I have therefore also instructed the Chief of Tuticorin that he must not engage with the English Representative on the Madurese coast, Mr. Torin, concerning the nature of our privileges, that if infringements upon them occur he must simply ask redress thereof, and that if this does not follow, he must immediately declare that he will give notice thereof to the Ceylon Government. To Trinkonomale, where the two companies of sumanappers summoned by Your High Excellencies are garrisoned, orders had already been given to send them to Kolombo in order to proceed from here to Batavia with the returning ships, when I received a separate secret letter from the Governor of Koetsiem, Mr. van Angelbeek, written the 6th of October last, stating that the English Government at Bombaij had informed His Honor through Major Ac mulij of having received news from Europe that war had broken out between Great Britain and Spain, and that the French seemed to want to take part in it, adding that His Honor had been requested by the English Government to kindly inform me of this as well. Upon receiving this letter, I ordered to Trinkonomale that the aforesaid two companies, which had already been commanded, were to be retained provisionally. It is so rare that any goods are brought from Suratte on freight to Ceilon with private ships that I have not been able to discover that anything sufficient has been established with regard to the freight from which an arrangement could be made. Furthermore, I believe it is the custom, particularly among the English, that the goods are not paid for according to their value, but according to their volume. From the permission mentioned in my humble separate letter of the 15th of October last for somewhat more scope in the peeling of cinnamon, the Dessave of the Four Korles managed to counter the principal effect by only permitting that the cinnamon peelers might go peeling east of the river of Mahaoje, without, however, placing their peeling tents there. He managed, as I have heard, to justify this with the King by pointing out that when our peelers pitch their peeling tents there, it cannot be prevented that they advance onto the mountains and even close to the Palace. Since this incident, rumors have increased from time to time that the First Adigaar of the Realm, whose moderate and peaceful sentiments have hitherto notably served to keep things with Kandia at rest, began to lose his credit and influence, and those reports increase more and more to such an extent that one seems no longer allowed to doubt it. If the aforesaid rumors should have any foundation, it will most likely only be to see what effect that might have on our conditions regarding the beaches; but however this may be, when these matters must be brought up more seriously than has been necessary hitherto, it will be necessary, in accordance with Your High Excellencies' repeated orders, to state without evasion, as has already been done more than once in our letters, that no change can be made to the Treaty. About fourteen days ago, I received an ola from the Adigar, signed by him as proof that it was written with the king's prior knowledge, containing a request that orders might be sent to Jaffna to allow some people whom the Court wished to send thither to pass from there to the Coast, for which I also immediately issued the necessary orders. The bearer was a domestic servant of the Adigar and also brought a piece of an ola on which it was stated that I could believe him. Upon further questioning, he told me that the Adigar had previously, under another pretext, suggested to me whether it would not be well to pay some attention to the departures and arrivals of a party of Nayakkars, but that the truth of the matter was that he had for some time suspected that the correspondence of the king and his brother to the Coast, by means of some Nayakkars, contained matters which it might be of importance to know. He further said that four or five months ago, Nayakkars had been sent to the Coast with letters to which no answer had yet been received, and that because the aforementioned people were being sent to inquire about the delay of this answer, the Adigar therefore suggested to me whether it would not be well to have the olas they carried with them opened in a dexterous manner. I readily confess that this appearing to me somewhat too great a confidence, I was surprised, and being uncertain whether this messenger might perhaps have been used by others to hear my answer, I have, notwithstanding he is considered a confidant of the Adigar, left this verbal 4509. verbal message entirely unanswered. Recently I received news from Cochin that General Abercromby, Governor of Bombay, has captured Cannanore, and was on the march to the North to unite with the Marathas, who have penetrated as far as Bednur. Some time before, the English Colonel Hartley, sent from Bombay with not even 3000 men, achieved a very remarkable victory near Calicut over a body of troops of Tipu Sultan of more than 9000 men. Of the Grand Army commanded by General Medows, Governor of Madras, I have for some time heard nothing special, except that after having subjugated the country of Coimbatore, it has since fruitlessly sought to have a decisive action with Tipu Sultan, who has hitherto managed to avoid it in a very dexterous manner. The ship Berkhout has been inspected at Gale by specially appointed commissioners, and the reports received thereof have been inserted into the officials' resolution of the 30th of November last, of which an extract has been added to the enclosures of this document, and by which the officials have resolved to have performed on it 4513. the repairs and provisions specified as necessary by the aforementioned commissioners. Likewise, the ship the Leviathan has been inspected at Gale by specially appointed commissioners, the reports of which have been inserted in the officials' resolution of the 7th of December last, by which they resolved to have the repairs and provisions deemed necessary performed on it. This resolution has been approved by us and is forwarded in extract among the enclosures. The mainmast of this ship was found here to be affected by white ants, and we therefore ordered the Gale officials to have the same inspected thoroughly. According to a report received, 4514. a copy of which is attached hereto, the wood was found sound and good, and with a minor repair the mast was approved as suitable for making the voyage to the Netherlands. We have therefore, according to our resolution of the 30th of November last, ordered the Gale officials to have performed on it and on the other spars of the aforementioned ship the repairs specified as necessary in the aforementioned report. The Gale officials have also, by their resolution of the 30th of December and 8th instant, resolved to allow certain equipment and other goods requested by the officers of the ship The Leviathan to be provided to that vessel, and we have approved these resolutions, extracts of which have been added to the enclosures of this document. Upon the reports received from the Gale administrator Van der Spar concerning the examination of the consumption accounts of the aforementioned two ships, the Gale officials have disposed by their resolution of the 13th instant, which was approved by us and is added in extract to the enclosures of this document. To 4515. the packet boat the Zeemeeuw, at the request of its commander, various repairs and provisions were made at Gale, as appears from the officials' resolutions of the 23rd and 25th of September last, extracts of which have been added to the enclosures of this document, alongside the copies of two reports submitted by him, both of the outward voyage and of the trips made within this government. whereupon I then had the high honor to reply to the well-mentioned Lord Governor that the fish lease could indeed be introduced, as I could by no means see that it would cause the slightest oppression to the Parrua fishermen, since no burdens of Company services were imposed upon them, and they performed little or nothing, and that those among them who sail on the cruising tonys and were employed in the loading and unloading of vessels enjoyed more maintementos than other Company servants, and thus they daily obtained an ample livelihood mostly through fishing, whereby they were also regarded as the richest and wealthiest of the Company subjects in those regions, so that this fish lease could easily be introduced, and which would also serve to the great advantage of the Company; however, I simultaneously informed the well-mentioned Lord Governor that the Parrua fishermen were very insolent people, and that this introduction of the fish lease might possibly cause discontent among them, which could lead them again to take the evil step of departing the country, as they had good opportunity to do so, because they all lived along the beaches, and thus could very easily cross over with their fishing vessels to the opposite shore, which is situated only 3 miles from the Mannar district, just as they had previously attempted to do several times; but hereupon it pleased the well-mentioned Lord Governor to tell me that he did not believe they would nowadays be so bold as to attempt such a thing, and thereupon ordered me to simply try to introduce the fish lease as soon as possible, and to that end to draw up conditions following those of Kolombo and Jaffenapatnam, which conditions I was to request from Kolombo and Jaffenapatnam on behalf of the Company; I obeyed this order from my superior, and according to those conditions of the aforementioned places, I drew up the conditions under which the fish lease of Mannar was to be introduced, which, immediately upon completion, I sent to the well-mentioned Lord Governor in Trinconomale for review, so that if any alterations were to be made, such could then be done by his aforementioned person; now the Mannar fishermen complied with this leasing for fully six months, and would still have complied with it to this day, had they not been incited by the Roman priest to oppose it, whereupon, as they are all Roman Catholics and put great faith in priestly counsel, they departed with their tonys to the opposite shore, without my knowing the least bit about it, so that I also found it impossible to prevent them from doing so, and as they were all fishermen who went out to sea daily with their tonys, I could not have formed the slightest notion that they would wish to proceed to this insolent act of desertion.
