... with three long oars, have caused us to fear for the ship d'IJsstroom, and we believe we must doubt whether a ship of that nature, with an attack such as that in which the bark de Waaker, the Dama, Griffioen, and Tanjano with that [illegible] had been, could have sustained it. The aforementioned vessels as well as the packet boat de Tuam are being readied again with all speed, and we shall allow the last-mentioned, under convoy of two armed vessels, to undertake the voyage to Bengal as quickly as possible up to the latitude of Queda or somewhat further. According to Your High Noblenesses' intention, he has delivered here his cannon and remaining balls, powder, etc., and at his request we have allowed him to keep 150 lb. of gunpowder, and we shall return what was delivered with the fluyt d'IJsstroom, as well as five of the six men who were given to him by Your High Noblenesses for delivery here, as the 6th person died on the passage; also, due to indisposition, a gunner will have to remain here, whom we shall likewise send back to the Main Place. In return, we shall place three good seamen on that vessel again with the properly closed pay accounts, all of which we hope will meet with Your High Noblenesses' approval. Although, owing to the speedy departure of this ship, we are not in a position to give a detail of all the matters that have occurred at Riouw, we find ourselves obliged to bring to Your High Noblenesses' notice that on 11 April a formal uprising took place, in which a large crowd of the Canton Chinese were the aggressors. However emphatically we wrote to the Secretary van Kal and requested of him to inform us of the reasons that had moved the attackers to such a culpable transgression, we have waited in vain for this. We say that a formal uprising has taken place, but this was not directed against the Company's garrison, nor was it national or against the [illegible], but principally and almost solely against Captain Tang Banko and his accomplices, among whom a certain Oeij Sinko as leader was the principal one. We had already long waited for a reason for that commotion, but in vain from the side of the Hon. van Kal, who functioned as Resident. However, a multitude of inhabitants who had fled from Riouw arrived here and complained about the far-reaching insults done to them by Capt. Tang Banko and Oeij Sinko. We immediately took such measures regarding this by which we had hope to restore peace. The joint nakhodas of the Canton junks also addressed themselves in writing, as well as each through an authorized agent, to us with several public complaints against the Captain of the Chinese Nation Tang Banko, and implicitly against the Hon. van Kal. We assured them, as well as the other complaining inhabitants, that justice would be done after an investigation of the matters. We had the aforementioned Chinese Oeij Sinko arrested, who was accused as an instrument of Capt. Tang Banko of murder, robbery, and arson, and we would, in view of the nature of the complaints and other reports, it appeared sufficiently to us that the Hon. van Kal was so allied with the aforementioned head of the nation that we could not consider him impartial enough to entrust with a commission such as the arrest of such a head. Nor could we leave a place like Riouw, where there are so many Chinese, without a head over that nation for a considerable time, which is why we decided to postpone that arrest until one had provided for the one and the other. The complaints against Capt. Tang Banko and Oeij Sinko increased daily, and every impartial person regarded them as the causes of the inhabitants' discontent; only the Hon. van Kal continued to maintain their innocence, without asking for knowledge of the accusations that lay against them, or complying with our repeated requisitions to submit to us the reason and cause of the commotion. Private reports, and the knowledge we possessed of special connections that existed between the Hon. van Kal and Capt. Tang Banko and Oeij Sinko, gave us cause to rightly fear that matters would not be brought back to an amicable footing by the Hon. van Kal. The first-signed, with whom complaints regarding the Hon. van Kal had already been received in private, as well as against Capt. Tang Banko, deemed himself obliged, both as Commander of this place and on account of the close relationship in which His Honour stands with the Hon. van Kal, to confer with him regarding this, although in private yet very emphatically; but this, as little as our admonitions, produced the desired effect, and the first-signed presented to us the objection which His Honour thought to find in letting the Riouw matters take their course any longer, and maintained with us that the same ought to be redressed as quickly as possible. And since we did not suppose that we could expect the necessary redress through instructions and requisitions, His Honour indicated that he was of the opinion that, in order to bring matters into order again, it would be necessary that someone invested with enough authority to investigate the matters without prior knowledge or advice of the Resident should go thither, which was unanimously judged by us to be completely necessary as well, the more so since the Fiscal of this Government, in a request submitted to us, indicated that it had appeared to the Fiscal, when conducting an inquiry against the Chinese Oeij Sinko brought from Riouw, that the present Captain of the Chinese Nation there, Tang Banko, was no less guilty of public violence than of wanton excesses committed at his order, and that he had even been accompanied by the head...

capital crime of murder, thus found himself officially obliged to make a request to have the aforementioned Capt. Iuny Bienko taken into safe custody. We had already disposed the Capt. of the Chinese Nation here, Tan Tjapko, to cross over thither, to act as Head of that Nation there until such time as we should have made further arrangements. But since we found ourselves obliged to conclude upon the request made by the Fiscal of Batavia, ex officio, for the arrest of that Head, we deemed it necessary to exercise all possible circumspection, wherefore the first undersigned made the proposal to go thither in person to set such orders upon everything as His Honour, in accordance with the interest of the Company and the peace of the inhabitants of Riouw, should deem proper, which proposal was also unanimously embraced by us, after which His Honour, having previously made the necessary arrangements with us concerning the household of Malacca, departed thither on the 19th of July last. The Honourable van Kal, by no means expecting the arrival of His Honour, gave us reports from time to time that bore the clearest tokens of partiality against certain Cantonese, and a complete bias in favour of Capt. Tung Bienko and dei Sinko; the former he branded with the name of public murderers, and the two last-mentioned as honest and innocent people; he further, in a general letter of the 28th of June and in a secret and separate letter dated the 24th of July, gave very thoughtful reports of three persons, namely the former Captain Tan whoa, a certain Tjo akisjong, and a certain Kouw Tjang Hieuw, surnamed Bopping. In the first-mentioned he says under 165 and 166: I even sent to the uplands of Tjoakion 6 anakhodas of the Cantonese wangkangs, etc., but this mutinous head, who is also one of those whom Evogen sent to Malacca, his name is kisjong, would not hear of any negotiation; he and his people desired nothing but to burn the camp at Tanjong Pinang, to beat the Chinese to death, and not to leave us free, the latter of which they even threatened very emphatically. In the aforementioned secret letter the Honourable van Kal expresses himself verbatim concerning the Chinese Kouw Tjong Hieuw as follows: He has publicly set himself up as Head; no people on Bintang may send goods elsewhere without his seal; they currently stamp his insolence with the great name of Radja. He has laid a tax of 5 reales, etc., on each place where gambier is boiled down. He has placed 12 reales per month on the boiling of tyoeij or arak, which as many boilers as there are must pay in their private capacity. All those who act against his orders are put in the stocks, punished, or burdened with fines; currently there are still Cantonese on Bintang who experience this, being unable to get out of bonds on account of the heavy fines. He has (but of this I still lack certainty) set a public reward for whoever shall burn the Camp of Tanjong Pinang; but it is a general report. In the aforementioned separate letter addressed to the first undersigned, the Honourable van Kal also writes verbatim that Radja Kopping and his councillors are so close to Tanjong Pinang that the distance can be determined in a line with an 8-pounder cannonball, and they are bold enough to brave us with their guards. These last two letters the first undersigned received while already in sight of Riouw, took a copy of them in haste, and transmitted them to us with an accompanying letter, wherein His Honour, having already obtained detailed reports of Riouw, gave us to know that His Honour thought that the reports which the Honourable van Kal received in such respects were not very accurate, since all persons whom His Honour had spoken with were entirely unaware of any arming. Upon investigation, the first undersigned found that all these points set down by the Honourable van Kal were untrue and purely fabricated. The anakhodas of the 6 junks had been to Soengi Tjarang by order of van Kal, but had neither met nor seen Tjoa Kisjong, nor any of his people, and this was also the report they made upon their return, so that the insolent answer of wanting to beat the Chinese to death and not leave our people free was a pure fabrication. Of the other points of accusation cited above, not one is true either. Of the arming of the Chinese Kouw Tjong Hieuw, and the braving by means of the posting of guards, there is not a semblance of truth, and the said Kouw Tjong Hieuw has only twice been across to the camp in secret. It is incomprehensible that someone to whom authority as Resident and Head of a place is entrusted, solely to help his friends against whom unimpeachable testimonies concerning extortions, yea robbery, manslaughter, and arson lie, should expose himself by giving such untruthful reports contrary to good faith, and we assume that the Honourable van Kal also intended this thereby, namely to help dei Sinko and Captain Iung Binko, and to exempt them from a punishment which they likely will not be able to evade. The first undersigned, who in accordance with our resolution and at the request made by the Fiscal of Batavia, ex officio, took Capt. Tung Bienko into safe custody, in such a manner however that he can look after his affairs, as has properly occurred, found Riouw in complete confusion, and the Honourable van Kal not only acting contrary to his duty in the above-mentioned respects, but also answerable concerning various other points in his administration, regarding which emphatic complaints, both by the inhabitants themselves and by the report there

At the same time, we resolved to suspend him from the Company's service until such time as he shall have given proper account of his administration. And as the Honorable van Kal laid claim to the revenues of the Secretariat as well as to the income that pertained to him as Resident, and he had already taken the latter entirely unto himself, and disposed by proxy concerning the receipt of the benefits of the former, we, deeming it strange that someone should draw the benefits of two offices while performing only one, have provided against the disbursement of the revenues of the Secretariat until further disposition. The Honorable van Kal requested of us in a petition dated the 17th of September to be allowed to depart by the first opportunity to the capital, even if with written-off salary, in order to clear his conduct and actions there. But because the first-signed had not yet returned from Riouw at that time, and subsequently because the Honorable van Kal does not yet have in readiness his affairs and books, which he himself declared he wished to draw up, as also because there are still several matters in which the Head of the Chinese Nation, Iung Bunko (whom he calls an honest and virtuous man) accuses him, such as an extortion of 4000 Spanish dollars imposed as a fine on some nakhodas, of which he, Captain Iunij Bdunko, has already received 1400 Spanish dollars on account for the Honorable van Kal, and several other such matters which he has not yet settled, we have not yet been able to decide upon that petition. For your Right Excellencies' perusal, we take the liberty of transmitting a copy of the same herewith. The first-signed, who as well as ourselves found difficulty in leaving the Commander of the Militia Pierre Joseph Daniel there as head over everything, sent to him the Commander and former head of the Perak garrison, J. G. Wiener, to make use of him as he thought fit. We knew what his Honor's thoughts were concerning this person, and that this J. G. Wiener was known to his Honor as well as to everyone as one who, through a gentle and fair disposition toward the native, and at the same time as an officer from whom proper military discipline was always required, possessed the necessary qualifications to be entrusted with authority as head, and also because through a two-year stay as Head at Perak he gave evidence of good governance and insight into the Company's affairs. His Honor made use of this and appointed the aforementioned Wiener as head and let Commander Daniels proceed hither to perform his duty in this garrison. The first-signed stayed at Riouw until the 12th of October, and arranged with the Commander of the garrison and present Head over everything, as well as with the Captain of the Chinese Nation, the necessary measures in all things, and arrived back here on the 20th of October last, after having been away for three months and one day. Time is presently too short to give your Right Excellencies an extensive detailed account of everything, which is why we have deemed it proper to transmit to your Right Excellencies herewith a copy bundle of attestations, wherein we do not doubt that your Excellencies will be able to perceive at a single glance in what a chaos of confusion Riouw has been, and how necessary it was that provision was made without regard to person. Without the escort of the aforementioned King's cruising vessels, this transport would have suffered great hindrance, and a considerable part of the pepper would have fallen into the hands of the increasingly bold pirates, as this rabble, with 25 vessels among which were 14 large ones and mounted with heavy cannon, had posted themselves in the Lampong Bay before Tellok Betton, where shortly before and in the nick of time 4 King's pantjallangs had arrived for protection, in order to make themselves masters of the 350 Baaren of pepper already loaded there onto the vessels ready to depart hither.
