The Memorandum of Debtors and Creditors extracted from the aforementioned books, which contains nothing extraordinary with which we need trouble Your High Excellencies' attention in this matter, has been inserted into our Resolution of the 14th of this month, and we shall take the liberty, along with the aforementioned Trade Books, to offer it to Your High Excellencies with one of the following ships, which was impossible for us at present since they could not be copied so quickly. §. 105. The pay books have been examined by a special committee whose report was recorded in our Resolution of the 2nd of October, 122 The executors of the deceased steward de Sille, for the aforementioned reasons, being unable to refund the advanced 3000 rupees in cash. So his outstanding accounts have been drawn in and the remaining amount ordered to be paid into the cash treasury. The ƒ 292: 4 charged to Chormandel has been credited back to that government. examined and found in order, and the same are forwarded to Your High Excellencies among the appendices. §. 106. The Executors of the deceased Steward De Sille having represented to us on the 25th of September last regarding his administration how the poor state of his estate rendered them unable to refund in cash the 3000:– Rupees which had been advanced to the deceased during his administration, with the request that both his current pay account, according to which he has a credit of ƒ 1759: 4:— in the pay books, and his closed pay accounts from the year 1772 to 1781 inclusive amounting to ƒ 1540: 15: 11, or together ƒ 3299: 19: 11 pay money or 1650:– Rupees, might be drawn in, and that they be permitted to pay the remaining 1350:– rupees into the cash treasury, we have granted that request. §. 107. Regarding Moorish seafarers, we have credited back to the Government of Chormandel the sum of ƒ 292: 4:— which had been charged to it to be paid there by the Warehouse Master at Sadraspatnam van Bijland to compensate for a similar unauthorized payment to the family of the Tindal Sjeeg Kalloe Abderam, as our Pay Bookkeeper, according to his report recorded in the Resolution of the 3rd of March last, reported.

The Director having with the agents, Your High Excellencies having pleased in Your Highest same often mentioned respected missive E. 45 to submit to our consideration whether, for the procurement of the Moorish seamen, a fair arrangement could not be made whereby the intended purpose was fulfilled in such a manner that the Company be preserved from all deceits and extortions, the Director has, with the agents of the same, subject to the approval of Your High Excellencies which we hereby humbly request, concluded on the 14th of November last the contract which was registered by our Resolution of the 20th of that same month and agreed to by us, as goes over in copy among the annexes. And whereas the keeping of the pay books of these seamen has been maintained on the Bengal footing, and it is further contracted therein, Article 4, that the two months allotment which their families shall enjoy here annually will not be issued except for such persons who shall actually have remained alive at Batavia, and not for those who have died, and they, the agents, accordingly shall not be permitted to demand those two months wages until after the lists of those who are living shall have been received from the main settlement, which we accordingly request may be sent accurately each year. Article 7, that they shall not demand more for those seamen who shall happen to die at Batavia or on the ships than that which, upon the sending over of their pay accounts with the death list, shall appear from the Batavia or ship pay books to have been to their credit on the day of their death. And Article 8, that they shall not be permitted to demand any wages for those Moors who desert from the service, but the same shall remain confiscated for the Company. Thus we think that this arrangement, to which the agents have been brought with much difficulty, prevents all deceits and extortions, and indeed can give no occasion for them, without it being of any disadvantage that we were compelled to grant and promise to these agents, by Articles 5 and 6, that beyond the aforementioned two months allotment, which will be issued here in the manner as described above, there will also be withheld at the main settlement from the wages of these Moors, for each subsequent year that they are in service, two months, in order to be received by their families upon their return or upon their death, whereby at Batavia no more than eight months wages can be issued and paid to them out of every 12 months they earn, as that payment does not take place except upon their return or death, also according to the lists to be sent. And as we take the liberty to request Your High Excellencies to give Your Highest same orders that this agreement may be observed in all its parts most strictly, when in our opinion there can never be any dispute, whereas on the contrary it is impossible to ever procure Surat Moors, we must further implore Your High Excellencies: That it may please the Highest Same to make order that the Moors and Sarangs who are still at the main settlement be sent back at the first opportunity, and that care be taken that it is never permitted to any Sarang or Tindal to remain behind there, marry, and settle down to live, as they, through their fraud and covetousness, are the principal causes of the difficulties and confusions with these seamen, and that consequently those who engage in the service in the future by virtue of this contract never be placed under those Sarangs who are currently in Batavia and resident there.

Likewise resolved, subject to the approval of Their Right Excellencies, to make private individuals pay one rupee for each bale of linens sent by them. Tolls will be received. stamping and shipping of goods cannot possibly be dispensed with, a sum of 372 Ropias per year, or 31 Ropijen each month, and furthermore in extra charges at the customs clearance and stamping of goods for signing the permit notes etc., one year with another, 350 rupees according to the receipts produced. reasons. That he, the Director, insofar as it concerned the service of the Noble Company, had to bear this burden, but that it seemed very improper that private merchants, who send their goods on freight to the Capital to gain a profit, made use of these people and through their service were exempted from the incoming toll at the expense of his purse, in such manner as is circumstantially described in our Resolution of that day. Since it had come to our attention that various abuses had crept into the shipping of goods, particularly of those goods that are transferred on freight, we resolved on the 26th of January of this year to instruct the Storekeeper, for further clarification and extension of the 23rd and 24th articles of his Instruction, to have the officer of the ship who receives the goods sign for them in the shipping book, and also to have the Commander of the Company's or hired vessels likewise sign for their proper receipt into the same, in order subsequently to send the transit note in duplicate on board with each vessel, of which one will have to be kept on board by the commanding officer and the other sent back signed, to be kept by him, the Storekeeper; so that he may therewith, if necessary, prove that the goods he received in the tent for shipment were indeed shipped by him and received on board, and all this as well with respect to the permitted loads of the seamen and private parcels sent on freight, as with respect to the Company's goods. The widow of the junior merchant and Cashier Heijdeman, who some time after the death of her husband left the protection of the Noble Company and placed herself under that of the English, addressed herself by missive to the Director, requesting that to her, as heir of her husband, might be paid such sum of ƒ1320. 3. 8 as the same Heijdeman is credited with in our Trade Books, and in support of her claim she sent a copy of his Will, which is recorded in our Resolution of the 3rd of March last. Upon examination whereof, we perceived that the aforementioned private Will suffers from many informalities, and consequently, to prevent the Company from being troubled afterward by the children and heirs of the aforementioned Heijdeman, we could not decide to have the aforementioned sum paid to her otherwise than under proper security de restituendo, within the jurisdiction of the Company, notwithstanding that the time of the deceased's four-year bond has long since expired. While they were denied the payment of such interest of ƒ288. Over the estates of Kallabaaij Souraabje etc. since the year 1774, there had been a dispute. The Director, after long and tedious negotiations, succeeded in executing the division of the estate among those heirs. having to trade, it is all the same to them to whom they pay interest, and that this matter could otherwise have brought us into an unpleasant pen-struggle with the English Government. While we have denied her the payment of interest on such a sum of ƒ288:—. for which Heijdemans' account was credited in the trade books upon the withdrawal of his pay account in the year 1738, amounting to ƒ480:—. in pay money. Concerning the estates of Kallabaaij Souraabjen and Souraabje Custumjee, in life suppliers of the Company, there had been a dispute since the year 1774 between the brothers and the adopted sons of the first-mentioned and the latter, who, in order to maintain themselves, as they thought, in the possession of the inheritance into whose actual possession they had placed themselves, and to deprive the co-heirs, our present suppliers Berampje Boumandje and Mannektjent Souraabjen thereof, had placed themselves under the protection of the English Government. However, after a negotiation of five years, the Director succeeded in restoring the suppliers to their lawful right to the inheritance and in dispossessing the unlawful possessors, so that the division of the estate between those heirs and those estates was lawfully and legally executed and partitioned according to an act drawn up thereof, which was signed and sealed by the Nabab and the English Chief as Governor of the Castle, as well as the muftis or ecclesiastical judges, and of which the translation is kept among our secret papers. And the adopted sons of the said Callabaaij, who placed themselves under the protection of the English, have been forever denied the protection of the Company. The copies of the positive orders up to the present date are transmitted among the appendices. The marginalia on the letters and resolutions have been arranged under main headings according to the received model. As for sending copies thereof to the Chamber of Amsterdam of all books and papers going to the main settlement, this cannot be done at this Directorate other than by the addition of an assistant and an apprentice at the trade office. Then, since these adopted sons of Kallabaaij, named Mirwanjee Doshabaaij and Gorseedjent Mannektjent, through their punishable intentions—by abandoning the protection of that sovereign under whom they were born and under whom their ancestors had sheltered for so many years, in order to maintain themselves in the possession of another man's property—have given cause for many difficulties and long, tedious negotiations, to which one was indeed compelled for the maintenance of the Company's privileges, we thought it proper not to readmit them under the protection of the Company, but to exclude them therefrom forever, as all this is described in detail in our resolution of 31 July last, to which we take the liberty respectfully to refer. In obedient compliance with Your High Noblenesses' resolution of 16 September 1788, received by us among the appendices, we have the honor to accompany this with a copy of Their Highest's positive orders and commands up to the present date. We have also, through our secretary, now not only had all our letters and resolutions provided with marginalia as before, but also had those same marginalia arranged under main headings according to the received model. Regarding the demanded lists of income and emoluments. Finally, we have the honor to present to Your Right Excellencies, among the appendices, the list demanded by Your High Resolution of the 31st of July of this year, of the income and emoluments enjoyed by each of us and the other servants who hold any posts and do not have to live absolutely on their wage and board money, with the addition of the resolutions by which they were granted, and this conscientiously and to the best of our knowledge. Concerning the plan regarding the sending of letters of private individuals, one can make no use of it here. While, in respectful response to Your Right Excellencies' honored last missive, paragraph 57, we must bring to Your Excellencies' notice that we cannot make use here of the plan regarding the dispatch of letters of private individuals, because it proves very difficult for us, and it is always uncertain, to get letters and papers to Ceilon, as practically no vessels ever go thither from here. The request made by the sons of Molna Faggerodien for the payment of certain annual presents. The trade bookkeeper was ordered to look in the books for how many years this took place. Who reported on it that only in 4 years had some few spices and sugar been delivered. Yet without knowing the reason why. And the request has been declined and rejected. Yet on the other hand, the request made by the Banian merchant Maccendas has been granted for the adjacent reasons. Because we did not dare to refuse the same. And since the aforementioned servant, by a written report at our resolution of the 20th of January following, gave us to know that he had only found that in the years 1774, 1775, 1776, and 1778 some few spices and sugar were presented on the Company's behalf to the said deceased Molna ul Faggarodien, without having been able to discover for what reasons this was done. We have thus declined and rejected the request of his aforementioned sons, for although we may suppose that the aforementioned presents will have been made by the then Directors on account of some services which their father, who was a very accredited and respected merchant, may at that time have rendered the Company, and which are now unknown to us, yet this can serve as no ground to demand them annually as a right. On the other hand, we have granted the request of the Banian merchant Maccendas Sinkerdas, contained in our resolution of the 31st of July last, and have had paid to him from the treasury such sum of f806. 1: 8 as the late junior merchant Jacob Igerman Bouquet had previously stood credited in the trade books, in part payment of a larger sum which the aforementioned Bouquet at his decease had remained indebted to him, according to a promissory note of the 10th of May 1778. A petition which we were not permitted to refuse, as the promissory note which we have retired, and which is also inserted in the aforementioned resolution, bears all marks of authenticity as being written with Bouquet's own hand, while the reasons for appearing so late with this claim are very acceptable and, we may say, truthful, and Your Right Excellencies' orders of the 9th of July 1715, 12th of August 1732, 11th of September 1737, and 31st of July 1762 expressly dictate that in all insolvent estates the native creditors must be given preference. Since the currently governing Dewan at Brootchia for the present still lets the Company enjoy all privileges there. Insisted upon the restoration of the toll-free transit. The Governor and Council of Bombaij, what was noted in our resolution of 31 July last, amounted to 1860: —. Ropias, being 180. Again, regarding the export of the Company's merchandise by foreign nations, and in the first place the English, we, on 2 October last, considering that three years had already elapsed without the ministry at Bombaij having seemed to pay any regard to the claim on this side of the right to transport the Company's merchandise toll-free through all places of the Mogol Empire after having paid the usual import toll here, concerning which the said ministry would ask for the orders of their superiors, as appeared from their last letter on that subject of 24 August 1786, thought it not amiss, now that all their ships expected from Europe this year had arrived, and there might possibly be an answer from the said Gentlemen Directors of the English Company, to insist repeatedly on the restoration of the said privilege. And we have accordingly dispatched to the Gentleman Governor and Council at Bombaij the letter entered in our said resolution of 2 October, to which we take the liberty to refer here. Who have answered thereto that they were not yet provided with instructions from their superiors. Also, following Your High Excellencies' order, a letter has been addressed to the English Chief and Council here regarding the Surat Rupee. And they answered us by their reply of the 18th of that month, inserted into our resolution of 7 November following, that although their superiors had given them reason to expect their instructions in this regard shortly, they were not yet provided with them, with the assurance that upon receipt of the same they will lose no time in making them known to us; thus we must again have patience, however desirable it would be that we might make use of such a privilege, especially in these times, when all industry and care are necessary to maintain the Company's trade against that of our same competitors. For the obedient compliance with what was written to us in Your High Excellencies' separate letter of 25 July to the Director regarding the content of the Surat Rupee, we have sent to the English Chief and Council here the letter inserted into our resolution of 27 October last, in order to persuade the Nabob to improve the detrimental change in the content of the Surat Ropij discovered in the past year, and to restore its value to the old footing. And that ministry has answered in reply that the Nabob has already brought the Surat rupee to its former standard: Through our intercession with the Portuguese chief, our head surgeon was finally satisfied. To the soldier-clerk Meijer, the assistant's board money has been granted. The bookkeeper Colfs has been appointed dispenser in place of the deceased de Sille. And the said ministry answered thereto by letter of 31 October last, entered in the aforementioned resolution of 7 November following, that the Nabob, upon the representation made by them by order of their superiors, had already brought the aforementioned Surat Ropij to its former standard, adding that they have placed a batta or discount of six percent on the Brootchia Ropij, in order to preserve the proper standard. 135 Bookkeeper Nicolaas Fredrik Wolff, in whose place we have appointed as sworn clerk and commissioner at the cloth bazaar the absolute assistant Johannes Kuper, with promotion of the same to bookkeeper, since it has always been considered very necessary that the person who serves this commission and must daily deal with the suppliers, as well as weavers and printers, should be elevated slightly higher in rank than a clerk, not to mention that it is already eleven years ago that the said Kuper was promoted to absolute assistant. As the vessels here have always had boatswain's mates as commanders in order to be slightly above the native tandels over whom they exercise authority, we have on the 9th of March promoted the commander of the Charlotta from quartermaster to boatswain's mate. Just as on the 20th of April we advanced Corporal Johannes Volter to sergeant, because, due to the troubles caused in the surrounding country by the sons of the late Nabob of Broach, who continued to roam around this city, we were forced to place a stronger guard of sepoys at Affua to protect the garden and the Company's vessels lying on the beach there, and thus we again, as before, need a sergeant as commander there. Furthermore, we engaged in the service here a young sailor at the wage of ƒ 10:— and three soldiers, of whom two at ƒ 12:— and one at ƒ 10:— under the usual contract, of whom the sailor and two soldiers have been stationed at Vreedenburg. Notwithstanding that I regret troubling Your Honor with unpleasant complaints, I am nevertheless obliged to do so. Yesterday afternoon, my servant Curseedje, returning from Miss Lauwrens where I had sent him, sitting completely sober on his hackery, met four sepoys in the street who were drunk and had music playing before them, refusing at first to let the hackery pass and then striking the horse that pulled the hackery, as well as the coachman, and also my servant, who in defense gave a blow in return with his whip. One of the four sepoys, who I understand belonged to Captain Bond, subsequently pulled him out of the hackery and beat him. One of them, having no shoulder strap, drew his saber and tried to wound him, whereupon the other people wrested the saber from his hand. My sepoys arriving upon this brought two of them to me. Not knowing whose sepoys they were, I ordered my court-runner to bring these two persons to Your Honor with the request that they might be punished according to their deserts. The said court-runner, passing with the two sepoys in front of the house of Captain Bond, was attacked by the people of the Captain, who sought to force him to let those sepoys go, whereupon Captain Bond himself came downstairs and asked my servant what he had to do with his sepoy. He answered that he had orders to bring him to Your Honor with my complaints. Captain Bond took the sepoy away from him, saying: go to your master and tell him, this is my sepoy; if his Honor has anything to say, he may complain to me, and I shall do him justice. My court-runner, seeing these two persons taken from him in this manner, returned without going to Your Honor. When I was informed that one of those two sepoys belonged to Captain Bond, and being always inclined to settle such matters in an amicable manner, I sent a friendly message to the Commander requesting him to punish his people for attacking my servant. But instead of receiving an answer, as I think I have a right to, my court-runner brought me none at all, but told me that Captain Bond had set his sepoy at liberty again, whom he, when he had taken him from my servant, had first placed in the guardhouse, further complaining very much about the mistreatment by the Captain. 150 This being the answer which I have the honor to send to Your Honor in reply to Your Honor's letter of this morning, I have ordered our Fiscal to see to the necessary testimonies in this case, in order to bring the same in a more regular and ministerial manner before Your Honor. General demonstration of the profits and charges of this against the Book-year 1787; To wit: The true profits of this Book-year amount to ƒ168'903: 4:—. In Anno 1787 the same amounted to 356727:11:8. Thus now less ƒ187824: 7: 8. The charges have in a round year or during the course of the books of Anno 1788 amounted to ƒ59925: 6:8. In Anno 1787 the same amounted to 52895:12:8.
