Now intending to take the liberty to reply most obediently to both, we request permission to first provide space here for the extract from the letter of the Right Honorable and Most Respectable Lords and Masters dated December 11, 1790, to Your Right Honorables, with our respectful reply placed in the margin thereof. Concerning the matter of Surat: By letter of December 12, 1786, paragraph 545, we expressed our desire to be informed regarding the accountability of Director Sluijsken concerning the sale in China of the ship De Goede Hoop. In their reply to the extract of the said letter, the ministers entirely passed over the whole passage in silence, and although Your Honors had already reported in your letter to us of November 13, 1787, that the papers regarding this matter were being collected and were circulating among the members of the government for their perusal, in order subsequently to resolve further in accordance with its interests, of which we would then be informed, we have nevertheless to date received no further information regarding this from Your Honors. We therefore desire that, if that request has not yet been satisfied, it be fulfilled as soon as possible. Reply: Pursuant to the instruction of Your Right Honorables contained in a separate letter of August 3, 1790, the Director has formally sworn an oath to God Almighty before a committee from the Court of Justice: First, that he never was the true owner of the ship De Goede Hoop, as sent by him to China in the year 1781, neither in whole nor in any part, but that he had chartered the said ship here in Surat from the Turkish merchant Salee Sjellebie; and secondly, that the bill of sale he executed at the request of the owner was drawn up purely pro forma in order to prevent any misunderstanding in China regarding the handover of that vessel. As appears from the declaration of the said judicial committee annexed to his separate respectful reply to the same of December 15 following, we do not doubt in the least that this will be sufficient to clear him of all blame before Your Right Honorable and Most Respectable Worships. The Director cannot conceal in his conscience the bitter grief he feels at thus having had to lie for ten years under the suspicion of having been disloyal to his fatherland; indeed, he must lament the harshness of his fate all the more when he reflects that his conduct during this expedition—whereby at the very time he was practically ruined beyond recovery by the plundering of this ship, he salvaged and paid to the Company 110,784:7: rupees or 132,228:19:8 guilders, which otherwise would inevitably have fallen into the hands of the English upon the capture of the Directorship—ought to have shielded him from all suspicion. Regarding the claim of 100,000 rupees which the representatives of the House of Phaijsa had against the Company on account of two bonds of 50,000 rupees each, arising from advanced funds, and for the settlement of which the ministers, upon receiving news of the war, gave them a bill of exchange for the same amount drawn on the textile suppliers, which they indeed did not accept, but instead, for partial satisfaction, handed over the keys of a warehouse with textiles to the said representatives, which textiles were subsequently plundered by the English, we expressed our misgivings in our letter of December 12, 1786, and understood that, although the bills were not accepted, they were nevertheless not protested for non-acceptance, and that the representatives, by accepting the keys to the warehouse, had been satisfied with this pledge, and thus should have recovered the damage incurred from the suppliers, as it had also been the duty of the merchants and suppliers, if necessary, to protect themselves against loss by means of representations to the English Government. In our general dispatch of 1787 we adhered to this instruction and expressed our surprise that Your Honors had given the ministers authorization for the settlement, while we hoped that no use would yet have been made of that authorization before [illegible]. This camphor was sold here this year for 9 rupees the 100 lb, being 21 1/5 stuivers per pound; were not requested in their demand; we would also have wished that Your Honours had sent with the ships de Geregtigheid and Alblasserdam in the year 1787 such a considerable quantity of 10076 lb of camphor to this office, and we would have liked to see that Your Honours, in your letter of 27 March 1788, instead of merely giving your hope to understand that a higher price could have been obtained for that article, had ordered the ministers (as Your Honours subsequently did) that if higher prices could be obtained for it, to send the same via Ceylon or Batavia to the Netherlands, since this product is sold here a good deal higher than can be obtained in Surat; just as under the matter of Ceylon and several other offices various instances have already occurred that goods in the sugar warehouse in Batavia are not handled properly, so another proof thereof appears here again. ƒ 561762 3 [illegible] Section 377. 14 [illegible] consumption in total sum, previous demand the past on the ultimate of April, the next preceding for the year's demand for where the canasters, which ought to give 10 lb tare, were found to weigh 20 lb, and thus in each canaster there was 10 lb less than ought to be, although Your Honours now, according to your Resolution of 29 April 1788, have earnestly recommended the administrators of the sugar warehouses to exercise greater care in the future, on pain of otherwise having to compensate the same at purchase price, we nevertheless judge that Your Honours should not have let the matter rest there, but should have imposed upon them the immediate compensation of the deficit found. The hope which we then cherished that the import of cloves from Cochin to Bombay would once cease, and that thereby the consumption, which 30 years before the war years was 45 to 50000 lb, would be restored again, has caused us to frame this requisition thus. We wish to declare the ministers hereby entirely free from the suspicion to which Your Honour's letter might have given cause. E. 380. Furthermore, we have noticed that Your Honour has sent to this Directorship by the ships Sparenrijk and Berkhout 297 lb of sheet lead, although the Surat ministers did not ask for this article in their requisition; of which we desire to know the reason, the more so as the profit on the last purchased pig lead was of little importance, and thus the prospect of profit on this lead also does not seem to be great.
