to be appointed to, when tacking towards St. Helena, call at that island if necessary, with the addition that whoever in one way or another should dare to go against these absolute orders would be punished for it according to the findings of the matter, and that furthermore, whenever extreme necessity should have commanded to call at this corner, the urgent reasons would have to appear and be mentioned not only in the ship's journals, but also in a resolution that would have to be taken in that regard in the broad council, or in default thereof in the ship's council, in order then upon arrival here to be delivered to the governor and council. Whereby the said officers of the ship 't Hof ter Linde have also exhibited a resolution of the ship's council dated 22 April last, containing the reasons that they have had to call at this corner, among which it prominently appears that the crew was very much afflicted with scurvy and other illnesses; that for the ship, because of the departure of the [illegible], the breaking of some knees, the opening of the seams alongside other defects arisen through the heavy working on the reef of Agulhas, a repair of all the same was required; as well as that sufficient provisions for the further voyage were lacking and the drinking water had become foul. Yet although this government finds itself for the present devoid of any written notification from the High Indian Government with respect to the aforementioned further established order, we nevertheless thought, with respect to the ships which might already be provided therewith, that we ought to conduct ourselves according to that order; and therefore, having taken into consideration the aforementioned circumstances of ship and crew and the consequences which experience has taught can arise therefrom at the end of the voyage, deemed the reasons alleged by the ship's officers in their said resolution (of which, as well as of the aforementioned further order, we take the liberty to attach copies hereto) to be considered so fully urgent, for the conservation of ship, crew, and cargo, to have had to call at this corner, that under your Right Honorable Most Respected's favorable interpretation we could acquiesce therein. On the provision ship de Batavier, which had been laden from Batavia for this Government and which currently is still present here, besides the naval captain Jan Janse Laurits who commands the said vessel, there were found assigned, retaining their qualities and pay, and alongside their permitted baggage from the said Indian capital, the fellow naval captains Jan Arend Voltelen and Paulus Bast, very probably with the intention of the High Indian Government to provide the two said captains Voltelen and Bast, on account of a lack of room on the return ships that were immediately to depart from Batavia, with passage from here to the Fatherland on one of the return ships that would call at this corner. However, the said Captain Bast having died on the voyage hither, the aforementioned fellow captains Laurits and Voltelen, in their capacity as administrators over the onboard effects of the said vessel de Batavier left behind by the said Captain Bast, have addressed us by petition; and making known the purpose of the placement of the said Captain Bast on that vessel, namely to be able to find from here his further voyage home on one of the return ships, requested that such four chests of goods as are permitted by the regulations to homeward-bound servants of that rank, and which were found among the estate of the repeatedly mentioned Captain Bast—since the same, as was very well known to them and they also undertook to confirm by oath if necessary, had already been filled with his goods at Batavia, and that the branding of the same four chests had not been able to take place there only because it could not be known on which vessel the same would be placed here with their owner—might be branded here for the benefit of the surviving widow and heirs of the repeatedly mentioned Captain Bast and placed on one of the homeward-bound ships. Whereupon, having taken into consideration the aforementioned circumstances adduced by the petitioners, and particularly also that if no lack of room on the return ships at Batavia had prevented the said Captain Bast from being able to repatriate on one of the same, but he had on the contrary been placed on such a ship and had then died on the voyage hither, his aforementioned chests, which in such a case would also have already been branded at Batavia, would have had to remain inside the vessel on which he had found himself placed there; so we have deemed not to be able to turn down the aforementioned reasonable request of the petitioners, but, under your Right Honorable Most Respected's favorable interpretation, permitted that the aforementioned chests, after the petitioners shall have declared under oath that the goods contained therein truly belonged to the deceased, be branded and sent onward.

We have furthermore, subject to Your Honorable High Mighty's esteemed favorable interpretation, granted to the former Master of Equipage at Galle, Laurens de Sille, who is repatriating from Ceylon on the return ship 't Hof ter Linde, upon his request submitted here by petition, on account of the indisposition of his wife who is with him, caused by the fatigue suffered on the journey hither, that together with his said wife and further family accompanying him, he may remain here for some time until a further shipping opportunity arises. Whereby we shall also dutifully note that the outward-bound ships present here, Hoorn, the Leviathan, Voorschoten, Meerbestein and Pollux, as well as the provision ship the Batavier, are to be dispatched from here on the coming Saturday the 12th of this month to their destined ports in the Indies. When in the past year information had been received of the discovery made by the Surgeon Major of the Luxembourg Regiment in Ceylon, François de Lalis de Maraval, regarding the preparation of a mixture with vinegar, by which, when sprinkled in a room that is filled with contaminated air and foul vapors, such a room could be cleaned and purified of all that harmfulness as quickly as possible, we, understanding what a salutary benefit could be drawn from this, especially in the Hospital here, at that time immediately demanded a quantity of that mixture or Esprit de vinaigre antipestilentiel with the vinegar of Ceylon for the service of the Company's Hospital here, and have now received it with the aforementioned ship 't Hof ter Linde. However, since on the very same vessel the said Surgeon Major de Maraval was himself present as a passenger, and the undersigned governor thought he ought to make use of this opportunity to have the trials with the aforesaid vinegar conducted in the Hospital in his presence, in order to be closely informed of all the benefit that could be drawn therefrom for the Hospital, a commission was appointed by him for that purpose, consisting of the first and second Chief Surgeon of the Hospital here, as well as the Surgeon Major of the garrison and the Chief Surgeon of the Hospital in False Bay, who, after the execution of this commission, have reported that, upon examination by the said Surgeon de Maraval of the half leaguer of mixed vinegar received from Ceylon for that purpose, he had found that mixture no longer to possess the required qualities, but that the cask being for a large part ullaged, whether due to that ullage or due to other additional causes, much of the strength and spirit of the mixture had evaporated. That therefore the said Surgeon de Maraval, having taken from a bottle of Esprit de vinaigre antipestilentiel brought along by himself two spoonfuls, which he mixed into three bottles of vinegar from the said half leaguer, conducted the trial with these three bottles in the inner room of the Hospital, where the greatest stench and foul air were present, which room was filled with such an excessive stench that they, the commissioners, were thereby prevented from entering it, but that when the said Surgeon de Maraval went inside and poured out the three aforesaid prepared bottles within it, the stench was immediately so dispelled that one could no longer perceive anything of it, from everything that was still present in that room, so that the air inside, immediately after this application, was entirely purified. And since it appeared therefrom that the vinegar received from Ceylon had lost its required qualities for the intended effect, while the said Surgeon Major de Maraval showed himself inclined and ready, not only, if he could remain here while retaining his salary of 60 rixdollars a month, to fully communicate his discovered preparation of the vinegar spirit—which had been communicated in Ceylon—to the said Surgeon Major of the garrison, the Doctor of Medicine Hendrik le Lueur, under promise of provisional secrecy, but also to work alongside him and conduct further research into the extent to which that mixture can be more and more perfected by means of the aromatic plants with which this corner of the earth is particularly enriched, as well as whether also, and in what manner, a mixture of the beer or wine vinegar produced here with his prepared spirit can be brought to the same effect for which in Ceylon the vinegar from the coconut trees has until now solely been employed; where

Whereupon we have considered the invaluable importance to the Company of possessing a means to preserve the health of the crew through the purification of the air on the Company's ships, toward which end until now all possible attempts have been made with little success, but also especially the benefit to mankind in general and the inestimable advantage that can be brought to the Hospital here for the recovery of the sick, in order to purify the air in that house and in all rooms within the same from the contagion that arises in it mostly through epidemical diseases of all kinds from the ships arriving both from Europe and the Indies; and that once it shall have been found that the domestic vinegar can be used for this purpose with the same effect as that from Ceilon, subsequently the transport of the Ceilon vinegar can also be saved and economized. Since experience has taught all too clearly how the return ships of the second dispatch, or those that set course for Europe after the first of January from the Batavia Roads, from Point de Galle out of the Ganges, and from Canton, not seldom encounter severe storms and tempests near and around the Agulhas Bank on account of calling at one of the bays at the Cape of Good Hope, and according to the advice of seafaring experts these storms can be notably avoided if the Cape is bypassed: thus it is that the High Government of these lands, in accordance with the intention and desire of the Noble, Honorable, and Respected Lords Directors, hereby not only permits the commanders of the aforementioned vessels to sail past the Cape of Good Hope without Copy 961. without calling at any of the bays of that promontory, but even most expressly forbids them, except in case of inevitable necessity for the preservation of crew and ship, to seek any of these harbors anymore, but to set their courses according to the sailing orders accompanying this document for bypassing the repeatedly mentioned Cape of Good Hope, wherein it is especially to be observed for strict compliance that in tacking toward St. Helena one remains east or windward of that island, in order to avoid falling into the least uncertainty of being able to make it and, if necessary, call at it. Copy 964 Respectfully make known the undersigned Captains at Sea, Ian Iansz: Laurits, commanding the provision ship de batavier, and Ian Arnold Voltelen, appointed as second Captain on the said vessel, that the fellow Captain at Sea Paulus Bast having passed away on board on the 16th of January on the voyage hither, who together with the second petitioner had been placed on the said ship by the High Indian Government, retaining rank and salary and alongside their permitted baggage, in order that, due to the lack of space on the return ships about to depart from the Capital of the Indies, they might further continue their voyage home in the said capacity upon placement by this government on one of the return ships, the petitioners find themselves appointed by the last will executed by the said deceased Captain Bast as administrators Right Honorable Sir and Honorable Gentlemen. 3 1 72: 221251:17: 1 The undersigned, having been commissioned in writing by Your Right Honourable Sir to obtain precise information from the former Surgeon Major of the Luxembourg Regiment, Francois de Lalis de Maraval, currently present here on the return ship 't Hof ter Linde, regarding the use and application of such mixed vinegar, prepared for the expulsion of stench and noxious fumes, as was received from Ceylon with the said ship 't Hof ter Linde for this Government, and in the presence of the said Surgeon Major de Maraval to carry out the customary tests thereof, as well as to make a proper report in writing of the tests carried out and the manner in which the same took place, as well as the effect found thereby. Thus it is that, in dutiful execution of this said commission, the aforementioned Surgeon Major de Maraval first examined the half leaguer containing the aforementioned mixed vinegar received from Ceylon; but as he found that the mixture no longer possessed the required qualities, but that Right Honourable Sir To the Right Honourable Sir Cornelis Jacob van de Graaff Governor of the Cape of Good Hope and the Dependencies thereof, etc. etc. etc. 967. the cask was for a large part hollow, and whether due to that hollowness or to other accompanying causes, much of the strength or spirit of the mixture had evaporated. Therefore, the same Surgeon de Maraval took from a bottle of Esprit de vinaigre antipestilentiel, which he himself had brought along, two spoonfuls and mixed them into three bottles of vinegar from the aforementioned half leaguer, with which three bottles the test was conducted in the inner chamber of the Hospital designated for the natural evacuations of the sick, because the air there had to be filled with the worst stench, which room was also so foul-smelling that the undersigned were thereby deterred from stepping into it; but when the said Surgeon Major de Maraval went inside and poured out the three aforementioned bottles therein, the stench was immediately and entirely dispelled to such an extent that nothing more could be perceived of it, even from a multitude of the tubs that were in that room and were nearly all full, so that the air inside was found to be completely pure immediately after these applications. Hoping herewith, in view of the shortness of time, to have fulfilled Your Right Honourable Sir's esteemed intention, the undersigned submit this as a humble report. And that shortly after the receipt of this order, in February last, there arrived here Captain Nicolas Baudio, commanding the ship La Tepita, provided with a Spanish commission and also flying the Spanish flag. At which point in time there was present here, as Commissioner over this Government, the Honorable Mr. Boestes; so I had the honor to confer very circumstantially about this with the said Lord Commissioner, who was firmly of the opinion that our duty demanded that not the slightest connivance be used, but that we had to comply with the aforesaid orders of the High Government. And although I well foresaw that a step of that nature, under the present circumstances of the times, could be of very great consequence, I have therefore complied therewith, but in a polite manner, as we have had the honor by our ministerial letters to make a dutiful report thereof to Your High Mightinesses and also to request further orders concerning it. I had since been informed by the Commissioner of the French Navy, Percheron, that the aforementioned Spanish Captain had left a packet in the hands of Mr. Percheron to be delivered to the Spanish Ambassador, Le Comte Daranda in Paris, containing complaints about what had happened here to the Spanish flag. And speaking about it today with the mentioned Mr. Percheron, the same, in order if possible to prevent the disadvantageous consequences which this step might possibly have at this time, did me the favor, under promise of secrecy, to hand over that letter, with permission to transmit the same secretly to the Gentlemen of the Board, in order to be able to act with that letter according to their highest discretion; but if the Gentlemen of the Board should not see fit to make any use of the same, then respectfully to request to return that letter to the address of Mr. Percheron in Paris. Mr. Percheron having gone on board a French ship this evening to be permitted, with permission from his Court, to make a voyage to France. I, under respectful correction, thought that I should make use of this, and have therefore the honor respectfully to transmit herewith the oft-mentioned letter of the Spanish Captain to Your High Mightinesses, in order to be able to make such use of it as Your High Mightinesses shall judge to be best.
