Appeared before me, Ryne Johannes van der Riet, Sworn Clerk of the Castle of Good Hope, present the after-named witnesses, the soldier Hendrik Dreverman of Utrecht, stationed here in the Castle, of competent age, who, at the requisition of the Honorable Mr. Jacobus Johannes le Sueur, as in this matter expressly qualified by the Right Honorable Governor and the Honorable Council of Policy in loco to function in the office of Fiscal, declared it to be true: That the deponent, about 10 or 14 days ago now, without remembering the exact day or date, being present at the fifth point of this Castle, the fellow soldier stationed here named Koningswinter came up to him, asking the deponent whether he would go with him to Papendorp to drink a jug of beer there; which the deponent, although he had never had any social relations with the said Koningswinter before, agreed to. That three or four days thereafter, having gone with and at the request of the aforementioned Koningswinter to the beer house of a person commonly called Barentje, the deponent on that occasion met the sailor Willem Hinkel, who had lodged with the deponent at an inn in Amsterdam and was therefore well known to the deponent; which Hinkel was then wearing a pair of silver shoe and knee buckles, and while the deponent wished to buy those buckles from the aforesaid Hinkel, the aforementioned Koningswinter immediately offered to the deponent to buy the aforementioned pair of buckles from Hinkel and present them to the deponent; but the deponent, unable to fathom from what motive Koningswinter, who was under no obligation to the deponent, could be so generous, directly refused this, and only requested of Koningswinter that, as the deponent was not then in funds, he pay for those buckles to the aforementioned Hinkel for the deponent's account, since the deponent, who is a shoemaker by trade and was owed money by various persons for his work, would return those pennies to the aforesaid Koningswinter for them, if not all at once, then at least in two installments; and Koningswinter, having also bought those same buckles for 16 rixdollars and paid in Spanish dollars, subsequently handed those buckles to the deponent. That the deponent, some 5 or 6 days thereafter, having made known to the aforesaid Koningswinter that he would like to buy a watch for himself, Koningswinter answered the deponent that he had two watches and would gladly let the deponent have one of them; whereupon the deponent first proposed to him to have that watch examined by a watchmaker before buying it; to which end they both went to a certain watchmaker here named Tonius, and the best of them having been pointed out by him, the deponent immediately bought that same watch from him, Koningswinter, for 13 rixdollars, and paid him at once in guilders and daler pieces. The deponent further declares that during the time he has known him, he has never seen the aforesaid Koningswinter without money, and that on the very evening the said Koningswinter was taken into apprehension, while sitting with the soldiers Dooijewaard, Cramper, and Hendriks next to the lodgings of the Dragoons, he had seen Koningswinter walking not far from there, then busily counting out silver money. Finally, the deponent declared that he and his comrades were often mutually amazed at how the aforesaid Koningswinter might have come by the money with which he was daily provided in such generous abundance. Declaring nothing more, the deponent gives as reasons for his knowledge as stated above in the text, being ready at all times to confirm the same on oath. 1655 Copy Copy Today, the 23 February 1787 Appeared before me, Ryno Johannes van der Riet, sworn clerk at the Secretariat of Justice of the Castle of Good Hope, present the witnesses to be named hereinafter, Cornelis Dooyewaart and Fredrik Strampes, soldiers, together with the recruit Ary Hendrikse, all stationed at this Castle and of competent age, who, at the requisition of the Honorable Mr Jacobus Johannes le Sueur, as expressly qualified by the Honorable Council of Policy to perform the duties of the Fiscal Officer in this matter, declared it to be true: That when the appearers, together with the soldier Hendrik Dieverman, on last Monday towards evening were situated next to the Barracks of the Dragoons, and the soldier of this Castle named Koningswinter was just then walking back and forth before the house of the Honorable Secunde, they, the appearers, on that aforesaid occasion continually heard Koningswinter counting money, while he, Koningswinter, then still several times picked up some coins that had fallen to the ground each time he put his hands into his pocket, and shortly thereafter he went from that place towards the point. Declaring nothing more, the appearers gave as reasons for their knowledge as in the text, being prepared to further confirm the foregoing at all times with solemn oaths. Says: That the examined person, while he had the main guard on a certain morning at the opening of the gates of the Castle, went to the privy situated beside the patrol guard; that there, beside the railing, in a powder bag that was rolled up again in a bundle of old rags, he found a quantity of Spanish dollars, of which he gave a handful to a certain Koningswinter, who in the meantime had also come to the privy; that the examined person subsequently went to the main guard, after first having put that money into his grenade pouch; that subsequently, upon his arrival at the main guard, with the knowledge of the corporal, he went to his barracks and put that money away in his chest, without any of the soldiers being there having seen anything of it, as those people were sleeping then. What the examined person has done with it. Says: That after the lapse of a month he exchanged that money. Whether the examined person did not exchange the same, and to whom. Says: To the innkeeper living in the so-called King of Prussia. How much this was. Says: Two times 40 pieces and once 50 pieces of Spanish dollars to have exchanged to that man. The appearer testifying that when Koningswinter came to the said tavern of Barendse alone, he drank only a couple of jugs of beer, but when he brought company with him, he demanded as many as four to five jugs; as also that the appearer was present when Koningswinter gave to a certain Johanna Roelofse, living with the said Barendse, four ducats, as he said for clothing for her child. That the appearer, having answered to this that if he received 10 dollars for those buckles it would make no difference to him, the aforesaid soldier immediately offered to buy the buckles from the appearer and make a present of them to Dreverman; and that the said Dreverman, having refused to accept them for nothing, merely asked the soldier if he would pay for the buckles on his behalf, since, as he was to receive money shortly, he would pay him back those monies, if not at once, then in two installments; and that person then also handed over to the appearer 8 Spanish dollars, which the appearer accepted at 10 skillings apiece, and likewise delivered those same buckles to Dreverman in the appearer's presence.

1486 Secondly, accounts, which in those books present the artillery and ammunition goods, be brought into a main account, in order subsequently to continue under the designation of account of ammunition goods. That a competent person ought to be appointed, who, upon the formation of the new trade books of 1787/8 or as of the first of September next, shall keep the books of the artillery and ammunition goods separately from the ordinary trade books, whose duties will primarily consist of: 1. Keeping a journal, formed from the list of remaining balances of the said goods, with their amounts in money, and which will have to be continued by writing off monthly whatever is issued pursuant to the respective granted warrants, in order to be debited to the accounts to which those issues relate; as well as by taking in the ammunition goods that are successively delivered for the use of this government; of which issues and receipt he shall have to prepare a monthly specification, signed by the clerk of the warehouses for the true income and expenditures, and by the said bookkeeper for the conformity that the same specification must have with the books. 2. Keeping a ledger, into which all the entries that form the journal must be transferred specifically with their amounts in money. 3. Keeping a monthly account, wherein the amount of the ammunition goods that have been issued during the course of the month is properly shown; which account, signed by the bookkeeper, will have to be delivered to the undersigned head administrator, in order to be debited at the trade office to the respective expense accounts in favor of the account of ammunition goods. 4. Copying the said journal and ledger in order to be sent to Batavia among the secret papers, though as an appendix to the ordinary trade books. 5. Making a specific list of the remaining balances with their amounts in money, so as to be dispatched in such manner to the Netherlands, to show what the remaining ammunition goods consist of. 6. Handing over, at the expiration of each financial year, the kept books to the trade office, to the end of remaining filed there. 1487 Thirdly, it is above all necessary that the person who is to be appointed by Your Right Honourable Sirs, under the taking of the oath of secrecy, to keep those books, be assigned and provided with a suitable place or small room at the trade office which can be kept locked and separate from the ordinary clerks, in order to be able to perform all the work related thereto unobserved; all under the supervision and with communication of the trade bookkeeper, who shall be qualified and ordered by Your Right Honourable Sirs to keep an eye on the secret management of the books and papers appertaining thereto, and to take the same into safekeeping in his apartment in a separately locked cupboard to be placed there after its manufacture. Fourthly, it is no less necessary that, the aforesaid books being kept in the manner aforesaid, a secret committee be appointed annually at the closing thereof, to report the findings of the remaining balances to Your Right Honourable Sirs. However, notwithstanding all these salutary measures and precautions, it is nevertheless not practicable to keep secret the quantity of the ammunition goods brought here from time to time; since upon the arrival of the ships that carried the same, an extract from the invoice in which those goods are recorded must be delivered to the ship's authorities, and according to which the ordinary commissioners must regulate themselves upon the receipt thereof. In the same manner it stands with the issues of gunpowder and other war provisions which must be made to the Company's ships passing here, both for the firing of salutes and signal shots as well as otherwise; as the quantity thereof, according to an ancient order, must always be made known in the ship's expense accounts, which, confirmed by the signature of the respective commanders, subsequently both in the Netherlands and at Batavia and elsewhere in the Indies, and

That this request was made by the petitioner's brothers residing in the Netherlands on the basis of what he, the petitioner, had agreed with his brother, the former burgher councillor Ian Serrurier, who had repatriated from here, but that the petitioner's aforementioned brother misinterpreted his intention, though certainly with the best of intentions, limiting the purpose of the request to be made solely to the freedom, should he decide to repatriate, to then remit his assets to the Fatherland via the Company's treasury, but not definitively to solicit his discharge from the service of the Honorable Company and of the congregation, as he well knows he could always obtain such a discharge from Your Right Honorable and Honorable Worships, and never doubted he would obtain it whenever he respectfully insisted upon it; wherefore the petitioner, when some months ago a copy of the request presented on his behalf by his brothers to the High Ruling Lords Majores was sent to him, also took the liberty to immediately inform the Right Honorable Lord Governor thereof, and to declare without any reservation the embarrassment into which the first part of the request urged therein had brought him. That both the domestic circumstances of the petitioner and the currently prevailing scarcity of cash money in this colony, which does not allow for a grounded prospect of being able to collect his money invested here in order to remit it, even through legal means that ought to be carefully avoided, make it, if not entirely impossible, at least very difficult for the petitioner to take a firm resolution for the time being to repatriate. That, considering the high price of provisions at this place, which has increased greatly for some time, the petitioner, if he were to be deprived of his minister's salary, with his numerous family, would have to subsist very narrowly from his private means. The aforementioned obtained discharge, by which he believes he may assume that the High Ruling Lords Masters wished favorably to benefit him, would on the contrary serve as a burdensome impediment to him if he were to be considered within its terms. However, since the most highly mentioned Lords Majores, by the aforementioned resolution concerning the petitioner—which he acknowledges with the pure sentiments of a grateful heart—have pleased to show evidence of special favor and affection, and he therefore dares to flatter himself that the same, being further informed through the intervention of Your Right Honorable and Honorable Worships of the circumstances truthfully set down above by the petitioner, and thus taking into favorable consideration that what their Right Honorable Worships granted and allowed him as a favor would turn out to have precisely the opposite effect, entirely contrary to the true intention and purpose for him and his family; and furthermore, that although the petitioner, on account of advanced age and long years of service, could and might have requested his pension, yet out of a sense of the solemn obligation of his office, so long as his strength and capacity with the assistance of the Almighty in any way permit it, as he has been able to do without any interruption until now, he gladly wishes to continue to perform it as long as the indicated obstacles do not permit him to depart from these colonies, the petitioner believes he may flatter himself that the most highly mentioned Lords Majores will be favorably pleased to alter their revered disposition regarding the discharge granted in his respect so far, that the petitioner may once again continue in the service of the Honorable Company and consequently in his pastoral office here. other design than the whale fishery, as it was then understood to be best left for the time being to the order already given at that time by the Governor to the aforementioned burgher Laubscher, and subsequently communicated to the nearest burgher field cornet in those parts for his information, to allow no one from the ships that might arrive there to proceed inland, as well as to prevent any provisions from being brought to them, so that they might obtain nothing other than drinking water; and that furthermore, following the report thereof given to Your Right Honorable Excellencies by our humble letter of 24 April of this year, one should await the orders and instructions requested from your esteemed selves therein, as to how far or not the aforementioned fishery, so long as it might still be undertaken by foreigners outside the enclosed and occupied bays, should also be prevented in the future. However, since it could be inferred from the aforementioned report that they undertook the fishery inside the bay with the mentioned ship, which at least ought not to be permitted, and that communication also took place between the same and the inhabitants, from which diverse irregularities might arise, besides the fact that the report itself turned out to be very defective: we have therefore, on the proposal of the aforementioned Governor, thought best and consequently resolved, while awaiting the aforementioned venerated order and instructions of Your Right Honorable Excellencies, to dispatch a military officer with some men to the aforementioned bay at the earliest opportunity, and, for want of other lodging there, to have them take up their quarters at the house of the aforementioned burgher Jacobus Laubscher, to whom will then also be paid in fairness whatever shall be supplied by him in the way of victuals to the mentioned officer and men. And the said officer has thereby been instructed in writing that upon the arrival of any ship there, or also if the aforementioned ship should still remain in the mentioned bay, and any people from the same come ashore, the officer shall amicably warn them that they are not permitted to come to refresh themselves in the bay, much less to fish; that whenever they should desire any provisions or refreshment, they will have to betake themselves for that purpose to these Cape Roads or else to False Bay, further admonishing them to depart from the bay there as speedily as possible; however, that insofar as any ship arriving there, and having no intention toward the whale fishery, might have a lack of drinking water in order to be able to leave the bay again, the officer, under close supervision of the soldiers, shall only allow them to bring a few water casks ashore and fill them, and meanwhile cut off all communication by which, beyond that most necessary drinking water, they might be able to provide themselves with any of the least ship's provisions; that therefore the officer shall also first amicably notify them that they are not permitted to come ashore there, and if they should nevertheless attempt to do so, then to prevent the same, yet managing as much as possible with caution, so as to employ extreme force only in the last resort; and that the aforementioned officer shall finally report everything that occurs there to the Governor in the best practicable manner as speedily as possible. Noble and Stern Lord Cornelis Jacob van de Graaff, Governor of this Establishment, has been very falsely slandered as a chief ruler who did not shrink from using his administration to oppress the burgher residents of this Colony. A falsehood of which, for reasons that will become clearer below, no one from the entire burgher estate here could be held suspected, and which was also met here in general with detestation and indignation: because not only did the entire Cape community still have before them the clearest evidence to the contrary, but also the writer himself, even if such vile falsehoods had been supplied to him from here, and the purpose shining through them did not originate from his own bosom, could have taken a certain path to be informed of the truth concerning this in the most accurate manner in the future. However, having recently been brought to this place once again, the Hollandsche Historische Courant of 13 March of this year, one has had to encounter further evidence therein that that same vile pen, far from wishing to respect the truth, deliberately and entirely shamelessly continues in the opposite direction, and publicly disseminates new, scandalous, fabricated, absolute untruths to the denigration of the well-mentioned Lord van de Graaff. The accusations contained in this publication, which, if they were in accordance with the truth, would indeed bring very grievous burdens for the citizenry, have not only caused renewed pain to the undersigned Burgher Councillors, but have also been unanimously detested by everyone to whose knowledge they may have come. For just as no one in the entire expanse of this Colony is convinced otherwise than that the chief administration at this place, merely considered in the handling of those matters which previously belonged to it, was accompanied by difficulty and diligence, so too does everyone daily have the most evident proofs that the scope and the care of the same administration has since increased more and more and is still continually growing. For which reason it would also be much more in accordance with fairness, even if a Governor, through the conviction that it is not possible for him to handle and settle this or that matter with the required speed and accuracy, assigns the same to one or more of the subordinate officials, to acquiesce and submit therein; but since this is not done by the well-mentioned Lord Governor van de Graaff, except in matters that must necessarily be performed by others, it is nevertheless not his Honour's custom merely to be satisfied with that, without even personally examining and investigating everything further with the utmost possible accuracy. Indeed, it can be said with complete confidence that the well-mentioned Lord Governor van de Graaff, entirely contrary to an arbitrary authority of which one seeks by deduction to make his Honour suspected, extends his care and attention to the very least matters that continually occur, which must cause a continuous busyness. Whereby his Honour (Saturdays and the days of the meeting of the Council here excepted) daily applies himself to the general audience, which mostly lasts from eight o'clock in the morning until twelve o'clock noon, when access to his person is refused to no one, yes, not even to a slave: the manner in which this hearing has been granted for some time in a closed room and still takes place (which hearing has nevertheless been very ill-interpreted as serving a princely display, since it is entirely untrue that it was accompanied by the stated apparatus) being precisely suited to give the opportunity to many of the inhabitants, who might otherwise arouse suspicion by asking for a private audience, to lay open their deepest secrets to his Honour in complete intimacy. the slightest idea has arisen, nor can any suspicion have been created by the initial conclusion, as if His Honour would have engaged himself in any trade, the keeping of a lodging house, or whatever private enterprise might be undertaken to make a profit, much less that anyone would ever have heard that His Honour is a partner in keeping a general lodging house for foreign nations, since such a lodging house has not even existed here, and all foreigners arriving at this place enjoy complete freedom to take lodgings and to have their affairs conducted by and through whichever of the inhabitants they choose, while moreover the English do not specifically keep their lodgings, or conduct their affairs by and with the two persons who are named in the newspaper as being associated for that purpose with the aforementioned Lord Governor; and also those persons themselves have never yet lodged any Frenchmen, the untruthfulness of that fiction being made even clearer by the fact that the widow of the late Burgher Councillor Petrus Johannes de Wit continues as before, both in the possession of the house which was alleged to have been projected for that lodging house, and in the few affairs that she has been accustomed to conduct. The undersigned Burgher Councillors, therefore exceedingly sensitive to the insult and slander inflicted upon the aforementioned Lord Governor van de Graaff by the writer of the noted passage in the aforementioned newspaper, would have contented themselves with a certain foresight that this writer would be sufficiently belied by the public knowledge that everyone possesses of the absolute untruths of his positions; yet they have since considered that perhaps, if this villainous writer continues, as he indicates his intention to do, to make public the falsehoods invented by him, some doubt might arise among Your Right Noble High Mightinesses as to whether, of all those accusations, some might not be more or less founded on the truth, and that if this were not to be redressed, very disadvantageous impressions and perceptions against their Chief Ruler might nonetheless be brought about among the community, which is easily inclined to give some credit to matters that are made public through the press, through which consequences that writer might then also finally see rendered customary, and 1512 1510. and rendered fruitless those efforts which the aforementioned Lord Governor van de Graaff employs to revive trust among those members of this colony who have found themselves divided by the presented and currently largely undecided grievances of the burghers.
