I have been so fortunate as to receive your High Excellencies revered separate Missive of the 25th of July of this Year. 2. And in compliance with your very same command I have the Honour at present to send off with the ship Berkhout the mould of a Pilot boat, such as are built at Bombay by the English for the River of Bengal. 3. In our Joint Respectful Rescript to your High Excellencies will appear the answer given to us by the English Chief and Council here, to our Letter dispatched to the same according to your High Excellencies order, in order to oblige the Nabob of this city to restore the standard of the Surat Rupee to the standard of the old Rupee; I shall respectfully conduct myself in accordance therewith. 4. Pursuant to your High Excellencies favorable permission, I have applied by Petition to the High Noble Right Honourable Lords Majors for obtaining the Salary pertaining to my Office, from the day that I entered into the actual execution of the same, and pray your High Excellencies to grant me your very same powerful Intercession, while I take the liberty of accompanying this with a copy thereof. 5. I am unable to verify with any proofs what freight private individuals pay from Surat to Ceylon, because, there being absolutely no direct navigation or Trade between that Government and Surat, it almost never happens that goods are sent thither on freight. 7. The only case that I myself know and can verify is mentioned in the attestation which I have the Honour to attach hereto, and consists in this, that a certain Captain of the Regiment of Luxemburg, Le Chevalier De Cosse, having in the spring of 1784 purchased and had made here some Linens, Shirts etc. for the same Regiment, has paid for freight for the transport to Galle to an English vessel, 8 percent, but this vessel had to make the voyage anyway as it was laden with grains, and had abundant room; I was also told that in 1786 another officer was here who would have paid 10 percent in a similar case. 8. I have personally had the Declaration passed and signed in the presence of two sworn persons as witnesses, because it pains me, by having the same sworn before the Court of Justice, to demonstrate to the world that my integrity must be proven in such a manner, and that such must tend to no small decline of the authority entrusted to me by your High Excellencies; I hope that your High Excellencies will therefore be satisfied with it. 9. The price of that cotton wool which normally goes to China, although in April of this year it had risen to 106 rupees per candy, has over 6 years on average been 95 rupees per candy, amounting with packaging, duties, and expenses to 129 guilders, 6 stuivers; however, it makes a difference whether one makes the purchase thereof in the month of June when the Chinese ships have departed, or whether one must buy it in November or December; at the first-mentioned time one can sometimes buy it for 90 rupees, but then one must calculate the interest on the money. Paragraph 15. While, in order to make that purchase in the most advantageous manner, it would not be inconvenient if it pleased Your High Excellencies to send the requisitions secretly, it is otherwise to be feared that a large requisition, if it becomes known immediately, will cause the prices to rise too much. Paragraph 16. In the event that Your High Excellencies might now decide upon this trade, I would humbly submit for your highest consideration to make the arrangement such—assuming that the consumption of merchandise here permitted three ships to come here annually—that first one ship must be dispatched from Batavia at the very beginning of August, and be followed by the two others in the middle or toward the end of that month. This first ship would have to be sent back from here by the 24th of December via Ceylon with all the packages for Europe and the Cape, as well as with as many packages as could be got ready for the Indies. Paragraph 17. Thereby this aforementioned first ship would carry two-thirds of all the orders for the Netherlands and the Indies, which usually amount to between 1200 and 1400 packages, and would take no cotton wool with it, because such is altogether too inconvenient during the unloading of the packages at Galle, and because the heating of the cotton wool might cause damage, primarily to those linens that are starched. Paragraph 18. Of the two other ships, one would have to follow as soon as possible, or by the 25th of January, laden with the remaining packages and with one thousand bales of the previous year's cotton wool or somewhat more, but the cargo would, if possible, have to be stowed in such a way that the packages are not mixed with the bales, but kept separately; and the other or third ship might be retained here until the end of April for the transport of 2500 to 3000 bales of new cotton wool, which seldom arrives earlier than the end of March, and even then is only to be obtained gradually and in small quantities; and in this way the Company could annually obtain from Surat, as I think, four thousand bales or 2000 candies of cotton wool. In our respectful general letter of today, paragraph 171, it will come to the attention of Your High Excellencies that the English here have placed a batta or rebate of 6 percent on the Broach rupee, in order, so they say, to preserve the standard of the Surat rupee, and that the same creates great confusion here among the bankers and causes injury to trade. Paragraph 20. For the elucidation of which I must take the liberty of detaining Your High Excellencies' attention for a moment herewith, because such cannot always be done in the general letters at a factory like this, where we are practically mingled with this nation in daily intercourse, and to inform Your High Excellencies: Paragraph 21. That the disadvantage which we particularly suffer thereby consists in this: that the merchants, who buy the goods from us and must pay in cash, must exchange their money for Surat rupees for that purpose, and due to the scarcity thereof lose an equal batta to the bankers, which in fact costs them six percent higher for the goods than the Company receives, at least for those who export them. Paragraph 22. That I therefore deemed it my duty to represent this to the English chief in a private conference, but His Honour replied to me that the batta which is placed on the Broach rupee does not exceed the inferior value of the same in comparison with the Surat rupee, as was supposedly found by assaying in Bombay, and that there was otherwise no means to prevent Surat from being filled up with such bad rupees while the good ones were all exported, so I could do nothing further about it, all the less so as the said chief assured me that the present confusion would soon cease through the steady minting of good rupees. 70 I, the undersigned Mahomet Aress, Court Attendant of the Honourable Company, acknowledge and declare hereby that I am very well aware that in the spring of 1784, at least some months before this Directorship was restored, there lodged at the house of the Right Honourable Director a certain French gentleman who was called Captain Cose; that I am also very well aware that he had a parcel of goods manufactured here by the French brokers, consisting of coarse linens and made shirts as well as some other goods; and that he subsequently wishing to depart again for Ceylon, where I heard that he was among the French people, agreed with a Captain of a small English vessel, who had loaded wheat here for Ceylon, to transport the aforesaid goods, consisting, as I believe, of 18 packages, to Punto de Galle; and that I myself, speaking the Dutch and Portuguese languages, acted as interpreter when Captain Cose agreed with the aforesaid English Captain to pay therefor 8 per cent of the value as it will be assessed at the customhouse, provided the freight was paid beforehand here; declaring further to know very well that the said freight was paid and the goods were shipped off, Captain Cose himself, who had brought much Arrack and other beverages to Bombay and here, having departed from here for Bombay in order to go from there to Goa for the purchase of stockings for his people; that what is declared is very truthful, I am always ready, if desired, to confirm by solemn oath. I wish nothing more ardently than that Your High Noble Lordships will approve this action of mine, however unpleasant it is that the precarious times make it inevitable to proceed to such steps, praying Your High Noble Lordships to take favorably into consideration that, while we can now use the proceeds of these cloves for the discharge of an equal sum of the negotiated capital, the Company is thereby freed from the payment of the interest, with which it might otherwise have remained burdened for two more years, and that Your Honors will thus in the saving of the same more than recover the loss of 14 per cent that must be suffered on the lower price of the aforementioned cloves. The smalschip De Jonge Petrus spent 5 months on the same voyage in 1790, having sailed thither in the beginning of January and not returned to Bombay until the end of May, where it had to winter because it could go no further, goods from Suratta to Galle at 10 percent of the actual cost seemed somewhat high for so short a distance, and Your Honour having found the reasons adduced by the ministers in this matter not applicable, we have seen with surprise that Your Honour passed over this act of the ministers. In this respect, we refer to what was written on this subject in the General Missive of last autumn, § 497, with which writing we expect that Your Honour will comply. § 268. The reasons of excuse adduced by the ministers as to why Patolas were brought to Batavia by private individuals, whereas the Company had been unable to obtain them, having been placed by Your Honour in the hands of the senior merchants of the Castle to investigate, we expect that Your Honour will send that report hither, along with the information demanded in the aforementioned Missive of last autumn, § 498; trusting furthermore that the request for a report from the senior merchants of the Castle was made by Your Honour solely to make further certain of the excuse proffered by the ministers; for we cannot suppose that Your Honour would have made a reproach concerning the delivery by private individuals of goods that the Company could not secure, if it is true that those goods imported by private individuals were so poor, and in sort differed so greatly from those the Company is accustomed to import; expecting on the contrary that Your Honour will have been well informed thereof beforehand, and also that the ministers have brought the impropriety of such adduced reasons most earnestly to the attention of the authorities. § 269. Its draft having been examined immediately upon its arrival by specially appointed commissioners, we take the liberty to present the report to Your Noble Honours, together with that received from the main settlement of its draft upon departure there; it was found to draw here 19 feet forward and 20 feet aft.
