and humility to make known. That the petitioner, having been engaged in the year 1773 by the government here as a soldier at the pen in the service of the Honorable Company, and having since been promoted successively to assistant and bookkeeper, was in anno 1785 appointed shopkeeper and lastly in the past year, through Your Right Honorable High Mightinesses' favor and goodness, junior merchant. That the petitioner, thus having had the honor of serving the Company for the period of fourteen consecutive years, and having at the same time had the good fortune in his aforementioned services constantly to give good satisfaction to his respective masters, as he has experienced the clearest proofs thereof, firstly, by having his request for obtaining the aforementioned capacity and salary of junior merchant most favorably submitted to Your Right Honorable High Mightinesses, and subsequently having also seen himself appointed on 19 September 1786 as express commissioner of the musters of the crews on the Company's ships, whereby in the civil branch he obtained rank next to the youngest titular merchant, the petitioner had flattered himself with the reasonable hope that through all this the foundation for his further fortune would have been laid. However, Your Right Honorable High Mightinesses' ruling having recently been conveyed to the government, whereby the Lutherans in this government are henceforth excluded from the colleges of policy and justice, this has had for him that painful consequence that he, since in his views concerning certain points of faith he happens to harmonize more with the Lutheran doctrine than with that of the predominant church, has been judged to fall under the terms where Your Right Honorable High Mightinesses' aforementioned orders also applied to him, and consequently has not only immediately had to undergo the mortification of being passed over and placed behind a junior servant at the promotion which was to take place in the last-mentioned council as a consequence of Your Right Honorable High Mightinesses' aforementioned arrangement, although in his above-mentioned capacity as commissioner of the muster he was first in line to enter as a member of the Council of Justice, with the most unpleasant prospect of having to endure this same fate again and again at future vacancies, but at the same time also of seeing entirely extinguished the aforementioned and encouraging prospect of being able to advance further in his turn, according to his seniority in the service, to the superior ranks in the Company's service; unless Your Right Honorable High Mightinesses' aforementioned orders might receive a further favorable interpretation in favor of the petitioner. That the petitioner, in order to obtain such a more favorable interpretation, having addressed himself to the government here, requesting that in case, at the filling of the posts which pursuant to the aforementioned orders were to become vacant in the Council of Justice, there might be promoted to members of that college servants who followed after him in seniority and rank, one would also grant to him, as has otherwise indeed been practiced in this government in extraordinary cases and circumstances like these, the title of merchant, with rank next to that member of the said Council of Justice whom he would have followed had he been able and allowed to obtain a seat immediately in his turn; this indeed did not have the desired effect, since it was judged by the government that such a favor, in the case of the petitioner, could and must solely emanate from Your Right Honorable High Mightinesses yourselves, and consequently, as stated above, they proceeded effectively to the appointment of a junior servant; but that he was nevertheless permitted, for the aforementioned purpose, to dispatch a humble petition among the Company's papers to Your Right Honorable High Mightinesses, with the promise that the same would again be supported with favorable recommendations. Since the petitioner cannot fail to take advantage eagerly of this disposition so flattering to him, he uses in all respect the liberty to bring to Your Right Honorable High Mightinesses' attention herewith: That his great-grandfather Oloff Bergh, after having previously served the Honorable Company for many years with praise in the conquest of the island of Ceilon and the Mallabaar, was sent to this government by Your Right Honorable High Mightinesses in anno 1695 as head of the militia with a seat on the Political Council, and in that post again gave so much satisfaction that Your Right Honorable High Mightinesses, when through old age and bodily infirmities he had become unable to perform his services any further, not only discharged him in the most honorable manner, but also allowed him to retain his full salary until his death. That his grandfather Marthinus Bergh also had the honor, for the period of more than thirty consecutive years, of holding various honorable posts in the Company's service, and among them, since the year 1738, that of merchant and fellow member of the government. That his father Oloff Martini Bergh likewise performed his services for the Honorable Company for about fifty consecutive years in the most arduous offices, especially as member and secretary of the Political Council, with so much zeal and

Patria application, that through the constant performance of the duties of this weighty post of his life, as is generally known, he was not only unable to have almost any enjoyment in the world, but as the confusion in which his domestic affairs were found after his death, and still remain, provides a striking proof thereof, also had to sacrifice it entirely to the service of the Company. And whereas the petitioner's ancestors have thus not only served Your Noble High Mightinesses to their utmost capacity since the founding of this Colony, but that they also, after passing through the lower classes, have had the honour of helping to direct this government for nearly a century as members of the Government, in a manner that, as the most authentic proofs thereof are at hand, has enjoyed the approval of their respective rulers. And consequently it would be extremely hard for him, indeed unhappy in the fullest sense, that he alone, for the sake of a religion which his aforementioned ancestors always knew how to combine so well with the essential interest of Your Noble High Mightinesses and the prosperity and flourishing of this Colony, should be condemned to see himself suddenly halted in the course of his fortune, and successively superseded by all the younger servants, although at present in case of upcoming vacancies, provided he possesses the required competence, being the next entitled to the vacant offices. That the petitioner himself has also continuously shown himself untiring, through zeal and fidelity in, as well as devotion to the Company's service, to make himself worthy of Your Noble High Mightinesses' favour and kindnesses. The petitioner, being the next entitled to offices, most humbly requests Your Noble High Mightinesses, in consideration of the above-alleged reasons, and in order thereby to remove the aforementioned obstacles in the advancement of his fortune, not only to be graciously pleased to grant him the title of Merchant, with rank next to that member in the Council of Justice of this Government who, if the petitioner had obtained his seat in the said Body according to his seniority, would have preceded him, in order thereby to be able to rise further in his turn according to his capacities to such superior posts as he may in time make himself worthy of, but also most favourably to instruct the Government that the petitioner may aspire to, and consequently also be entitled to, all such higher ranks on the aforementioned footing as are established in the service in this Government. That also the bad weather that said ship experienced on the 23rd between 17 and 18 degrees latitude and 92 degrees longitude, as appears from the account in the journals, the loss of rigging, a strained ship in which they had 11 feet of water in that terrible weather, were reasons that inevitably forced and compelled the said officers to choose the nearest harbour, which at that time was Port Louis on the island of Mauritius. That subsequently on her further voyage from there to this place, notwithstanding the repairs in Port Louis, at the slightest rough sea the leakage reappeared, so that they continually had to use 3 pumps and sometimes the main pump to keep the ship clear. That the continuous storms and head-winds on the Agulhas Bank in the worst season with such a damaged ship, scurvy raging among the crew, scarcity of provisions, and the resulting feared despondency of the men, are unavoidable reasons that compelled them to run into Rio de la Goa. Patria Thenius officers have urged them to enter the bay of Rio de la Pa. Subsequently, we inspected the cargo as carefully as possible and as far as we could view it from above, and found several bales of cinnamon and other goods heavily damaged, it being impossible for us without discharging the cargo to give any report on its true condition, damage, or decay. As also, and as far as we have now been able to trace it from the bottom, although the parts fit together again when lying still, we nevertheless found several knees broken, and those we could see almost all displaced, and the bolts worked loose, just as the transom beam is also displaced by 1/2 to 2 inches. Furthermore, the repairs done to the said vessel on Mauritius consist of the following points: namely, the holes that were cut in the decks made tight; as well as where the mast fell through, new chocks and washboards under the galley; completely new covering boards from forward to the poop; new railings on the quarterdeck and poop; new sheer strakes and mouldings in the topsides; a new galley; 2 knees under the quarterdeck and 2 at the stem; a new bulkhead before the poop. Twixt-deck battens between the chocks and washboards, new sills in some ports, the ports repaired, a new large knee in the after compartment, a beam against the transom beam for the ends of the deck planks, some shifts of timber in the deck in the gunner's room, new carlings for the locker hatch, 2 keys to the broken beams in the hold, all three steps of the masts renewed, casings for the mast and the royal pump, some pieces put into the limber boards and new filling planks, as well as new pieces and bulkheads between decks. Outboard, three new wales and pieces inserted in some places, new counter planks on the starboard side, also the gallery on the said side renewed, a new moulding on the transom, bolts driven on both sides aft and into the wales, on both sides aft up to the tie on the lower wales, and forward some pieces in the sheathing, new bellows, a half-new standard, and a new dummy post in the rudder, 2 new rudder pintles, new and large main chainplates with knees, lead laid everywhere in the waterways, and the entire ship caulked and payed above water and inboard, new cat-bolts and putting-bolts, and in the arms of the knees of the wales chainplate bolts driven, finally new topgallant cross-trees and caps in the tops, all this being according to the statement of the ship's officers. Furthermore, we take the liberty to report to Your Most Honorable Sir the information obtained from the officers regarding the damages and circumstances in which the said vessel has found herself at sea since her rebuilding in Port Louis, namely on the voyage from there to this place. That the ship, rolling 4 to 5 inches from side to side, works out of her fastenings; with pitching the after part of the ship gives way heavily; that the ends of the wales in some places deviated by 1 inch through working; likewise that the ship then deviates 1 inch on either side of her stem, the waterways out of their rabbets, and almost all the hooks loose; that, lying in Rio de la Pa, they discovered under the nail sheathing in the cheek of the bow 2 planks completely loose; that through rolling, the bolts along the entire starboard and port side worked out by 1/2 inch. That at sea in bad weather, with 3 ordinary ship's pumps and the royal pump, they could barely keep the ship free of water, and in good weather always had to use 2 pumps, yes, even now lying still here in the roadstead in a twenty-four-hour period they pumped out 18 to 19 inches of water 15 to 16 times. Yet since we are unable, without a complete discharge, to report to Your Most Honorable Sir on all the defects likely still to be found, as 348 well as — Patria Thenius also the manner in which they could best be repaired, and also whether the said ship de Paarl could thereby be put in a state to put to sea again with confidence, we must nevertheless conclude from the context of the above-mentioned information with the greatest probability that, if there is a possibility to repair the said vessel in Saldanha Bay and to make her fit for the carriage of a cargo, she will have to undergo such an extensive repair as equals or exceeds the present value of that vessel; also, the required timber for such a rebuilding is not available here and would first have to be ordered from the Netherlands; yet even if it were available, with the small number of shipwrights, even if all other work stood still, and with the shortage that might result from it if any of the homeward-bound ships should arrive here with defects, a dreadful amount of time would be required for it: in which intermediate time the Company could have long enjoyed the profits from the cargo of the said ship; likewise it is to be feared that, when the upper works were ready, the lower hull might be half-devoured by the shipworm rampant here. Bestaande voorts de reparatie aan gem. bodem op Mauritius gedaan in de volgende poincten, als den gaten die in de dekken gekopt zyn, degt ge¬ maakt, als ook daar de mast is doorgevallen nieuwe Clossen, en water borden onder de Combuijs geheele nieuwe potdeksels van vooren tot aan de Campanje, nieuwe leunings op 't halfdeken Campante, nieuwe hellings en lysten in de ver„ duinings, een nieuwe Combues 2 kniën onder 't halfdek en 2 aan de voorsteeven, een nieuw schot voor de Companje Tusschen deks tengels tusschen de klossen en waterborden, nieuwe - drumpels in eenige ponrten de ponrten gerepareerd, een nieuwe grote knie in 't agterhok eeen balk teegen de hekbalk voor de en den der dekplanken, eenige steekken in't dek in de Constapelskamer, nieuwe scheerstokken voor het scherppats luyk 2 sleutels aan de gebroke balken in 't ruim, alle drie de sporen van de masten vernieuwd kokers von de mast en de pomp ropal eenige stukken in de buckdelling gezet en nieuwen vullings planken, zoo ook nieuwe stukken en schotten tusschen deks. No. 9 Today, the 29th of November 1787, appeared before me, Rijno Johannes van der Riet, sworn clerk at the Secretariat of Justice of the Castle of Good Hope, acting as notary, in the presence of the undersigned witnesses: the master commanding the private ship de Vreede, the valiant Thijs Ketel, who, at the requisition of those whom it may concern, declared: That he, the appearer, pursuant to the charter contract made for his aforesaid vessel de Vreede by the Right Noble and Grand Venerable Directors of the General Dutch Chartered East India Company with its owners on the 9th of January of the past year 1786, being destined for this government, and subsequently from here to Batavia, had already on the 12th of the past month of November presented himself to the Right Noble and Stern Governor here, and made known that, as he had already purchased the required provisions and other necessities for his further voyage to Batavia, his ship was consequently ready to undertake the journey to that capital; but that he, the appearer, having received in response from His most mentioned Right Noble and Stern Honor that one might possibly be placed in the necessity of sending him, the appearer, back to the fatherland with the cargo of the ship de Paarl, which had in the meantime arrived here, he, the appearer, had thus also remained waiting here in the roadstead until the 27th of the mentioned month of November, when there was delivered to the appearer a written declaration from this government, containing the order to navigate back from here to the Fatherland with the cargo of the aforesaid vessel de Paarl; That, however much he, the appearer, was also bound and obligated according to his charter party to comply in all respects strictly with the orders of the government of this place, he, the appearer, nevertheless, both because his vessel was directly destined for Batavia and because of the substantial costs he had already been obliged to incur here for undertaking that voyage, found himself in the unavoidable necessity of respectfully, yet at the same time in the most solemn and effective manner, protesting, as he, the appearer, does hereby, for himself and in the name of his owners, insurers, or of all those who might consider having any interest therein, against the aforesaid arrangements, his determined return, against all damages, costs, and otherwise, which he, the appearer, his owners, or any other interested parties might come to suffer thereby, and even against all consequences and attachments thereof directly or indirectly resulting therefrom; with the reservation to be able, both for himself and his said owners, insurers, or other interested parties, to act and proceed in this regard as they shall be advised to be in accordance with their interests. To the Highly Honorable, nominated as Junior Merchant. That on the 29th of April 1783, at the Trade Office, in place of the late father of the undersigned, Johannes Fredrik Kirsten, the eldest clerk or assistant then serving at the said office, Casparus van Eerten, was promoted to transfer officer and was approved in that office by Your Most Honorable Excellencies on the 15th of May 1783 with the rank and salary of Junior Merchant; just as the shopkeeper Egbertus Bergh, who was appointed to the function on the 13th of July 1785, was confirmed on the 28th of December 1784. Thus, the undersigned alone having hitherto been deprived of that rank, takes the liberty, with the prior knowledge of the Government, to address Your Most Honorable Excellencies anew by respectful petition, in order, just like the above-cited persons, to be favored with the rank and salary of Junior Merchant. The undersigned also has the honor hereby very humbly to present to Your Most Honorable Excellencies a copy of an extract of a memorandum dated 6 July 1756, according to which, in determining the offices of Junior Merchant functions of this Government, the private secretary as well as the pay transfer officer were established among that number. Humbly requesting at the same time that it may please Your Most Honorable Excellencies, in consideration of his many years of service as well as his having already been employed for seven years in the positions of private secretary and pay transfer officer, and fully 19 months earlier than the earliest of his fellow applicants who obtained approval on their petitions, in the public offices of this Government, to allow the salary to take effect from the time that his first petition was presented to Your Most Honorable Excellencies. That upon inspection of the cargo, as appears from the declaration concerning it, it had been found that the water had stood more than ten feet in the middle of the ship above the ceiling, whereby all the saltpetre had melted, and the coffee beans were totally burnt black and spoiled; about two hundred bales of cinnamon, some more and others less damaged; all the linen packs, except for sixty-two packs, soaked through and through with mud, as well as forty-two bales of cotton yarn and various bales of cardamom, also a good quantity of the pepper totally spoiled; while upon taking up the limbers it was discovered that they were filled to the top with pepper, which was likewise spoiled, and since during the storm at sea, as stated, much pepper had already gotten into the pumps, and had thus been pumped out together with the water, it had therefore been very difficult to ascertain how much of that grain had been lost as well as spoiled. That they, the officers, for their further discharge and better accountability regarding the cargo, having requested the aforesaid Captain of the national ship the Princes Louise, the Lord Count of Rechteren, likewise to take a view thereof and make an examination, the condition of the cargo had also been found by the said Lord Captain in the same manner as they, the officers, have just reported, and whereof an attestation had been granted by that Captain. That they, the officers, furthermore, in the circumstances into which their vessel under command, the Paarl, had been brought by the storm suffered, with the loss of the main and mizzen masts and several other spars with the rigging, as well as the damage sustained to the hull of the ship itself, to repair all of which at Mauritius, principally for lack of heavy spars for masts, was impossible; had therefore considered it to be the best expedient for the interest of the Honorable Company, and in order to bring the ship again so far into condition that the remaining cargo could be transported hither, to purchase a ship belonging to private owners that had run aground there, named the David, with tackle and apparel according to the inventory thereof, in order to take from the same the masts with the rigging and all that might further be needed for the repair and restoration of the ship the Paarl, and afterwards to resell the hull, since the owners of this ship had not been willing to agree to the sale of the spars in any other manner. That subsequently, with the assistance of carpenters and crew, both on behalf of the French government at Mauritius aforesaid and of the naval vessel De Princes Louise, the repairs to the ship De Paarl were pursued with all possible speed, that vessel at the end of the month of March was again brought into a condition to take in cargo, with which a start was made on 2 April and, being continued daily, the ship lay already ready to sail on the 13th following to leave the roadstead of Port Louis, and since the crew of that vessel during the lay days there had become too greatly weakened, both by mortality and desertion, they the officers were therefore assisted from the aforementioned naval vessel De Princes Louise with 20 seafaring men to make the voyage hither, for such wages as those men were in service for with the State. That having departed from Mauritius on 15 April under prayers for the Lord's protection against new disasters and misfortunes, and having turned the prow towards this corner, after one had now and then had to endure some heavy weather, 365 the ship was finally overtaken on 15 May by a heavy storm from the west, which continuing daily from the NNW to SW, the body and filling seams of the ship had opened up again due to the heavy working, and thus caused leakage in the hold, which however had been provided for as much as possible. That on the 22nd of the said month of May, in a heavy squall accompanied by lightning and fierce claps of thunder, lightning had struck into the ship along the mainmast up to two times, however without any other dangerous effect than that one of the bands of the mainmast was knocked off, the mast itself as well as the top of the main topgallant mast were somewhat damaged, and one had been obliged to douse the lingering foul-smelling vapors and smoke between decks everywhere with water. That the stormy weather with high running seas still continued to persist, whereby the ship worked so dreadfully that the entire side, as it were, rolled back and forth, and the decks rose and sank down again, so that the foremast seemed to go backward and forward and the stern was quite weak, and the leakage increasing daily more and more, such that besides three pumps that constantly had to be kept going, the royal pump also had to be put to work, for which reason one could not without cause be fearful of new disasters, as the crew was moreover afflicted by scurvy and was completely exhausted by working day and night, they the officers therefore for all these reasons had first resolved, in case they were not yet below Mossel Bay, to put into that same bay. However, that this had not been possible, and one having already fallen below Mossel Bay, as the ship due to its weakness could no longer lie to against the high seas, and there was little prospect of reaching False Bay, and that also the provisions of water, victuals, and rations, through the so unfortunate and adverse voyage, were consumed down to just a little remaining, 366 and that the state of the sky and the weather indicated nothing other than the surest signs of storms from the NNW, and one was thus placed in uncertainty as to how long one might perhaps still struggle at sea with a weak, leaky ship and an exhausted crew, before one could obtain an opportunity to sail to one or another safe harbor under the Honourable Company's jurisdiction, they the officers therefore, for all these cited reasons, for the preservation of ship, cargo, and souls, took the decision on 8 June to bear away for Rio de la Goa, in order to be able to caulk the ship there as much as possible and to provide themselves with the necessary and lacking provisions. That pursuant thereto, having steered forward to the bay of Rio de la Goa, one had come to anchor there in the river on 30 June, and one had thereupon made a beginning with caulking and repairing the ship outside and inside board, as well as providing themselves with the necessary provisions, water, and firewood, whereupon they the officers departed from there again on 12 October, and having reached open sea on the 18th ditto following, arrived on 12 November last under Robben Island, and on the 18th following from there arrived here in this Cape roadstead. Which departed successively on the 31st October, 4th, 7th, and 12th November from the Batavia roadstead. — And on the aforementioned 22nd of this month there also appeared here the ship Avenhorn, sent by the Gentlemen of the High Indian Government at Batavia to transport goods and provisions, with 6 deceased and 5 disabled persons, which departed from India's capital on the 4th November. — There being on the same as passengers the Colonel Commandant, Colonel, and the Captain appointed as Second Major of the Luxembourg Regiment stationed in garrison at Ceylon, De Hugonet, de Bas, and La Roche, in order to be able to depart from here further to Europe on one of the ships of their own or other nations, pursuant to a resolution of the High Indian Government, together with a European domestic servant to go along to Europe. To the Most Noble, Highly Honorable Lord The private Dutch ship Geertruijda, mentioned in the postscript of our aforementioned most recent respectful letter, having arrived on the 13th of this month of January from Dassen Island at this Cape anchorage, the chartered private ships Eijken Linde and Susanna likewise arrived here safely, both on that same date and subsequently on the 20th of the same month. The last-mentioned vessel brought to this place the remaining troops of the First Battalion of Wurtenberg. After their disembarkation, all necessary preparations were immediately made to put this vessel likewise in a state of readiness as soon as possible, in order to convey the remaining troops of the Regiment of Meuron—the largest part consisting of 800 to 900 men being slated to be dispatched from here to Ceylon in the beginning of the coming month of February with the previously arrived ships Josephus de Tweede, the Vrouw Johanna, the Driegebroeders, and the Fortuijn—likewise thither. We recently received a letter from the Lord Viscount de Soullao and Notair de Narbonne, Governor and Intendant at Isle de France, dated the 17th of October of last year, in which they request, since the wheat harvest there was completely ruined due to the excessive drought that had prevailed on the island of Bourbon this year, and they were thus brought into the same circumstance that was experienced here through the crop failure in the preceding year 1786, that Monsieur Troublet, who conducts the affairs of the French nation here after the departure of Commissioner Percheron, was instructed to request of this government the necessary assistance of 600,000 lbs of wheat, or otherwise to lend him a helping hand in the efforts that would be made by the said Monsieur Troublet to procure the requested quantity from the private inhabitants here. Having deliberated on the contents of the aforementioned letter in our meeting of the 11th of December last, it was considered that, while on the one hand, the assistance received in the year 1786 from the aforementioned French government during the extreme shortage of bread then prevailing here did not permit withholding from the same government, under similar circumstances as they now faced there, such relief as could be provided to it from here; yet on the other hand, due to the uncertainty as to how far the new harvest then at hand would serve to fill the required stock in the Company's warehouses, to supply the Indies, and to feed the inhabitants, without exposing ourselves most imprudently to hardship or a new shortage, it was by no means possible to calculate whether the entire quantity requested in the aforementioned letter could be spared. However, as the aforementioned Monsieur Troublet verbally insisted, a determination regarding this necessarily had to be made, so that the said government might not vainly employ a ship or ships to this place for that purpose, which they might otherwise send elsewhere for that end. Wherefore, by rescript and as far as necessary based on the aforementioned circumstances, we informed the repeated government that we could not make a firm commitment regarding the requested quantity of wheat beyond approximately half thereof, or 1,500 mudden, which will then also be delivered from the Company's warehouses here to the ship or vessel designated for that purpose; and that further, upon obtaining a sufficient supply for this, we shall additionally try to supply the remainder from the Company's warehouses, or else facilitate a purchase from private individuals by which the entire quantity may be furnished. Hoping therefore that we have acted in this matter in accordance with the respected intention of your Most Noble High Honor, we furthermore take the liberty of sending to the same an authenticated copy of the aforementioned letter from the French Ministers alongside this. In our previous humble letter of the 23rd of August last, we, among other things, also brought to the knowledge of your Most Noble High Honor the outcome of the proceedings held against four soldiers stationed at this Castle, who had made themselves suspected of the theft of the missing money chest from the ship the Arend. 394 my loyalty and love for the Fatherland, and of my desire to promote the prosperity and welfare of the Honourable Company. However, Right Honourable and Most Respected Gentlemen! Since this fundamental principle alone governed my former actions, and I proceeded directly from it when I was most strongly convinced by experience that a disorder existed both in the garrison service and within the artillery, which could not but be extremely detrimental to the defence of this place—and having unceasingly fixed my attention on that which was necessary for the improvement thereof, I found myself led to the necessity of effecting this improvement as quickly as possible—I could therefore not learn, without grief and sorrow, of the displeasure which the direct appointments made to that end have caused Your Right Honourable and Most Respected. The principle and the zeal by which I found myself led thereto, I hope and pray may be sufficient to obtain an excuse in this regard from Your Right Honourable and Most Respected. All the more so, since I, as sincerely as becomes a servant towards his Lords and Masters, solemnly declare hereby to have had no other intention than to pursue the approval of Your Right Honourable and Most Respected, and that I shall therefore in future carefully avoid that which I have found could serve to the contrary; just as I, in observing this duty, took the lead before the remaining Members of the Council, in order to respond immediately with them to the disapproval which was received from Your Right Honourable and Most Respected regarding the appointments made. Meanwhile, because through the successive French and English newspapers received here, which extend until about the end of the past month of September, one was informed that the movements and strong preparations at sea, which had arisen among some foreign Powers with regard to the state of the Republic, caused one to fear an adverse outcome for Peace, this has, especially with regard to this place, caused no small concern to me; experience having taught how one, even before having received the news of a rupture of the peace, can be surprised here by the enemy. By which considerations I also found removed the fear that had crept over me of allowing anything to remain of that which had been disapproved by Your Right Honourable Worships, and which might otherwise have given rise to any notion as if I dared to undertake to resist Your Worships' orders and pleasure. Since, in order to avoid the aforementioned most detrimental disorders at an entirely uncertain juncture, I found it most strictly necessary to let the said functions continue for some time longer, until one shall have been informed with certainty through further news that the course of affairs in Europe shall have caused all fear of a breach of the peace to disappear again; I have had to take it upon myself to persuade the disapproved and also as such regarded Grand Major von Bonstetten, Major Blumer, and Commissary of the Storehouses Rutz, to proceed in their said functions, without further enjoyment of any salaries or emoluments provisionally assigned to them, for as long as their respective ordinary duties as Captains in the Garrison and Lieutenant of the Artillery shall make necessary by the aforementioned circumstances. Having in this manner obtained this from the said officers, they thus continue provisionally, while their said offices are in reality considered abolished due to the discontinued revenues, for the preservation of good order in the garrison service and in the Artillery; which dutiful precaution I thus confidently trust will be regarded by Your Right Honourable Worships as conforming to the trust which Your Worships are pleased to place in me, and that you will yourselves provide therein in due time. to keep, or cause to be bred, as are strictly required for the household and the establishment of the Governor, as I now find myself very graciously benefited by Your Right Honorable Worships; I have also renounced the benefit which, according to the third Article of my aforementioned Memorial, was enjoyed by the Governor from the corn and the barley of the Company's outposts, in order to have whatever those same posts shall produce thereof in the future brought into its magazines for the benefit of the Company, and from it only to have supplied the necessary fodder for the horses that a Governor must keep. The aforementioned outposts being generally capable of being regarded from this as of little use to a Governor, the lack of that little would nevertheless burden him greatly, because he would not be able to arrange to have the small number of cattle and horses that he must keep stay on the places of some private individuals except by expending great costs and simultaneously putting himself under obligation to others. The posts of Rietvaleij serve him for the grazing of the milk cows, the Ganze Kraal and 't Visschershok for the remaining number of cattle for his household, and the Buffeljachts Rivier for obtaining and supplying his necessary horses, at which posts the Company's horses and cattle are also kept at the same time. This small lack thus being bound to be of much importance to a Governor in his household, it would result in a disadvantage of further consequence for the Company, should it be judged that these and the other outposts could be sold at very good prices, as is entirely not impossible, in order to relieve it of the expenses required for their maintenance. For not only would it thereby find itself deprived of the opportunity to keep any cattle and horses itself any longer, which must serve for various duties, since all places that are even slightly suitable for this have already been granted out; but moreover it would also in that respect be made entirely dependent on the inhabitants, from whom one would be obliged, for the labor that must be performed on the Company's behalf with oxen and horses, to rent these animals each time, or, in the case of continuous works which one has to perform with their help, to contract this out to them. This would even prove very difficult to obtain, or indeed entirely impossible, because every farmer prefers to use his draft animals himself for agriculture or other livelihoods rather than to rent them out. The maintenance of the frequently mentioned outposts is thus not only necessary for this, but moreover also to preserve the Company's dominion everywhere. For if one or another expedition inland should have to take place, it would, if the aforementioned posts had been disposed of, be very troublesome, if not impossible, to have what is necessary for it prepared by any of the farmers, and the readiest means for such expeditions, such as oxen, horses, and wagons, would also be entirely lacking, so that it would be up to the farmer to grant his for that purpose or not, who nevertheless can always find pretexts to excuse himself from it or to demand exorbitant payments; which in many cases, and particularly also, as has happened repeatedly, when some assistance must be brought over land to the Company's ships here or there along these coasts, can result in great hindrance and inconvenience.

These being the reasons for which the Outposts must necessarily be maintained, and why I would also never dare to propose, much less advise, to dispose of them on the Company's behalf, only the Post in the Houteniqua land, as is the intention, can be abolished, and the place given out on loan or sold, once the domestic timber is first obtained from the Plettenbergs Baaij, to serve both for the Company's wagons and otherwise, for which this last-mentioned post has otherwise been maintained until now. There is currently in the said bay already a considerable quantity of timber and other wood prepared and delivered by the inhabitants, so that it is to be wished that obtaining the requested vessels may enable this Government to have it collected from there, as well as the wheat being delivered from the Mosselbaaij, and thereby make some profit for the Company. The utility and advantage to the Company in maintaining the remaining Outposts being thus situated in the fact that it must have ready at hand indispensable resources, the lack of which posts would leave it dependent on others and plunged into very heavy expenses, it will only be useful and expedient to direct attention toward reducing, in one way or another, the expenses required for their maintenance. As I shall continue to propose this to myself at present, I will, while applying myself to that end, at the same time investigate further whether any other arrangements can also be devised to bring some greater utility and advantage to the Company from these Outposts, in order, upon discovering such, to make a most obedient report and account thereof to Your Right Honorable Excellencies in due course, while I hope in the meantime to have provisionally satisfied Your Excellencies' intention and objective. I take the liberty hereby most respectfully to request that it may please Your Right Honorable Excellencies to have paid to my attorneys, Mr. Paulus Hoyer van Brakel, Advocate Fiscal over the Common Revenues of the Country of Holland, at The Hague, and Pieter Berk, merchant at Amsterdam, the gratuity of ƒ18000 per year favorably granted to me by Your Excellencies, for three years, which, according to Your Right Honorable Excellencies' above-mentioned most revered separate missive, having taken effect from the day of my arrival here, expired on the 23rd of this month. For this purpose, the same attorneys of mine are to be furnished with proper power of attorney by the next opportunity, declaring that I have received nothing here either from that, or from the ƒ750 per month which Your Right Honorable Excellencies had previously been pleased to allocate to me, nor, to my knowledge, has anything been paid out on that account in the Fatherland.
