The 6th of October 1788. Resolution thereon. The Commandant Nagel and Ebbenhorst discharged from the mission concerning the Parruas, entrusted to the Chief Don van Ranzon. Jaffna papers concerning the desertion of the sailor Sigmond. Resolution thereon. To be pleased to relieve him of the aforesaid imposed fine, the more so as he has not enjoyed so much money from the Parruas for a long time. Whereupon deliberation having taken place, it was approved and agreed to send a copy of the said petition to Jaffanapatnam with orders to place the same into the hands of the Mannar Chief van Ranzon, instructing him to provide this government with advice thereon regarding how much money the said Modliar, in his view, ought to pay in order to be able to indemnify the Parruas for the damages inflicted upon them. Furthermore, taking into consideration that the commission regarding the matter of the aforesaid Parruas, assigned by the mentioned resolution to the Commandant of the Vanni, Nagel, and the Jaffna Pay Bookkeeper van Ebbenhorst, has thus far not been able to be executed on account of their occupation in their duties, it was therefore approved and agreed to discharge them from that commission and to assign the execution thereof to the aforementioned Mannar Chief van Ranzon. Having received from Jaffanapatnam the papers concerning the investigation conducted there regarding the desertion of the sailor Claas Sigmond, alongside some soldiers of the Regiment of Luxemburg, mentioned in the resolution of the 8th of August last, it was, considering that the said Sigmond is currently here, approved and agreed to have the aforesaid papers placed into the hands of the Honorable Fiscal Raket, with instructions to proceed against him, Sigmond, who is detained in custody at the Sailor's Point here, before the Court of Justice of this Castle, as his Honor shall find proper by virtue of his office. 36. Business concerning Galle. Address of the Captain de Champenois containing a request for a certificate regarding conduct held, both for himself and for the corps of officers of the Regiment of Luxemburg. Resolution thereon. There was received from Galle an address presented by the Captain in the Regiment of Luxemburg, de Champenois, on behalf of the corps of officers of the said regiment, to their Commandant, the Lieutenant Colonel the Honorable De Raymond, containing a request to obtain from this government a certificate signed by the Governor and the Council regarding the conduct maintained by the officers and soldiers of this regiment since their arrival in August 1783 until their departure from this government, and which request was submitted by the said Honorable de Raymond at the foot of the said address to the Honorable Galle Administrator Krayenhoff, with the request to bring it before the attention of this government. Whereupon deliberation having taken place, it was approved and agreed to grant the aforesaid request, and thereby to provide the requested certificate; however, since this regiment for some time has come forward with one request after another, and thereby the departure of the transport ships is delayed, it was furthermore approved, before sending this certificate to Galle, to write to the servants there to inform the Honorable Lieutenant Colonel De Raymond, on behalf of this government, that if the request for the aforementioned certificate is repeated by his Honor when the entire regiment shall have been embarked, it will then be duly attended to. There was reviewed by circulation the criminal trial initiated by the Galle Fiscal the 6th of October 1788. 37. Review of a Galle criminal trial against Pattambige Aberam and others. Deliberation and resolution thereon. Review of a second Galle criminal trial regarding housebreaking and theft against two cinnamon peelers. The 6th of October 1788. Fiscal De Estendau, initiated against Pattambige Aberam alias Maantje, Pattambige Mahima, Pattambige Tanies, Pattambige Samma, Pattambige Koemappoe, Manuel Doere, Kalloe Nainde, Mahadoere Poerantje Kangaan, Pattambige Piemappoe, and Mahadoere Pasqualge Catharina; the first five and the eighth for housebreaking, theft, and other outrages and acts of violence committed, and the sixth, seventh, and ninth for fencing and concealing the stolen goods; for which the four first-named were condemned by the Court of Justice at Galle to be confined, as harmful subjects, away from their village of residence, Raygam, for the period of ten years in order to maintain themselves at a place to be determined by this government, and furthermore to pay the costs and expenses of justice, with the declaration that the eighth and ninth prisoners shall be discharged from their detention free and without cost, and the fifth, sixth, and seventh, being still at large, upon their apprehension shall be brought to trial according to the circumstances of the case. Whereupon deliberation having taken place, it was approved and agreed to confirm the verdict of the Galle judge and to designate Robben Island as the place of confinement for the four first-named convicts. 38. Deliberation and decision thereupon. Resumption of another Galle criminal trial against Hene gammege Nainde. Galkollege Joan, lascorijn of the Gale korle and resident of the said village Attanekette, on account of committed housebreaking and theft, alongside the sentence pronounced thereupon by the Court of Justice at Gale, whereby the first-mentioned Ahangamme Simon was condemned to be tied to one of the posts of the gallows with the rope loosely around the neck, severely whipped and branded, and subsequently shackled in chains, to be put to work at the public works in the material house there for the period of fifteen years, and the last-mentioned Galkollege Joan only to be whipped and shackled in chains, as well as to be put to work on the public works in the material house there for the period of ten years. And it is after deliberation approved and agreed to ratify the aforementioned sentence of the Galle judge, only with this mitigation, that the first condemned person, instead of fifteen, shall have to work in chains for only ten years, and the latter, instead of ten years, for only five years. Furthermore, the criminal trial initiated by the aforementioned Galle fiscal D'Estandau against the detained lascorijn of the attepattoo named Hene gammege Nainde alias Walpitte Liennege Philipoe concerning the wounding of three other lascorijns was resumed by circular, alongside an order of the Court of Justice at Gale, whereby, upon the declaration of the fiscal that he cannot proceed legally against the prisoner on account of his insanity, the said prisoner is remanded the 6th of October 1788 to 39. Deliberation thereupon. Decision thereupon. to be kept in the material house there for so long until such time and while one shall come to perceive some change or improvement in his senses, in order then to proceed further with the case. Whereupon having deliberated, it has been taken into consideration that someone who commits a crime in his insanity is not punishable for it, and that therefore, even if this prisoner should improve in the course of time, the case against him cannot be prosecuted to impose any punishment upon him, unless one could then still prove that he had been in the full use of his reason when he committed the aforementioned act; but that it is not probable, at least difficult, to find proof after the passage of time which one neglected to seek while the matter was still fresh. That in order to find this proof, the majoral of Paategamme Manege Simon especially ought to have been heard, because he, in his statement given at Mature under date of 4 April, not only mentions several people with whom the delinquent had done this and that in insanity, but also undertook to produce more witnesses who have knowledge that he had been senseless before, and that he therefore had to be detained four to five times, without these witnesses nevertheless having been questioned about this, as ought to have been done. And it is therefore approved and agreed provisionally to sanction the 6th of October 1788. 540. What the first clerk of Gale Gratiaan requests by petition. Decision thereupon. What the bookkeepers De Moor and Aldons request by petition. the 6th of October 1788. to sanction that, according to the aforementioned order, the delinquent be transferred to the material house, but nevertheless to recommend the Court of Justice at Gale to have further investigation made into this matter and then to dispose of it definitively. Alongside the Gale letter of the 27th of September last, a petition was received from the bookkeeper and first sworn clerk at the political secretariat there, Michiel Justinus Gratiaan, containing a request to be allowed to withdraw triplicates of his pay account closed under date of the ultimate of August 1784 amounting to 450 guilders and to be allowed to send the same over Batavia to the Netherlands, because due to the wrecking of the ships with which the said account was sent in duplicate from Batavia to the Netherlands in the year 1787/8, according to received letters to the petitioner's authorized agents in Amsterdam, no payment has been made on it up to now. After deliberation, it was approved and agreed to grant the petitioner's request, and thereby to authorize the pay officers at Gale to issue to him triplicate and quadruplicate of his aforementioned pay account. Furthermore, alongside the aforementioned Galle letter, a petition was received from the bookkeepers Pieter Arend De Moor and Jacobus Aldons, whereby they, as testamentary executors of the sergeant Johan Fredrik Leopold Meijsener, request to be allowed to withdraw triplicates of his pay account closed under date of the ultimate of August 1784 amounting to

Resolution on this. Request of the Galle Pilot de Lange Deliberation on this. amounting to ƒ 216: 6: —: because due to the shipwreck of the vessels with which the said account of the year 178 7/5 was sent in duplicate from Batavia to the Netherlands, according to letters received, no payment on this has been made to date to the deceased's authorized representatives in Amsterdam, and the petitioners are therefore obliged de novo to send the said account via Batavia to the Netherlands. And after deliberation it was approved and agreed to authorize the pay-office clerks at Galle to likewise grant the petitioners a triplicate and quadruplicate of the aforesaid pay account. Together with a Galle letter of 25 September last, a petition was received from the pilot Willem De Lange containing a request that, in consideration of his having already served the Company for 37 years and now finding himself no longer capable of performing his duty due to his failing eyesight and persistent illness, he may be retired with his full salary. Having deliberated upon this and taking into account that, according to the testimony of the Galle Master of the Equipage Abo and the Chief Surgeon van Hek, the petitioner, through great weakening of eyesight and through his advancing years, is truly unable to fill that post, which is of so much importance, and that, according to a sworn statement given by the pilot Arie Pijster and the junior pilot Abraham Bijrdevelt, he is not able to subsist outside the Company's salary. the 6th of October 1788. Resolution on this. Business concerning Tuticorin Note of what the Tuticorin clerks communicated by letter of 12 December last. The clerks' representation regarding the demand for textiles from the Netherlands. Deliberation and resolution on this. It is therefore approved and agreed to excuse him, De Lange, while retaining his salary, from his duty as pilot, and conversely to let him be employed in other duties to which he might best adapt himself. The Tuticorin clerks having communicated by letter of the 12th of December last that the merchants at Kilkare have advanced another 1000 pagodas to the Company at an interest of one percent per annum, it was approved and agreed to make a record of this. The said clerks having represented by letter of the 19th of September that regarding the demand for textiles, the recently received demand for textiles from the Netherlands is literally the same as that of the previous year, with this single difference, that on the new demand there are listed 25000 pieces of guinees, where on the previous demand there were 25000 parcels, thus on the latest demand precisely half as much; but that whereas guinees are always calculated by parcels and not by pieces, the clerks therefore maintain that a clerical error must have crept into the new demand, the more so because according to the received yield accounts the guinees fetched unprecedented prices at the sale in Zeeland in the year 1787. After deliberation, and in consideration of the fact that the guinees, according to the latest received price current from the sale held at the Zeeland Chamber in the year 1787, the 6th of October 1788. What the Governor states to the assembly. yielded from 80 1/8 to 111 3/4 percent profit, it was approved and agreed to authorize the clerks at Tuticorin to contract for 25000 parcels of the same instead of the 25000 pieces of guinees mentioned in the most recently received demand from the Netherlands. Finally, the Governor made known to the assembly that, out of apprehension that the officers of the Regiment of Luxemburg might seek yet more excuses to delay the departure of this regiment any longer, His Honour resolved to depart for Galle this afternoon, in order to promote the embarkation of the said regiment as much as possible through his presence, and recommended to the Council, during his short absence, insofar as is necessary, to be guided by the instructions set down in His Honour's memorandum left behind in the year 1786 on the occasion of his departure for Trincomalee. The paymaster of the regiment of Luxemburg, de La Tour, concerning the regimental cash, submitted and all written in the French language, to be able to copy them off in such good time that the original thereof, according to the resolution of this government of the 19th of September last, could still be sent with the ship Jozephus de Tweede to the Netherlands, and that the aforesaid soldiers had stipulated for this work a sum of eighty rixdollars. After deliberation, it was approved and agreed to authorize the Court of Justice to pay the aforesaid eighty rixdollars provisionally out of the sequestered funds of Colonel d'Hugonet and company. On a memorial of an officer of the regiment of Meuron, de La Goupelliere, stating among other things that having crossed over from the Cape of Good Hope to Ceylon, after previously having obtained proper leave for that purpose, he was detained here by this government, which since then has requested the government of the Cape to obtain a prolongation of leave for him, in order that he might continue in that wherein he was employed here in the service of the Company; but that notwithstanding this he has lost his post in the regiment, because he was not back at the Cape of Good Hope after the expiration of his leave, which was only for the period of six months. The urgent necessity to preserve all the war stores and the entire equipment belonging to the artillery as much as possible in one enclosure and storehouse, in order to avoid, on any occurring occasion, the confusion which naturally must arise from the dispersion of the ammunition goods, has caused me, by order of Your Right Honorable, to look around whether, and within this Castle, a well-situated place and space might be found that could serve the desired purpose. Therefore I have the honor to report: That the advantageous location of the old orphanage provides the most suitable place that, according to my conception, can be desired. The superstructure of the masonry, etc., is still very solid and strong; all the compartments can be used to advantage without alteration, and by raising the front and further standing walls, the present superstructure can remain as it is. This already very great and inexpensive advantage should be increased in the most economical manner by the further arrangement concerning the front and side grounds that must be occupied for enlargement, in order that full space may be obtained not only to store the entire artillery equipment, but also at the same time to provide a sufficient place for the council room, smiths' and coopers' workshops, and thus bring under one enclosure everything that belongs to the artillery service. To achieve this aim, it will be necessary: 1st, as far as the width of the front facade of the orphanage extends, being 10 1/3 rods, to project onto the Galle Esplanade a length of 4 3/4 rods, whereby an alignment is obtained equal to that of the blockhouses on the left side of the aforesaid building, which will give an advantageous and more regular appearance than the present unsuitable orientation, especially when the owners of those adjoining two houses obtain permission to project forward just as far; and that was already granted by the late Right Honorable Governor Falck. 2nd, on the right side, a strip of land of a length of 36 and a width of 2 rods should likewise be taken into possession from the square between the corner of the orphanage and the Company's buildings situated along the curtain wall of the Galle Gate and the Enkhuijzen bastion, extending along the partition walls of the private owners of the houses and the Schippersstraat up to the corner of the alley. I have furthermore let my thoughts consider whether one could not make use, in a very advantageous manner, of the poor structure along the north side of the Heere straat behind the Government House, as that wide street fully allows building twenty-eight feet forward, and Your Right Honourable has been pleased to tell me that at the same time the terrace of the garden could be annexed to a width of twenty-eight feet, whereby one obtains a block eighty-six feet deep and thirty-six roeden and four feet long, which on the side of the Delftse plein can be divided into four parcels, of which the corner parcel would have a front of eighty feet in length and eighty-six in depth, and the remaining three pieces each seventy-two feet long and the aforementioned depth, and thus large and perfectly suitable for four private houses, while the empty space on the wing towards the Amsterdamsche plein, where formerly the Trade Office stood, added to the remaining ground, can suitably serve for the erection of a new Trade and Inspection Office under one roof, to which the bookbinder's shop can be annexed, as that block retains a length of eleven roeden, nine feet, with a depth of eighty feet. 50. Letter from Lieutenant Colonel De Raijmond containing various points. Commander of the regiment of Luxemburg, the Honorable De Raijmond, written to the Honorable Commander of Galle Kraijenhoff, containing: 1. That he cannot depart from Galle before the men who were absent at the embarkation of the regiment, consisting of 1 sergeant and 18 privates, have returned under their colors, or are compensated with other men, or, as was settled here under similar circumstances, compensated in money at 450 livres for each absentee. 2. That he desires compensation for certain goods belonging to various soldiers of the regiment, amounting to more or less 50 rixdollars, and for 42 bottles of red wine belonging to himself, which, among other things, were sent from here to Galle with the sloop Kolombo, and were found deficient there. 3. That the caterer of the aforesaid regiment, for the detachment that has been garrisoned in Galle, might also be credited with an extra rixdollar of board money for the month of December, at least to be refunded again at the Cape of Good Hope, because otherwise the caterer, who had taken his measures accordingly, would entirely be ruined. 4. That the men of this regiment, officers as well as non-commissioned officers and privates, on the voyage to L'Orient, might receive rations in the same amount and equal proportion as was furnished to the regiment of Meuron at the Cape of Good Hope on the 9th of October 1788 for 51. Deliberation and resolution thereon. The 9th of October 1788. for the voyage to Ceylon. 5. That the 1600 bottles of red wine currently furnished for rations might serve only for the officers of the regiment, and not also be divided among the skippers and mates of the transport ships. 6. That the 50 parras of rice furnished to the caterer for the benefit of the sergeants of the regiment, and for which payment was now requested from the regiment, might be regarded as a gratuity, as they had to spend the advance made on other necessities. 7. That the slaves of the officers of the regiment might be included on the muster rolls of the ships, and that soldiers' rations might be furnished to them during the voyage. And 8. That Captain de L'Egrevisse might be granted full payment of his captain's salary since the 20th of June last. Which having been deliberated upon, it was approved and agreed to write to the officials in Galle: 1. To reply to Lieutenant Colonel De Raijmond that his proposal concerning the aforesaid 19 individuals who are in hiding, to make some payment for them to the regiment as was done here for 22 individuals, cannot be granted, because it is not known where these men 52. are, nor what sort of people they are, but that all possible searches will be made for them, and so far as they are not found before the regiment departs, they will be arrested upon further apprehension and handed over to the officer of the regiment remaining behind, to be sent to Europe at the first opportunity, unless he, the Lieutenant Colonel, sees fit to authorize the officer, when those absentees have been brought back, if they should be acceptable to the Company, to enter into a similar agreement concerning them as was concluded here with him, the Lieutenant Colonel, concerning the aforementioned 22 individuals, and that in such case the amount thereof will be remitted by bill of exchange to the Prince of Luxemburg. 2. To point out to the Honorable De Raijmond how, without unfairness, restitution of the missing items on board the sloop Kolombo cannot be demanded, because, in order to claim that with any fairness, it should be demonstrated how and by whom the damage was inflicted, and all the more so because a sergeant and a corporal of the regiment were expressly sent by him on that sloop to watch over the goods of the regiment, and they gave not the slightest indication that any ill treatment occurred during loading or unloading, or while the goods were on board. However, considering that it might sometimes happen that the aforementioned provisions will not all satisfy Lieutenant Colonel De Raymond, and that he might take occasion thereby to delay the departure of the ships even longer by further petitions: it is furthermore approved and agreed to qualify the Honorable Galle Commander Kraijenhoff by a separate letter. 1. In case His Honor finds that Lieutenant Colonel de Raymond 56. persists in his proposal regarding the aforementioned 19 absentees, and that he cannot be brought to depart without resorting to coercive measures, then and when it cannot be done otherwise, rather than proceeding to that extreme, in so far as Major Lever might know the aforementioned absentees to be good and capable fellows, to allow 225 guilders per man to be paid to the said Lieutenant Colonel for their passports, as was paid here for those who hid themselves here; yet by no means to proceed to this, except when His Honor should find that not consenting to this arrangement might in any way delay the departure of the regiment. 2. In case the aforementioned Honorable de Raymond, notwithstanding what has been remarked here above, does not desist from the claimed compensation for the lost goods on the sloop Kolombo, and that this might also give occasion to the delay of the regiment, to allow him to be paid the fifty rixdollars at which he estimates the loss of the soldiers, and in addition to have purchased and delivered to him 42 bottles of red wine, which he says were stolen from him: and 3. In so far as the often-mentioned Honorable de Raymond might also not be content with the above-mentioned provision regarding the issuing of rations on the voyage, then, and if it would otherwise likewise contribute to the delay of the departure 57. Production of a letter from D'Elmillac in the meeting. having asked the Honorable Reintous upon meeting him whether His Honor had promised any money to the aforementioned D'Elmillac, had received as an answer, to His Honor's utter amazement, that he had not even thought of such a thing. That the petitioner had spoken with the aforementioned D'Elmillac about this, and had received as an explanation from him that he had thought that the Honorable Reintous would lend him that sum, and that although he now found himself mistaken in this, he would nevertheless pay the petitioner as soon as possible; wherefore the petitioner had been obliged, for the time being, to content himself with taking a promissory note from this debtor. But since it falls hard on an officer to lose so much money just like that, the petitioner therefore requests that it may please this government to cause him, as far as possible, to recover his disbursed money. Whereupon, having deliberated, it was approved and agreed to send the aforementioned petition to the head at Kalutara, Lieutenant Rudolph, with orders to present its contents to the aforementioned D'Elmillac and to inquire of him what he has to say in response. 69 The 21st of October 1788. Three-monthly memorandum of wastage on provisions. These deducted wastages, being in accordance with the regulations, may be written off to profit and loss, as the regulation itself permits. Read was a memorandum inserted here below from the Honorable Dessave of Hulftsdorp, D. T. Fretz, showing the calculated wastage on the provisions that were made from primo March to ultimo May of the past year at Hulftsdorp and the subordinate posts. Memorandum of such deficits as have been discovered and noticed at the following places since primo March to ultimo May 1788 on the supplied and provisioned lots, as appears from the annexed reports and memoranda, wherefore the same is respectfully submitted by the undersigned Dessave of the Colombo Dissavany to the Right Honorable Lord Willem Jacob van de Graaff, Ordinary Councillor of the Dutch Indies, and Governor and Director of the Island of Ceylon with its dependencies, in order to obtain his Right Honorable esteemed disposition thereon, namely: At Hulftsdorp. 2 ¾ lb. steel wasted on a processed lot of 34 ½ in the period as before, makes 8 per cent. 70 2/4 parras of rice wasted on a provisioned and dispatched lot of 2343 ¾ parras since primo March of the past year to the ultimo thereof, calculates to 3 per cent. 4 ¾ parras of salt also wasted on a provisioned and dispatched lot of 97 1/16 parras in the period just mentioned, is 5 per cent. 147 ½ lb. new iron wasted on a forged lot of 987 lb. in the period as above, makes 13 per cent. At Ekelle. 23 ¾ parras of rice wasted on a provisioned quantity of 776 3/32 parras in the period as above, calculates to 3 per cent. 1 2/4 parras of salt wasted on a provisioned lot amounting to 32 5/8 parras in the period as before, is 5 per cent. Also these wasted lots, because the regulation permits the same, may be written off to profit and loss. According to the report of the 26th of March 1788: 2250 lb., or ¾ last, of Coast rice accounted short by the master of the bark De Hervatting, Jan Jacobsz, upon transporting 150,000 lb., or 50 lasts, from here to that fort, makes 1 ½ per cent. According to the memorandum dated ultimo May 1788: 36 1/16 parras of Javanese rice wasted on a provisioned lot amounting to 1205 3/64 parras from primo March to ultimo May, makes 3 per cent. 7 ¼ parras of salt wasted on a provisioned lot of 146 2/4 parras in the period just mentioned, calculates to 5 per cent. 3 kannen of double arrack wasted on a provisioned lot of 74 1/10 kannen in the period as above, is 4 per cent. 34 2/5 kannen of lamp oil wasted on a provisioned lot of 682 kannen in the period as before, makes 5 per cent. Resumption of a Galle resolution whereby has been refused Bonnel. oeli-ammers who held the said farm for the book year 1787/8, but was relieved thereof in mid-October 1787, had attested that for the past one and a half months he could produce no farm monies, because the absent oeli-ammers, pursuant to the resolution of 25 September 1787, had been ceded to the first head of the Moors, Kasie Lebbe Aijdroos, he practically having had no opportunity to collect any dues therefrom, nor had he even provided himself with the conditions of that farm; seeing that the previous farmers needed to produce nothing in the first six months of their farm year, as these people had to be sought out from the ship's books in order to effect the collection of their obligated oeli money, and in the last six months to pay the monthly contingent double or twofold. It is, after deliberation, approved and understood to authorize the servants at Galle that, if it does not appear that this farmer, in the one and a half months that he held the farm of the absent oeli- ammers, collected anything from the same, the amount of 36 rixdollars charged to his account for that time may be written off. 92. Decision thereon. Business concerning Tuticorin. Proposal of the Tuticorin servants to rebuild the church there at the Company's expense. 21 October 1788. in the requested compensation on the copper currency, placed by the servants at the foot of that address, and signed by them in their public capacity, can serve otherwise. That the declaration of the servants that they had proceeded thereto solely out of fear that the aforesaid commandant and the officers who signed this address with him would otherwise not proceed on board the ships destined for them, which had already been lying ready to sail for so many days, as well as to somewhat satisfy and content them, cannot prevent the abuse that will most likely be sought to be made thereof. And it has therefore been approved and agreed to leave the step taken by the servants in this matter to the accountability of the Honorable Commander Kraijenhoff and the members of the entire Council who signed the aforesaid certificate, and to give notice thereof to the Gentlemen Majors and to the Honorable High Indian Government, whereof it is understood to inform the servants in detail, to the end that, if they deem it necessary, they may communicate in time to this government whatever they think may serve for their justification in this matter. The Tuticorin servants having shown by letter of 12 September of last year that the narrowness of the fort had previously, on all extraordinary occasions, forced them 93. taking the making of the pews etc. upon themselves. Request of the first resident of Manapar regarding the lodge and other buildings there. 21 October 1788. to make use of the church there, both as a warehouse to store goods and as a barracks for soldiers, and also as a hospital upon the arrival of many sick persons from the ships coming from Europe, and that the necessity thereto in the future will be much greater than before, because they now lack a large warehouse that stood on the north side of the fort and was demolished during the war because it stood too close to the fort; with the proposal, therefore, to let the repairs of the said church, for which authorization was given by resolution of 22 August of last year, be done at the Company's expense instead of at the expense of the congregation, which is very small and poor there, and nevertheless takes upon itself the making of a pulpit, stalls, benches, and other things necessary for the opening of religious services, and upon which quite a stuiver of money will still have to be expended. It is, after deliberation and in consideration of the useful service that the Company, according to the assurance of the servants, frequently derives from the Tuticorin church, approved and agreed to authorize them to have those repairs made to that building for the account of the Company that in all reasonableness ought to be borne by the Honorable Company. The Tuticorin servants having transmitted alongside a letter of the 1st of this month an account from the adappanaar of Virandapatnam, amounting to 14 15/16 pagodas, alongside an account from the outgoing first resident of Manapar, Keuneman, amounting to 7 29/15 pagodas, both on account of the expenses incurred for the construction of a mandu for storing lime that was gathered there for the Honorable Company before the factories were returned to the Company after the latest war, and concerning which accounts the servants request the disposition of this government, because they do not consider themselves authorized to pay the same, as they are of an old date.
