submit an accounting As also with respect to these Ducats, in order that the Head Administrator may subsequently [illegible] his statement that the trade employees acted recklessly in the trading of that specie. Regarding this specie, it is also very necessary that the aforementioned servants render a clear Dutch price. These ducatoons were charged on the Colombo invoice of 24 August 1786 at 64 stuivers Dutch money, and the Head Administrator Sluijsken, who made the calculation, will therefore be best able to give the reasons for this speculative presentation and (: we are not capable of it: /) why these ducatoons were charged at two stuivers less than the Dutch value. Since one cannot assume that the money species are undervalued, these ducatoons, through the inattention of the trade employees, who ask forgiveness for this, were issued according to the charged value of 64 stuivers Dutch to the merchant of Tuticorin, and so debited to his account; but since our intention was none other than to give the ducatoons to him according to the correct Dutch value of 66 stuivers Dutch, we had the two stuivers undercharged on each Ducat charged to the account of the recipient of the ducatoons; we further conform, regarding the issuing and calculating of the ducatoons, to what we have said above about the rupees. 4th. The silver bordered ducatoons traded at Tuticorin likewise present a speculative appearance. Then 850 2/3 pagodas should have come out of it and thus 89 39/90 pagodas more would have been accounted for; what indeed is the reason that His Honour, in the revision of this single item belonging to Manapad, passes over noting that the Indian money does not agree? For the said 159 1/2 Gold rupees were charged from Ceylon at f 3158. 2 Dutch, which there makes f 3828 Indian, and here according to His Honour's account upon issue they produced only f 3424. 9 Indian; and thus according to this account, if it were well-founded, f 403: 11 Indian would have been lost; whereas now, however, the aforementioned gold rupees were issued above their value and accounted for according to the charge in Dutch money, it follows very clearly from this that The Head Administrator has already stated this in detail in his report regarding the expenditure of this specie. that the old calculation of Their Right Honorables the High Indian Government at Batavia is flawed, and naturally it must be flawed, because as soon as the coin species were equalized and brought to an equivalent footing in Netherlands money, it became very clear that the coin species have the same equivalence in Indian money as in Netherlands money. This is inherent to the nature of the case, and it is proven by the price of the coin species both inside and outside our colonies: that is to say, the gold Company pagodas had an Indian value of 100 23/33 stuivers and thus barely 11 17/16 percent above the old calculation of 90 stuivers. If one now wants to reduce other coin species, which stand proportionally equal to the pagoda in Netherlands money, to pagodas, one will always obtain the same number of pagodas, whether one makes use of the Indian or of the Netherlands money. But if one wishes to compare coin species in Indian money in this manner—namely that, although they all have a proportional value in Netherlands money, the ducatoons, guilders, etc., are set at a value in Indian money more than 12¾ percent higher than the pagodas—it must naturally follow from this that the said guilders, ducatoons, etc., being reduced in this manner to pagodas, must show a proportionally greater number of pagodas as they are higher in value than the pagoda. This is true if it is enough that the orders of the Company are blindly obeyed without paying attention to changes in time or circumstances, even though they tend to its detriment; for instead of 3 5/16 percent profit, as the yield returns show, more than half a percent was lost in the minting, as was pointed out in the secret letter of 5 September last. The one and the other having been demonstrated, it serves for the esteemed speculation of Your Right Honorable Nobles to present a summary of the total loss that the Company incurred in all these mistaken transactions, and I take the liberty to request Your Right Honorable Nobles to be pleased to carry forward the sum mistakenly booked to a wrong account in the pending general ledgers onto the Tuticorin new account in favor of the General Office, until Their Right Honorables the High Indian Government shall be pleased to dispose hereupon. If any compensation were to be made, no one would be closer at hand to compensate the largest entry of the guilders, being pagodas 10984. 23/33, than the Bookkeeper General Sluijsken himself, who, despite admitting himself to be obligated to attend to such matters, not only co-signed the authorization to issue 83 guilders against 20 pagodas, but himself, when His Honor was at the head of affairs, approved that they were issued in that manner. But we do not wish to take refuge in authorizations from Colombo, since this does not exempt us from our duty to issue the coin species higher, if it had been possible. We therefore acknowledge that if the Company had suffered a loss in issuing Dutch guilders and other coin species, we are accountable for it, and no one else, and thus not the trade clerks who had no handling of the money. And if the trade clerks had had to calculate the coin species according to the proposition of the Head Administrator here, they would be punishable for their mistake; but firstly, the determination of this punishment would rest at the discretion of Your Right Honorable Nobles, and secondly, as there must always be a proportion between the crime and the punishment, a judge so harsh could hardly be found who would condemn the trade clerks to a payment of the entire amount of the sum mistakenly booked to a wrong account.

By the word diarist the Tuticorin ministry certainly means, as I have already stated, my formerly so faithful and skilled bookkeeper Joost Pieter de Moor. This man is sensitive about the mocking or derisive expression used in his regard. He is all the more sensitive because from the year 1750 to 1788 he performed his work to the satisfaction of the chief administrators, and the management of the master ledgers, a work unique only to the general office and of great weight since 1745/58, was entrusted to him and attended to by him. In accordance with his bounden duty, he has since the year 1774 already expressed himself several times concerning the specie coins, namely that they were not disbursed at their true value. I have also already said that Mr. de Bok has likewise confirmed this. A definitive pronouncement on the contents of this matter gives him, de Moor, still some hope that his diligence in this will be rewarded. I desire nothing more than the report on this demonstration of his, through which his particular skill will be brought to light. I have not been able to grant him any other reward than the gratitude one owes to such a servant; he was also always well content with that, and there are proofs enough, even if only in this, that he has served me with good intentions. It is not his fault that the improper transactions with specie coins as well as other matters at Tuticorin were not brought to light long ago; who says, as has already been cited by me above, that the previous chief administrators were also aware of it, and this appears clearly from what was said by Mr. de Bok during his last presence here to me, the undersigned. Furthermore, I propose at the same time whether the resident of Ponnekail, who holds more effects than specie coins under his accountability in order to collect the textiles, is not obliged to keep books, even if not known under the direct name of Journal, Ledger, Specification, etc., if he is to give an account of his actions; for otherwise his accountability amounts to nothing, because since the restoration of our offices on the Madura coast no separate books have been kept at Ponnekail, these having been incorporated into the books of Tuticorin. 2025 I deemed myself obligated to, and that especially in the capacity of underwritten: Honorable, Grand, Respectable, High-Commanding Lord, Your Honorable Grand Respectable obedient servant, was signed: P:r Sluysken in the margin: Colombo, the 13th of February Anno 1788. underwritten: Agrees was signed: P: A: Loffman, sworn clerk. Herewith The Head Administrator submits everything contained herein to the respected decision of Your Honorable Grand Respectability, as to whether it is proper and fairly in accordance with the high orders prescribed to us by the Masters and by Their High Excellencies, the High Indian Government. For the Tuticorin servants wish to remove entirely the Indian money from the coin species, in order to equate the Dutch money to gold and silver money, which cannot subsist; and the Head Administrator maintains once more that he entirely believes he understands those high orders in their true sense, and that he has demonstrated this in his report, expressing meanwhile his regret that the foreign species were not immediately converted upon issuance, just like the Mexicans into Pagodas, whereby the high orders, which aimed to prevent all confusion, would have been satisfied. Finally, he says that if he had paid in Rupees for the Surat linens which he received annually, those Rupees would have been subject to the very same loss as the other Rupees that were sent across to the other coast for the collection of linens. Regarding these Rupees or bills of exchange drawn on Surat for the goods received to the debit of myself and others who are in the same case, Mr. Mekern seems—as is not to be expected—not to have calculated the profit the Company has through this transaction, and the loss that would on the contrary occur if one had received the value of these bills of exchange in actual Rupees here and therefore purchased linens at Tuticorin for the fatherland. Also, the said Mr. Mekern presumably has no knowledge of the copper money that I on the other hand received from the Company for 8,248 bags of saltpeter and 974 lasts of Bengal rice and yet other goods, being ample a sum of 150,000 Rijksdaalders, which I accounted for as Rupees to the merchants, my principals in Bengal; and by which transaction the Company certainly could easily agree, in return, to the payment of 50 to 60,000 Rupees in copper coin, the more so since no silver is paid out here, considering that everything that has been and is still brought in is sent to the Madura coast for the collection of linens. His Honor also makes no distinction whether bills of exchange are drawn to the benefit of the Company to a place like this, where money is needed for the Company, or to a place where one has money lying in abundance for remittance. In the first case, we are here on Ceylon in the strongest sense. The Company has always, and now for some years in particular, needed money here. Every year formerly, certain sums of money in specie from Surat were sent across the sea to Rupees, With this, we could consider the report of the gentleman Head Administrator Sluysken answered, but for further clarification of this matter, we request permission to make the following additional remarks: 1. We have previously already shown that the expenditure, calculation, and accounting of the coin species was done in accordance with the orders of the Company, and especially according to the circular letter of Their High Excellencies of 8 January 1768, which dictates that all coin species must be calculated in Dutch money according to the traded ducatoons of f 3.6— and the Gold ducat of f 5.5— Dutch money, and that all purchased wares and merchandise must be calculated and charged at their true cost in Dutch money. This order of Their High Excellencies, which has been strictly complied with since the beginning of the introduction of the new currency calculation, could not have been fulfilled if one had calculated the coin species according to the concepts of the gentleman Head Administrator. For then the linens could not have been calculated and charged at their true costs in Dutch money, but they would have been burdened with an improper profit on money, which had been taken for the benefit of the General: By Their High Excellencies' circular letter of 8 January 1768, the previously customary calculation in Indian money, which was not equal, was expressly abolished; but even if this had not happened, it spoke for itself that as soon as the coin species were brought to an equivalent footing in Dutch money, their value in Indian money also had the same proportion, so that—to use an example—twenty Company Pagodas were always equal to eighty-three Dutch guilders, whether one made the calculation in Dutch money or in Indian money, which now amounted to the same thing. We shall attempt to clarify this by another example. If they were to present any difference, it would consist in the greater demand for Gold over silver, or of silver over Gold, which one sometimes enjoys in one country over another at a premium of 15 to 20 percent, but the difference would be slight. On the Madura coast, the said chests would also have the same value. Each chest would be worth 24 19/3 pagodas. But according to the proposition of the head administrator, chest number 1, with gold bullion, even after it had been converted into pagodas, would only retain its estimated value of f 100 Dutch money; however, chests number 2 and 3 would, upon their arrival, undergo a complete change, and chest number 2, with 100 guilders, would become worth 33 1/3 pagodas, which make f 138. 6 2/3 Dutch money, and chest number 3, with ducats, would acquire a value of 27 6/63 pagodas, which make f 115. 18 3/4 Dutch money, so that these three coinages, departing from Ceylon with an equal value, after a very short voyage arrive on the Madura coast with a very different value, namely one of f 100, one of f 138: 6 2/3, and one of f 115. 18 3/4. What a powerful conviction would not be necessary to make this comprehensible to anyone. In the dark ages, when the Europeans discovered the Indies, they managed to coax gold out of the Indians for glass and other trinkets, but currently the natives, at least of this part of the world, are no longer so ignorant. It was Indian merchants who first opened our eyes regarding the value of the pagoda, and who taught us that when a ducaton is worth 80 stivers, a Company pagoda had a proportional value of 100 and 101 stivers, because the same equivalence that exists among the coinages in Dutch money also exists in Indian money. Besides that, the Company fares well by drawing this kind of bills of exchange here on Ceylon, because on the sum amounting for that, which is annually certainly brought in coarse linens, outside the risk the merchants who provide these bills of exchange on Surat at our expense here on Ceylon take merchandise for it from the warehouses, and the money is thus, as said, provided without risk from Surat here for the household on Ceylon. The general public is thereby provided cheaply with the necessity of those goods, and the Company thus finds its advantages as well by the one as the other in these proposed transactions. Now the question could arise whether the coinages have indeed really been issued as the order dictates and as they are answered for in the books, which in this report is not only called into doubt but in effect denied. For since the head administrator declares that he opposes our defense regarding those who have spread in Colombo that the Holland guilders are issued on this coast higher than 83 for 20 pagodas, and that large profits were made on that by us, he himself admits to belonging to these spreaders. His Honour further says in plain words that a Holland guilder on the Madura coast is worth just as much as a third pagoda, and thus says, though somewhat intricately, that we, by issuing the guilders in Dutch money, have embezzled a large sum from the Company, which was confirmed even more clearly by the declaration that the money was treated recklessly, which, if it were true, could only have been done by us, but not by the trade servants who have no handling of it. We therefore request that the head administrator Sluysken may be set a definite term to prove that the guilders and other coinages were issued by us higher than they are entered in the books. From the Madras couriers of the months of March, April, May and June last, of which we attach the last for your inspection, Your Right Noble and Honorable Worships will see that our coin species, insofar as they are known there, have been issued very closely in accordance with the price current of Madras. According to the said couriers: 100 star pagodas make old Portonovo pagodas 113 1/2. Yet in the Madura lands the star pagodas generally have less and seldom or never more agio than 12 Portonovo pagodas; we therefore set them at 12, and thus old Portonovo: 112. 100 Company's pagodas are usually equal to old Portonovo pagodas: 104 to 105. According to this calculation, the star pagodas in these lands would have to be reckoned at seven and one-eighth percent above Company's pagodas, which corresponds very closely with the description of coin species inserted in the fourth volume of the transactions of the Batavian Society, in which one finds that the star pagodas generally run up in price by as much as eight percent above the Company's pagodas. 100 star pagodas are equal to Spanish dollars or Americans: 170. 100 Company's pagodas were paid with Americans: 160. High Nobilities resolution of 15 January 1768 is wrongly applied to prove the continued calculation of the Indies money, as having already sufficiently occurred, but we shall here only add this to it, that also this resolution of their High Nobilities gives no cause to claim that in the exchange rate among the public the pagoda should have to remain at 90 Indies stuijvers, for the mentioned resolution says explicitly that the exchange rate of the coin species among the public should remain as it was. Now the question arises, how was the exchange rate of the pagodas among the public when the new money calculation was introduced! Was the exchange rate of a Company's pagoda among the public then ninety stuijvers Indies money? Oh no, the exchange rate of a Company's pagoda was at that time very near the same as it is now. This can be seen in the letter of 12 May 1778, written by the former Ceylon government to their High Nobilities at Batavia, containing notice that the receiving of the Nagapatnam new pagoda against 100 2/33 stuivers Indies money made any change in the exchange rate of the coin species among the public, for this pagoda, which as a trade coin had no fixed value, was already before the introduction of the calculation of the coin species into Dutch money traded among the public according to its intrinsic value, proportional to the ducat against 80 stuijvers. Naturally the question now arises how it comes then that the pagoda, until the time that the new money calculation was introduced, continued to run at 90 stuijvers in the books of the Company and was accounted for as such. We would rather not answer this, since the times have too long passed to scrape open again the abuses that were made of this. It is known to your Right Honourable and to many that in the issuing of pagodas from the Company's treasury, in the drawing of bills of exchange etc., profits were enjoyed at the expense of the Company, which possibly were then held as not illicit because the pagodas were written off according to the exchange rate as they ran in the books, and presumably also because one then had no such clear understanding of the magnitude of the loss that was caused to the Company; but the late Right Honourable Governor Falck, who had a deeper insight into this, and very clearly understood that the coin species had a proportional value both in Indies money and in Dutch money, stopped all these sources, and immediately after receiving the orders for the introduction of the new money calculation ordered that the pagodas in the Company's treasury should be received and issued for 100 13/33 stuijvers; to remove the fraction, by Colombo resolution of 30 March 1770 the pagoda was set at 101 stuijvers and by resolution of 2 April 1782 at 102 stuivers, all Indies money: if it is now true (and we believe that it cannot be contradicted) that the Company's pagoda already before the introduction of the new money calculation had among the public a current value of 100 2/33 stuijvers Indies, or, which amounts to the same, of 83 stuijvers Dutch, then the mentioned

the aforesaid resolution of Their High Mightinesses dated 15 January 1768 implies nothing other than that this current value was to be maintained. By wanting to argue against this that the said resolution must be interpreted in such a manner that the Pagoda would have to continue circulating at ninety Indian stuivers because the pagoda was entered at this price in the books of the Company, the true meaning of the resolution of Their High Mightinesses would be contradicted, which certainly intended to confirm truths and not errors, and which undeniably intended through the introduction of the new currency calculation to remove the previously committed abuses and not to confirm them. All laws agree on this, that one must pay more attention to that which has happened in truth than to that which is simulated in a deceitful manner. Plus valere quod agitur quam quod simulate contrahitur. We shall make a few more remarks here in order to examine the effects that the calculation in Indian currency would have. 1. If the calculation of the pagoda at 90 Indian stuivers and the method of valuation praised by the Lord Head Administrator were to take place, what advantage would this give to the Company! Or what utility would lie in it. We answer to it: 1. It would conflict with the express orders of the Lords Masters and of Their High Mightinesses, who by circular letter of 8 January 1768 ordered the abolition of Indian currency and the calculation in Dutch currency. 2. The goods and merchandises, which according to the said order must be charged at the true cost in Dutch currency, would instead have to be charged at a higher sum than they actually cost, and since a different value is attributed to the coin species, the prices of one and the same good would also be different. 3. The Company would in effect gain nothing by this, since precisely the same sum would be taken as a profit on money as was charged to the account of linens above the true cost. 4. In addition, this great difficulty would arise from it, that one would not be able to know how much was gained on the linens, because: 5. Since, according to the proposition of the Lord Head Administrator, the Dutch guilders make a profit of 38 1/3 percent on the journey to the Madura coast, the gold ducats over 14 7/8 percent, the rupees over 15 1/4 percent, the ducatoons over 11 3/4 percent, while the gold and the pagodas coming from it simply maintain their Dutch value, the question naturally arises how one shall value the linens with these different coin species and their different values: The merchants exchange the various coin species that they receive from us into Madura fanams, and subsequently hand these out to curatoors and weavers in order to procure linen for them. How can they now determine whether a piece of linen has been delivered for the value of pagodas, guilders, ducatoons, or something else? And if they were able to do so, a bale would sometimes be filled with linens delivered for two or three kinds of coin species. One could end up in the situation of having to ship linens paid with guilders in one month, and in the other month linens paid with Pagodas. The situation could thus occur that Amsterdam received linens that were 38 1/3 percent more expensive than those sent to Zeeland. What confusion would not arise from this! We are quite willing to admit that we would not be capable of resolving it. Finally, sixthly, 6. by following the advice of the Lord Head Administrator, one would naturally very quickly end up in the exact situation in which one found oneself prior to the year 1738, when the linens were charged according to a calculation of 6 3/4 stuivers for a fanam, which cost no more than 5 1/2 light stuivers, which did not even make up 4 1/2 Dutch stuivers, while the excess charged was entered as a profit on the gold ducatoons account, in the same way as the Lord Head Administrator wishes to have entered for the benefit of the General 7 2/3 pagoda upon the disbursement of 83 guilders, which are worth 20 pagodas and no more. Through this erroneous and burdensome accounting above the true cost, the linens yielded so little profit in the fatherland that by order of the Lords Masters, who were unaware of this improper handling in the accounting, the entire linen trade of this coast was halted, until according to the Colombo Resolution of 14 November 1738 the evil was removed, and the fanam was reduced from 6 3/4 stuivers back to five stuivers, whereupon the linen trade was resumed and has been conducted with good profit up to the present day. 2. Moreover, the ducatons were issued directly to the merchant Don Gabriel Gomes De kroes without first converting them into pagodas, for the Dutch value of the rupees amounting to ƒ1942: 8:—. calculated at 468 97/83 per cent instead of 539 ¾ pagodas, whereby the Company has lost 71 19/83 per cent, making in Dutch money ƒ296: 15:— Indian money ƒ321: 16: and thus fully 13¼ per cent. In order to prevent such transactions in the future as much as possible, I am obliged to present to the Tuticorin servants an example for their guidance, not contrary to the venerated Batavia order, namely. And for further understanding I take the same 607 pieces of ducatons as a basis, and say beforehand that the trade bookkeeper or the resident of each office, whom the drawing up of the books also concerns, having entered the invoice, must immediately recalculate the species, whether they have in fact the fixed value of the Dutch money /: for therein the books have been kept since the year 1768:/; if not, then it is his duty to act with them in the very same manner as with the gold that, according to the homeland and other invoices, now obtains a higher, then a lower price; namely, also bringing the species to their fixed value to the profit or loss of the General; then it would have found a place not only in the Ceylon books, but also in the Indian General Ledgers. Thus, no further clarification is required in this regard than is specifically indicated hereinbefore: unless it be otherwise evident, namely that gold in proportion to silver [illegible] a matter that would be rare having risen in price, one must through this certainly presume that trading with silver species cannot but be very disadvantageous to the Company. Indeed, the agio of the ducaton stands at 21 7/33 per cent whereas the pagoda yields only 8. 3/3 per cent. Through all the foregoing, I hope to have sufficiently refuted for the time being all that was brought forward by the servants at Tutucorijn concerning the coin species. I also hope that I have duly indicated, in response to the questions arising in the resolution of the Ceylon government dated 11 November of last year, how this matter will have to be dealt with in the trade books. It now only remains for me to make some remarks on the particular expressions that appear here and there in the report of the Tutucorijn servants, particularly concerning the punishment which Mr. Mekern even demands if I do not prove that the guilders were issued at a higher rate than 83 for 20 pagodas. I respectfully leave it to Your Right Honorable wise judgment to make such a ruling regarding this punishment and regarding this manner of writing by the Tutucorijn chief as Your Honor shall deem proper, as well as whether it will be necessary for the Tutucorijn servants to produce sufficient evidence that the aforementioned guilders truly could not have been issued at a higher rate than 80 for 20 pagodas. It would indeed fall very hard on the Head Administrator if he were obliged to fortify himself with evidence regarding all presumed misconduct and were consequently obliged to enter into a dispute with subordinate servants. How often are not presumed incorrect proceedings rectified and corrected by clarifications? This could indeed also have taken place in this case, if the matter had been handled more according to order at Tutucorijn. Be that as it may, I am convinced that my zeal in this case deserves to be viewed in the best light for the interests of the Company, and I remain confident that Your Right Honorable will also be pleased to view it as such in the future, although I have noticed with regret that Your Honor, among other things, has also from the beginning not been pleased to take satisfaction in this position of mine regarding the mint tokens.
