a new stock was fitted to it, because the stock of the Ter Waarloo was completely rotted away. can at the same time be got ready with the Batavian and Cape and to dispatch. followed with the returns for India, and what remains will be sent afterwards with the Schelde. allowances to the ships one will bear. to break, but so close to the anchor that it can still be used, which is why no new rope needed to be provided for it, but the anchor itself could not be fished up again despite all the efforts made, and we therefore had to have the new anchor provided with a stock, since the one that the ship Ter Waarlo brought along and which we left with it was completely rotted away, as appears from the report of the specially appointed delegates recorded in our resolution of the 5th of this month. Because it was not possible to get all the returns, both for Europe, the Cape, and India, ready so early that both ships could undertake the return voyage in the latter part of December, we resolved on the aforementioned 27th of October to bring the returns for the Fatherland and the Cape into the hold with all speed and to dispatch the bearer of this with them to Galle, as it is now departing. To be followed about 14 days later by the Berkhout with what has been collected for India, and if a few packages should remain, to send them on with the Schelde, unless the early or late arrival of that vessel should necessitate some other arrangement. under humble prayer that Your High Excellencies may kindly be persuaded that we are doing everything possible to conduct ourselves strictly according to the established orders and regulations concerning the provisions to the ships, and to observe all possible thrift in that regard. We take the liberty to report to Your High Excellencies, in humble response to Your most venerable letter of July 14 last concerning the placement of pilots on the ships lying here in the roads, that we have always placed them since the restoration of the Directorate, in imitation of the English, who, after the storm of 1782—when some ships that had pilots on board reached Goga safely while many others were wrecked—place these people on all vessels, even those that are infinitely smaller and sail inland, as soon as the anchor has been dropped, without it being possible for us to determine to what extent this can be economized during the best season. It is certainly true that the weather in this part of the world from the month of November to the end of March is very moderate and one has few heavy winds during that time, but there are nevertheless examples of ships having been stranded in these roads by a heavy storm in November. Meanwhile, to reduce expenses, we have omitted the placement of pilots, and we will continue to economize on them during this time of the year, until it pleases Your High Excellencies to dispose otherwise in this regard. As we have no boats of our own to supply the ships with the necessary drinking water and we cannot use the ships' boats for that purpose, not only because that would give occasion for much desertion among the crew, but also because the weak crew, especially now that laborers are no longer employed, is much needed for unloading and loading the ships, we must necessarily hire them from the natives. Experience having taught us that the report of the Commander and Master Shipwright Writer of 20 August 1780, and Your Right Honourables' venerated Resolution of the 25th of the said month concerning the provision of equipment and rigging to such vessels as ours, however beneficial and useful it may be at other Company factories, cannot be of any application here. Since by that report many items are permitted which are not needed here at all or very little, such as coarse canvas and Carl-cloth, Chinese beams and planks, and various cordage, while others again are provided in such small quantities that one cannot manage with them, as among others the Doti, from which all the top-sails are made here, because they would otherwise be too heavy in hoisting for a weak crew; to all of which is added that, as they never go far from home, one is able to have them supplied each time according to what necessity demands. Paragraph 26. So we resolved on 9 June last, on the occasion that we had the condition of these vessels inspected by a special commission, to leave Your Right Honourables' aforesaid Resolution of 25 August 1780 without execution until Your Highest further orders, and to permit all provisions which shall from time to time be found necessary to be made, as and when necessity requires it upon the order of the Director, whereby the Company will suffer no loss; wherefore we take the liberty very humbly to request Your Right Honourables' high approval of this arrangement. And the 6 percent discount placed by the English on the Broach rupee makes of the past monsoon, to be provided with the necessary cargoes of kapok, brought that mineral to a very low price. 41. The great supply of sugar, principally from China and also from Bengal, added to the present manner of trading by the English merchants in barter, whereby all the outer places around Surat are provided by them with this sweetness and other wares, which they exchange for kapok, without the merchants there being obliged, as previously, to come to our market with their cash, besides the fact that they certainly find their account better in this trade, is the reason that our merchants have retained a good remainder of the sugar bought in the past year, altogether, although for far the greatest part paid to the Company, and it makes them hesitant to bid again on a large quantity for a reasonable price, before and until they first have some news from China. 42. And the resolution of the Bombay Government, by which a batta or discount of 6 percent was placed on the Broach rupee, caused a great confusion in trade and does much harm to commerce for the present, as the merchants naturally count on the fact that, when they buy any goods for cash, they are obliged to pay almost an equal discount or batta in the exchange of Surat rupees, by reason of their scarcity. 43. While we, to an excess of misfortune, have not a single article on hand that, through its popularity, can assist us in disposing of the unpopular articles and encourage the merchant. In this so unfavorable time, and since we needed money for continuing the procurement, we resolved upon the proposal of the Director, in our meeting of the 7th of November last, that—while no more was bid than f 61: 4: — for the copper, f 12: 14: — for the sugar, and f 43: 4: — for the tin, all per 100 pounds, if everything were sold at once—we would for this time have recourse to a expedient which was practiced with success by the late Ordinary Councillor and Director Schreuder in the years 1742 and several following, when a similar unpopularity took place, namely, to effect the sale of the imported goods by parcels or lots, and that to anyone who would bid the most, and in such quantities as they would desire. An expedient which, at least with regard to the copper as being in everyone's hands, could do no harm, and could possibly contribute to persuading the merchants who still have remaining stocks of Batavia sugar to make a higher bid for that sweetness, although it exposes the Director to very great dangers of bankruptcies. And it has also been of such consequence that, as appears from our Resolution of the 14th of the said month, we have sold to the Bania merchant Bhaiyadas Kassidas 75,000 lb of Japan copper and 2,400 lb of tin; the copper for f 64: 4: — and the tin for f 45: 12: — net money per 100 lb, on condition that the amounts thereof shall be paid in advance in Surat rupees, all without any discount, and that we, during the three first following spring tides, deliver none of these articles to anyone. 45. As we also, according to the aforesaid Resolution, have sold 75,000 lb of copper with 4,000 lb of tin to the Bania merchant Mancharam, for the same prices and on equal conditions, with this restriction, that he shall not receive the same until after the expiration of the three aforementioned spring tides to which we were bound to the first buyer. 46. The three sokkels of mace, which upon the departure of our aforementioned respectful [illegible] had remained unweighed, were subsequently found, pursuant to the report of the Fiscal and the Judicial Commissioners who assisted at the openings and weighings, and the report of our Chief Administrator, both inserted into our Resolution of the 20th of April of this year, to be opened as follows with an underweight: One sokkel per Berkhout entered at 154 lb net contained 148 lb, and thus 6 lb less; one ditto per Sparenrijk entered at 154 lb net contained 149 ¾ lb, thus less 4 ¼; and one sokkel, also from the last-mentioned consignment, likewise entered at 154 lb, contained 103 ½ lb of good mace and 19 ½ of sandy dust and rubbish of mace, or together 123 lb, and thus 31 lb less than entered. Concerning which 19 ½ lb of sandy dust and rubbish of mace we had at first resolved on the aforesaid 20th of April to transfer it to spoiled spices and write it off with its costs to profit and loss, as well as to send the dust itself to the capital at the first opportunity; but understanding that such would exceed the limits of our authority, we rectified this resolution on the 7th of November last, and we have taken the liberty to have the aforementioned 19 ½ lb of dust and rubbish of mace accounted back by invoice at the high disposition of your High Excellencies, while the aforesaid dust and rubbish itself is transmitted in a separate small box. The Judicial Commissioners who assist at the weighing in and out, as well as the handling of the spices, have, as appears from the minute of the Council of Justice entered into our Resolution of the 14th of November last, duly taken the oath for the faithful handling of the same, from which, in obedience to your High Excellencies' order, we shall never henceforth exempt them. And especially those who were present at the weighing out etc. of the said mace. Yet however much we are convinced that it cannot be at all pleasing to your High Excellencies that, by repeatedly demanding oaths, one seems constantly to call someone's honesty and veracity into question, we nevertheless had to resolve to impose an oath upon those Judicial Commissioners who were present in particular at the receiving, weighing in, emptying, and weighing out of this aforementioned mace, that they exercised all possible attention and care in the handling thereof, and that their reports successively submitted thereon are nothing but the pure truth, which oath they then also duly performed before the Council of Justice, as appears from the minute of the 12th of November, also entered into our resolution of the 14th ditto. A resolution to which we have come solely because we noticed in the aforementioned reports of the said Judicial Commissioners that the gross weight of the sokkels differed greatly between the first weighing in and the second weighing at delivery, such that the gross sokkel, after having lain locked up in the spice-shed for 5 months, weighed even up to 4 lb less, although it is evident that this difference in the gross weight.

To the Storehouse Master still validated those that do not exceed the Regulation in 1788/9. Resuming the thread of our aforementioned Resolution of the 2nd of October regarding the aforesaid finding on the delivered merchandise, we have validated to the Storehouse Master the permitted write-offs that do not exceed the Regulation; but on the other hand we have made him compensate through buyout the 8¼ lb of elephant teeth that he under-delivered. Taxes and compensations, we now very humbly request Your High Nobilities to exempt us from the imposed compensation for the nutmegs that fell short in excess of what was written off in our Resolution of the 27th of August 1785 beyond what the ship and storehouse shortfall amounted to for those brought in per Trompenburg in A.o 1784, out of consideration on the one hand that one was obliged at that time to store and keep the spices in rented warehouses, as one could not yet make use of the Company's warehouses, and that one is unable to take better care for their good management and preservation, and to treat them with greater attention and care than is done here; and on the other hand, because we do not know upon whom to impose this compensation for 18 1/6 lb of nutmegs that, after deduction of the permitted amount, fell short, as neither the Storehouse Master nor his servants have any involvement in or even access to the spices, which are kept in a well-secured enclosure under the seal of Justice, and that those to whom the handling thereof is entrusted, being the Fiscal and Commissioners from the Court of Justice, have already confirmed their faithful handling under solemn oath, and by imposing this compensation upon them we would tacitly have to declare them to be people who, if not worse, have at least sworn lightly, something that Your High Nobilities will utterly disapprove of happening to honorable servants who take pride in caring for the Company's interest. Likewise, that the granted one stuiver imposed upon the head master for compensation for each sick person in the Hospital may be lifted. In the same manner we must also very humbly request that the compensation or reimbursement of the one stuiver imposed upon the Chief Surgeon, which was granted to him through Your High Nobilities' kindness by Letter of the 23rd of August 1785, more than previously, for each sick person treated daily in the Hospital, may be lifted and he be permitted to continue enjoying the same henceforth. With some remarks concerning this. And for this purpose, we take the liberty to advance that a sick person, especially when he begins to recover, daily requires for his soup or stew at least one pound of mutton, costing here 3¾ stuivers; for the necessary vegetables for the soup, as well as for a small bread for his breakfast, midday, and evening meals together 3¾ stuivers; for his kanji or rice soup in the evening one stuiver, which together amounts to 8½ Indian stuivers. In obedience to Your High Noble Lordships' pleasure conveyed in Your High Noble Lordships' aforementioned letter number 40, we have caused the shortages in linens mentioned therein to be compensated for here: three-fourths by the suppliers thereof, and one-fourth by the Bazaar Commissioners, as evidenced by our Resolutions of October 27th and November 7th of this year. Where we have also imposed upon our chief surgeon, by way of compensation, the amount of such rosewater, gums, and drugs as were found to be either spoiled or deficient in quantity. However, we must take the liberty of submitting to Your High Noble Lordships that these shortages cannot have their origin here, since the packages, when lying in the tent, are guarded by a European along with a detachment of six soldiers under a havildar or corporal, which are relieved every 4 days, and are subsequently shipped in enclosed vessels whereof the hatches are sealed. Whereas it is probable that either the slaves or the native servants at the main settlement, who may find means to gain access to these packages, are the cause of the shortages; which gains all the more probability when one observes that shortages are very seldom found in the packages of linens that are sent to Europe and other trading posts. The trade books of the preceding financial year 1787/0, the report of the confrontation whereof against the reports of the ultimate of August 1788 entered into our Resolution of January 26th of this year, containing nothing wherewith we need weary Your High Noble Lordships' attention, are now being transmitted. The reasons for the increases and decreases consist of the following; namely: This slight decrease arises from less board money paid to an under-merchant during five months. Ordinary Rations: Less ƒ 284:17:8. Ordinary Expenses: Less ƒ 1553.9.8. This year, for incoming and outgoing peons' wages along with their roza or board moneys, and the hoisting, carrying up, and proper dispatching of delivered dispensary goods, item some other small matters, thus a little less was paid from the Honorable Company's treasury. Extraordinary Expenses: More ƒ 34:1:— The one hundred and fifty rupees paid to the Honorable Company's mody, which were spent by him to obtain the drawing and mold or model of a pilot sloop for the Ganges, sent to Their High Nobilities pursuant to Their High Nobilities' honored order to Batavia, are the cause of this increase. This year, apart from the 18-inch coir rope supplied to the Honorable Company's ship Berkhout, virtually nothing worth mentioning was supplied from stock, and this account was thereby reduced by ƒ 1711:—; however, since this year the Company's ships, by a more prosperous voyage and earlier arrival at this roadstead, also had to remain here 1 3/10 months longer, due to the expense of so much more water and refreshments the abovementioned decrease dropped from ƒ 1711: to ƒ 1098.13:8. Expenses of Shallops and Lesser Vessels: Less ƒ 76:2:8. Because this year no cable ropes were supplied to the Batavier nor the Charlotta, it was reduced by as much as ƒ 846:12:—; against which, however, ƒ 629.18.— more was paid this year from the treasury for three months for the wages and board of the native seamen who serve on the said vessels, since in the previous year they were manned with the full complement of men for only four months, and this year, for reasons mentioned in the resolution of 3 March of this year, for fully seven months and thus until the end of April; the said vessels having been dismantled in fulfillment of the resolution taken on 20 April, hauled ashore, and, except for the crew for the bad monsoon, discharged on the end of the latter month; and the additional small repairs necessary in this year amounted to ƒ 140.11:8; thus this account decreased by only ƒ 76.2:8. The four native servants of justice serving under the Honorable Fiscal are paid ƒ 21:12:— at the sighting of the new moon; thus, by the sighting of 13 new moons in this financial year, ƒ 21:12:— more than ordinary was paid.
