thereafter it came into closer consideration by us regarding this matter that as long as the ship officers are not specially informed of the precautions that they must take upon their appearance here, in case the aforesaid smallpox might have revealed itself on board ship during the outward voyage, this colony will always be found exposed to the mournful consequences that can arise from a neglect in the past to take immediate precaution on their part upon arrival here, since weather or wind can sometimes prevent giving the order to cut off communication with such a ship immediately. For these reasons we have thought it our duty most respectfully to request Your Right Honorables that a fixed order may be given to all return ships, that whenever the smallpox, so dangerous to this colony, might have raged on board ship during the outward voyage, or that someone still suffering from that illness might be found thereon, whenever weather and wind might permit such, under the display of a signal to be agreed upon for that purpose, instead of coming to anchor in this Roadstead, to proceed to Robben Island in order to be provided there with all necessities, but weather and wind not permitting sailing to the said Island, nevertheless not to go to anchor in the ordinary Roadstead, but under display of the same signal just outside the ships, and in the meantime to prevent anyone other than those of the government boat, whether with ship boats from shore, or from the other ships that might lie in the roadstead, or fishing boats, from coming on board or leaving the ship, but also to keep its own boat on board, until orders will have been given here to be able to provide the ship with necessities under suitable precautions against contagion. With the ship Houtlust, now lying ready to sail, a packet having been brought here addressed to the undersigned governor and council and numbered 31, upon opening that packet it was found to contain a letter from the Honorable Directors of the Chamber of Rotterdam, addressed to Your Right Honorables, and dated 2 October of the past year, accompanied by an original bill of lading of cash for this government loaded in the said ship Houtlust and likewise an original invoice of the cash in the ship Canton; and in which envelope were also sealed the keys of the money chests on the repeatedly mentioned ship Houtlust for the Cape. From which aforementioned letter it having further appeared that among other things there belonged with it a copy of the invoice of the aforementioned cash per Houtlust sent here, we therefore had to deduce therefrom that the aforesaid letter for Batavia erroneously ended up in the envelope addressed to this government. And as we have also had to presume from this that the letter from the Honorable Directors of the aforementioned Chamber of Rotterdam written to this government will certainly be found in one of the covers superscribed to Your Right Honorables, but the fear of perhaps coming upon a wrong packet having restrained us from opening those that were still found on the aforementioned ship Houtlust and are addressed to Your Right Honorables, we have therefore thought it best to send the aforementioned letter enclosed in its cover to Your Right Honorables, with the humble request that the letter from the Honorable Directors aforementioned addressed to this government, arriving at Batavia, may be sent back here. We also have the honor to offer Your Right Honorables enclosed herewith the second packet with the original and six completed copies of secret signal flags planned for the return ships of the upcoming year 1788, as well as a similar packet for the Island of Ceylon, which we humbly request may be forwarded thither. On the list added hereto of foreign ships which have successively called at this government, Your Right Honorables will among others also find made known the arrival here of a Spanish vessel named La Pepita on the 6th of this month of February, and which according to the statement of the Captain Nicolaas Bandin commanding it departed on 24 October last from St Domingo and is destined for Mozambique. Which Captain Bandin having requested upon his arrival that, since his ship required necessary repairs and the crew needed some refreshment, it might graciously be permitted to him to stay here a few days in order to be able to be provided with the one and the other; and it having been represented to the aforementioned Captain that since the passage of the Spaniards past this corner was contrary to treaties publicly subsisting between the crown of Spain and us, he would therefore have to depart again immediately without lingering here; but the said Captain indicated thereupon the impossibility he was in to be able to put to sea again without exposing the ship and the crew to the utmost danger, unless he were given at least some [illegible] to repair the fatal defects from which his ship suffered, and he were provided with some necessities absolutely indispensable for his voyage. Regard having been taken hereupon in accordance with the circular order recently received from Your Right Honorables, we have, for a strict compliance with the same order,

on that subject, demanded from the said Captain a statement of the necessities required to be able to depart again, and thereupon gave such orders that, while cutting off all private trade which they might have wished to carry on here from that ship, the more-mentioned Captain was provided with the greatest possible speed with everything that was unavoidably necessary for his prompt departure, with the result that the small Spanish vessel departed from here again on the 18th of this month. We, by our humble letter of the 27th of October of the past year, dispatched by the ship De Jonge Frank to Your Right Honorables, among other things, dutifully gave notice that since some points of grievance had been formulated and submitted here by the Captain of the same ship De Jonge Frank, Jacob Viers, against the Commander of the Troops stationed on that vessel, Casimir Lemper, the mentioned Commander was for that reason taken off that ship and detained here, in order that the interim Fiscal could properly investigate the charges brought against him. And since, after information was obtained by the mentioned interim Fiscal, it was presented in a submitted report to the Council of Justice here that nothing had emerged from the same information upon which, on the grounds of the above-mentioned accusation, the least judicial action could be instituted with any good foundation against the repeatedly mentioned Commander Lemper; the same was thereupon, by resolution of the aforesaid Council of Justice, absolved of all further action and judicial proceedings regarding the aforesaid matter, so that the said Commander Lemper in that capacity is now to depart for Batavia on the ship Houtlust; while we take the liberty of presenting herewith to Your Right Honorables authentic copies of the aforesaid report of the interim Fiscal with the documents annexed thereto. In the aforesaid year 1786, having arrived here with the China return-ship Barbesteyn, the head surgeon Johan George Bode, who was stationed in the same capacity at the Dutch factory in Canton, with letters from the Honorable Company's Ministers there stating that the said head surgeon Bode, upon his submitted request and produced certificates, had been permitted, while retaining his employment but with suspension of salary, to make a short voyage hither in order, if possible, to recover through the change of air from the incurable illness there with which he was afflicted; with the request to grant the mentioned Johan George Bode permission to remain in this government, and in case he recovered and might choose to return to Canton, to then grant him passage on one of the Company's ships destined for Batavia or directly for China, or else on that of another nation; upon this written notification and the request of the aforesaid head surgeon Bode, we permitted him upon his arrival to remain here for some time for his recovery, and since he has now made a further request to depart from here for Batavia on the aforesaid ship Neerlands Welvaren, lying ready to sail and destined for China, we have, with the respected approval of Your Right Honorables, granted such to the repeatedly mentioned head surgeon Bode. Right Honorable, Respected, Highly Esteemed, Valiant, Most Wise, Prudent, Very Generous Lord and Honorable Gentlemen, Canton: Berkhout - 311. 9. 59 represent the number of crewmen with which the aforementioned ships Canton and Berkhout sailed from the Netherlands, as well as the dead and sick brought by them, likewise how many of the latter must remain in the hospital, and finally the complement with which they are now to depart from here, namely: Left Netherlands with men; arrived at the Cape with men; dead; sick; left at the Cape hospital; departed from the Cape with men: 313; 4; 34; 96; 265 [illegible]; 18; 290 The Junior Merchant Leonard Jacob Bobbert of Hasselt, who remained here from the ship Maria due to indisposition, having been granted permission at his request to continue his journey to Batavia on the ship Berkhout, there have also been placed on board that vessel three male slaves named Hammar of Bouton and Baatjae Apol of Nias, formerly belonging to the estate of the Chief Surgeon Arend Schreuder, who died on the return ship De Schelde. Which three slaves, having been found upon investigation to be of the Eastern nation, the pay bookkeeper and curator ad lites here, Clement Matthiesen, has at his request been authorized to send back to the Curator ad lites at Batavia. Furthermore, yesterday, the 22nd of this month, there appeared here in the roads the ship De Vrouwe Johanna, chartered by the Honorable Company and destined for Your Right Honorable's capital. A sealed packet containing the invoice and bill of lading of the cargo on the hooker Oostzaandam for Batavia having been brought from the Netherlands by the ship Gouda, which recently departed from here for Ceylon, we take the liberty of sending the said packet to Your Right Honorable herewith by the ship Canton. With 7 dead and 50 sick, which, having departed from Vlissingen on 24 October of the just departed year in company with the also chartered flyboat De Vrede, parted from that vessel that very same day, and spoke it again in good condition near the Cape Verde Islands on 24 November. Meanwhile, the officers of the aforesaid ship De Vrouwe Johanna reported that shortly after their departure the Company ship Barbesteyn was to follow for the Chamber of Zeeland. Postscript: Having arrived here also after the signing of this letter: The Company ship Huisduinen with 4 dead and 16 sick, and the chartered flyboat De Eensgezindheid with 25 dead and 30 sick, which together departed from the Texel on 19 October of the past year and are destined for Your Right Honorable's capital; we cannot fail in our duty to inform Your Right Honorable of this likewise. Furthermore, there have also been placed on the aforementioned ship 'T Zeepaard the following two convicts, who are being sent over to the Netherlands with that vessel to perform shipboard service for their sustenance, namely: the former Second Lieutenant on the outward-bound ship the Nepthunis, Ian Fredrik Gertelaa, who by sentence of the Council of Justice here has been dismissed from his aforementioned rank; the soldier Iean Baptist du Pui, in order, pursuant to the sentence of the just-mentioned Council of Justice, to remain banished for eternity from this country and its jurisdictions. have to the promised bonus or, in the contrary case, to note such also on their passports, just as we shall also not fail, by the next shipping opportunity, to forward to Your Right Honourable Worships the report on the submitted claims of a certain Brunet at the charge of the three officers with the aforementioned Swiss regiment, A: Henri, Piachaud, and De Bors, and how matters stand with those claims. The bearer of this, the ship De Diamant, mentioned in the heading, planned for Your Right Honourable Worships' Chamber on the return voyage, having been dispatched today to the Netherlands, there have been laden into the same at this place: 16 leggers of ordinary white wine 9 aams of red Constantia, of which 6 were delivered by the supplier Hendrik Cloete and 3 by Johannes Nicolaas Colyn; 9 aams of white Constantia wine, namely 6 from Hendrik Cloete and 3 from Johannes Nicolaas Colyn. More fully stated on the bill of lading and invoice accompanying this. While, with relation to the Constantia wines, we must dutifully bring to the knowledge of Your Right Honourable Worships that, through the undersigned cellar master Mr. Jacobus Johannes Le Sueur, notice was given in our meeting of 12 December of last year that, having proceeded to both estates of Constantia in order to ascertain what quantity of wine might be obtained for the Honourable Company this year, he, the cellar master, on that occasion had informed the said proprietors both of the order of the Right Honourable Gentlemen Seventeen, contained in their honoured missive of 29 April of last year and the extract resolution of 25 ditto prior sent therewith, regarding the sample bottles that should be added to the Constantia wines being sent to Europe and the Coast, and of the slight satisfaction which appeared from the aforesaid extract resolution to have been given for some time regarding the quality of those wines; and that regarding the said order and missive, the aforementioned proprietors had declared themselves prepared to fill the sample bottles from the very same cask, and thus with the exact same wines as those that would be put into the aams for shipment, requesting nevertheless that, in order to prevent all doubts and suspicions in that regard, someone might be qualified to have both the aams and the aforesaid sample bottles filled in his presence, and to pass a declaration thereof; that furthermore, also concerning the poor quality of their wines, the same proprietors had seriously attested always to have delivered of the best sorts to the Honourable Company, while the same proprietors on that occasion had likewise repeated their last made request, presented in our humble letter of 9 April 1785 to the Right Honourable Gentlemen Seventeen, to be allowed the enjoyment of their allotted share in the advances that were made on their delivered wines, of which they had been deprived for a considerable time. Upon which report and proposal the aforementioned cellar master Le Sueur having been qualified to be present each time at the filling of the aams and bottles with Constantia wine, in order to have the aforesaid instructions observed in that regard and to pass a certificate on each occasion thereof, the frequently mentioned cellar master Le Sueur, in accordance with that qualification, when the aforementioned Constantia wines were to be delivered for shipment to the fatherland, betook himself again to both estates at Constantia, in order to be present there at the filling of the casks and sample bottles of those wines. And Your Right Honourable Worships will, if you please, be able to see from the report submitted to us hereupon by the said cellar master Le Sueur, which we have the honour to present to your highnesses herewith in authentic copy, that not only the aams intended for those wines, but also the two sample bottles for each aam, were filled in the presence of the said cellar master from the same casks wherefrom the wines for the aams were taken; that the said aams were well bunged and provided with tins; the bottles sealed by him personally with the Company's mark; and subsequently the filled aams were transported hither with the Company's wagons, and the sample bottles, packed in cases, carried by Company slaves, and thus under proper supervision. Having thus acted in accordance with the honoured order and intention regarding the receipt and dispatch of the aforesaid Constantia wines, and having exercised all possible precaution and attention, we therefore hope that the same wines may be found to satisfaction. We therefore take the liberty to submit most respectfully herewith to Your Right Honorable Noble Worships the aforementioned further petition of these suppliers, both regarding the enjoyment of their allocated share in the advances on the Constantia wines and the not refilling of the casks with those wines, requesting that it may please Your Worships to pay favorable regard thereto. de Twee Gesusters; respectfully referring to the contents of that letter, we shall here only note further that the ship Boutlust, belonging to Your Right Honorable Chamber, continued its voyage from here to Batavia on the 27th of the aforementioned month of February. The ship d'Eenparigheijd, mentioned in the heading, being now ready to return to the Netherlands for Your Right Honorable Chamber, and this letter therefore serving as an escort for that vessel, we must dutifully inform Your Right Honorable Chamber concerning the same that, smallpox having raged on the aforementioned ship d'Eenparigheijd during the voyage from Batavia hither, and there still remaining at the arrival here some among those who had been stricken by it who were not yet completely recovered, we immediately applied all precautions, under God's assistance, to protect the inhabitants here against the infection and the lamentable consequences of this disease, which is not native to this country, in order to prevent their communication with the aforementioned ship d'Eenparigheijd. To this end, as soon as this was made known here, a military guard was posted on one of the country's boats by that vessel, with strict orders to allow no craft to sail to or from it in the meantime. While in relation to the Constantia wines we must dutifully bring to the knowledge of Your Right Honorable Chamber that the undersigned cellar master, Mr. Jacobus Johannes le Sueur, gave notice in our meeting of December 12 of last year that, having betaken himself to both the Constantia estates in order to ascertain what quantity of wines would be obtainable for the Honorable Company this year, he, the cellar master, had on that occasion informed the said proprietors both of the order of the High Honorable Lords Seventeen contained in their esteemed letter of April 29 of last year, and the extract resolution of the 25th ultimo transmitted therewith concerning the sample bottles that would have to be added to the Constantia wines being sent to Europe in casks, and of the little satisfaction that was evident from the aforementioned extract resolution having been given for some time regarding the quality of those wines; and that concerning the aforementioned order and letter, the aforementioned proprietors had shown themselves ready to fill the sample bottles from the same cask and thus with the very same wines as those that would be put into the aams for shipment, requesting nonetheless that, in order to prevent all doubts or suspicions regarding this, someone might be authorized to have both the aams and the aforementioned sample bottles filled in his presence and to execute a certificate thereof; further, also regarding the poor quality of their wines, the same proprietors had earnestly testified to having always delivered the best sorts to the Honorable Company, while at the same time those proprietors had on that occasion repeated the request made by them in the year 1781 to be allowed the enjoyment of the share allotted to them and the advances that had been realized on their delivered wines, of which they had been deprived for a considerable time. from the same casks from which the wine for the aams was taken; that the said aams were well bunged and fitted with tin plates, the bottles sealed by him personally with the Company's mark, and subsequently the filled aams, with the Company's wagons, and the sample bottles, packed in cases, carried by the Company's slaves, and thus transported hither under proper supervision. Thus, regarding the receipt and dispatch of the aforesaid Constantia wines, having acted in accordance with the honored order and intention and all possible precautions and care having been exercised, we hope that the said wines may be found satisfactory. And since both suppliers of the Constantia wines have on this occasion earnestly requested that it might be proposed that, even if one should continue to find difficulty with the request made by the said suppliers in the aforesaid year 1785, namely to send the aams of Constantia wine from here to the Fatherland packed in cases henceforth, Your Right Honorable, Highly Esteemed, Highly Respected might please agree to the second clause of that request, to the effect that the aams, upon arrival in the Fatherland, may not be topped up, but left well-closed until the day of the sale; both because they believe they can ascertain that these wines, due to their solidity, suffer little or no leakage, and primarily because, according to their opinion and experience, it is certain that by the topping up of those aams, which might have acquired more or less ullage, the wine loses much of its aroma and so-called bouquet, not only to the considerable prejudice of the suppliers themselves, but also to no small detriment to the Honorable Company. Upon which report and proposal the cellar master Le Sueur was authorized to be present each time at the filling of the aams and bottles with Constantia wine, in order to cause the aforementioned instructions to be observed in that regard and to pass a certificate thereof each time; following that authorization, when the Constantia wines mentioned hereinbefore were to be delivered for shipment to the fatherland, the said cellar master Le Sueur again betook himself to both estates at Constantia to be present there at the filling of the casks and sample bottles of those wines. And Your Right Noble Grand Reverences will be able to see at your pleasure, from the report on this submitted to us by the said cellar master Le Sueur, which we have the honor to offer to the same herewith in authentic copy, that not only the aams intended for those wines, but also the two sample bottles for each aam, were filled in the presence of the said cellar master from the very same vessels from which the wine for the aams was taken; that the said aams were properly bunged and provided with tin, the bottles sealed by his own hand with the Company's mark, and subsequently the filled aams were packed and transported hither with the Company's wagons and the sample bottles in cases, carried by the Company's slaves, and thus under proper supervision; so that regarding the receipt and shipment of the aforementioned Constantia wines, acting according to the orders and intentions, and all possible precautions and attention having been used, we therefore wish to hope that the said wines may be found to your satisfaction. This price having since steadily remained in a fixed proportion, so that one was able, even up to the year 1781, to provide the Indies with the required wheat, one has nevertheless from that time on not been permitted to experience such a blessed year regarding the grain harvest as formerly and at present. Section 21. And from this it must be deduced that, if the mere appearance of a French squadron in the latter part of the year 1759 was capable, notwithstanding such an extraordinary abundance as then existed, of causing the wheat to rise above its customary price, then likewise the arrival and long stay here of considerable fleets, squadrons, and auxiliary troops, very necessarily in the year 1781—when only just enough had been retained as could suffice for the following year—must have caused a scarcity in grains to arise, which could not diminish, because the harvest annually remained equally meager, while in the meantime the stationed troops, as well as the inhabitants who had again considerably increased since the year 1767, had to be fed. Section 22. From this and other matters it further appears that, however blessed the harvest in the future may turn out again upon the lands that were previously sown, the multitude of laborers themselves and others who must now be fed therefrom, in comparison with what was required formerly, will in all likelihood indeed prevent the collections from those lands from extending to a surplus in the future, the more so since from those times when the extraordinary outlet for that surplus to Europe was opened, the farmer, having found all anxiety removed regarding the disposal of his grain products, continuously and without being apprehensive about the expenses applied himself as vigorously to the cultivation thereof as he could manage, whereby his lands have consequently also for the most part become exhausted. Section 23. Seeing that at this juncture it is undeniable that, notwithstanding a very blessed grain harvest this year, it would be very difficult to secure the required ordinary supply for this government for a full year in the Company's warehouses, if one were not enabled to do so through the new cultivation undertaken around Mossel Bay, this shall thus not only serve as further proof that the aforementioned circumstances have caused the collections for the Company to diminish, but also as demonstration that the aforesaid encouraged agriculture further inland has become utterly necessary. Section 24. The reasons and causes of the lesser harvests in so short a time, which at first sight must certainly cause one to wonder, having been further elucidated with the aforesaid, and as we flatter ourselves clearly demonstrated, it will now be easier to investigate whether any benefit could be expected from appointing a commission of knowledgeable Cape citizens and farmers to indicate the means whereby cultivation could again be revived and promoted. Section 25. Certainly one must expect of such a commission that it will point out the aforementioned extent of land which must now be employed to gather that same quantity of wheat that previously could be obtained from a smaller tract of land; the increase in the working capital and operations required for this, and consequently also of the resulting heavier expenses for the farmer; but one must also by no means doubt that this commission, coming from a body which has always shown itself to care little about the burdens of the Company when its own interest would suffer thereby, will take occasion from this to demonstrate, with all the arguments that can possibly be adduced, that since the expenses and labor have become heavier, the price of wheat ought also to be raised if one wishes to enable the farmer to purchase and maintain the working capital that he requires for cultivation. Section 26. But against this it ought to be considered that this increase in operations and working capital has not arisen so much from the then-existing necessity on the part of the Company—from which one would now desire an increase in the price—to increase grain farming and exhaust the lands, but rather from the desire whereto the farmer himself was stimulated by the certainty of being able to sell his wheat, to multiply his harvests, and thereby to gain the capacity to enlarge his operations, and to sow so much more land in order to obtain greater profits, as one has seen happen. Section 27. And since it is already evident that it is not a reduction or slackening of cultivation whereby the harvests have become more meager, but that, on the contrary, it is only from a reduction of cultivation on the old lands for a period of time, in order to let them rest, that it could be expected that they might return to their former condition, so even from the raising of the ordinary price of wheat on the Company's behalf it can by no means be expected that more would thereby be obtained in the Company's warehouses, since the inhabitants of this place would find themselves compelled to climb above it again in order to obtain their necessary supply of that indispensable foodstuff. Section 28. It being furthermore unnecessary to have the improvement of agriculture investigated by a commission, since every farmer who owns a farm always applies himself to his lands

since one must expect that farmers, who constantly apply themselves to gaining more than others of their kind, and who calculate their own greater advantage from the lesser harvests of others, will not show themselves very ready to communicate to others that in which they, if this might be a secret, excel; This question having been unanimously advised upon by the aforementioned joint members, they have thereby declared that, since one was all too well convinced regarding a frame of mind of him, the governor, being completely contrary to and aloof from such acts, and each member had also maintained that a calumny born out of a false presumption, such as that imputation entailed, could not be capable of raising a prejudicial opinion against him, the governor, much less of making a clearance against it necessary, it appeared to them that this was best to be treated with indignation and contempt, and to which it had been advised by them with a good intention, and also so much the more because the said imputation consisted solely in a statement of the person of Philippus de Vos, who had interfered in the matter of the aforementioned Cruijselbergen and had also made himself suspect, who at his examination added an alteration to that circumstance and gave to know that he had heard this without naming the one who was supposed to have said this to him, and whereby the same De Vos, who had given proof with what zeal he concerned himself for the interests of the Captain at Sea Jan Sierevelt, had become suspect of having himself been the original author of that statement; so that in default of proof to the contrary, of which one could not doubt, the calumny inflicted by that false statement upon a chief commander of this place would have had to incur a punishment against him, from which the more-mentioned governor, however, sought to excuse him, De Vos, on account of his youth as well as ill-considered and ill-directed zeal; so that one thought that for those reasons the oath of purification, which was then to take place by the aforementioned Master of Equipage Du Minij, would be sufficient. Paragraph 40. Hereupon the more-mentioned governor has declared that, in order to avert all wrong impressions to his prejudice, which, as he saw to his regret, notwithstanding the presented contention of the members, the aforementioned statement was capable of raising or leaving behind, he found it necessary to clear himself against such a vile imputation, however much it came to strike him, the governor, to the innermost of his soul, without regard for his character, which must thereby be compromised; to find himself compelled to this against the statement of a person regarding whom, despite his low and bad conduct, one had employed all means of excuse. That he, the governor, had therefore caused to be drawn up the strictest interrogatories having relation to that matter, which he handed over to the first undersigned Commissioner, with the request that the aforementioned Master of Equipage Du Minij, who had been expressly summoned for this purpose before the Council Chamber, be called inside and might be questioned upon the same before the entire assembly under solemn oath. Paragraph 41. Which request having been complied with, and the aforementioned interrogatories having been answered by the more-mentioned Master of Equipage, as well as his answers having been confirmed with a solemn oath; we take the liberty, upon the further express request of the more-mentioned undersigned Governor, to attach a copy of the same hereto, and consequently also very respectfully to request that, in view of the now clearly established innocence of him, the governor, and likewise of the notorious falsehood of the aforementioned imputation, it may please Your Right Honorable Worships to look into the delicacy of these matters and to cause the person who shall be found to be the author of the imputation to be punished according to deserts for his calumnies committed therein against the character of a governor of this colony. Paragraph 42. It having been made known by petition by the merchant and former provisional Head of Kassimbazar, Leonard van Spijk, who, under an obligation entered into in Bengal to await Your Right Honorable Worships' disposition concerning his person at this place, came over hither and has remained here while retaining rank and quality, that he had addressed himself by supplication to Your Right Honorable Worships and had requested his direct release, with the request to us that, since the necessary qualification for granting his departure was said to have arrived here, permission might be granted to him to continue the voyage to the Netherlands alongside his wife on one of the return ships, with the resumption of his wages as well as the carriage of the ordinary baggage, and this because he had already served out the bound time as merchant twice over. Paragraph 43. Concerning which interests the first undersigned Commissioner over this government has communicated to us that, pursuant to the concession granted for that purpose by the Right Honorable Lords Seventeen, it had been resolved provisionally by Your Right Honorable Worships, until the further pleasure of the highest-mentioned Lords Majors should have been learned, to allow the servants assigned to the west of the Indies to sail home under the posting of double bail, besides such precaution as the ministers should judge according to each condition. The undersigned Secunde Johannes Isaack Rhenius, shortly after his arrival at this place, having entered into marriage with the daughter of the Cashier and member of the Council of Justice here, Gerhardus Hendrik Cruywagen, and the kinship thereby created having resulted in the consequence that the said Secunde Rhenius as President of the said Council of Justice could not at the same time hold a seat with and alongside the aforementioned Cruywagen as his father-in-law, it was thereupon taken into consideration that the said Cruywagen, who among the Company's servants was the fourth member in that College, if he were excused from it, would have to yield his rank to the Youngest Member thereof, although when the said kinship, pursuant to the order and instructions of the commanding Lords Seventeen of 15 July 1717, did not hinder him from being admitted to the Body of the government here, he ought to be the First in line for consideration upon an occurring opportunity, for which reasons a request was then also made by the frequently mentioned Cruywagen that regard be given by us to these matters, and such disposition be made in his respect as, on account of his long and demonstrated faithful service to the Honorable Company, might serve him with the least prejudice through the accidental intervening marriage of his daughter.
