists. When these 70 heads are added to 1679, the number comes to 1749; from which there has further been deducted Captain Abdul Wachit, who died after the preparation of the general list and therefore could no longer be entered on the list of the effective return, and thus being further deducted, 1, there remains 1748. Concerning their Lodging and board 1: Where the enlisted men are billeted, for whose account, and when it is at their own expense, how much they pay for it. 2: If they are billeted in barracks, in what manner the furnishings and supplies are provided to them, and for whose account this is. 3: How their board is organized, namely whether the enlisted men form messes, how large the number usually is then, how much they contribute to the mess, and in what manner this is accounted for. 4: Whether cooks or so-called schaftbaasen are also appointed on behalf of the government, and in what manner this arrangement is then conducted. These schaftbaasen are soldiers of the garrison who have enough skill to procure cattle and other items; they occupy the kitchen intended for a barrack; if a company is not satisfied with its caterer, it is by no means obliged to keep him, but it can go to another on the first of the month, the accounts being settled at that time. Enlistment for the Regiment is done mainly at Neuchâtel in Switzerland, under the protection of the Magistrate; the recruits are delivered to Middelburg in Zeeland, to the common depot of the Company's recruits. The Colonel Proprietor is charged with keeping his Regiment at full strength. Every 1st and 16th of each month, rice is issued to the troops; the Lieutenant Treasurer, or the one acting in his functions, keeps the register on this matter, he goes to the warehouse, has the rice that is due to them issued to the schaftbaasen for the number of men they feed, and to the soldiers who do not eat at the ordinary mess what belongs to them.
