Mier Abdul Letif, Mirza Ebrahiem Miszki, Aka baba Ispahani Karbali Ghyass, Thabrezi son of Aka Ebrahiem, Sjamo Ali, Aka Jemael Thabeezi, Mirza Fazul Ullak, Haje Mohamed Bauker, Moguls and other Muslims, Aga Moekil, Petrus Stratven and Petrus David, Armenians, (By order of the Right Honorable, Rigorous Lord Director, Mr. Isaac Tillingh, according to the Portuguese statement of the Company broker Goepinaat Raay and the Munshi Mier Feyz Ullah, translated from the Bengali, was signed below by: was signed: C. J. van Nierop.) merchant takes this into account upon buying or selling, and consequently gives or takes that much less or more for the goods as he judges that this tax may yield; that, furthermore, many buyers from outside were also deterred by this from appearing at the Company auctions, which likewise can be regarded as nothing other than disadvantageous and thus, together with all that is written above, clearly shows and demonstrates that at least for the present it is not the time to employ the utmost strictness in this, because the consequence must be a total ruin of the Colony, after the resumption of which the aforementioned Honorable Lord Director continued as follows: that what was cited by the Petitioners therein, namely that almost all that presently comes in for Tolls is borne by the Company itself, since no other Trade of importance takes place except in the Merchandises imported and exported by Her, is substantially true, and this therefore must not or cannot be regarded as an advantage, since the and instead of bringing profit to the Company, as was the intention at the establishment thereof, it would be most harmful to the same. Resolution to abolish the same. ought to be until such time and while a greater flourishing of the Private Trade, and the revival of the Colony brought about thereby, will permit the introduction of the same with less inconvenience and disadvantage to the Inhabitants; but since this does not pertain to this assembly, the honored consent of the Honorable High Government of the Indies ought to be requested for this beforehand; Therefore proposing shortly to present both matters to Their High Honors, and respectfully to request Their High Honors favorably to liberate the Inhabitants of this Village from a tax which, if continued, must ruin them entirely and completely, and in the meantime, since the same without fearing the worst consequences admits of no delay, to suspend the levying of the said Tolls until Their High Honors' approval hereupon shall have been received; with which proposal the assembly, having full knowledge of all that is written above and convinced of the disadvantage that is to be feared from a further levying of those Tolls, having concurred, it was approved and understood to present the request for the abolition of the same in the manner aforesaid to the aforementioned Honorable High Government of the Indies, and to suspend the collection thereof until the arrival of the answer thereto, to take effect tomorrow or with the beginning of the new Year. 755 756 Finding of the Deficits and Defects on the delivered cargo of the chartered fluyt ship De Vrouw Agatha according to invoice dated Batavia in the Castle the 8th of July 1790, and the reports to be mentioned below with indication of the shortweights and deficits which Their High Honours, by their General Regulation of the 15th of August 1764 upon conveyance with Company ships, validate for write-off; the undersigned requesting disposition of this meeting for the information of the Trade Bookkeeper Terreeten. In the Trade Warehouses According to the report of the Administrator, in the presence of the ordinary commissioners, the following deficits were found: 3065¾ pounds of Japan copper on a quantity of 500,000 lb in 4000 boxes, having weighed here 496934¼ lb, thus a deficit of 3065¾ lb, calculating 3/5 per cent; said regulation allows 833 1/3 lb or 1/6 per cent; thus more short 2228 13/12 lb, being fully 12/35 per cent; this remarkable deficit also appears from a further report of the ordinary commissioners regarding the reweighing of the copper submitted on the 20th of this month. 3167 pounds of pepper being invoiced at 100,000 lb in 1000 straw bags and weighed here 96833 lb, therefore short 3167 lb, making 3 1/6 per cent; the regulation permits that much on account of deficit and dust. 4663 pounds of powder sugar on 12 manassers or 4858 lb, of which received here thus short 195 lb, being 4 per cent, in accordance with the regulation. 17 pieces of porcelain broken out of 200 pcs, namely: 2 broken large dishes out of 10 pcs, being the whole 8 pcs 1 ditto medium out of 10 pcs, being the whole 9 ditto 2 ditto small dishes out of 20 pcs, being the whole 18 ditto 6 ditto flat plates out of 100 pcs, being the whole 94 ditto 2 ditto deep plates out of 20 pcs, being the whole 18 ditto 4 ditto bowls with saucers out of 40 pcs, being the whole 36 ditto 17 broken out of 200 pcs, being 183 whole Birds of paradise, of 100 pieces, were found: 65 large, of which some damaged by worms or moth 10 black, and 24 various colours }mostly spoiled 1 Regarding the imported spices, consisting of 907 boxes which according to invoice should contain net lb 80228 cloves and 456 lb item 5 suckers of mace with 770 lb net, the gross weight corresponds with that taken on board at Batavia, as appears both from the above- mentioned report and the report of the Judicial Commissioners de Maffé and van Ammelungen, in which latter it is stated that on some boxes the gross weight marked at Batavia had disappeared along with the number, wherefore one could not know the exact difference, yet those on which it was known yielded no discrepancy that exceeded the 395 fixed 31 Dec: 195 31 1 757 758 31 Dec: 31 Dec: fixed and permitted shortweight. In the Provision Warehouses In accordance with the report of the assistants J: van den Berg and G: Herklots, the following deficits were found: 6657½ kannen of arrack api on the imported 130 leagers or 50440 kannen, of which the leakage was 6657½ kannen; thus received here 43782½ kannen, making the write-off permitted by the General Regulation of 13 1/3 per cent, or the aforementioned 6657½ kannen. 246 pounds of native pitch on 3000 lb, being 8 per cent, and allowed 1 bottle of Florentine oil broken out of 60 bottles, being 2 per cent, ditto. The 761 762 31 Dec: 31 D. large shortage, inquiry into the reasons for the report of the master on the subject aforesaid finding was, after resumption thereof, before deciding upon the Japan copper, the master of the said vessel, named Albert Cornelisz, was summoned to the meeting in order, if possible, to learn from him the cause of the large shortage on that copper, amounting, over and above the permitted allowance, to an additional 2228 3/12 lb, or fully 1/25 percent, and it was declared by him in this regard that not he, but a Lieutenant of the Company on the island of Onrust, attended the weighing, and he merely received the chests by tally; that upon receipt there, whatever was weighed in the morning was also brought on board that same day and well stowed away, except once on a Sunday when 500 chests had to remain overnight until the next day; that during the loading he or one of his officers was always present, and he holds himself completely assured that on board no fraud took place in that regard, because the chests lay in the hold underneath the timber and everything was always kept under lock; and finally that he is prepared, together with his officers and some sailors, to declare under oath that they did not enrich themselves thereby, which he states to be customary on such occasions in Europe. Approval of the accounts of September, October, November. has appealed the sentence passed against him, it was approved and agreed to note this here. Proceeding thereafter to the customary annual leasing of the revenues of the villages and bazaars, the bystanders first requested to be allowed, just as in the previous year, to pay the lease fees in Company bonds, which being granted, the auction then took place and the same were knocked down to Roepnarain Raay for a sum of 9215 florins, being 1596 florins less than in the past year, caused by the decline of small trade in this colony, of which it is understood this note shall be kept. Next, having also reviewed the contents of a certain Kassembazaar letter of the 19th of this month, it was agreed to note hereby as the principal matter thereof that the 4000 sicca rupees remitted thither were duly received by the administrators. A letter received from the office named in the margin dated the 15th of this month, serving solely as a cover for the cash and expense accounts of the months of September, October, and November, on which documents, according to the statement of the Honorable Chief Administrator, nothing is to be remarked, it was agreed to approve and pass the same.
