658 of the Shank diving, bypassing Mr Buchanan, to the Land Regent; however, by our separate letter of the 22nd of this month, which is enclosed in copy among the appendices, we have ordered the Resident Mekern to write to him the letter that is inserted therewith, serving principally to inform him that, upon his further refusal to deal in this matter with the Resident Mekern, we shall address ourselves on this subject to the Nabab. The Tuticorin Resident Mekern having shown us that the fanums, notwithstanding that their alloy was already lowered by one percent, had thereby lost nothing of their credit, and that consequently the same, without hesitation, could be somewhat further reduced in alloy, the more so because the fanums were still constantly exported and by the Poligars with profit reminted into inferior fanums, we have therefore, by virtue of the concession granted by Your High Excellencies by secret missive of 2 June 1789, as appears from our secret resolution of 13 February last, permitted that the alloy of the fanums that will henceforth be minted be reduced by one percent more. In a letter from Your Honor written in the year 1791 it is stated that we have inverted many things that stand in the Peace Treaty and also altered them. Thereupon, by letter of 5 May 1791 from here, it was requested to be pleased to state clearly what might have been lacking on the part of the Illustrious Company, in the opinion of the Court, to fulfill everything that was stipulated in the Peace Treaty. To this an answer was given by a letter received here on 14 May 1791: having placed together and considered the things that are mentioned in the Peace Treaty and those that the Dutch gentlemen have done and said, the gentlemen themselves can understand, and such can also be clearly stated whenever a good opportunity is found for it. This letter was answered by a letter of the 16th of May: the Illustrious Company expressly denies that anything was ever done on its part contrary to the Peace Treaty, and because in your aforesaid letter it was also not stated what might have been lacking on the part of the Illustrious Company, in the opinion of the Court, to fulfill what was stipulated in the Peace Treaty, no further answer can be given to what was written on this subject so long as that does not happen. Now in your letter received these past days it is further stated that we have undertaken unthought-of matters, but that this has not occurred on the part of the Court. And because the forthcoming arrival of the Kandyan Ambassadors is a good opportunity to state what might have been lacking on the part of the Illustrious Company, in the opinion of the Court, to fulfill everything that stands in the Peace Treaty, I am ordered by the Governor to request you, as I do 660 hereby, that His Imperial Majesty will be so good as to give the necessary instructions to the aforesaid Ambassadors upon their departure from Kandy, so that this statement can now be made. The Honorable Governor has ordered me to give notice thereof forthwith, and if the Court of Kandy should take any interest in this gentleman, I request that it be communicated to me at once. If this is written about by the Dessave to the Court, it is good that it does not happen without first writing to me about it. It is not necessary that any expenses be incurred for the said person, or that any honor be shown to him. It is only good to quietly give him something for his sustenance. If one were to let two or three Nayakers from the Court, or from the opposite coast who have some relation to the Court, come to Puttalam, I think that this will serve to gain more respect, and that which one desires. If one were to put that measure into effect, I believe it would be good for many matters. Please reflect on this as well. NB: Because mention is made here first of the Nayakers of the Court whom the Company cannot have summoned, one must take the meaning of this part to be that when Nayakers from the Court or from the coast arrive at Puttalam, one must detain them there. That the deponent, being able to think of no one else to be used effectively in this commission, and learning that the second deponent is of the kinship of the aforementioned Korale of Medambekanda and a person who could be trusted, summoned him and proposed that he go to the said Korale and, without letting it appear that he had been sent expressly for that purpose, try in one way or another to find out from the Korale whether he was missing an ola. now having gone for the third time eight days ago, had returned the day before yesterday and reported to the deponent that he had spoken to the Korale and learned from him that he indeed had given an ola from the dissava of Jaffergam to a servant of his to deliver to the Lord Commander Sluijsken at Gale, accompanied by a cinnamon peeler, but that he had heard nothing of it since, because neither his servant nor the cinnamon peeler had returned, and that for that reason, out of fear of the displeasure of the dissava of Saffergam, to whom he had not yet given notice of the absence of his emissaries, he the Korale had stayed for some time in the Kukul Korale under pretext of having to purchase cattle; that yesterday the deponent brought the second deponent to the Noble Lord Governor and made report of his errand, just as the second deponent himself repeated before His Honour, and that His Honour thereupon ordered both of them to provide a statement thereof before me, the secretary. Second deponent: that now about two months ago, the first deponent, having summoned him, said that an ola of the Korale of Marembekande had been intercepted here, and thereupon proposed to him, the deponent, as he is a close relative of the said Korale, whether he could not quietly, and without letting it appear that he was sent for that purpose, ascertain from the said Korale whether he had indeed recently missed an ola and what kind of ola that actually was. That he, the deponent, being a cousin of the aforementioned Korale, who is a son of his mother's youngest sister, willingly took this commission upon himself, and to that end had set out twice for Marembekande, but each time had to return without having accomplished anything, because he had not found the Korale at home. That going thither for the third time eight days ago, he had finally found the Korale at home, and that, in order to conceal the purpose of his coming, he had acted as if he had come to buy buffaloes, asking the Korale accordingly whether he could provide him with two pairs of cattle with their calves for money, to which the Korale replied that if it were for other people he would not do it, but because the deponent was his nephew, he would provide him with the requested cattle, and that the deponent thereupon agreed with him that he, the deponent, would first go home and return with money to collect the purchased cattle. That the deponent subsequently, having engaged in conversation with him, the Korale, about other matters, among other things asked him, the Korale, whether he had missed an ola, to which the Korale replied yes, that some time ago he had received an ola from the dissava of Saffergam to send to the Lord Commander of Gale; that he had given this ola to one of his servants to take to Gale and deliver to the said Commander, and that because this servant declared he did not know the way, he, the Korale, had requested a certain cinnamon peeler to go with him, but that he had heard nothing more of that ola since, because neither his servant nor the cinnamon peeler had returned; that for that reason, out of fear of the displeasure of the dissava of Saffergam and not knowing what he should say to him concerning that ola, he had stayed for about two months in the Kukul Korale under pretext of having to buy cattle; that he had only come home a couple of days ago, and intended to set out again in about 4 or 5 days and go to the salt pans to fetch salt. That the deponent thereupon asked the Korale what the contents of that ola had been, and that the Korale then declared that he had received that ola sealed from the dissava of Jaffergam, and therefore did not know what was written in it. That the Korale, subsequently saying that he could deduce from the questions of the deponent that he had knowledge of that ola, requested him, the deponent, to inquire further after it, and if he could obtain it, to deliver the same in person to him without letting anything of it show to anyone, promising to present him, the deponent, with a female buffalo with her calf for doing so. That he, the deponent, having departed from there the following day, returned to his village the day before the day before yesterday, and going to the first deponent the day before yesterday, gave him an account of his commission. That the first deponent called him yesterday and brought him to the Noble Lord Governor, to whom he likewise gave an account of his proceedings, and that His Honour ordered them to provide a statement thereof before me, the secretary. Lastly, the second deponent declared that on account of his kinship with the aforementioned Korale, he usually goes to him every 10 to 15 days, either to visit him or to attend to his own affairs, and that it is thus very well known to him that this Korale is much favoured by the dissava of Saffergam and that he even sometimes stays with the said dissava for three or four days in succession without coming home. From the same motives of sincerity with which I flatter myself Your Honor will agree that I have acted throughout this entire negotiation, I brought the original before Your Honor's eyes, just as I now, at Your Honor's request, deliver a copy of His Highness's letter. The conditions of his approval of the propositions are expressed in the following paragraph of his letter: "Upon examining these articles, we were not a little surprised to notice that there was no stipulation whatsoever regarding the Chank fishery at Tuticorin; for this reason, His Highness the Nabob of the Carnatic has charged me to inform Your Honor that he cannot consider the proposed articles as a complete treaty until the matter of the Chank fishery is mentioned therein. Therefore, he requests Your Honor to have the same added thereto; and as a proof of his friendship for Governor van de Graaff, and to demonstrate his goodwill toward the Dutch Company, he will consent to receive the same portion of this fishery as has been proposed for the pearl fishery at Tuticorin, and cannot agree to anything less." His Highness expressing himself so clearly, while at the same time leaving me no alternative or means to negotiate, plainly shows his desire to settle all disputes through this treaty. It therefore rests upon Your Honor to decide whether Your Honor, by granting these conditions—which in themselves are certainly no object to dispute over—will now by treaty secure to the Honorable Company its ancient trade and privileges in His Highness's country, or whether, by leaving this matter longer unsettled, and for an object that cannot be compared with the advantages the Company can secure for itself by this means, you will expose to a future disposition the completion of a matter so greatly to be desired. 671 This is no new pretension of His Highness, nor a consequence of the propositions relating to the pearl fishery, but a part of His Highness's pretensions from some years ago, as Your Honor can see from what I pointed out in a preceding paper containing the letter from His Highness to Pieter Sluijsken, Esquire, in the year 1770, with these words regarding Tuticorin: "the entire pearl and Chank fishery of this place is the property of the Circar." This is, just like the pearl fishery, a long-disputed property that decreases in value daily, just as the use of this article is also no longer so much sought after. With the inclination that I have to favor the interests of the Honorable Dutch Company by preference, I should be extremely sorry if, leaving this matter unsettled, I should find myself obliged, as agent of His Highness and for his interests, to take steps that might cause prejudice to the trade of the Company, and perhaps hereafter exclude the agreement that is now offered upon such easy terms—an agreement that has been brought about primarily through the friendly intervention of Sir Archibald Campbell, and which, through his absence, will once again become an object of dispute as before. In case Your Honor does not grant these conditions, it may be my duty, upon my return, to correspond against my will with the Danish merchants of Porto Novo, and to offer them and receive from them such propositions as I shall think tend to the advantage of His Highness, conducting myself in that country in no manner according to any regulation to which His Highness has not given his confirmation by treaty or any other written instrument signifying his consent. This is no new claim of His Highness, nor consequent on the proposals respecting the Pearl fishery, but a point of His Highness's claim many years ago, as Your Excellency will see by recourse to what I have stated in a former paper, His Highness's letter to P. Sluysken Esqr in the year 1780, having these words "As to Tutucorin the whole Pearl and Chank fisheries of this place are the property of the Circar". That like the Pearl fishery, is a long disputed property and is daily increasing in value as the use of it is decreasing in demand, I should be sorry with the inclinations I have to forward the interests of the Honorable Dutch Company in preference, if by leaving this business unfinished, I should in pursuit of His Highness's interest as his Agent be obliged to take steps which may be injurious to the Company's trade and possibly at a future day preclude the accommodation now offered on so easy terms; an accommodation which having been materially brought about by the friendly interposition of Sir Archibald Campbell, may by his absence, again revert to a subject of dispute as formerly. In the event Your Excellency does not agree to that condition, it may on my return be my duty contrary to my inclination to correspond with the Danish merchants of Tranquebar to offer, and receive from them such proposals respecting cloths in His Highness's country as I may deem for His Highness's interest, having no regard to any regulations in Madura to which His Highness has not given his assent by treaty, or other instruments of writing signifying his concurrence. Honorable, Worshipful Lords, The early return ship the Jonkvrouw Sibella Anthonetta departed from Galle on the 12th of this month, and we take the liberty of presenting to your Honorable Worships herewith the duplicates of our general and secret letters of the 8th of this month which were dispatched with it. Presently, Presently, the ships Dregterland and the Gerechtigheid are departing, the first for the Chamber of Zeeland and the other for the Chamber of Amsterdam. Because things have fallen so far short regarding the collection of linens on the Madura coast, for such reasons as are related at length in our humble letter to Their High Excellencies, which is being dispatched at the same time as this one, we had resolved and also already written to Galle that, in case the Surat bales, or at least the bales we are expecting from Paleacatte, should not arrive in time, to have all the return goods on hand loaded into the ship the Gerechtigheid, and to send the ship Dregterland back to Batavia. Concerning the loading of the ship the Gerechtigheid in such a case, we had ordered the Galle servants to take the advice of the Galle Master of the Equipage, Items. They subsequently indicated, by a letter of the 23rd of this month, which is transmitted among the 674 enclosures, which goods could be loaded into the ship the Gerechtigheid, and which goods, consisting mostly of freight goods, would have had to remain behind at Galle in case the ship the Gerechtigheid alone sailed home. We thereupon took the advice of our Master of the Equipage, the naval captain Andringa, and upon his report, which is transmitted among the enclosures, we resolved to let the ship Dregterland also go home, because, although neither ship could thereby be given as large a cargo as they could otherwise carry, the risk is thereby divided over two ships, and moreover, through this arrangement, the possibility still remains open of being able to send the Surat or Coast bales with them, even if they arrive only on the last day of this month. We have all the more agreed to this arrangement because the freight goods which, in addition even to some bales belonging to the Company, would have had to remain behind, still consist of a considerable quantity, and it would certainly have greatly discouraged the interested parties if they had seen themselves so greatly disappointed the very first time. Moreover, it occurred to us that there might perhaps be goods at the Cape with which the empty space in the aforesaid ships can be filled, and we hope that your Honorable Worships, in view of all the foregoing, will favorably approve these our arrangements. at the request of the chief surgeon de Baus, since fully 3 months had already passed, we have according to our resolution of the 28th of December, an extract of which accompanies this, allowed him to be provided with as many additional medicines as were required as a supplement, both for the lay days up to the ultimo of this month and for the voyage to the Netherlands. This ship was inspected at Galle by a special commission, and based on the reports received thereof, such provisions and supplies were furnished to it as appears from the servants' resolution of the 18th of this month, which is transmitted in copy among the enclosures and was approved by us. Regarding the passengers and the remaining crew who were placed on the ship de Geregtigheid at Galle, we take the liberty to refer to the reports that the Galle servants will have the honor of delivering to Your Right Honorable Worships. The findings regarding the cargo of the ship de Geregtigheid delivered here are inserted in our resolution of the 10th of this month, which is transmitted in extract among the enclosures, and to which we take the liberty to refer, as there is nothing particular to remark upon it. Concerning the cargo of the ship de Geregtigheijd delivered at Galle, the servants made dispositions by their resolution of the 25th of this month, which is transmitted in copy among the enclosures and was approved by us. On the findings regarding the homeland and Cape cargo of the ship Hilverbeek delivered here, we made dispositions by our resolution of the 20th of this month, which is transmitted in extract among the enclosures, regarding which we note herewith that we have written off the deficit found in the duiten, the bacon, meat, and butter, because the casks were delivered in good condition; that we caused 271 ells of wide white duck cloth, which were found to be completely suffocated and wet, to be sold at public auction for the prevailing price, because the crate had warped at the planks and the tarred canvas with which the crate was lined was found to be rotten; caused, as the captain lieutenant of this ship supposes, by the leakage which the ship had suffered through the garboard seams in the south; and finally that we likewise caused the deficit found in clinker bricks, amounting to only 8 per cent on the laden parcel, to be written off because 10 per cent is allowed for spillage on the floor tiles brought from Batavia. On the duijten brought from the Netherlands with the ship 't Meeuwtje, a surplus of rd:s 103. - 24. – was found, which we decided, in the session of the 24th of May last, to have accepted for the Company. We have granted permission to some people who requested it of us, by the petitions that accompany this, to send a parcel of bales of Madurese Haanekaatjes and kallemaganies on freight to the Netherlands, under this express condition that if Your Right Honorable Worships should see fit to take over these linens for the Company at the purchase cost price, of which they have submitted the invoice under offer of oath, they will then have to be satisfied with the payment of the aforesaid purchase cost price to their attorneys in the Netherlands, after deduction, however, of the usual rebate of 10 2/39 per cent, which is deducted when counting out money by assignment to the Netherlands; and so that no one can pretend to have misunderstood our intention, we had a copy of this our humble letter circulated among all those who requested us to send linens on this footing, and had them sign beneath it as seen, of which we offer the copy to Your Right Honorable Worships herewith as far as Colombo is concerned, and a copy will be sent to Your Right Honorable Worships by the Galle servants as far as the interested parties at Galle are concerned. It will be very difficult to determine with the required accuracy, and in such a manner that no abuse can be made of it, which kinds of linens must be regarded as not being of the Company's assortment, and even then this difficulty still remains, that the same yarn used for weaving the Company's linens can also be used, and in fact is used, for the weaving of linens that do not fall under the term of the Company's assortment, which indeed is not permitted to happen, yet is very difficult to prevent, and in its consequences amounts to nearly the same thing. Whether it could suit the Company, in case it should not be convenient for their Honors to increase their linen demands as much as would be necessary for that purpose, to allow, once their linen demands are satisfied, that the servants and residents of the Company might also provide themselves with all such sorts of linens as the Madurese and Marruas coasts yield, and consequently also with all such as are usually called the Company's assortments, in order to send them to Europe on freight with the Company's ships, provided the recognition duty thereon is increased as much as would be necessary to indemnify the Company for the sort of competition that would arise therefrom in the sale in the Netherlands, is something that Your Right Honorable Worships can best judge for yourselves. This plan, of which a copy is attached hereto and of which we are also sending a copy to the Noble High Indian Government, was communicated by the Governor to the council meeting of the 19th of October last, and upon his proposal we have resolved to ask the advice thereupon from the Chief of Tuticorin, Senior Merchant Mekern, as was done by a separate letter of the 6th of November following, which is also transmitted among the appendices, and whereto the said Chief answered us by a secret letter, which is likewise among the appendices, that since through these arrangements regarding the purchase of private individuals all the difficulties that would otherwise be connected therewith are entirely prevented, he had nothing to object to it. Herewith, if the matter is otherwise found by Your Noble Worships to be acceptable, the difficulty in determining the sorts of linens that are dispatched on freight to Europe would be removed. The driving up of prices by private individuals would also be prevented thereby, and we thought all the more that this plan should be brought to the attention of the Noble High Indian Government because it might perhaps serve to keep the weavers on the Madura coast more constantly and uninterruptedly at work, which is one of the most effective means to prevent private individuals of other nations from having linens manufactured, at least not in such places from where the Company is accustomed to draw its linens, as well as to keep the weavers from weaving, even for private residents of the Company, bad or at least inferior quality goods than what the Company has manufactured, which, as it increases, does not fail to have a very harmful influence on the quality of the Company's linens. We have been requested on behalf of the interested parties in the Ceylon sugar plantation, which apparently thrives very well, and as that enterprise is encouraged, will likely be followed by more other such establishments, that they might send on freight to the Netherlands, merely as a sample of the sugar manufactured on this plantation, to experience how it is received there, two chests weighing the one 427 lb gross and 350 lb net, and the other 248 lb gross and 200 lb net. However, since sugar is excluded from goods that may be sent on freight, we have not permitted this to them except under these express conditions: 1. That they will have to submit to all such arrangements and decisions as Your Noble Worships shall think fit to make regarding it, in case Your Noble Worships should disapprove the permission given by us for the shipping of these two chests on freight. 2. to present. Now the ships Dregterland and Geregtigheid depart, the first for the Chamber Zeeland, and the other for the Chamber Amsterdam. Because it has fallen so far short regarding the collection of linens on the Coromandel coast, for such reasons as are recounted in detail in our humble letter to Your Right Worshipful Excellencies which departs simultaneously with this one, we had decided and also already written to Galle, in case the Surat packages, or at least those that we await from Paleakatta, might not arrive in time, to have all the return goods on hand loaded into the ship the Geregtigheid and to send the ship Dregterland back to Batavia. Regarding the loading of the ship the Geregtigheid in such a case, we had ordered the Galle servants to take the advice of the Galle Master of Equipage Aems. The same indicated in a letter of the 23rd of this month, which is transmitted among the enclosures, which goods could be loaded into the ship the Geregtigheid, and which goods, consisting mostly of freight goods, would have had to remain behind at Galle in case the ship the Geregtigheid sailed home alone. We then took the advice of our Master of Equipage, the Sea Captain Andringa, and upon his report, which is transmitted among the enclosures, we decided to also let the ship Dregterland go home, because although the Honorable ships could not thereby be given as large a cargo as they could otherwise carry, the risk is thereby divided over two ships, and moreover through this arrangement the possibility still always remains to be able to send the Surat or Coast packages with them, even if they arrive as late as the last day of this month. We have all the more arrived at this arrangement because the freight goods, which besides even some packages of the Company would have had to remain behind, still consist of a considerable quantity, and it surely would have very much discouraged the interested parties if they had already seen themselves so very disappointed the first time. Moreover, it appeared to us that there might perhaps be goods at the Cape with which the empty space in the aforementioned ships can be filled, and we hope that Your Worshipful Excellencies on account of all the foregoing will favorably approve this our arrangement. The Galle servants have been ordered by us, in case the Surat or Coast packages do not arrive, to give notice thereof to the Ministers of the Cape of Good Hope, who have been requested by us, in such a case, to please fill the empty space in the aforementioned ships with such return goods as might be on hand there, whilst we furthermore regarding the loading of the ships take the liberty to refer to the reports which the Galle servants will have the honor to convey thereof to Your Worshipful Excellencies. To the ship Dregterland such provisions and furnishings have been made at Galle for making the voyage home, as appears from the servants' resolution of the 19th of December, which accompanies this in copy. The consumption account of this vessel has been accounted for at Galle, according to a report from the Administrator van der Spar, which is inserted into the resolution of the Galle servants of the 15th of December, which was approved by us and accompanies this in copy. Upon the request of the Captains of the ships Dregterland and the Schelde, Jochen Westvaal and Cornelis van Eps, we have, in hopes of Your Worshipful Excellencies' favorable approval, permitted them to exchange vessels with one another. Regarding the passengers and the further crew who were placed on the ship Dregterland at Galle, we take the liberty to refer to the reports that the Galle servants will have the honor to deliver to Your Worshipful Excellencies. Concerning the remaining Batavian cargo of the ship the Schelde delivered at Galle, the servants have disposed by their resolution of the 12th of this month, which is transmitted in copy among the enclosures, and upon which we must only remark here that the additional iron hawser delivered at Galle was, through inattention, charged too low to Galle, and consequently will still be charged to that place. The finding of the Batavian cargo of the ship Dregterland delivered here is inserted in our resolution of the 27th of October of the past year, of which an extract is transmitted among the enclosures, and the finding of the cargo of that vessel delivered at Galle is inserted into the servants' resolution of the 7th of December, which also accompanies the enclosures in copy. We take the liberty to refer to these papers, since we have nothing particular to remark thereon. It will be very possible to determine, with the requisite precision and in such a manner that no abuse can be made of it, which sorts of linens must be considered not to be of the Company's assortment; and even then, there still remains the difficulty that the very same yarn used for weaving the Company's linens can also be used, and indeed is used, for the weaving of linens that do not fall within the terms of the Company's assortment. Although this is not permitted, it is difficult to prevent, and in its consequences it amounts almost to the same thing. Whether it might suit the Company—in case it should not suit Your Right Honourables to enlarge its linen demands as much as would be necessary for that purpose—to permit, once its linen demands have been fulfilled, that the servants and inhabitants of the Company may also provide themselves with all such sorts of linens as the Madura and Marawa coasts yield, and consequently also with all such as are usually called the Company's assortments, in order to send them to Europe on freight aboard the Company's ships, provided that the recognition fee thereon is raised as much as would be necessary to indemnify the Company for the sort of competition that would thereby arise in the sales in the Netherlands, is something that Your Right Honourables yourselves can best judge. Assuming, however, that Your Right Honourables might find it to be so, the first undersigned Governor has drafted some arrangements whereby, in his humble view—solely as far as concerns the fulfillment of the Company's demands, and consequently entirely independent of the question as to how far it is otherwise advisable or inadvisable for the Company's trade—permission might be granted without disadvantage to the Company to its servants and inhabitants to have purchased on the Madura coast, for shipment with the Company's ships to the Netherlands, all such linens as are manufactured on this coast. This draft, a copy of which is enclosed herewith, and of which we are also sending a copy to the Honourable High Indian Government, was communicated by the Governor to the Council meeting of 19 October past; and upon his proposal, we resolved to request the advice thereon of the Resident of Tuticorin, Senior Merchant Mekern, as was done by a separate letter of 6 November last, which is also transmitted among the appendices; and to which the said Resident answered us by a secret letter, also lying among the appendices, that since through these arrangements relative to the purchases of private individuals, all the difficulties that would otherwise be associated with it have been entirely prevented, he had no remarks to make upon it. This article does indeed say that all advancements up to the rank of Captain must take place according to seniority, but it does not appear therefrom that the next in line to the vacant post, before his actual entry into it, has the right to enjoy the supplement of the salary determined for the vacant rank. We have nonetheless, in consideration of the fact that the officers of the five companies, who are located here, have had extraordinary expenses with their passage to Ceylon and subsequent travel to the garrisons designated for them by us, granted for this time only the payment of the supplements calculated by him amounting to 456 rixdollars and 22 stivers, more fully mentioned in a note attached among the appendices, but with the express warning: that this shall not be drawn into a precedent, in case Your Honorable Excellencies might be pleased to deny the right to such a supplement maintained by him. The said Captain has, in his aforementioned address, also requested that the provost of this regiment be granted the emoluments of a sergeant, since he holds the rank of sergeant and had always drawn the emoluments thereof. But as the pay of a provost is determined by the Capitulation at 10 guilders, and it also did not appear from the Cape papers what kind of emoluments he enjoyed there, we have provisionally, and until Your Honorable Excellencies' further approval, granted to him, on the same standing as the provost of Colombo, the emoluments of a corporal. Furthermore, the aforementioned Captain van Winkelman, by an address which is enclosed in copy among the appendices, has requested in the name and on behalf of the Colonel Commandant of the said regiment, de Hügel, that the second lieutenant von Helldorff, who was appointed to that post at the Cape on 15 December 1791, but had only enjoyed the pay for it since 1 February of this year, be granted the supplement thereof amounting to 132 rixdollars and 14 stivers; since the said von Helldorff, due to advancements that occurred in Batavia on 1 September 1791, had acquired the right to enjoy an officer's pay. But as we have no knowledge of those advancements, we did not grant the requested supplement otherwise than on the condition of restitution in case of the contrary, of which we have given notice to the Honorable High Indian Government in our respectful letter of 24 July last. Upon a report from Colonel de Hügel that in the month of October of this year and thereafter the capitulation of a considerable number of non-commissioned officers and soldiers of this regiment would expire, and that he therefore requested to be informed how he should conduct himself to engage these men for a further contract, we have, as appears from our resolution on the Military Department of 3 December last, authorized him to enlist the soldiers who are inclined to a further engagement for another three years, at the pay of 11 guilders a month. Colonel de Hügel thereupon, in a further address which is inserted in our resolution on the Military Department of 2 October last, most strongly urged the right to be allowed, just as happens with the national troops, to also engage the soldiers of his regiment for 5 years at the pay of 13 guilders. And as the reasons he gave for this were very well-founded, we have therefore, and because we had also already granted this to the regiment of Meuron, authorized him to re-engage the soldiers who have served out their first contract of 5 years, either for 3 years with an increase of two guilders in pay, or for 5 years with an increase of four guilders in pay, as he might best be able to dispose them thereto. Colonel Hügel has demonstrated to us that the first lieutenant Essich, who departed from Batavia for the Cape on 15 February 1791, had not yet arrived at the last-mentioned place and that in all probability he must have perished, requesting therefore that the sub-lieutenant Spanoche, who was to fill his vacancy, might be granted the supplement of the salary of the first lieutenant since 15 May 1791, and this on the assumption that Lieutenant Essich would have received 3 months in advance at Batavia upon his departure. We have consented to this request by our resolution on the Military Department of 28 November last. Furthermore, Colonel de Hügel has reported, by a letter which is enclosed in copy among the appendices, that during his presence at the Cape he had requisitioned black cloth from the Netherlands in order to provide the regiment with gaiters according to the custom in that Government. But as this regiment is now dispersed in the Indies, where there is no custom, on account of the heavy heat, of giving black cloth gaiters to the troops, he requested that we give orders to take over for the Company the black cloth that has now been brought by the ship De Schelde, and is yet to be brought. Presenting the duplicate of our letter of the 8th of this month, dispatched with the ship Jonkvrouwe Sibella Anthonetta, which departed from Galle on the 12th thereafter, we let this serve to accompany the return ships Dregterland and the Geregtigheyd, of which the former is destined for the Chamber of Zeeland, and the latter for the Chamber of Amsterdam. Until now, we have had no report from Galle that the Surat ship or the Coromandel sloops, which are to bring textiles for the fatherland, have arrived there; and we have therefore ordered the servants in Galle, if those returns should not yet have been brought by the last day of this month, not to detain our aforesaid return ships any longer, but to dispatch them at the usual time, and to give notice thereof to Your Honors. In this case, we kindly request Your Honors to be pleased to have the shortage in the cargo of those vessels supplemented with whatever Your Honors might have held in reserve for the fatherland. For the rest, we refer regarding the crew and cargo of the said ships to the reports that the servants in Galle will present to Your Honors, and only add here that the former Director of Surat traveling on board, Mr. Abraham Jozias Sluysken, must remain there for a year, according to an extract of a Batavian letter received from Surat, a copy of which accompanies this. In our letter of the 8th of July 1791, we requested Your Honors to demand from the authorized agents of Sea Captain Erland Nicolaij Abo the funds of his, Abo's, that they still held in their possession, and to send them hither in gold or silver specie. We have since received no word from Your Honors whether these funds have been accounted for to the Company by the aforesaid agents, and we therefore request further by this letter, in the kindest and most emphatic manner, that Your Honors please ensure that those funds—if, contrary to our expectation, this should not have already occurred—are nevertheless and as quickly as possible transferred into the Company's treasury there and retained there until our further writing, unless the agents of Abo were willing to answer for the risk of their Checked, transport transport to this place, and provide Your Honors the necessary security for it.
