Thus done and attested within the city of Koetsiem, at the Secretariat of Police, on the day, month, and year aforesaid, in the presence of Frans Hendrik Schuurman and Carel van Leeuwen, clerks, as witnesses. The minute hereof is properly signed. Beneath stood: Which is attested. Was signed: Arnoldus Lunel, First Sworn Clerk. Today, the 3rd of September 1788. Appeared before me, Arnoldus Lunel, first sworn clerk here, present the witnesses to be named hereafter, the Ensign, the Honorable and Valiant Frederik Freijter, stationed at Koilang, currently in loco, who, in support of the truth and at the honored request of the Right Honorable, Highly Esteemed Lord, Johan Gerard van Angelbeek, Extraordinary Councillor of the Dutch Indies, as well as Governor and Director of this Malabar Coast; acknowledged and declared it to be true and truthful: That Friday the 5th of September 1788. That in the year 1784, various Moequas were summoned from Koilang by the Lord Governor, on account of complaints by the Moendoekares about them, which were investigated at Koetsiem; that among the accused was also one Kotje Francisco; that the Honorable Chief Rosier had sent all of them except the aforementioned Kotje Francisco, alleging that he had gone to the mountains to bring down beams; but that the deponent believes that he had not been to the mountains, but had hidden himself at Koilang, since the deponent, who at that time was also summoned to Koetsiem and was away for fifteen days, having returned, saw him, Kotje Francisco, there and did not hear that he had brought beams from above. That the Deponent gave notice thereof to the Honorable Chief Rosier and said that the Ensign Treijter had shown him a letter from the Noble Lord Governor, containing an order to apprehend the Mukkuva Kotje Francisco and to send him to Koetsiem; that the Honorable Rosier had answered that that order was indeed given to the Ensign Treijter, but that that matter had already been settled, and therefore that order did not concern the deponent; that the Noble Friday the 5 September 1788. Friday, 5 September 1788 weakness, had accommodated in the most suitable manner, and would now also have tolerated even further if the consequences thereof had affected and offended him alone; but that the entire community at Koilang came to suffer thereby as well, and even the Company's interests and privileges were sacrificed to it, as was fully affirmed in the attestations just read out of Ensign Freijter and the Interpreter Salvador, and besides this was publicly known or notorious, and furthermore now also appeared most clearly from the appointment of the frequently mentioned Kootje Francisco as the King's Ariel over the fishermen. The servants at Koilang having communicated in their letter of the 1st of this month that the repairs to the palm-leaf dwelling of the postholder at Groot Aywike, and the adjacent barracks, for which qualification was granted by resolution of the 29th of July last, would likely cost about one hundred rupees: it is therefore approved and agreed to have them inspected by the Extra-ordinary Fireworker Johan Henrik Vogt and the supervisor of the blacksmith shop Karel Julius Springer, who, being commissioned for the transport of the commandery of Koilang, must pass there, and to have them submit an estimate regarding the most economical repair thereof. Thursday the 16th of October 1788 — Pursuant to Your Honorable Right Worshipful highly esteemed order, contained in the written instructions dated the 5th of this month, we have accurately surveyed the defects found at the fort Koilang and in the buildings standing therein, and have the honor hereby to serve with a report: No. 1 The quay in front of the Gate. Next to the curtain of the southern corner inside the Fort, stands the dwelling of the Surgeon with the Hospital under one roof, and is in such danger that if another piece of the loose cliff standing in front of it collapses, it will drag the overhanging curtain and that building along with it; we know of no other means to enclose the fort on that side than to have the dwelling of the Surgeon and the hospital demolished, and subsequently to construct, from the guardhouse kitchen up to the point Dordrecht, a line of palisades 6 by 6 inches thick, well secured at the top with rails, whereby a foreground of 12 to 15 rods will still remain, and if in time it should be observed that the sea also approaches those palisades, they can be moved further inland again, without the Honorable Company losing anything, and whatever comes off the hospital and the Surgeon's dwelling, such as the tiles and roof laths, can be used very profitably for repairing the Pepper Warehouse, of which mention will be made hereafter, and the demolished walls cut into Thursday the 16th of October 1788— Carried forward - Rdps 1519:—: large 121. Continuation Thursday the 16th of October 1788— continuation. costly improvements, much less had he dared to make proposals to that effect in the meeting or in letters to Their Right Excellencies; That, in order to observe the utmost economy in this matter, he had most emphatically ordered the current commissioners and had clearly prescribed to them by written instruction to report all defects and the means for the least expensive repairs, but at the same time to provide a further statement of those which absolutely had to be remedied at once in order to prevent total ruin; That he, the Governor, after receiving their report, having paid a visit to the King of Travancore at Mavelikkara, proceeded from there to nearby Quilon and personally inspected the proposed improvement, and could not see otherwise than that the commissioners had kept the utmost economy in mind in every respect; That certainly the retrenchment of single palisades proposed by them was not suitable to replace a collapsed bastion or curtain, but was nonetheless sufficient to prevent entry and exit into the fortress; and that he, the Governor, judged that in these penniless times one ought to refrain from all fortifications that were not strictly necessary and to confine oneself solely to what is most indispensable, which in the present case could be done all the more easily because this palisade would not hinder the construction of the projected retrenchment, and the same could always be carried out if the High Government should deem it necessary in time.
