1057 The 5th of August 1789. Continuation. is more advantageous for the Company, because the lessee then takes better care of them than when he held them for only a single year and remained in uncertainty whether he would retain them the following year; since the period of one year is too short to make the necessary equipment for tapping sury and distilling arrack, and therefore being obliged to content himself with gathering only as much profit as he can obtain with less equipment and expense, leaves the gardens in a ruined state to the next lessee by continually tapping the best trees without letting them rest according to the order, who in his time makes it no better either; His Honour therefore proposes to lease out the gardens in Kaliture this year for ten years, just as was done last year with the Colombo gardens, either together with the fishery of Kallemoelle, or solely the gardens with the tapping of sury and arrack belonging thereto, in which latter case 1058. The 5th of August 1789. Resolution thereupon. case that fishery can be leased out annually, further requesting to be permitted to obtain copies of the conditions of last year, in order to be better able to ensure compliance with what has been ordered. Whereupon deliberation having taken place, it was approved and agreed to lease out the gardens within the gravets of Kaliture with the tapping of sury and arrack within the said gravets at the upcoming leasing of the domains for five years, and to separate therefrom the fishery of Kallimoelle, which until now has been tied thereto, and to lease it out separately for one year; and if both leases, in proportion for one year, do not fetch more than in the past year, to then leave the same for the coming year to the freeburgher Christiaan Greeve for the same price for which he leased them the last time; and it was also agreed to order the secretariat clerks to deliver copies of the conditions of all the Company's gardens, both those that were leased out last year and those that will be leased out this year and henceforth, 1059 The 5th of August 1789. The supply of dried fish provisionally and until further notice to be assigned to the purveyor Boers on the basis as was resolved by resolution of the 16th of February. Upon the request made thereto by the purveyor Boers, it was approved and agreed to provisionally and until further notice assign to him the supply of dried fish, in the same manner and on the basis as was resolved by resolution of the 16th of February last to put it out to public tender, and to thereby deliver it under the same conditions and for the same price for which the fishermen mentioned in the resolution of the 25th of June last undertook to do so, namely for four Indian stuivers per pound, only with this distinction, that no advance payment in money shall be made to him. Furthermore, it was agreed to notify the said purveyor hereby that if complaints arise regarding bad or unusable dried fish, as has frequently occurred in earlier years, the Company will not involve itself therein, but that immediately other dried fish will be purchased and supplied to the ships for his account, and that in such a case the dispute regarding this with the authorities of the ships shall remain a matter concerning him in his private capacity, to settle with them as he sees fit. 1060 The 5th of August 1789. To whom extracts of this resolution are to be delivered. Due to lack of grains on Mannaar and Kalpetty, resolved to buy rice from private individuals and send it thither with native vessels. And an extract of this shall be given to the said Purveyor to serve for his information and to govern himself accordingly. By the Colonel and Commandant of the Regiment de Meuron, Mr. P. T. de Meuron, having been represented to the Governor that in a very short time an extraordinary number of his soldiers had come to die in the hospital, particularly from dysentery; and that the Surgeon Major of his Regiment had represented to him that he believed he could hope for more successful outcomes if the treatment of the sick was entrusted to himself, and that he could likewise give them such food as he considered conducive to their recovery, requesting whether for that purpose a small room could not be made available; it was, in consideration of the aforementioned request, and as there is an empty room near the Galle Gate that can with small expense be put in condition to serve the aforementioned purpose, and can be lent for this without inconvenience, agreed to by the Governor precisely on the same footing as a similar request regarding the detachment of the same regiment garrisoned at Trincomalee was granted by resolution of this Government on the 31st March last, only with this difference, that instead of six, only four stuivers per man per day shall be paid in the hospital; and it is consequently approved and agreed regarding the below-mentioned memorial, 1096 the 15th August 1789. which was signed by the Lieutenant Colonel of the Regiment, Mr. de Meuron de Bullot, in the absence of the Colonel Commandant, to dispose thereof as is noted in the margin. The following requests are made on behalf of the hospital, which will commence on the 1st September 1789. 1. Whether it is permitted for the Surgeon to purchase cattle in the country and have them slaughtered for the use of the hospital, which is more advantageous for him and will enable him to supply the sick with good rations. Margin: Granted, provided that those who are sent into the country to purchase livestock first apply to the Honorable Dessave, who will provide them with a written proof showing that they have permission to go and purchase animals in the country. 2. He requires 15 pieces of canvas for bedding, and requests to be allowed to have them at the Company's price. Margin: Granted the requested 15 pieces of canvas for making sheets for the sick at cost price. 3. Furthermore, after examination of a second criminal trial also concluded before that court against the Sinhalese Weddige Joean regarding the wounding of the Sinhalese woman Gintotte Egodde Adriana, it was approved and resolved hereby to approve the sentence pronounced thereon, whereby the prisoner is condemned to be severely scourged until bleeding under the gallows, and to be put to work in chains in the Company's service for three years, as well as to pay the costs and expenses of justice and the medical fees for the wounded woman; Galle itself being further designated as the place where the condemned person, after receiving the punishment, shall be put to work in chains. Lastly, having examined a third criminal trial also concluded before the Judicial Council at Galle against the Kangaan of the Mahabadde, Rajepakse Bastiaan, for the murder of the Lascarin Watte Arraatjege 1100 Continuation. Section 2: The undersigned furthermore has the honour to report to Your Right Honourable that the delinquent renters and their guarantors were almost all arrested in the time of the Lord Dessave de Cock and their goods sold, and that they were subsequently also shackled in chains, and thereafter also put to work in the cinnamon gardens, but each time after a short time of working stayed at home as being ill, and went home with permission to fetch provisions, so that continuously a party of lascoreens were kept in motion to search for them far and wide, and to see whether they were not healthy and could return to work, just as the recovered individuals who were caught were also put back to work, but after a few days of working had to be dismissed again due to illness and lack of sustenance; so that it was not possible to keep an account of the few days of working, in order to let their earnings serve at rds 3: per month toward the reduction of their arrears. While, moreover, on those days that they appeared for work, they accomplished and earned little, because most of them were not accustomed to the work and thus incapable of it, as well as some finding themselves unable to work due to old age and bodily defects, and others due to hunger and distress. 1100.
