G. de Wet, First Secretary /:in the margin:/ In the Castle of Good Hope, the 19th of March 1787. the same flyboat flyboat Dordrecht, which vessel having departed from here on the 19th thereafter for India's capital, the bearer of this, the ship Huysduynen, has since also become ready to sail, in which the following have been shipped from here: 153 lb candied apricots 65 lb ditto mulberries 34½ lb ditto bitter oranges 109 lb fine garden seeds 88 lb coarse ditto 8 lb cauliflower seed 75 lb canary seed more broadly specified in the separate accompanying bill of lading invoice made thereof, in which are also entered the cash advances provided from the Honourable Company's treasury here to the captains of the return ships De Schelde, 't Zeepaard, and De Diamant, for payment to the Chinese sailors serving on those vessels. Furthermore, yesterday the private ship De Mentor, chartered by the Honourable Company, appeared here in the roads, which, having departed from off Flushing on the 19th of December and being destined for Your Right Honourable Great Reversible's capital, brought by a dispatch from the Noble Lords Directors of the Chamber of Middelburg the unpleasant news that the ship Barbesteijn, which had already sailed from there previously on the 9th of November destined for China, had put into the Downs due to contrary winds and that a mutiny had taken place upon it, of which nearly all the criminals were apprehended in England, but that everything having been brought back into good order on that vessel, this incident would nevertheless somewhat delay the continuation of its voyage. Also arrived safely here yesterday was the hooker ship Texelstroom, which departed from Your Right Honourable Great Reversible's capital, having had 14 deaths on the voyage hither and bringing in [illegible] disabled persons. And Your Right Honourable Great Reversible will be able to observe from the following specification, if it pleases, from ditto 243 the Monsieur Percheron how many persons the bearer of this, the ship Huysduynen, departed from the Motherland with, as well as how many dead and sick it brought here, item how many disabled persons from it must remain in the hospital, and finally the strength of the crew with which it is to depart from here, namely: Sailed from the Netherlands with [illegible] persons; arrived at the Cape, dead and sick; at the Cape left behind through illness as well as otherwise; departs with [illegible] persons. Good Friends, Today in our meeting we considered your request made by missive of the 12th of the past month of February, aiming to be permitted to negotiate a sum of 2,000 rixdollars on interest from the Orphan Chamber or from private individuals. The reasons for such a request being stated in your said letter to be the bad condition of the treasury, and which should appear from the cash account annexed thereto; we would also have liked to see that this account had been drawn up in such a manner as was serviceable to obtain that insight from it. But upon consideration thereof, we have not only found it completely obscure and incomprehensible, but also observed therefrom that several items, both in the debit and credit of the treasury, have been entered, where one nevertheless could not consider the same items to have been received on the one hand, and disbursed again on the other hand. Being hereby incapacitated from discerning the necessity of your request, we have suspended the disposition thereon; and we therefore charge you herewith to explain the state of the treasury and also of the funds for the same more clearly and properly to us, in which intention of ours you will best be able to respond by drawing up an account of the receipts and expenditures of the treasury, in which each item must be expressed with its proper date, and alongside to follow with separate specifications, both of the revenues still outstanding and of that which on the contrary would have to be paid out. Good Friends, Upon the report made by you by missive of the 4th of December last regarding the agreement concluded with the burgher Dirk Coetsee the Elder for his indemnification regarding the two farms which he held on loan, and which have now been employed for the establishment of the Drostdy with its appendages; and likewise that the farm named Sevenfonteynen behind the Eensterfonteynsberg on the Sneeuwberg, presently held on loan by fellow burgher Barend Johannes Koster, is deemed the most suitable to serve for the breeding and keeping of the necessary horses for the service of the Drostdy; we have thought fit to approve the agreement entered into with the aforementioned Coetsee regarding his aforesaid two farms.

and that therefore, as his compensation, the place called the Zondagsrivier, whose homestead he bought from the burger Erasmus Smit, will be granted to him in property without the payment of any recognition moneys, and in addition likewise, outside the ordinary annual loan moneys, there shall be provided for his use an uninhabited cattle place to be named further by you, in order to pass over after his death in that same manner once more to such of his children as she shall appoint thereto. departed on 20 September of the past year from False Bay for the Netherlands, was wrecked on the English coast west of the Isle of Wight on 10 December thereafter, but the entire crew, except for four men, was fortunately saved, without our being able, however, to report any further particulars regarding this with certainty. The officers of the abovementioned ship d'Admiraal de Suffren have also reported that the ships Leviathan, Voorschoten, and Pollux were to follow shortly, and that they furthermore had met, at 39 degrees 31 minutes North latitude and 39 degrees [illegible] minutes longitude, the Dutch private flute ship Geertruida, which, having likewise set sail from this Cape roadstead for the Netherlands on the 25th of the abovementioned month of September, was intending to put into Lisbon on account of a lack of provisions. Also, on the dates below, the following three Company return ships arrived safely here, namely: 11 April the Vrouwe Catharina Johanna with 12 dead, 13 sick, which vessel was overtaken on 20 February past, at latitude 20 degrees 5 minutes and longitude 80 degrees 19 minutes, by a very heavy storm, in which it lost its entire upper rigging, along with the sails and all the running rigging. The arrival here at the roadstead of the return ship Texelstroom having already been advised to Your Right Honorable in our previously mentioned last humble letter, we had—owing to the long delay of the remaining expected Company ships from the Indies, and in order not to detain the aforementioned ship Texelstroom here any longer—already fixed the dispatch of the same to the Netherlands as of this date. But since the aforementioned return ships Vrouwe Johanna Catharina, Straalen, and Schoonderloo have appeared here since, we have postponed the dispatch of the aforementioned ship Texelstroom until the 14th of this month, when the same is to be dispatched together with the ships Straalen and Schoonderloo. While we would gladly have wished that the Vrouwe Catharina Johanna could also have departed in company with the three aforementioned ships, this was by no means possible owing to the major repairs that the ship requires. Patria Commanding Lords, Right Honorable, Firm, Highly Esteemed, Most Wise, Prudent, and Most Generous Lords, With the return ship de Schelde, which put out to sea from this roadstead on 13 March last, we had the honor of consigning to Your Right Honorable High Mightinesses our most recent respectful letter of 3 March preceding, respectfully referring to the contents thereof, we hereby once again dutifully advise: that the ship d'Eensgesindheijd on the 16th, Huysduynen on the 25th, and Oostzaandam on the 28th of the said month of March departed from here for the principal seat in the Indies; thereafter on the 16th of this month arrived safely here the ship d'Admiraal de Suffren, equipped by Your Right Honorable High Mightinesses, with 6 dead and 40 sick, which vessel, having been provided with everything necessary for the further voyage, already set sail from here on the 23rd following to pursue its voyage further. The Right Honorable, Highly Esteemed Lords Directors at the Illustrious Assembly of Seventeen, having been pleased by their honored missive of 29 April of the past year to instruct and order us: that in order to prevent for the future such fatal incidents as befell the return ship Brederode in the year 1783 off Cape Agulhas, the fairway off the southern point of the said Cape, out to such distance as was indicated by knowledgeable persons on the chart enclosed with the said missive and received here, should with the utmost speed and as accurately as possible be surveyed with the lead, and by cross-bearings from the land be noted as precisely as practicable, including the rocks and reefs that should be found within the enclosed lines in the section marked on the chart; furthermore that the result of those operations should be transmitted to Your Right Honorable High Mightinesses, in order to enable them to have the necessary corrections made to the charts accordingly. In order to be able the better to comply with that order and intention of the Most Noble Lords Seventeen, and considering that the dangerous nature of the fairway at and around the said Cape demanded that this commanded investigation be undertaken and executed with all possible circumspection, we beforehand demanded from the Captain-at-Sea and Master of the Equipage here, Francois Daminy, as possessing the greatest experience through the various voyages made in the fairway along these coasts, together with such other maritime experts as the Master of the Equipage should deem most competent to select, their reports and considerations regarding at what time of the year and in what manner the aforesaid order could be carried out with the greatest security and confidence; to which end there was also delivered into the hands of the said Master of the Equipage the previously mentioned received chart on which the aforesaid section is marked. Whereupon there was submitted to us by the said Master of the Equipage a written report, in which it was proposed that, having taken the advice of the commander of the frigate ship de Meermin permanently stationed here, Hans Barends, as being—according to the testimony of the Master of the Equipage—a naval officer of proven skill and activity who had already made various voyages along the fairway where the expedition had to take place, and to whom that commission could therefore be entrusted with confidence, he, the Master of the Equipage, was of the opinion that, the month of December last being the best season of the year for such a cruising expedition, the aforementioned frigate de Meermin could be dispatched from here at the earliest and at the latest around the 20th of that month, with orders to the aforesaid commander Hans Barends and the other officers appointed to the said frigate—chief among whom were the two Lieutenants Johan Nathling and Johan David Sluyter, who through the various voyages made with the Master of the Equipage were very well acquainted with and instructed regarding the depths and soundings along these coasts—to steer from here toward Cape Agulhas, and there on the spot, according to the order, to survey the fairway off the southern point of that Cape out to the distance indicated on the chart by means of the deep-sea lead and cross-bearings... The Captain of the ship de Mentor making such haste to depart, and on that account having requested that his dispatches might be delivered to him as soon as possible, it has therefore not been possible to await the muster of the ship d'Admiraal de Suffren in order to note the number of the crew of that vessel in the specification herein; which is to be done properly in the duplicate of this letter, departing with the said vessel d'Admiraal de Suffren itself. Before the closing of this letter, there appeared safely here in the roadstead this morning, 20 April, the ship Hoorn, which sailed from Texel on 10 January last, bringing report that the vessels previously mentioned here, the Leviathan, Voorschoten, and Pollux, had already departed from that same roadstead on the 2nd preceding, and that the ship Hinlopen was to follow next. Upon which advice of the master of equipage for that mission, the aforementioned frigate de Meermin having first been made ready for that expedition, the commander Barends appointed thereto and the other officers were ordered to proceed to the aforementioned Cape Agulhas, in order to survey there, in accordance with what had been written by the aforementioned Lords Seventeen, within the section indicated by red lines on the chart expressly given to them for that purpose, with all possible accuracy using the lead line, and to mark by cross-bearings of the land, as accurately as feasible, the rocks or reefs that might be discovered within the section marked on the chart; and furthermore, upon their return here, to give such a report and account of their findings as should be necessary to be able to inform Your Right Honorable Worships with certainty, in accordance with the order, for the prevention of such fatal accidents as befell the aforementioned China return ship Breedenroode there. Whereupon the aforementioned frigate de Meermin departed from here on the 24th of the aforementioned month of December for that expedition, and returned here from the same on the 7th of the recently passed month of February, whereupon the officers of that ship made the following report concerning the outcome of this expedition, containing principally: That the aforementioned frigate de Meermin, having departed from these roads as said on the 24 December, and having had to remain lying under Robben Island for some days due to contrary winds, had subsequently arrived off Cape Agulhas on the 1st January, the estimated latitude then being 35 deg 1 min, longitude 36:45 min, and the observed latitude 34:10 min; that they had then cruised back and forth, to and fro, for two days, and had surveyed the fairway everywhere outside, to the west, south, and east of the aforementioned Cape Agulhas at the place or the entire section A, B, C, D indicated on the chart, with all possible accuracy both by cross-bearings and with the lead line, without having been able to discover anything other or further than what was already generally known thereof to navigation beforehand; wherefore the aforementioned officers had resolved, upon a favorable opportunity, to return back to these roads. As Your Right Honorable Worships will, if pleased, perceive this and other matters in more detail from the report itself, delivered to us upon their return by the officers of the aforementioned frigate de Meermin in the manner of a daily journal, and which we have the honor to present herewith to Your Right Honorable Worships in authentic copy, together with an extract from the journal kept on that expedition by those officers. And this serves further to accompany our humble general missive consigned under today's date to the aforementioned Illustrious College of the Lords Seventeen, to which we respectfully refer; whilst we send to Your Right Honorable Worships with the return ship Texelstroom the second set of pay-books of the year 1785/86, of which the first set goes over with the bearer of this, the ship Straalen; accompanied by the muster rolls mentioned on the separate register of the pay bookkeeper, as well as by the lists of the persons who are now departing from here for the Netherlands with the aforementioned ship Straalen, and among whom is also to be found the minister Johannes Abraham Huys, who was stationed with the congregation in the Land of Waveren, who is repatriating from here due to expiration of time, together with his wife Maria Henrica Roelanda Heyning and their four children named Arnoldus Philippus, Maria Isabella, Aletta Martina, and Daniel Johannes Huys; whilst the said minister Huys, upon his request, was further permitted to take along with him, for the service and attendance of his said wife and children, a free maid named Christina of the Cape, for whom the customary transport and board money has been paid here. As likewise permission was granted to Isabella Agnita Heyning, widow of the late sea captain and master of equipage here Willem Vrugt, together with her sister Geertruyda Johanna Heyning, to cross over to the Netherlands with the aforementioned ship Straalen, both of them having also paid into the Company's treasury here the transport and board money fixed therefor. We have also, upon his request, granted to the merchant and former interim chief at Cassimbazar, Leonard Verspyk, who arrived here from Bengal in the past year and remained here, permission to continue the further voyage to the Netherlands with his wife Johanna Sara Swanevelder on the aforementioned ship Straalen; and further permitted the said merchant Verspyk to take along with him two free boys named Heus and Job, together with two slave maids, Amanille and Julia, upon payment of the ordinary transport and board money fixed therefor. While we have the honor to offer to your Honorable and Highly Esteemed Lordships herewith our general dispatch, under today's date, being sent to the Illustrious College of the High and Honorable Lords Seventeen, accompanied by the register of annexes belonging thereto, as well as the pay-book and other papers belonging thereto, according to a separate register, the annexes belonging thereto, as well as the compendious list of the arrivals and departures of the Honorable Company's and foreign nations' ships that have called here since the 2nd of May of the aforesaid year, to which is also added our requisition of necessities for the Year 1788. The receipt of your Honorable and Highly Esteemed Lordships' esteemed letter of the 4th of September of the previous year having been advised in our humble dispatch of the 12th of February last with the advance vessel De Twee Gezusters, and that we would not fail, at the next shipping opportunity, to provide your Honorable and Highly Esteemed Lordships with the requested information and elucidations as to what the leading reason or cause is that the Constantia wine for use in the yachts and lodgings was not sent by those who engage in the wine trade, but by the Lords Governor and Secunde, and then also what the reason may be that this shipment has ceased since the return fleet of 1781: We now take the liberty, regarding this matter, to reply in all deference that the aforementioned shipment never originated from the aforesaid portion of these inhabitants, and also by no means, as your Honorable and Highly Esteemed Lordships maintain, had its origin in an expression of gratitude for the favor of employing Cape wines instead of French wines for the service of the Company's ships, because the Constantia wines, originating from two adjacent estates belonging to two particular persons, these persons in their private capacity could not have contributed such an expression of gratitude on behalf of all wine farmers; but that this shipment, having been begun by one or another of the former Governors of this Colony together with the Secunde of his time, without one being able to trace the true reason thereof, their successors have continued with it, which in those times and long thereafter, when the said wine was to be had privately even for a small price of 12 rixdollars for the half-aam, could be carried out from their incomes, which were then also considerably more ample than at present, for the pleasure of the Lords Masters without any burden. That, however, the present undersigned Governor and Secunde must most humbly testify that, however gladly they would wish to resume and continue the said shipment for a particular pleasure, such must nevertheless be omitted because of the all too oppressive burden that arises therefrom. Since, on the one hand, Constantia wine is now paid at up to 50 Spanish dollars for the half-aam privately, and on the other hand, the incomes of both the Governor and Secunde have so greatly decreased, and on the contrary, the high cost of all necessities has risen so high that such is found to be sufficient for no more than a mediocre existence here, much less that the Governor could any longer make good therefrom the costs for the support of the dignity and state of his character. Moreover, all the meals which are given not only to persons of distinction from foreign nations who, now more than ever and even daily, visit this place, but which are also given on many other occasions, and from which a Governor cannot excuse himself, since by order of the Lords of the High Indian Government the costs thereof may no longer be charged to the Company's account, must, to his oppressive burden, be paid out of his private purse. Since the dispatch of our last humble letters of 1 July of the previous year with the return ship de Africaan, nothing having occurred at this corner meriting your Right Honorable Highnesses' particular attention, we can therefore only let this serve as an accompaniment to our humble general missive, which sub dato hereof is dispatched by us to the Honorable High Respected the Committee of Directors at the Assembly of Seventeen, accompanied by the register of the annexes pertaining thereto, along with the pay ledger and other papers belonging therewith according to a separate register, furthermore by the summary roll of the arrival and departure both of the Company's and foreign nations' ships which have called at this place since 2 May of the previous year, item our requisition of necessities for this government for the coming year 1788, all of which papers being enclosed in a chest, we have the honor to transmit to your Right Honorable Highnesses with the ship Schoonderloo, presently returning for the Chamber of Hoorn. Good Friends, The burgher Johannes Lambregt having obtained by ordinance on date 23 March 1783 a farm named de Sanddrift, situated on this side of the Berg River in the Swartland, which farm had previously already been given on loan on 23 December 1780 to the burgher Johannes Habbert Jansz, but was renounced and vacated by him on the aforesaid 23 March 1783, concerning which it is furthermore recorded at the Political Secretariat under date 9 April 1784 that, the burgher Hendrik Brand Florisz having submitted in the name of his father, the former Burgher Lieutenant Floris Brand, to the then Governor that the above-mentioned farm, according to declarations of the Field Cornet and the neighbors living thereabouts, was situated too close to the farm which the said Floris Brand obtained by ordinance on 10 September 1744, the said Governor at the time had approved that at the first renewal of the ordinance of the farm de Sanddrift, the said burgher Lambregts would be notified of those complaints and instructed that he would have to vacate this farm again, and that then on the

However, as the said citizen Lambregts, having been informed of this record, comes to complain most strongly about this, and maintained that he would be able to show that the cancellation was obtained unjustly, as well as that he, if he found himself forced to obey the same and thus to evacuate the aforementioned place, would be greatly harmed. While the declarations mentioned here before, forming the basis upon which the same record and decision were made, can now no longer be found at the Secretariat. For which reason I also lack sufficient certainty to know whether the situation of the aforementioned place of Johannes Lambregt is such that the place of Floris Brand, currently held on loan by the citizen Cornelis Brink, is harmed thereby, and consequently ought to remain revoked. Without it being possible to place complete reliance on the private declarations that might be produced from one side or the other regarding this matter, for the reasons that so often arise to refute them. Thus, in order to proceed with the best certainty in this matter, I have thought fit to refer the aforementioned Johannes Lambregts to you, in order to make such complaints and request as he shall find useful and proper to the case, and I consequently authorize you, after the parties have been heard on this and the situation of the disputed place has been inspected by a commission, to decide and pronounce judgment legally and fully regarding this: whether that judgment entails a declaration of the viability of the aforementioned place with condemnation of the party to submit to the grant thereof, or, the unviability thereof having been found, to a declaration and rejection in conformity therewith, or such as you shall otherwise find to be proper according to law and equity. ... we take the liberty dutifully to inform Your Right Nobly Honourable Lordships that, successively on the 28th and 29th of the aforesaid month of April, there safely arrived at this government the chartered private ship the Vlissinger and the Company's packet boat Barbesteijn, with 5 deceased and 53 sick, which latter vessel, having been provided with all necessities for the further voyage to the Indies' Capital, is to be dispatched from here on the 13th of this month, whither the ship the Vlissinger, after discharging its cargo for this government, will likewise be sent on as soon as possible. With the said two ships Barbesteijn and the Vlissinger, we have had the honour to receive Your Right Nobly Honourable Lordships' respected letters of 20 November and 28 December of the past year, the latter of which having served solely for the conveyance of the ship the Vlissinger and thus, with respected leave, requiring no further reply, it has further appeared to us from Your Right Nobly Honourable Lordships' aforesaid missive of 20 November the appointment of Captain-Lieutenant in the Regiment of Luxemburg, Jean Andre Maurras, with the intention of having the same remain here provisionally and until further orders at the Cape, in order to keep supervision and command over the successively arriving transports of recruits of the same regiment during their stay at this place, and to provide them with what is necessary; which Captain-Lieutenant Maurras having landed here with the aforesaid ship Barbesteijn, we shall not fail dutifully to observe Your Right Nobly Honourable Lordships' order both concerning the payment of the wages of f 60 per month to the said Captain-Lieutenant Maurras, and the provision of three months' pay to the recruits of the aforementioned Luxemburg regiment. The officers of the aforesaid Ceylon return ship 't Hof ter Linde have handed to us a printed instruction framed by the High Indian Government on 30 September 1786, whereby the officers of the return ships of the second dispatch after the first of January, turning their prows toward Europe from Batavia, Punta Gale, out of the Ganges, and from Canton, are not only permitted to sail past this promontory without touching at any of its bays, but are even expressly forbidden to seek any of these harbours except in unavoidable distress for the preservation of crew and ship; but according to the sailing orders given along with it, to set their course so as, in tacking toward St. Helena, to be able to call at that island if necessary, with the addition that whoever in one way or another should dare to act against these absolute orders would be punished for it according to the findings of the case, and that furthermore, whenever high necessity should have required them to call at this promontory, the pressing reasons should have to appear and be mentioned, not only in the ship's journals, but also in a resolution that would have to be taken in that regard in the broad Council, or in the absence thereof in the ship's council, in order then upon arrival here to be presented to the Governor and Council. Whereby the said officers of the ship 't Hof ter Linde have likewise exhibited a resolution of the ship's council dated 22 April last, containing the reasons that they had to call at this promontory, among which principally appear that the crew was very much afflicted with scurvy and other diseases, that on the ship, on account of the parting of the wales, the breaking of some knees, the opening of the body seams and other seams, alongside other defects caused by heavy working on the reef of Agulhas, a repair of all the same was required, as well as that sufficient provisions for the further voyage were lacking and the drinking water had become putrid. Yet, although this government for the present has not received any instruction from the High Indian Government regarding the aforesaid circumstances of ship and crew, and the consequences which experience has taught may arise therefrom at the end of the voyage, we judged the reasons alleged by the ship's officers in their said resolution (of which, as well as of the aforementioned further order, we take the liberty to attach copies herewith) to be considered so fully pressing, for the preservation of ship, crew, and cargo, to call at this promontory, that we, with Your Right Nobly Honourable Lordships' favourable interpretation, could acquiesce therein. Batavia Mr Willem Arnold Alting Governor General and the Noble Lords Council of the Indies To the Right Honourable Sir Per the ships Voorschooten and Barbesteijn Right Honourable, Valiant, Most Noble, Brave, Highly Wise, Prudent, Most Generous Lords, Noble Lords This being now primarily arranged to, according to annual custom, make to Your Right Honourable Great Worships the general report of matters in this government, we take the liberty, with respect to the first main section of Letters and Papers § 2 to refer ourselves in all respect to the successive letters since our humble general writing of the 16th of May of the past year, of which the last, under the 19th of the just departed month of April, were dispatched to Your Right Honourable Great Worships with the ships d'Admiraal Suffren and Mentor. § 3 The annual secretarial papers now going over herewith are accompanied also by copies of the letters dispatched from here under the 29th of January, 12th of February, 3rd of March, as well as the 24th and 25th of April past to the Illustrious College of the High Noble Lords Seventeen. Ships and Vessels § 4 regarding which, likewise taking the liberty to refer ourselves to the successive advices regarding the arrivals and departure of the Company's own and chartered, both outbound and return ships up to the date hereof, we shall hereby further bring to the knowledge of Your Right Honourable Great Worships § 5 that the ships aforementioned, the Admiraal Suffren and Mentor, the last- mentioned on the 23rd of the passed month of April and the second on the 19th ditto previously, from this roadstead to Batavia, and the return ships Hasselstroom, Straalen, and Schoonderloo on the 3rd of this month to the Netherlands having proceeded, afterwards on the dates below, again appeared at this government the following outbound ships, namely: 26 April the Leviathan with 49 dead, 38 sick, having departed on the 9th of January from Texel; 27 ditto Voorschooten with 11 dead, 47 sick, departed the 25th of December also from Texel; 28 ditto Vlissinger, a chartered private hooker ship, that sailed on the 11th of January from Middelburg; 29 ditto Barbesteijn with 1 dead, 33 sick, having departed on the 25th of November previously from the port of Middelburg, having lain from the 28th of that month until the 6th of January in the Downs; Pollux with 5 dead, 25 sick, which sailed on the 25th of December of the past year from Texel. § 6. As also successively on the 23rd and 25th of the aforementioned month past, arrived safely here the Ceylon and China return ships 't Hof ter Linde, only with 22 invalids, and Zoutman with one deceased, the first-mentioned having departed on the 13th of February from Punto Gale and the last-mentioned on the 14th of January previously from Canton. By the officers of the fluyt ship the Vrouwe Catharina Johanna, previously arrived here, there was handed over to us a resolution taken in the ship's council of that vessel to retain on board, for making the voyage hither, the seven Chinese who had been placed on that ship in Batavia to assist with the ship's work, and who should have been put ashore again at the Northern Island, on account of the weak condition of the crew; with the added request that the aforesaid 7 Chinese might be taken off that vessel again here locally, and sent back to Batavia; therefore, the aforementioned 7 Chinese seafarers were detained here, and placed on the forward-mentioned provision ship the Batavier, to return with the same back to Batavia, while we take the liberty to offer to Your Honorable Grand Respects herewith an authentic copy of the aforesaid resolution taken in the ship's council of the ship the Vrouwe Catharina Johanna. The return of the frigate the Meermin from the completed expedition to survey the fairway near Cape Agulhas having been dutifully brought to the knowledge of Your Honorable Grand Respects in our humble letter of 23 February past, we take the liberty on this occasion to send to the same an authentic copy of the report made to us by the officers of the said frigate concerning the outcome of that expedition, which principally contains: That the aforesaid frigate the Meermin (as we have already advised) having departed from this roadstead on 24 December, and having had to remain lying for some days under Robben Island because of contrary winds, afterwards on 1 January arrived near Cape Agulhas, the dead-reckoned latitude being then 35 degrees 1 minute, longitude 36 degrees 5 minutes, as well as the observed latitude 34 degrees 50 minutes. That they then cruised back and forth, to and fro, for two days, and surveyed the fairway everywhere, west, south, and east of the aforesaid Cape Agulhas, at the place or the entire section A:B:C:D: shown on the chart, with all possible accuracy, both by cross-bearings and with the lead, without having been able to discover anything else or further than what has generally been known about it previously in navigation; wherefore the aforesaid officers had resolved, upon a favorable opportunity, to return back to this roadstead. that the letters which some had dispatched for that purpose had not been delivered, whilst others had entirely lacked the opportunity for the required return; but that, notwithstanding the slight registration caused thereby, one could nevertheless count on receiving from the remaining farmers from that district a much larger quantity of corn at Mossel Bay, although, because the cultivation there had only just made a start, it could not be of that importance which one might expect for the future, when everyone will first have been able to establish themselves better in it. § 20 And whereas the aforesaid return did not answer the expectation, but one still remains in uncertainty as to how much will actually be received from the aforesaid Mossel Bay for the Company's provisions here, whereby even the quantity of 12000 mudden of corn, which is required merely for the maintenance of this government for a single full year, could not be completed, since that which was received overland from nearby up to the first of the past month of March, together with the wheat brought from the fatherland by the ships Jonge Jacob, Dordrecht and Oostzaandam, did not amount to more than 11000 mudden, let alone that one would be in a position to build up the intended provision for a year in advance, which made it entirely impossible to determine whether anything thereof could be spared to be shipped on the provision ship Batavier present here to Batavia in satisfaction of the requisition, although it was indeed to be hoped that in the late season a good portion of wheat would still be brought up from the country into the Company's warehouses, which transport had been obliged to cease on account of the bad condition of the cattle. § 21 Thus, after having deliberated on this in our meeting of 7 of the aforementioned month of March, and having taken into consideration that the unloading of the said provision ship was at that time impeded because of other ships arriving from Europe for this government, we thought it best for the present still to suspend the decision regarding the compliance with the Batavian requisition, until one could meanwhile, upon receipt of the wheat in Mossel Bay, which was then about to make a beginning, calculate more closely whether anything would be to spare for dispatch to India's Capital. § 22 However much one had now flattered oneself with the hope that our expectations in this would in some measure be fulfilled, and one would thereby have been enabled to send some wheat to India's Capital with the aforesaid provision ship Batavier, there was nevertheless no possibility of doing so, considering that since the aforesaid resolution taken by us, no quantity of wheat worth mentioning has been brought into the Company's warehouses, and on the contrary the aforementioned stock of 11000 mudden, according to a precise return of the undersigned dispenser Tobias Christiaan Ronnenkamp on 7 of the aforesaid month of April, had already been reduced to 9780 mudden, including also 5400 mudden received from the Fatherland, which, very far from providing a stock in advance for the coming year, will only just be sufficient according to the ordinary consumption for the maintenance of this government until a next harvest; so that, without exposing oneself very imprudently and irresponsibly anew to such troublesome and dangerous circumstances as were experienced in the past year, not the least could be set aside for dispatch with the aforesaid provision ship, however much one on the other hand, partly in order to comply again as usual with the clearly apparent desire of Your Right Honourable Great Reverences regarding the requisition of wheat for India and to preserve the Colony in the favour enclosed therein, and partly also that the Company's valuable vessels should not make the voyage for that purpose in vain, had wished that the zealous efforts applied to that end might have succeeded.

With a humble request that Your Right Honorable Excellencies be pleased to look favorably upon so many unfortunate circumstances that have coincided from time to time, which have caused the impossibility of making any shipments, and regarding the neglect of which one has a more favorable prospect for the future; and that it may thus please Your Excellencies to continue to promote the lasting flourishing and prosperity of this colony. Fortifications § 25 This main section currently offers for dutiful treatment only the proposal made by the undersigned governor in our meeting of 10 October of last year. § 26 Namely, that from the very honored missive of the Gentlemen Mayors dated 28 July of the same year, it had appeared how Their Excellencies, upon the relevant remarks of Colonel and Director Gilquin, had been pleased to permit that he be granted so many more slaves for the advancement of the fortification works in progress as would be judged strictly necessary for the Company's service after proper deliberation; and that accordingly, in proportion as the work came to demand it, that number had also been increased from time to time.
