Regarding what you requested concerning the 2 small iron cannon pieces, we shall send you a further answer as soon as we have received from Batavia the findings of the financial year 1786/7, and these may in the meantime continue in the same manner as they have done until now, you being meanwhile authorized both to provide the good month and to write off the customary spiedagie. Your letter of the 24th of this month with the annexes belonging thereto having been duly received, serves in reply that we shall shortly, upon the departure of the pantjallang De Nieuwe Vreede to the negorij Baijang, send you 4000 Rijxds. in reduction of the requisition made for cash, as we do not deem it advisable to satisfy the full requisition on this occasion, and the said sum will indeed suffice for the necessary expenditures of your office until the return of the ship expected here. We shall send you such coin species as are on hand, and order you gradually to accustom the pepper suppliers to receiving all kinds of coin species, as has been practiced here by us; and although the pepper suppliers initially did not know how to accommodate themselves well to this novelty here either, we nevertheless brought it about through friendly treatment that they are now quite willing in this regard. The cash sent last from the headquarters with the ship De Constantia in the year 1789 may serve you as an example that, in the present scarcity of money at the headquarters, it is not always possible for Their High Nobilities to provide this coast with the usual and traditionally customary coin species; and yet, the employment of what has been sent having been most strongly recommended to us, both the necessity of our order given in this matter and the prudent execution thereof will be obvious to you. As the pantjallang must remain lying before Baijang for some time to carry out its commission, it will not be able to transport the unsmelted gold on hand from your office to this place; and no other such vessel being on hand here, you are ordered to send that mineral to us upon receipt of this letter by the customary conveyance, namely with the private tambanger, in order to be dealt with here according to custom. Upon the arrival of the ship expected from the headquarters, you are ordered to demand both Company and private letters from its commander, pursuant to the accompanying ordinance, and to send them here as soon as possible. The Bookkeeper Zacharias Bastensz. having been sent with some soldiers to the negorij Baijang to put an end to the many disputes residing among the regents there, notice is hereby given to you thereof, as this district lies close to your neighborhood; furthermore, the cash destined for Poulo Chinco has for certain reasons not been sent with the pantjallang now, but will be brought over with the cargo prahu once it has brought the gold here. To the requisition made for 10 to 12 bales of coarse bleached Ceylon guinees, we cannot satisfy more than merely 6 bales, which are now being sent over with the tambanger under the supervision of your brother-in-law Jan Krijgsman, no more than about 10 bales of those cloths remaining here in balance. The papers attached to the letter of the 5th of this month have been received in good order by us, and you must furthermore, if the ship should not arrive in time, send to us by the end of this month, also in quadruplicate, the requisition of merchandise and further necessities for the residency of Poulo Chinco for the year 1792/3, with you also being able to requisition from Batavia the required cash as stated in the speculative calculation. I shall have the Nakhoda Sandeka, as well as the young Radja Bongsoe and the Malays Kooekarrang and Simaraijer, picked up by the penjallang, and they will provisionally remain under arrest here pending further decision, while you must see whether it is possible to obtain any further evidence against them. The Penghulus of Batang Kapas must also be rigorously punished for the poor vigilance they maintain over the inhabitants of their land, or their possible participation in their illicit activities. You should summon back to Poulo Chinco those two who are not yet under arrest, and since dismissing all 4 might sometimes not be advisable, you could either dismiss the two most guilty ones, or if they are equally guilty, have the 4 of them roll dice to determine whose lot it will be to be dismissed, and then send these two as well under arrest over here, so that they will at least sit here in irons for some time. The boldness shown in this matter by the Malays being so outrageous and detrimental to the Company, that it cannot tolerate the least compromise, these persons must be rigorously punished as an example and a terror to others, even if the evidence is not precisely the clearest, for it is well enough known that such rumors never arise unless there is some truth to them. You must therefore observe all possible oversight in the other districts subordinate to Poulo Chinco, in order, if possible, to counter such harmful excesses with the greatest rigor. No. 8. Since it has graciously pleased Their High Excellencies to grant the First Signatory, upon his request, an honorable discharge from the authority of this Coast, and to appoint as his successor and Chief the Second Signatory hereof, with a favorable recommendation to the Lords and Masters for the rank of Merchant, and at the same time appointing in his place as Second of this Coast the Junior Merchant, Mr. Dirk ten Hoeff, we cannot omit giving you the necessary notice thereof in this matter. The Nakhoda Sandeka, together with the young Radja Bongsoe and the Malays Kooekarrang and Simaraijer, I shall have collected by the penjallang, and regarding them, they shall provisionally remain here under arrest awaiting further decision, while Your Honour must see whether it is possible to obtain any further evidence against them. In the further districts subordinate to Poulo Chinco, Your Honour must observe all possible vigilance in order to oppose such detrimental extravagances, if possible, with the greatest rigour. No. 8.
