Having seen from your letter of the 4th of this month that recently a party of 150 persons, refugees from the Kingdom of Mocco Mocco, arrived at Indrapoura, who desired to settle there, having formerly for the most part been subjects of the Sultan and now returned to the Kingdom on account of the desolate state of Mocco, and you furthermore requesting orders as to how to act with these defectors, this is sent to you for your observance in that regard: Those who were truly born in Indrapoura and were able to travel contrary to the contract to leave the land of their birth formerly, shall be considered as refugees who return to their former lawful government, and pardon shall be granted to them on condition that they take a new oath of obedience and loyalty to the Company, and give clear evidence that their sincere intention is henceforth to conduct themselves as faithful subjects of the Company, and on that account immediately make a beginning with the planting of new pepper gardens, and avoid all further intercourse with the subjects of Mocco Mocco. Those who are actual natives of Mocco Mocco and born in the English territory must return again to their country, and be considered as vagabonds who at the least disaster immediately leave the land of their birth, and on that account not much good is to be expected from them, but who, at an unexpectedly arising trouble, will immediately do the same at Indrapoura and will certainly return again to Mocco Mocco and their families and lands as soon as peace is restored in the country; thus they can be assumed to seek nothing else at Indrapoura than a lazy life for as long as they cannot have such in their country, just as by admitting them their running in and out back and forth to Mocco Mocco and back again would be incessant, and could thereby give occasion for the seduction of many other good subjects who are of greater importance than such defectors, and whose loss would be more to be lamented than any advantage to be expected from the addition of a party of vagrants. The Emperor of Mocco Mocco and Indrapoura already not being friends, the retention of his subjects would only provoke him and even make him believe he is entitled to intercept on his side everything he can get from Indrapoura, whether people or cattle, in order by that means to regain his subjects, from which far-reaching vexations would arise. Also, the English will without doubt reclaim these people shortly, because the desertion will be too striking and too ruinous for Mocco Mocco; and in order not to be the first to give cause for displeasure, and through this treatment to gain a basis upon which they shall be obliged on arising occasions on their part also to conduct themselves in like manner according to reasonableness, I deem it best that all born subjects of the English simply be sent away again, short and plain, thereby presumably closing off all further desertion at once.

Right Honourable Sir and Honourable Sir. Having had the honour, with the return to the Coast of the vessels of Radja Daral of Indrapoura and Radja Boeijang of Aijerhadja, to receive duly your Right Honourable's respected letters of the 8th and 29th of this month, I have dispatched thither, as soon as wind and weather permitted, Corporal Volmer, who was sent with them to the Post of Aijerhadja to replace Corporal Borghard, who held the post there and was summoned by your Right Honourable. On that occasion I provided that Post with board money and rations until the last of December next, having furthermore made known your Right Honourable's orders to the first-mentioned Corporal, that for the convoying to the Coast of the four soepaties of Corenthies that have arrived at Indrapoura, he had to provide one of the Bugis stationed there. Their High Honours' most venerated order to purchase as much of the sappanwood falling here for the Honourable Company as is ever possible, I shall let serve for my dutiful guidance and spare no effort to obtain as much of that dye-wood as shall be procurable around here. To that end, immediately upon the receipt thereof, I wrote to the collective Regents to prevent the same from being sold to private parties in the future, and to have them encourage their subordinates to deliver as much of it hither as was ever possible, for which they shall be paid two Rupees per Pikol. For the speedy unloading of that which Their High Honours might send for this small office with the pleasure ship now daily expected, I shall not fail to make all possible haste according to the conditions of this place, and as soon as that is finished, allow the pantjallang the Nieuwe Vreede to depart for the Coast together with that vessel as pilot. As the trade books of this small office are about to be closed, I very humbly request to be permitted to write off in the same the ship and warehouse spillages specified in the accompanying memorandum, as they do not exceed what is stipulated for this by regulation. I furthermore have the honour to present herewith to your Right Honourable the returns of the sales made here in the financial year 1786/7, a list of the gold and black winnowed pepper collected here in the said financial year, and a general inventory of all the Honourable Company's assets found here in actual existence as of the last of August recently, as well as a receipt roll of the disbursements made under the last of August recently on account of earned monthly wages to the European soldiers stationed here, for which they express their humble gratitude to your Right Honourable. Through the arrival here of various Malays from Indrapoura & Aijerhadje, among whom were some of whom I could be assured that they are by no means friends of the sultan of Indrapoura, having had the opportunity to investigate whether he might at times, through emissaries or letters, have engaged in any secret and prohibited negotiations with the young sultan of Moco Moco who is warring against his father, I have done so with all possible caution and accuracy; yet I have not been able to discover in the least that he has made himself guilty thereof. Yesterday, the said Sultan himself having arrived here pursuant to Your Right Honourable's summons, I first attempted, by making some inquiries as if purely out of simple curiosity regarding everything that occurred at Moco Moco, into the actions and present circumstances of the young warring sultan, to see whether I could discover something or other that would have given a legitimate reason for the accusation which Mr. Peerse has brought against him. But here too, nothing occurred to me that could be charged to his account, for he maintains that all reports and dispatches he is able to give about it were shared with him in an accidental manner by Malays or Corentse highlanders occasionally passing by his place and coming from there. Consequently, I then presented to him the accusation brought against him, Right Honourable Sir, himself; yet he protests to the utmost that he is entirely innocent thereof, and offers to clear himself thereof by the most solemn oaths, as will further appear to Your Right Honourable from the accompanying Malay letter which he takes the liberty of addressing to Your Right Honourable. A few days before the return here of the two Padang Penghulus, Radja Lingang & Bagindo Radja, who had been commissioned to survey the pepper gardens, the corporal stationed at Aijerhadje informed me that a tambangan flying an English flag had put in at Indrapoura, and that he had immediately set out thither with a Bugis to investigate it and to make it depart again; however, because the sultan had told him that he had no authority there, and that the guard and custody of the rivers and beaches in his land had been entrusted and commanded to him, the sultan, alone by Your Right Honourable, he, the corporal, had found himself obliged, in order not to get into difficulties with the sultan, to return home without having accomplished his purpose. Having subsequently made inquiries regarding this matter with the aforementioned two Padang Penghulus, Bagindo Radja said in the presence of Radja Lingang and several other Malays from here, without being contradicted by the latter, that it was true that during his stay at Indrapoura a tambangan destined from Bencoule to Poulo Page had been compelled by contrary winds to put in there, and was still there upon his departure; but that the sultan had instructed him to tell me that he would bring this vessel here himself. For the reason that the stationed corporal was prevented by the sultan from inquiring into the cargo of that tambangan, and those two Penghulus, having been present there, were better able to give a report thereof, I recommended to them that upon their return to the Coast they should report thereon themselves to Your Right Honourable; for I was quite assured that even if the sultan brought that tambangan here, matters would already have been prepared by him beforehand in such a way that I would nevertheless not be able to get at the real truth, just as the outcome now convinces me thereof. I therefore very humbly request Your Right Honorable's highly respected orders whether I may permit the sultan to return home again with this vessel or whether I shall send the same with its Nakhoda up to the Coast. In the meantime, I have made known to the sultan of Jndrapoura in the most emphatic manner Your Right Honorable's indignation over such faithless conduct with which he is charged, and threatened him with the punishment that the Company shall see fit to inflict upon him for such violations of the contracts. To the Corporal at Aijerhadje, although without fault in the aforementioned case, I have likewise made known Your Right Honorable's displeasure in the strongest terms, and at the same time warned him that instead of harassing the travelling merchants coming from Padang with trifles, he should on the contrary take much more careful care that no smuggling with Englishmen takes place, for upon the first reports that Your Right Honorable shall receive again, he will without the least connivance be deported to become a sailor. Right Honorable Sir, Honorable Sir, The Pantjallang the Nieuwe vreede having properly delivered here the goods brought for this office, according to invoice and bill of lading after deduction of the permitted wastage on the salt and rice, I express to Your Right Honorable my humble thanks for the relief thereby received, and this vessel, with the unloading of which all possible speed was made, now returns again to the Coast with 150 Thaijlen of unsmelted gold according to the enclosed invoice and bill of lading, which I very humbly request may be smelted and assayed at the Coast, and subsequently credited to our account here according to its determined fineness. The supply of long flat iron still on hand here being very small, I further take the liberty very humbly to request Your Right Honorable that, upon a further convenient opportunity, we may be provided with the long flat iron and steel mentioned on the accompanying small requisition, in addition to the salt and gunpowder still remaining from my previous requisition. Having persuaded the soldier Johan godlieb Ketter to the best of my ability to enter into a new contract, he shows himself not disinclined thereto, provided it might favorably please Your Right Honorable to improve him from his currently earned wage of f 13:— to f 16. per month under a new three-year contract; however, if this cannot be done, he further very humbly insists that in such case he may obtain his discharge to the Capital Batavia per the ship the standvastigheijd. Meanwhile, the Bugis soldier soema, in accordance with Your Right Honorable's highly respected order, has been punished with a punishment of running the gauntlet through the entire little garrison here, and the amount for the weapons made away with by him, thus burdened with 2 capital advance, will be deducted by me from his earned monthly wages. had entered, a prow kolek, coming from Benkoulen and belonging to a Bayang Malay named Radja Dare, and that the same had brought along as passengers three Chinese from Bencoulen, besides two women and a child, I immediately sent two Bugis soldiers thither, giving them a letter addressed to the Ponghulus of that village, wherein I warned them to hold the aforesaid kolek with its cargo and passengers in safe custody until further orders from your Right Honorable, or otherwise, if they should not find themselves capable of doing so, to transport this vessel and the people that arrived with it hither under the supervision and custody of those two Bugis soldiers. But those Ponghulus of Bayang cared little about it, and instead of doing so, rather permitted a riotous crowd that had banded together, among whom were even the two Ponghulus Makoedong and Jan Poughoulu, to take this vessel and Chinese directly under their protection, and helped the latter to launch the same into the water before the eyes of those Bugis, telling them that they should immediately depart from there, for the Resident of Chinco had nothing to command them. When the other Ponghulus were reminded by those Bugis that by permitting all this violence they would make themselves accountable to the Company and liable to punishment, they excused excused themselves that it was beyond their power to oppose it, because Radja Dare had many relatives and a large following in the village and they were afraid that a general insurrection would be caused by him if they, according to my requisition, were to send this vessel to Chinco; nevertheless, they did not even deign to answer my letter sent to them. Today, on the 4th of December, I only now received your Honor's letter of the 2nd of November last, written at Moeco Moeco. I have the honor to serve your Honor in answer thereto that your Honor may be completely assured that the rumors which your Honor has heard are very false, namely that the Sultan of Indrapoura would presume to dare to grant any help whatsoever, either to the old or to the fled King of Moeco Moeco, still less that he would have anything to expect from me. I myself have already, a long time ago, had orders given both to the non-commissioned postholder at Adjarhadja and to the Sultan of Indrapoura that they must take good care not to meddle in any way in the affairs of Moeco Moeco. Your Honor can therefore rest assured that these rumors were possibly spread by the fled king in order to bring your Honor Padang 5th of December 1788 2 Nattae thereby into some embarrassment.
