No. 1. 1077 1076 To the Right Honorable Lord Sluijsken Peter Commander of the city and lands of Gale, Matara, etc. Right Honorable Commanding Lord In dutiful compliance with your Right Honorable’s honored order, the undersigned presented themselves to the Right Honorable and Esteemed Lords Commissioners, and at their Right Honorable wishes proceeded to the ramparts and the city gate in order to inspect, measure, and record precisely the pieces of cannon and howitzers standing on carriages and lying on wooden skids on the ground, together with their carriages, and the mortars with their beds, and have caused those entirely unserviceable to be moved, as is recorded in the list under Letter E. Subsequently, in the arsenal, powder magazine, shot house, and storehouse where carriages are kept in stock, we made an inventory of all the ammunition present here, in quantity and quality, including powder, bombs, grenades, grapeshot, round and bar shot, as well as live Checked loose lead balls for cartridges, charged grasshoppers, muskets, etc., as can be seen in the list under Letter I. After all these demonstrations and the recording thereof, duplicate copies of such writings as this report contains were delivered to the aforementioned Lords. We hope hereby to have fully satisfied your Right Honorable’s intention, and take the liberty to sign ourselves with the deepest respect. This small amount is in itself of little importance, but in the arrangement itself, the usefulness and profitability are too obvious to require proof. 4th. The supreme direction over the arsenal shall be assigned to the Commandant of the artillery corps, and nothing may be done without his prior knowledge and approval. Side note: It is agreed, until further arrangement, to leave the administration and supreme direction over the arsenal on the present footing. 5th. Of all receipts, shipments, distributions, and manufacture, a weekly written report and a daily verbal report shall be made to him. 6th. All gun carriages, mortar beds, limbers, and further artillery train equipment shall be made accurately according to approved models, as well as the iron fittings, of which each part must have its determined weight and further requirements. Side note: It is agreed that concerning all these matters, action shall be taken according to the resolution taken today on what has been planned by the gentlemen of the military commission, in order to bring the artillery of this island onto a regular footing; only with this addition, that in accordance with the proposal made here by the chief of the artillery, no gun carriage shall be mounted or fitted with ironwork until the necessary inspection thereof has taken place. And in order that nothing may be lacking therein, no gun carriage shall be mounted or fitted with ironwork of which he has not previously taken the necessary inspection in person or through a competent officer. 1708 7th. Side note: It is approved and agreed that concerning all these matters, action shall be taken according to what is prescribed in the above-mentioned resolution taken today. 1109 The bar and sheet iron shall be specified in all proper dimensions for the particular carriages and train according to their calibers, and everything that arrives from the Netherlands for the service of the artillery shall be brought and received directly into the arsenal, in the presence of the Commandant and of officers appointed thereto as a commission, who must confirm their statement according to their findings on their oath taken to the country, rejecting whatever is defective and unfit for the designated service. 1121 Extract Resolution taken in Council of Ceylon Thursday the 21:st of October 1790. Having read the following report from the Colonel and Chief of the Ceylon Artillery Paravicini, it has been approved and agreed after deliberation to dispose thereon as is noted in the margin thereof. To the Right Honorable, Highly Esteemed, High and Mighty Lord Willem Jacob van de Graaff, Ordinary Councillor of Dutch India, Governor and Director of the Island of Ceylon with its Dependencies Right Honorable, Highly Esteemed, High and Mighty Lord Concerning the considerations of the Right Honorable, Stern Lords Commissioners Vaillant, Ver Huell, and Graevestein, regarding 1131 regarding the number of troops, both Infantry and Artillery, which would be required on the Island of Ceylon and its dependencies in various times, I find, with respect to the artillery, literally cited: that Their Right Honorable Sternships propose to form, out of the present number, after deduction of the unfit who belong to the Class of Invalids, two companies, each of which would be 200. Heads strong in Europeans. Of this different arrangement from the provisional draft plan of Their Right Honorable Sternships, whereby each company is determined to consist of 100. Europeans and just as many Natives, Their Honors are pleased to state as the reason the slight prospect there is of obtaining the officers and non-commissioned officers required for the direction and establishment of more companies on such a footing, and therefore the Europeans are placed therein only until such persons are found who possess the necessary competence; in which case one could then recruit a squad pursuant to the draft plan for 2. subaltern officers and 4. non-commissioned officers. The ordinary Europeans required for this would then be taken from these two companies, which in turn would be replenished with Natives, until they were on the footing according to the Project, by which means one would gradually bring this corps onto the fixed footing in peacetime, and so forth.
