That the pay of the officers, non-commissioned officers, and privates of the National troops, when they receive it here, is paid to them according to Company practice at the rate of 15 stivers to the guilder. 3. That no pay and emoluments are paid for the missing officers, non-commissioned officers, and privates of all troops, and 4. That the six stivers of custom money which, according to an old custom, was withheld from every native for the benefit of the Head of the Militia, now goes into the Company's treasury. According to this calculation it can be deduced how much the troops would cost on a war footing, which however is not feasible for us to determine, for the reason that one cannot specify of what sort of native troops this would then consist, it being improbable that these could all be Malays, and consequently one would have to recruit a number of Sepoys or Moors, since from the Europeans who might still be sent from Europe, the artillery should first be brought to the complete war footing, and thereafter the infantry, in which latter case each Company could be reinforced with some men, yet not by more than 25 men for each Company. Furthermore, it appears to the undersigned that this determination on a peace footing is not calculated too generously, in order to be secured against a surprise attack and to be somewhat capable of resisting arising disturbances against the Court of Kandy, in which event one could always deploy a Corps of at least 3000 infantrymen in the field, while the remainder, together with the Corps of Artillery and the invalids, could then perform service in the garrisons, and should this unexpectedly break out into an open war, then, according to what the undersigned have been able to observe regarding the last war, approximately 4000 more men would be needed, who ought to be sent hither partly from the Netherlands, from the Cape, and from the East of the Indies. If these provisions, or a portion thereof, were spoiled, then the officers and non-commissioned officers ought to be given half in cash of the price at which such a spoiled ration was valued. This the dispenser ought to pay when it was through his negligence, La M. 1 and otherwise this ought to be paid from the Company's treasury. 7. But when such provisions are not present in the warehouses at all, then the fixed price of these rations ought to be given in cash to the officers and non-commissioned officers, for the reason that they would then have to buy these provisions at once so much dearer. Furthermore, the undersigned have also observed that, besides the high cost of provisions, the purchase of linen for the officers is one of the most burdensome expenses, because this must be bought here second- and third-hand. Therefore, a provision ought likewise to be made in this regard to provide the officers annually with a certain quantity of fine linen at cost price, but this quantity should nevertheless not be higher than what could approximately be calculated as how much a person needs in a year, which in our opinion would burden the Company's treasury very little. From the Commissioners of Their High Mightinesses, the Right Honorable Severe Gentlemen Johan Olfert Vaillant, Colonel and Captain-at-Sea, Christiaan Anthonij Verhuell, Colonel and Captain-at-Sea, and Jan Fredrik Levinus Graevestein, Lieutenant Colonel, has been received by the Governor, together with a letter of the 11th of August past, the following draft for the organization and service of a Corps of Engineers in this government, upon which, after deliberation, such decisions have been taken as are noted in the margin thereof. It has appeared to the undersigned that, since the Noble Company possesses many substantial fortresses in the west of the Indies, and especially on that island, it will therefore La M. be very necessary that the direction over the improvements that must be made to them, as well as over the maintenance of the same in a good state, be placed under proper administration, and that those who shall be charged with the supervision of the fortifications consider this as their principal duty and be subjected to the strictest accountability, both with regard to the materials in their custody and the craftsmen and laborers who shall be placed under their direction. Furthermore, it is understood that upon the death of the Chief or any artillery officer, both here and in the subordinate military Departments, a commission from the Council of Policy shall remove from the deceased estate everything that pertains to the artillery of this Island or any place belonging to the Company; and that when an artillery officer, from the Chief down to the most junior officer included, receives his discharge from the Company's service, he must surrender to the government everything that relates to his post as an officer of the artillery, and declare under oath that he has retained nothing more concerning it in his possession. Your Right Honourable Noble Sir has been pleased to observe during the inspection of the hospital: Firstly, that concerning the kitchen and the victualling, some alterations and improvements are necessary; and Secondly, that the latrine and the drainage of urine should be altered in such a way that the unpleasant smell that currently exists in the wards is entirely prevented. The undersigned head surgeon has the honor to demonstrate to your Honorable Worship that for every Company servant who comes to lie ill here in the hospital eight stivers per day are provided, being 2 stivers for medicaments which he receives annually upon his requisition in the Company dispensary at Colombo against payment with a 50 percent advance, and for the further costs and damages such as for the pots, bottles, packing cases, etc. which together frequently amount to 80 to 90 percent, from which your Honorable Worship will be able to perceive at a glance that the undersigned, when the incident illnesses are of any significance, if not suffering loss, at least has little profit if he acts conscientiously, [illegible] it is true that the esteemed Ceylon government in the past book year granted the head surgeon 400 guilders in medicaments at purchase price, but needing more, he must pay for them with the aforementioned ordinary Company profits. The remaining six stivers per day serve for food and drink, which would be sufficiently adequate, although scarce in these expensive times, but when your Honorable Worship pleases to consider how many expenses one must incur in order to provide and maintain oneself with all necessities, and that all of the same must be found from the six stivers, as there is a hospital bookkeeper who per month receives 3 rixdollars in rice 1 parra. A servant for the purchase of fish at Gindure 1 rixdollar 24 stivers, rice 1 parra. A ditto for ditto at Kogolle 2 rixdollars, rice 1 parra. A ditto at the bazaar for other provisions 3 rixdollars, rice 1 parra. Two servants in the woods of Mature for the purchase of beasts, fowl, pigs, limes, etc. at 4 rupees each 5 rixdollars, rice 2 parras. A steward 4 rixdollars 24 stivers, rice 1 parra. A servant to mind the cattle 1 rixdollar 24 stivers, rice 1 parra. A cook and 18 slaves both for the nursing and tending of the sick as [illegible] well as for performing the kitchen work, the fetching of water and firewood, and other duties, for their maintenance per month 2 rixdollars each, 2 rixdollars in rice parras. These slaves cost at least 1000 rixdollars; when now the head surgeon must furnish the money for the purchase of those slaves, that amounts in interest per month to 6 rixdollars 12 stivers. For firewood per month 4 rixdollars. Oil in the lamps for nightlight 3 cans per day at 8 stivers the can, 24 stivers per day, 15 rixdollars. Earthen basins or plates for the sick to eat from, 1 rixdollar. A beer pipe of vinegar more or less, 4 rixdollars. 2 parras of salt for the sick, 19 and a half stivers. House rent for the house in which the dispensary is kept, 6 rixdollars. For the water tubs, well buckets, tubs and for the maintenance of the kitchen wares per month, 2 rixdollars. To the master of the provisions for the administration of the dispensary, with certainty one can assume that of the 11 slaves through the fatigues etc. which they suffer, monthly 10 rixdollars. [illegible] in 2 years one dies, which loss per month amounts to 6 rixdollars in money. Making all the aforementioned items, besides several other expenses, together amount to 97 rixdollars 7 and a half stivers and 8 parras of rice. According to an accurate survey, on average 55 patients have lain in the hospital over the last five years, for whom, as aforementioned, 6 stivers per day are provided to the undersigned, or per month 206 rixdollars 12 stivers. From which therefore still remain 109 rixdollars 5 and a half stivers, and in rice parras, so that for the purchase of food no more remains than 3 stivers per man per day, if now from the ration rice which is provided monthly 8 parras remain to be furnished to the aforementioned servants, firstly a frugal housekeeping must take place, and secondly there must be many very ill patients in the hospital who can eat no or very little rice. Besides the aforementioned and avoidable expenses, the undersigned is obliged, for the sake of there being no suitable place in the hospital for a dispensary.

[illegible] victualing is to be found, which on account of the uncleanliness during the slaughtering of the cattle cannot but be harmful, to let the post of victualer be filled by someone else, as is presently cleanly and well performed by the widow of Nius, whose house or dwelling is situated no further than 256 feet from the Hospital, it being now 2 years since she performs that work without any complaints of note ever having been brought forward concerning the preparation of the food, while every afternoon an officer of the infantry or of the artillery who is present at the distribution of the meals, and a suitable orderly for this purpose, brings the prepared food for inspection and examination both to the Commandant of the Military and the Equipment Master as outside regents, as well as to the undersigned as inside regent. In compliance with Your Honorable Worship's commanding orders, the undersigned, after a prior examination of the latrine in the Hospital here, has the honor to report the following. Firstly, that the unpleasant odor prevailing there does not originate so much from the latrine as from the place where the sick pass their urine. Secondly, that in order to prevent this, little will be gained if one lets the latrine project a few feet towards the sea, but on the contrary, one will fall into an even greater inconvenience; for if one were to project it, say, four feet, it would become at least one and a half feet lower in order to remain under the same roof as that of the Hospital, and [illegible] thus the sea, which already in the bad monsoon stands through the drainage holes, would do so even more and render the same unusable for the sick. Thirdly, saving Your Honorable Worship's better judgment, in my opinion no better place is to be found in the Hospital to construct a new latrine which would not, just like the present one, be subject to the same inconvenience. Therefore it seems to me that nothing would be easier and less expensive to fulfill the intended purpose as far as possible than to build a masonry basin by the stairs of the latrine, at the place where the urinal currently is, 2½ feet high and 1½ to 2 feet wide, with a lead pipe of 2 inches in diameter that can be stopped and opened with a wooden plug. One could also noticeably facilitate the runoff of the urine and take away a great deal of the smell by giving the present gutter through which the urine runs into the sea more slope, making it wider, and covering it with 1057 [illegible] covering it with bricks. Finally, one could also level the rocks lying beneath the latrine as much as possible, so that through the washing of the sea little or not the least filth would remain lying underneath. And as in this case one will always gain the most through cleanliness, the undersigned trusts that if the same is observed in this urine basin by daily pouring in a few buckets of water, this unpleasant odor, if not entirely, will at least for the greatest part disappear. In case Captain Lieutenant Ingenbraem chose to remain at Mature, a lieutenant may for the time being be lacking in the company of Major Medeler, and under the determined number of non-commissioned officers are not included those persons whom one employs in various duties according to the regulation, nor the quartermaster of the easterners or the postholders of Bentotte, Amblangodde, Gindure, Belligam, and Tangalle.
