gradually to introduce the reduction. when one should find oneself in difficulty for lack of a skilled seaman, because true knowledge does not extend far beyond the banks and is not sufficient to bring a ship through the sea, it is therefore that I request the consent of Your Right Honourable to have that post filled by a Lieutenant, which also upon the arrival of ships is of more influence to maintain a regular supervision of the work, in which the Pilots are not skilled enough. I cannot fail most respectfully to thank Your Right Honourable for the obliging approval of my plan, and the deferring of its execution to me, as well for myself as for the other servants whom this favourable disposition has sensibly gladdened: after the departure of the bark I shall immediately arrange what is necessary to set it in motion on the best footing, and thereby keep in sight with all scrupulousness their highest respected recommendation conscientiously to give preference in all respects, not to those who accidentally happen to be highest in rank, but indeed to such who really, through seniority in the Company's service, through knowledge of the language and customs of the country, and through other proofs of ability, deserve the preference, and this in particular in order thereby to give that encouragement which Director Titsingh judges so necessary; we being able for the rest to see no difficulty why in this direction, as a trial, the order of succession among the servants which is proposed by him should not be permitted, in the hope that, according to his flattering prospect, Bengal will thereby within a few years appear in such a favourable light that it will serve as an example to the other establishments of the Company. Lastly, we shall leave to you to what extent you will defer to Director Titsingh the choice of the persons who will be employed in the new arrangement, under this earnest recommendation, however, conscientiously in all respects to give preference, not to those who accidentally happen to be highest in rank, but to such who really through seniority in the Company's service and their abilities deserve the preference, whilst I hold myself fully assured that my flattering prospects will not only be confirmed by the outcome, but this Direction will soon serve as a seminary of capable servants, justly as an example for all our establishments in India. The aforementioned answer thus also serving in response to what was written to me by separate letter of 5 October from 510 to 13, I take the liberty respectfully to request Your Right Honourable, although the same is addressed directly to the Lords Directors, in fair reliance upon their highest honoured approbation, immediately to honour my proposals with your approval, consisting of: 1st. In the title of Director, but with the salary of senior merchant for the First Servant. 2nd. The appointment of the junior merchants Mafjé and Blume permanently to perform between the two of them the service of First in the Cloth Hall, whereby one will at the same time have suitable persons at hand for the Court of Justice. 3rd. The annexing of the service of First in the Cloth Hall to that of Fiscal after her decease, because of the demonstrated necessity that the management of the work there be entrusted to more than one person, for which those servants will then still require the assistance of two or three skilled natives, though at their own expense, in order to be able to pay the utmost attention to the quality of the cloths. 4th. The abolition of the shameful fourth-money, introducing in its stead a tax of 5 per cent. 5th. The stepping back of the Junior Merchant Herklots to Bookkeeper, and 6th. The appointment of a Lieutenant as Master of the Equipage. By these measures I only intend to put the whole establishment here on such a regular, least burdensome, and beneficial footing as local knowledge convinces me will in truth serve to the greatest benefit of the Company and faithful performance of its service: the Lords Directors show most clearly their cordial desire, by curtailing what is superfluous and regulating what is required, to make this Direction henceforth a useful and profitable establishment according to the circumstances of the times; it would therefore grieve me most highly if the actual putting into effect of what is required were delayed by the interval that must necessarily elapse before their honoured consent was obtained, and it is for that reason that I urgently request the provisional consent of Your Right Honourable in all respect. Because the lack of good clerks in the offices since the war has not been able to be filled, where use is made of black or native writers, and the favourable approbation of my proposal for regular advancement requires that one has respectable and suitable people at hand in time to employ with honour in the first posts, this necessitates me most humbly to urge Your Right Honours for the sending out of six young

Regarding such matters as appear in the aforementioned separate letters from Your Right Honours and were dealt with in our outgoing general rescripts, with all due respect, I express my owed thanks for the favourable decision to defer to me the appointment to the post of Trade Bookkeeper, vacant through the election of the Merchant Jacob Eilbracht as Governor of the Coromandel Coast, to which it was pleasant for me to be able to appoint the Junior Merchant Heyning, who, according to what was stated in my separate letter of 8 April 1790 under paragraph 18, found himself fully capable of it through his continuous application to the trade work in recent years, having filled the office of Pay Bookkeeper with the first packer in the cloth hall, the Junior Merchant Bouman, for which the second packer Holst stepped up again, which appointments I respectfully request Your Excellencies to honour with your approval. In my last of 15 February, I had the honour to inform Your Right Honours of the projected employment of the silver that reached us by the bark De Voorsigtigheid, for the purchase of two hundred chests of opium, published at the Calcutta auction for the 28th of that month; the English Government subsequently issued an advertisement, stating that from that lot, as many chests as one might deem fit would be selected for opening and examination, in order to prevent all captious disputes about the quality, for which I sent our natives with the necessary people on the 24th, and on the 26th the Chief Administrator Haubits, knowledgeable in opium through his residence at Patna, sent thither; upon a close inspection it was found very good, as the present declaration concerning the examination indicates, whereupon he gave orders for the purchase of two hundred chests; this was entrusted to various Bengalis; he learned the following day, upon drawing up the account, that the purchased quantity amounted to 243 chests, which at the average price of S. ro 577, amounted to more than the proceeds of the received seven hundred bars of silver, which would have put me in great embarrassment, were it not that through the dispatch in August of 60 bales of gerras above the requisition with the ship 't Spaarne, which was deemed serviceable to reduce from this requisition to save our funds, and the deficient fulfilment of the gunnies, a sufficient sum from the silver of the Vrouwe Agatha still remained on hand to pay the surplus. The great lack of money, due to which the outstanding warrants of the financial year 1789/90 are still for the most part unpaid to this day, was the reason that the respected order of Your Right Honourable Great Excellencies for the purchase of as many chests of opium, up to three, four, or five hundred, as could be done without prejudice to other articles that took preference, was not fulfilled, all the silver received per the Vrouwe Agatha being reserved for the payment of the five hundred chests of opium and ten thousand maunds of saltpetre to the English Government, as well as to satisfy what was demanded on the requisition for India. Now that everything received from Batavia has been spent so as not to leave Your Right Honours in any embarrassment, and in spite of the great lack of money in which we all find ourselves, not a single rupee has been used for our own needs, I respectfully, yet with all urgency, request that Your Excellencies please give favourable consideration to our currently forwarded money requisition, in which the requirements to settle the arrears, to make good household expenses, and to pay for the opium, saltpetre, linens, silk fabrics, and further articles on the Indian requisition for the following year have been made known according to a calculated estimate, as otherwise no hope for shipment remains; I do not know how to cover the most necessary expenses for board, house rent, and other needs until the arrival of a ship or ships; under the main section of the disposal of merchandise, it is evident that due to the unprecedented lack of money and a virtually complete standstill of trade, there is little prospect of obtaining a noteworthy sum through the sale of the requested merchandise; we remain encumbered with a considerable stock of cloves, for the disposal of which the present low price of the nuts gives no hope, which would presumably have succeeded better had Your Right Honours been in a position to send us the recently received lot, per the Vrouwe Agatha, thus in

to render an accurate report both of the Lodge and of the various dwellings and warehouses, and of the state in which those buildings presently find themselves. I have the honour to obey dutifully. The factories subordinate to the Comptoir Patna consist of the following, namely: Sjopra, where there is a Lodge surrounded by a piece of land for which ground rent is paid to the Government. Singia, which likewise has a Lodge, but without land territory. And Fettua, where there is nothing other than a small warehouse that is in a very dilapidated condition. Of these three, Sjoppra is the principal one. Yet, since the buildings there, from the time of the recent war when they were surrendered to the English until the restoration of peace, were not repaired in the least, but on the contrary were entirely neglected, they would already long since have fallen completely into ruin had not the successive chiefs maintained them more or less at their own expense. They are, however, in such a state that a couple of years will turn them into a complete heap of ruins, unless this is prevented by a major repair. The prospects for a sale thereof are thus not very favourable. Since the Lodge is nevertheless surrounded by some land for which ground rent is paid to the Government, and which under good management of affairs could yield some advantage by subleasing it to natives, the same could, with Your Honour's approval, be put up for public auction; or, in case Your Honour should judge such to accord better with the interests of the Honourable Company, be offered to the government in exchange for as much land in and around Chinsura as Your Honour, after an estimate to be made, should find to correspond with it in value. For I fear that those buildings, which have cost the Honourable Company so many thousands, would upon a sale in the present unfavourable times not yield the tenth part of their value, because nearly all the inhabitants and residents both there and at Patna have for some years fallen into the greatest poverty. Next follows Singhia; there the warehouses, at the time that the English held possession of the Lodge, collapsed completely and their materials were for the most part dismantled by their servants, so that nothing worth mentioning has remained of them. The dwelling house, which since then could likewise not be maintained, almost completely collapsed in the storm of the 14th of September 1787, as appears from the letter written from here to Hoegli dated the 19th of that month. Since that time, it has fallen more and more into decay from year to year due to the heavy rains, so that nothing remaining there but some heaps of ruins, the Honourable Company has almost no other advantage to expect from its sale than that it will thereby be freed from paying the ground rent that is annually demanded for it. At Fettua there is, as said, nothing other than a dilapidated small warehouse, which upon sale will likewise yield nothing worth mentioning, and I thus conclude this section by offering to Your Honour, as my humble opinion in general, that the three factories mentioned above, which have cost the Honourable Company considerable sums, will, at the sale thereof in the present unfavourable times, taken at the most liberal estimate, not even be able to yield six thousand rupees. There are, however, no prospects for improvement, and I also know of no other means to dispose of them with greater advantage, unless Your Honour might consider my proposed exchange regarding Sjoppra to be more acceptable. As regards the main Comptoir Patna, the perimeter wall of the Lodge there is in a good condition, because annual repairs have been made to it, and the same can be maintained for a long time yet with little upkeep, in case no severe storms or other unforeseen accidents should occur. The house of the chief, that of the second, and the dwellings of the assistants and surgeon are also in a reasonably good order, in which they can be kept with little expense. But the house of the third is so cracked and dilapidated that I fear it will not be able to withstand the next rainy season, and it would thus in my opinion be best to demolish it and have its materials serve for the repair of the other buildings. The warehouses are all in a very bad condition; the Opium warehouse collapsed already three years ago, and the Saltpetre and Linen warehouse, together with that where the chintzes are printed, would already long ago have suffered a similar fate, had they not been repaired successively by the chiefs at their own expense and prevented from total collapse by placing props under the beams. From which he with reason feared being sent elsewhere to seek employment, which would be very painful to him, both on account of leaving his mother and family, and the dashing of his hope to find promotion here in time through competence No. 5. 51 425. in the service, to which there being no prospect in his present situation due to these arrangements, he takes the liberty to present his predicament to Your Right Honorable and at the same time respectfully to request, that since the value which he places upon the title and rank of junior merchant cannot outweigh for him the grief that being sent away would cause him, the less so now that a certain prospect opens up for the officials to be able, through knowledge, advancing step by step in time, to aspire to the highest posts without fear of being passed over by others, it may therefore graciously please Your Right Honorable to employ him as a bookkeeper with a reduction of his salary to that level, with the assurance that he will strive to the utmost of his ability to acquire the competences that can make him a suitable candidate for such posts to which he might in time be entitled in his turn. It gave me great concern to have this intelligence, and I have directed that an officer on the part of this Government should proceed to the barrier at Chandernagore tomorrow morning. You may be perfectly assured of every assistance and support from me in the case of danger or insult to the settlement of Chinsura; but I very much hope that the occasion will not offer to exercise any force. They have also declared their intention, if the gentlemen who took refuge in this colony do not return immediately, to carry them away by force, which I am not in a position to prevent with my fifty sepoys. As their despair may drive them to the greatest excesses, I shall be extremely obliged to your Lordship for a detachment of three or four hundred sepoys, who, if convenient, could be encamped in the garden of Mrs. Bruys on the road near Chinsura. Should the direct support of your Lordship effect the delivery of Mr. Montigny and the other prisoners, it will give me greater pleasure, and prevent the necessity that forces me to trouble your Lordship with this my request.
