1871 Resolution Taken in the Council of Ceylon by circular vote on Friday the 18th of December 1789. Absent: The Honorable Dissave Diederich Thomas Fretz The Honorable First Warehouse Master Johannes Reintous The Honorable Pay Bookkeeper Gerrit Engel Holst Regarding the request of the inhabitants of Mannar to be allowed to borrow 4 to 5000 rixdollars from the Company, and the decision thereon: A letter has been read by circular vote, written on the 10th of this month to the Governor by the incoming Chief of Mannar, Ebell, containing a report that the inhabitants of Mannar had requested him to represent to His Honour that the five-year drought and famine had prevented them from sowing their fields, and that also the largest part of their cattle had perished, so that they were presently entirely unable, without sufficient assistance, to resume agriculture; and therefore requested that 4 to 5000 rixdollars might be advanced to them from the Company's treasury, to be repaid in 1 to 2 years either in cash or grains, without interest. And upon the proposal of the Governor, it was approved and agreed to authorize the aforementioned Chief Ebell to lend from the Company's treasury, under good security, to those inhabitants of Mannar who need it for sowing their fields, up to three thousand rixdollars; provided that he shall have to guarantee to keep the Company indemnified in that regard, and provided that for whatever remains unpaid longer than until the harvest of the first crop, or at the latest six months after the money shall have been disbursed, interest shall be paid to the Company at six percent per year. The 19th of December 1789 Lascoryn Kotegoddege Philipoe, having nevertheless entered into the possession of the said Philippoe's diewel lands, and performing Lascoryn's service, according to the rule under this government by letter of the 21st of August 1770, to have them registered for the servitude of naindes. 2. to allow 200 rixdollars from the remainder of the fund of the native poor-house, which at the end of last August amounted to 621 rixdollars and 7 stivers, to be disbursed to the diaconate fund, and 200 rixdollars to the newly established fund there for destitute widows and other helpless persons. Resolution thereon: whereupon, having deliberated, it is approved and understood to approve the servants' decision to have the aforementioned Dienies and Matthees registered as Naindes; and since Kotegodde Philipoe has died without male heirs and the diewel lands cannot pass to the female line, to order the servants to have the diewel lands of the aforementioned Philippoe confiscated for the Company, registered under madda pallie, with authorization nevertheless to grant as much from these lands as diewel to the aforementioned Dinies and Mattees as is determined for the naindes; but, on the other hand, to disapprove the servants' decision regarding the remainder of the fund of the native establishment, and to order them to the contrary to have three hundred rixdollars from the said remainder paid into the Company's treasury, in deduction of what was advanced to the widows privileged with the salt money, with a recommendation at the same time to advise the deacons and directors of the new fund for destitute widows, and also if necessary to compel them, always to direct their expenditures in proportion to the revenues. According to the Batavia bill of lading packed in 3 chests marked No. 1 to 3, which ought to contain net 90 lb cloves, nutmegs lb 175. According to annexed Certificate letter A delivered 3 chests, all sealed with the seal of the acting Captain Lieutenant Jacobus van Maare, which in the presence of the sub-lieutenant Peter Franciscus Gerbaands weighed: No. 1 gross 141¼ lb. For this shortage there should accrue to the officers the remainder of lb 3¼. Resolved to receive the 3¼ lb of cloves found in excess for the benefit of the Company, and also not to validate any spillage on these cloves, since the regulation permits spillage only in case of a shortage. The aforesaid nutmegs and cloves were put back into the said chests, along with the sokkel with mace sealed with the judicial seal, and handed over to the storekeeper for accountability. The Honorable Disava The Honorable Pay Bookkeeper The Honorable Fiscal Report from the Galle [illegible] Galle letter of the 21st of this month, received how much coir rope and ropes on the Batavia requisition of coir ropes and hawsers hawsers can presently only be met to the full requisition of 150 hawsers and if necessary 3 heavy ropes, alongside 1004 bundles of coir, while there is no more coir in stock, and the remaining 4 ropes that are still on hand must necessarily serve and be kept for the mooring of the ships, but that, if the ship the Leviathan can be detained for some days, he would do his best to fulfill a part of the requisition, if a good quantity of coir were brought in. Disposition thereon. It is, after deliberation, and in consideration that they might sometimes be in need of coir at Batavia, approved and understood to authorize the officials at Galle to detain the ship the Leviathan there at the latest until the 2nd of January next, if they have the prospect of gathering enough coir and coir ropes together that it would be worth Wednesday the 23rd of December 1789.
