To the Right Honorable, Highly Esteemed Gentlemen. of that vessel; the private flute-ship de Goede Verwagting, in accordance with the counsel provided in our aforementioned humble letters of the 11th of September, being loaded with wheat, wines, and other goods for Batavia, has today also been dispatched in order to depart thither with the first favorable opportunity. In our aforementioned advisory letter of the 27th of September, Your Right Honorable, Highly Esteemed were informed of the report received here via the North American vessel the Light Horse: that of two of our Company's ships having lain at Mauritius, one of them, presumably the Ceylon return ship de Paarl, had already departed from there in the month of May; and that the other, which was ascertained to be the ship de Draak, likewise returning from Ceylon, alongside the National warship the Princes Louisa, was likewise to depart from there at the beginning of the now-passed month of October. Afterward, upon the arrival here of the French private ship l'Auguste, which had sailed from the aforementioned island of Mauritius on the 23rd of August, the aforementioned news was further and reliably confirmed, namely that the ship de Paarl had already sailed from there in the month of May, and was to be followed in October by the ships the Princes Louisa and the Draak. While it has further come to our knowledge in particular that the Commander of the aforementioned convoy, Sir Arthur Phillip, who in the last war commanded a ship of 64 guns in the Indies, has been chosen as Governor of the Colony for the establishment of which the said convoy is dispatched, His Honor being also accompanied by a lieutenant governor; that Botany Bay, situated at the South Latitude of 34 to 35 degrees on New Holland, is destined for the founding of this Colony; and likewise that 200 troops, intended to serve for the garrisoning of the aforementioned bay, are on board those ships, alongside 700 rascals who, together with a very large number of embarked bad women, shall serve as colonists; and that they have furthermore provided themselves with everything that must serve for this enterprise. Of which particulars that have come to our knowledge, we have deemed it our duty not to fail in giving a dutiful report to Your Right Honorable, Highly Esteemed. In the return ship de Draak or other return ships, there will presumably be found as much space as is necessary to be able to send the aforementioned coffee beans to the fatherland. We, the undersigned, have therefore qualified Head Administrator Johannes Isaac Rhenius to purchase from the said Mr. Schuler the aforementioned coffee beans, or as much more of them as might otherwise be obtained, at the aforementioned price of 7 stivers per pound, to be paid in Spanish dollars. In accordance with which, the purchase of 654 bales, making together a net total of 64,422 pounds of Bourbon coffee beans at 7 stivers per pound, having been effected, the same are to be sent to the fatherland by the first occurring convenient opportunity. In the shipment of the said coffee beans, special care shall be taken, in conformity with the instruction given in the aforementioned requisition, to leave them in the mats in which they were brought here, while we hope that this our action will meet with Your Right Honorable Esteemed approval. To the Right Honorable, Highly Esteemed Gentlemen. That now already for two consecutive years, a very small quantity of wines had been exported to that country, and most wine farmers had a large stock of wines, which, because of the present low prices, they could not sell without great detriment to themselves, while on the other hand the wine merchants here, on account of having no sufficient prospect of a strong market, were held back from purchasing a large stock of wines in order to sell them off again subsequently. With the request that it might be granted to him, van den Berg, to charter the said flute ship de Goede Verwagting, in order to load the same on his account with Cape wines on the return voyage to the fatherland, and that furthermore it might be permitted to him, the petitioner, to sail over in person, together with his son, on the said flute ship itself to the Netherlands, as well as that he in this his undertaking might subsequently... To the Right Honorable, Highly Esteemed Gentlemen. ...was found to be too general for any decision to be made upon it without further information. That Your Right Honorable Honors having likewise proposed some points and demanded a report from here upon them, the same points were dutifully answered in a submissive letter of 1 March 1779, although this matter subsequently remained unsettled, apparently caused by the representations made since then on behalf of the Cape burghers to Your Right Honorable Honors, which concerned the state of this Colony. That however, instead of a permission such as the aforementioned to send wines on freight to Europe, which would principally have served to afford the inhabitants an opportunity whereby they might unburden themselves of their surplus products, Your Right Honorable Honors, by a letter written by the Chamber of Zeeland on Your highest qualification under date of 28 July 1785, left this government the freedom to purchase on the Company's account the surplus products of the land, of which one could not unburden oneself either for the Company's establishment or through trade with foreign nations, on such a footing as the aforementioned highly venerated orders more fully contain. Yet that thereupon, by a submissive letter of 19 April 1786, it was very reverently shown to Your Right Honorable Honors the lack of warehouses and cooperage that prevails here, whereby one was rendered unable to make the inhabitants enjoy the said most gracious disposition, in particular with regard to the wines, for as long as one should not be provided for that purpose with a sufficient quantity of cooperage and also with the necessary warehouses. That although concerning the warehouses one might perhaps be able to provide for that until further opportunity by renting the same from private individuals, nevertheless the lack of the required cooperage has not yet been remedied, whereby one thus until now remains entirely unable to purchase on the Company's account those surplus wines of which the wine farmers would now gladly wish to unburden themselves, on the abovementioned footing established by Your Right Honorable Honors. And that it is thus very much to be apprehended that in the present circumstances of money scarcity, now that such an abundance of wines is found, before the approaching new harvest of that product, the lack of cooperage will also prevent the wine farmers from gathering the greater part of their wines. The additional lack of opportunity to market the stock on hand would give rise to very deplorable consequences for this Colony, which will certainly bring about a harmful effect on the revenues of the Honorable Company. To prevent which, one finds oneself obliged to use all possible precautions, the more so since Your Right Honorable Honors, always having the growth and prosperity of this Colony in view, have been pleased to permit the aforementioned permitted outlet for the country's products not so much to gain a private advantage for the Honorable Company, as to render the trade in the products of this country lasting, in a manner that can least burden the Company. To the Right Honorable, Highly Esteemed Gentlemen. That the Government, out of consideration of the same, and finding itself thereby impelled, although without having obtained specific authorization to permit the sending of wine on freight, proceeded to grant a means by which at least a good portion of the abundant products might be exported, in such manner that this, without precedent for the future, remaining fully deferred to their High Mightinesses as an extraordinary favor tending thereto, all means and precautions that could serve to prevent the detriment of the Honorable Company, both in this case and for the future. After consideration of all this, we have proposed to the aforesaid van den Berg the following well-considered conditions, solely upon which footing, and without deviating from it in the least, to enter into his request made, in so far as the skipper of the abovementioned ship de Goede Verwagting—having already on 10 October past, pursuant to the charter party, received written declaratory orders to proceed on the voyage to Batavia with that vessel after its discharging—would by no means object to submitting himself to the further orders for its return, and upon which conditions the frequently mentioned van den Berg would be obliged to declare himself at the earliest, namely: That to the petitioner could not be granted to charter the ship de Goede Verwagting, but rather, as the same stood on charter to the Honorable Company, to load that ship with as many wines on freight as he should be inclined and that vessel could conveniently carry. That since it was of the highest importance to the Honorable Company and the Colony that no bad wines be sent from here to the Netherlands, whereby that principal product of this country could fall into a bad reputation, the petitioner should be bound to have all wines which he should wish to ship, after the same should have been prepared and gauged for shipment, tasted and examined by commissioners from the Council of Justice, in order to furnish an accurate report thereof, containing not only the varieties of wines, but also the numbers or marks of the casks in which the same shall have been put. That among the wines which the same should transport, those of Constantia should not be included, as these, if discovered, would be confiscated everywhere for the benefit of the Honorable Company without any form of trial. While the aforesaid commissioners should also be allowed and obliged to reject from shipment all such wines as they should not judge fit to be sent to the Fatherland. That also no other goods should be loaded into the said ship on behalf of the petitioner than only the aforesaid wines, likewise on pain of immediate confiscation, in the manner just mentioned; and that, if the petitioner might be inclined to load any other products of this country beyond the frequently mentioned wines into the aforesaid vessel, the same should have to make further request and declaration for that purpose. That of the wines as well as other products to be further permitted, loaded by the petitioner into the ship, a proper specific declaration should have to be made to the Government here, in order to cause the necessary invoices and bills of lading to be drawn up thereof, to be signed by the skipper. That the wines and further products to be further agreed upon should be loaded here at the expense of the petitioner, and also discharged in the Netherlands, the latter if and when it might seem good to Your Right Honorable, and in all cases such as the orders of the Company require. That the said wines and other products that might yet be added thereto, having thus been loaded into the ship for the account of the petitioner, upon arriving in the Netherlands, should also be stored in the Company's warehouses, to be sold for his profit at the first convenient opportunity; and that the petitioner should have to submit himself in that regard to such arrangements as Your Right Honorable should see fit to devise, both regarding the recognition fee which they would be pleased to deduct on account of the sale, and in the manner of payment. That also for the freight of the wines to be loaded by the petitioner, and further products to be added, there should be deducted by the Honorable Company from the proceeds thereof such an amount as Your Right Honorable should understand and determine ought, in proportion to the return voyage of the ship, to be suffered and borne on that cargo in freight monies, interest, average, and primage, which according to the charter party have been agreed to the shipowners or freighters of the ship. To the General Chartered Dutch East India Company, representing the presiding Assembly of the Seventeen in Amsterdam. Right Honorable, highly Esteemed, highly Commanding Lords, The Lord Governor General and the Council of the Indies, in their letter dated 20 October 1786 written to this Government, addressed to me in particular Section 534, containing: "Regarding the fortifications, we shall send to Governor van de Graaff a copied set of the plans received from Malacca for the strengthening of the Castle and of Fort Franquera, with the plans and profiles amended thereon by Captain Engineer E: F: Reijmer, alongside the reports belonging thereto, as well as of the Ceylon fortification works, in order to act therewith in accordance with the qualification and the approval of the Lords Majores etc." accompanied by an extract from the dispatch written from the illustrious Assembly of the 17 to the Governor General and Council of the Indies at Batavia, dated 5 November 1785, containing among other matters: "For the first-mentioned of the aforesaid purposes, in case Your Honors thought yourselves unable sufficiently to rely on the proposals and reports that may have been made to Your Honors regarding the construction or improvement of those fortifications, Your Honors might send the completed plans to Governor van de Graaff, with instructions to send them to Us after having examined and considered them, appending such remarks as he should deem necessary." Along with these honored orders, there were at the same time forwarded to me by the aforementioned High Government, sealed in waxed cloth upon a roll, several projects for the improvement of the fortification works of Gale, of the fortress of Trinconomale, and of Oostenburg, together with some memoranda relating thereto; however, these documents were so damp and so far decayed that I could barely make use of them. Furthermore, those plans themselves were not very suitable for being able to form proper projects upon them. From Malacca, nor of Fort Franquera, have I received any plans or other papers. Yet, some time thereafter, I received directly from the Ceylon Government some of those plans, particularly of Colombo, which were quite satisfactory, likewise accompanied by the highly honored orders contained in the aforementioned Resolution of Your Right Honorable Lords dated 5 November 1785. The Lord Governor of Ceylon requested of me in particular, in his letter accompanying the aforesaid projects, that I send my assessment, and especially regarding the strengthening of the fortress of Colombo, as soon as practicable and also directly to His Honor, so that he might be enabled to ascertain therefrom such improvements as ought to be made to those fortifications without loss of time, and thus prevent any repairs to the old works or any renewals from being undertaken which might later become useless through alterations made to those works, and thus prevent the expenses incurred for them from being spent in vain. Therefore, in order to comply best, most satisfactorily, and with the greatest speed with the purpose and the most honoring orders of Your Right Honorable Lords to me, I have first of all completed the projects of Colombo to the best of my knowledge and ability. However, should my labor in this regard be of any service, I thought I should not merely limit myself to a bare critique of those projects, as they appeared to me susceptible of much improvement, without adding thereto such other projects as I believed would be better and more satisfactory. On that footing I have then prepared with all speed the aforesaid projects for the fortress of Colombo in various ways, and a short time after I had received the Ceylon papers relating thereto, already in the month of May last, dispatched them to the Government of Ceylon under the secret Company papers with the Company ship the Leviathan, commanded by Captain Visser, requesting to use those documents and attached projects for further consideration.

to make such use of them in satisfaction of Your Right Honourable orders as the said Government should deem necessary to best fulfill the orders of Your Right Honourable. It has been utterly impossible for me, Right Honourable Gentlemen, to have duplicates made of all those plans and projects, in order to be able to submit them to Your Right Honourable as well. I have only the honour to enclose herewith the duplicate of a Memorandum, which I, in the form of a letter, dispatched at that time to the Government of Ceylon with the aforesaid plans and maps, to serve for the evaluation of the aforesaid projects for Colombo sent to me, and to support the projects further formulated by me thereupon; in the hope that I shall thereby have complied with the pleasure and the purpose of Your Right Honourable; and with which I may flatter myself all the more from the content of a Dispatch from the Gentlemen Directors at the Chamber of Zeeland, dated August 1786 (which, however, was only brought here a few days ago by the ship de Vreede, Capt. Ketel), containing orders to evaluate the projects for the fortification of Gale prepared in the Indies and sent back hither from Zeeland, and then to forward the said documents directly to the Indies with the addition of those considerations. Furthermore, in order to fulfill Your Right Honourable respected orders to the best of my ability, I have examined with all attentiveness the projects formulated for the fortification of Gale, of Trinconomale, and of the fortress Oostenburg, and sent to me for that purpose by the High Government of Batavia. A few days ago the ship de Vreede, Capt. Ketel, arrived here, with which I again have the honour to receive a dispatch from the Gentlemen Directors at the chamber of Zeeland, dated 24 August of the past year 1786, whereto they have attached an Extract of Your Right Honourable Resolution taken at the Spring Meeting of that same year, containing an order for me and the Director of Fortifications Gilquin to examine further the projects sent over therewith for the fortification of Gale. I shall also dutifully give notice of these various activities of mine to the High Government at Batavia, and have the honour likewise to transmit copies of those documents to them. I have furthermore, alongside those documents, again appended a Memorandum serving for the elucidation of those projects, and a covering letter to the Governor of Ceylon, of which Memorandum and letter I have the honour herewith to submit respectfully the duplicates to Your Right Honourable. Yet, it appeared to me, Right Honourable Gentlemen, that the said projects were entirely inadequate; thus I found myself again obliged, if I were to be of any use in this matter, to prepare other projects for those strongholds as well; which documents, consisting of nine different plans, I then made ready and already dispatched directly again to the Government of Ceylon in mid-August last, via the ship de Vlugge Trek-Vogel, Capt. and with all my heart to serve usefully; that people depict and expose me and my administration in the public newspapers before the eyes of the entire world: how a godforsaken slanderer, setting aside the account he must one day give of his actions, and the duties of love that the Deity commands him to observe toward his fellow man, dares to defame me in my office and person with the most atrocious lies, and thereby, if possible, to deprive me of the protection of my Masters by painting me in their eyes as so hateful and so contemptible; to cause me to lose the trust and esteem of the people at whose head Your Right Honorable Worships have honored me to place myself; and thus to render my labor, and all the good I already flattered myself to have done and still hope to do with all possible zeal and fidelity, entirely fruitless. I feel very well, Right Honorable Worshipful Sirs, that God be thanked, no one yet accuses me of such unheard-of conduct other than some of the newspaper writers, and that these libel writers can essentially achieve nothing. These considerations have indeed held me back somewhat from doing anything in defense of my honor, which has been so greatly violated in public. But I also feel to my sorrow what a disadvantageous influence this will naturally have on the common people among these folk. 48. Which subsequently resulted in the two Burgher Councilors, who are also members of the Council of Justice, Messrs. Smuts and Meijer, having been commissioned for that purpose by the Burgher Councilors, handing over to me two letters, in original and duplicate, addressed to Your Right Honorable Excellencies, with the request to transmit the same at a convenient opportunity to the Netherlands among the Company's papers. The originals of these dispatches I have already addressed a few days ago via the ship de Jonge Frank, Captain Veer, under cover to the First Advocate of the Honorable East India Company, with the humble request to submit the same to the Lord Directors at the first meeting of the 17. I dare to hold myself fully assured, then, that Your Right Honorable Excellencies will see from this whether it is true, as the writer states in the Historische Courant of the date 13 March of this year, that a gruesome political system has been introduced here and is immediately practiced to arbitrarily disadvantage the burghers in their trades and livelihoods, and to treat them violently. Confidently relying on this in that respect, I shall therefore not justify myself regarding the slander imputed to me concerning my treatment of the burghers, but leave my defense to the upright burghers of the Cape, being assured that I could never obtain a better defense than from those whom I am accused of treating offensively and poorly. With respect to Captain Steijn, I had to request a further explanation from Colonel Gordon, namely, for what reasons His Right Honorable Severity did not like Mr. Steijn remaining equerry after he had become Captain-Lieutenant, which that gentleman was likewise very willing to provide me by a written statement in his own hand, and the original of which I have the honor to enclose herewith. And, since in that piece I have strived, as far as was within my power, to set out distinctly to Your Right Honorable Lordships the principles upon which this proposed plan of defence of mine is grounded, and what System I deemed necessary to adopt in that regard; and thus to be permitted to recommend to Your Right Honorable Lordships to have the same plan executed in its entirety, the sooner the better, I shall, for the sake of brevity, take the liberty to refer respectfully to the Memorial itself. Alongside this aforesaid Memorial is attached: 1st A general Map of the Situation, which piece is entirely new, and through which, if I dare flatter myself, a complete idea of the very particular situation of this Corner of the earth can be obtained. 51 principally where one can anchor with heavy ships, accurately indicated, and written upon it what kinds of bottom are found there, as well as in which places, both in that Bay itself and off the roadstead of Robben Eijland, the anchorages, and where, outside the same, the rocky or foul grounds are found. This document must serve principally in this regard, so that, upon reading the aforementioned Memorandum, one can trace upon it the various positions which can be taken by an enemy fleet in that Bay relative to the placement of our Coast Batteries along Paarden Eiland, on the Roadstead off Robben Eiland, and also further from there along the entire Eastern shore on this side. The soundings were taken by Captain at Sea Duminij with all attention, and mostly all from fixed, determined points indicated on that map, so that the same can always be found again very easily by seafarers at all times along that bearing. And, since Your Right Honorable Lords have ordered this Government to have the aforementioned Bay, as well as the roadstead and anchorages off Robben Eiland, sounded anew, the undersigned Governor very respectfully requests that this document may provisionally serve at the same time in fulfillment of those Orders: as what the seafarer needs for his instruction can easily be extracted from that plan, and whatever concerns the defense system can be omitted in the copies. Yet I may not pass over, in accordance with my oath and duty, to Your Right Honorable Lords, with all respect, yet also with that frankness and resoluteness which befits a faithful servant, laying open once more to Your Right Honorable Lords that the state of the defense system of the Caab, both with regard to the Fortifications, with regard to the supply of ammunition of war, the present footing of the garrison, and with regard to the artillery, is very weak, and absolutely in no posture of a proper and so much to be desired Defense. to humbly request and pray Your Right Noble Worships, by virtue of office and duty, to employ everything possible to establish the necessary orders without loss of time, and to provide against it. All that I have dared to take upon myself—after having consulted each time the thoughts of the Head of the Militia, Colonel Gordon, and of the Director of Fortifications, Colonel Gilquin, for the purpose of executing and improving such works that could bear no delay—I have each time made known in Council and proposed; and one is also constantly and zealously busy executing the same works. Just as I have now also further, with that same consultation, proposed in Council, pending the deliberations of Your Right Noble Worships as to what Your High Mightinesses will see fit to be done in the future regarding the fortifications, nevertheless not to lose any time: that as soon as the old Envelope lying around the citadel shall be repaired and put in order, so as to be able to make use of it if necessary, the two projected Bastions, situated between the Castle and the foot of the Duivelsberg, marked on the Topographical map and named there Coehoorn and Gordon, provisionally be taken in hand and built—as well as to alter the defective Battery Chavonnes and bring it into better condition without loss of time. I have dared to do this with all the more boldness, because, whatever system one may adopt for the fortification of the Cape, or whatever alteration one might see fit to have made in place of my projected works, one will always, and thus in all cases, have to entrench this most advantageous position for our army in time, as well as to deprive the enemy of that dangerous ground for attacking the Castle, and to prevent them for as long as possible from establishing themselves there—even if provisionally only the two aforesaid Bastions are built there; and if, as some military men are of opinion, it is judged better to construct a continuous and closed Line there, such can always be done very easily. The aforesaid two Bastions are moreover also projected in such a manner that they will be of complete utility, both for the defense of the works around the Castle as they currently are, and later, if it should be approved, for my proposal to lay a new, regular Envelope around it. What mutually can be done from the side of the sea for the defense of this Establishment, whether by some warships here or if a Dutch fleet should then happen to be in our bays, I have intentionally not spoken of, since this will depend on so many circumstances, and also for the most part on the opinion and pleasure of whoever might then command the sea, but rather deemed it best to leave such to the time and circumstance in which one will then find oneself. That the appearing lady, having therefore seen and learned with the utmost astonishment what appears in the Hollandsche Historiesche Courant of 13 March of this year regarding these matters, and which in every way tends to render the aforementioned Lord Governor suspected in public of conduct in no way becoming his Right Honorable; the appearing lady can, in good conscience, declare, and also does declare, that all the allegations in the said newspaper regarding the supplies, the purchase of the appearing lady's house, the keeping of lodgings, and the entering into a partnership relative to the aforementioned Lord requester, even in the most extreme sense and meaning, are completely false and untrue. And as it was not feasible for me, if I wished to be of use, to leave it at merely some remarks on those projects, I have, putting aside my own manifold work, employed all the time that I could possibly find in these days to get my ideas on this matter down on paper. And while your son, the Junior Merchant A. Sb: van de Graaff, who is a good mathematician, was present here at the moment, I also explained my ideas to him verbally and requested him to make them known to Your Honour. I shall then further briefly give Your Honour hereby, as far as time permits me, some further general elucidation. On the plan returned herewith, No 1, I have drawn and indicated, hatched in dark black colour, what alterations I believe could be made to the main enceinte of Colombo with great advantage to that fortress. Your Honour will see that by making breaks in the curtains, I have obtained very spacious flanks and well-directed lines of fire for the defence of the faces and moats of the bastions. And I dare flatter myself that, if it is possible to alter the main enceinte in this manner, that fortress thereby From the plan annexed hereto, No 2, Your Honour will see what advantage I have derived from that outwork situated along the sea. I have also altered the projected Bastion Brielle on Map No. 1, and to the projected lines along the camp of the Malays and Batenburg, I have given somewhat of a different direction, whereby from the shoulder of Bastion Brielle, at letter H, a perpendicular fire is obtained past side A B, and also up to past side B [illegible]. By the alteration in line C B and D E, one can also place two or three pieces of cannon at letter [illegible], which provides a fairly direct fire along side D [illegible]. I do not know whether one can extend so far onto those rocks in the sea, as I have never seen the situation, and one would obtain a considerable strength. The low face and flank before Bastion Middelburg, which part one might call a portion of a faussebraye, ought in my opinion to be removed and entirely suppressed. I disapprove of drawing that faussebraye to the main enceinte and making it into a main rampart, because the polygon between the Bastions Middelburg and Rotterdam would thereby be ruined, and because Bastion Middelburg, as I have altered it, will thereby become a royal bastion. will 62 will thus have to conform to the local terrain; the rest concerning the levelling and the circular battery around Zeeburg, I cannot but approve. On Bastion Enkhuizen, in the aforementioned project coloured in black, I have only altered the flanks; however, since such necessary alterations must be made to the main enceinte there, it will be preferable to transform the aforementioned Bastion Enkhuizen according to the lines indicated with red dots and coloured in yellow, whereby this bastion will then likewise become fairly spacious and royal. I well perceive that these alterations are rather notable, even though a large part of the present main enceinte of that fortress remains, and thus that money and time are required for it. But the concept thereof being approved, one can organize the work accordingly from time to time, and make a start with it against the principal fronts of attack, which I consider to be on the polygons Middelburg and Rotterdam, and Delft and Hoorn. Before I proceed further, I cannot fail to remark that I was struck by the present defective and weak state of Colombo, as is most clearly demonstrated from your letter and from the memorandum of Tornbauer and Kuhn. And in the second place, I have strengthened the fortress with ravelins and counterguards, which works are thus separated from one another. It is meanwhile certain that the main enceinte along the sea must also be completed, brought into a better construction, and properly closed, as was evidently demonstrated from the memorandum sent over to me. This point having been dealt with thus far, I have endeavoured to construct such outworks before the main enceinte as I thought to be most advantageous. On Plan No 2 Your Honour will be able to see my ideas concerning this. I have presented the same in two parts, namely: 1st. On the polygon between Middelburg and Rotterdam, by laying before it a contiguous envelope, which can likewise be constructed, with some modification, for the polygon between Rotterdam and Hoorn, and Hoorn and Delft. Here the question arises, what is preferable: in order to gain time, to bring the main enceinte into a good state of defence first, or in the first place to construct new outworks before it, if one cannot undertake both simultaneously regarding the principal points. 63 The contiguous envelope has the advantage that communication is unimpeded and that the troops can act more effectively in defense, but also the disadvantage that once the enemy has captured a part of the envelope, it will be difficult to retain that same envelope partially, whereas according to the second plan, the enemy cannot possibly establish a lodgment on the couvre-faces without being master of the ravelin, and in order to make the breach in the bastion, the enemy must place his batteries on the couvre-face, which must be undertaken under the fire of the collateral flanks of the capital and of both flanks of the ravelins, and furthermore, his communication on these works must always be more difficult. Your Honor will see from the direction of the lines of fire which I have given to the flanks of the ravelins or demi-lunes, that it depends entirely on the construction to obtain not an obstructed dispersion, but perpendicular lines of fire from the flanks for the defense of the couvre-faces. In this construction, I have narrowed the excessively wide ditches before the curtain as much as possible for me. One can therefore choose which of the two systems is preferable. The rest in this regard will best be seen from the drawings themselves. In front of these works I have designed a covered way with places d'armes, in which a fairly good direction of fire is obtained, especially for the polygons reinforced by a ravelin and couvre-faces. I have reinforced the covered way partly by a glacis and partly by a glacis-coupé. I believe that the glacis-coupé is preferable here because it better preserves a large part of the low ground. And in my view, one should, if possible, improve the low ground before the works as an inundation, and if the excavated earth can serve to make or build up the fortification, at least shortly before the glacis or glacis-coupé, it will be advantageous to deepen the same there to such an extent that those deepened places come to be below the surface of the sea. On a separate sheet marked No 3, containing two polygons between the bastions Middelburg, Rotterdam, and Rotterdam and Hoorn, I have proposed some other ideas as well, whereby a different construction was given to the contiguous envelope, as Your Honor will see in the part situated in front of the left face of Middelburg. The work placed in front of the re-entrant between Middelburg and Rotterdam certainly contains some advantages, and through the orillon of that work one obtains a very advantageous fire into the covered way, 64 as well as a couple of even more concealed pieces of cannon at a. The alteration to the capital likewise pleases me very well. Furthermore, in front of the envelope, or the further outworks mentioned here, I have designed lunettes, whereby very advantageous directions of fire are obtained upon the enemy attacks, and whereby the covered way can be supported and defended very advantageously. One should recall what resistance the enemy encountered in capturing the covered way and the lunettes during the recent siege of Bergen op Zoom. How the ditches in front of these lunettes and also the communication with the covered way are constructed will be easily observed by the engineer. The direction of fire in the covered way is thereby very advantageously obtained. I give Your Honor all these ideas not to necessitate following the entire project precisely, which may perhaps have to be partially omitted on account of the extensive work and also on account of the costs, but, let it be said without presumption, so that they may also serve as a guideline in other cases, by taking from them whatever one shall judge best according to local circumstances. Furthermore, there is enclosed herewith under No 4 a sketch or project for the profiles for the aforementioned plans I, II, III, regarding which I will only note the following: that if one suppresses the aforementioned faussebraye, the revetment of the capital of the bastion Middelburg must become deeper. The command heights, as Your Honor will see, are taken at 6 feet for each work, whereby one can always fire from the embrasures to be cut in the rear work over the forward one, without those works being exposed much thereby. Your Honor will also see from these profiles that the small walls on the cordon in the projects sent to me must be omitted, in order to be able to cut the embrasures in due course without then having to remove them. The crests of the parapets are taken precisely 7 feet above the terreplein, and the small walls placed on the interior of the parapet are arranged in these profiles in such a manner that when the banquette is dug away for the placement of cannon and the embrasures are cut there, their top edge is elevated precisely 3 feet above the terreplein, over which one can thus fire with the ordinary carriage or truck-carriage, if well constructed. Lack of time did not permit me to bring the profiles to scale in their true proportions; but I have quoted the heights, breadths, and thicknesses, which will be enough for the expert to make the necessary use thereof and to make such alterations as will be required by the situation of the adjacent terrain. I flatter myself that the plans, and what I have said here, with the verbal Upon further reflection, it has occurred to me that one will do best to give somewhat more breadth to the aforesaid outworks, in order to obtain more ease to act with the troops. I have greatly admired Your Honour's writing with respect to these projects, and Your Honour has thought very correctly regarding the various memorials and projects of these works submitted to Your Honour from time to time by various persons. If the body of the place, as has been said before, were improved, and if good ravelins or demi-lunes and a covered way with a glacis or glacis coupé were laid before it, one could certainly consider Colombo to have been brought into a good state of defence; yet that the counterguards would provide better coverage for the body of the place, an increase of defence, and greater difficulties for an enemy in establishing his batteries, in ruining the flanks of the body of the place, and in making breaches in their faces, and thus that the defence would be considerably augmented thereby, is undeniable. I know that Your Honour possesses several authors who can give much insight regarding the utility of counterguards and other parts of a fortress, which I advise Your Honour to consult on this matter. 66 In answer to the question contained in Your Honour's aforementioned letter, namely: whether parapets raised solely of earth are preferable to those revetted with a wall, it should be stated that one ought never to place masonry in those places that are exposed to the enemy's fire, since experience has long taught that the splinters of stones can do infinitely more harm than the artillery. Thus, on such parts, one will have to omit the masonry work and bear the expense of more annual maintenance. In answer to what Your Honour asks concerning the carriages for firing over the parapet, it should be stated that several experts, recognizing the advantages thereof, have worked upon this. But in my view, they are always very large machines, which are thereby greatly exposed to the enemy's fire, and the repair of which in time of need is difficult and almost impossible. It is true that by means of those carriages, those who serve the cannon are covered a part of the time by the parapet. But when they must load, they must expose themselves very much thereto; the cannon is much more difficult to load, and I consider in general a battery provided with that sort of carriages to be almost as exposed as a battery à barbette, which, in my judgment, are mostly disadvantageous for coastal batteries. However, when a battery lies high elevated above the surface of the sea, they can possibly produce a better effect, because one is more restricted in the embrasures; yet it matters greatly that the embrasures be cut with judgment, and that the fire be directed toward such places as can be determined with certainty, where the enemy will anchor or post himself to conduct his attacks. The 5th volume of Montalembert, which I enclose herewith, will give Your Honour very much elucidation when consulting it on that article. I also send Your Honour herewith a model of the coastal carriages for firing over the parapet, such as we received here, with more or less difference, from Isle de France during the late war. As soon as it is at all possible for me, I shall communicate to Your Honour, according to my best judgment, my ideas for the strengthening of Gale, Trinconomale and Oostenburg. But Your Honour may please to know that regarding the profiles and the direction of some lines of those works, it is impossible to determine them well without a perfect knowledge of the locality. Yet I nevertheless think that, without further local knowledge than that which I can obtain from the topographical maps sent to me, I find myself in a position to trace something better than what I have seen of it from the plans, and I shall send the same to Your Honour at the first opportunity. With singular pleasure I have seen, from the secret papers entrusted to me by Your Honour, the requisition which Your Honour has already made regarding the heavy ammunition of war and the gunpowder. I send Your Honour herewith a statement containing a basis or plan upon which I have had formed a requisition, both for artillery and other ammunition of war required for this Government, which document may possibly still be of some service to Your Honour as a guideline; and do not forget, Worthy Brother, that in order to obtain a good effect from it, good artillery officers and a good number of well-trained artillerymen are required. It is indeed lamentable that this point has fallen so very much into oblivion among us. I cannot even find the time to satisfy this important point quickly enough for the post entrusted to me. Regarding the powder magazines, I must further remark: That in peacetime, spacious powder magazines, where the gunpowder can lie dry, are necessary. However, in times of a siege, it is ill-advised to keep much gunpowder placed together. One must therefore, either under the ramparts or in other places suitable for the purpose, construct in good time small powder cellars in which more or less between 10 to 15 thousand lbs. can be stored. By a good choice of location for these small magazines, one will also, at the most exposed posts, always have powder at hand, whereby the artillery will be served more expeditiously and one will have fewer accidents to fear in time of siege. For lack of similar storage places, one would even have to make use of some cellars of the dwellings, and have the same provided on top with manure and earth, etc. The powder magazine that is projected in one of the bastions must be omitted for that reason. I need not remark here that the blowing up of such a magazine would not only bring about the important loss of the gunpowder, but that thereby the entire bastion itself would be ruined and thus the fortress would be laid open. From some of the profiles sent over to me, I see that the engineer gentlemen also have projects to construct some subterranean works for counter-mines. This is a separate study that requires much skill, and no less to make good use of it in due time. Thus may Your Honour please look into this point seriously, all the more because this will cause many expenses and a tedious work. That an important advantage is certainly to be drawn from this defence is known to everyone, and it were to be wished that some good, skilled miners were sent out for the various departments.
