bay two ships lay at anchor before the mouth of the Berg River, which however showed no flags, he, the governor, had thereupon repeated, not only to the mentioned Laubscher but also to the burgher veldwachtmeester of the district thereabouts, the order given to the aforementioned Laubscher in the past year, not to permit anyone from the ships that might arrive there to go inland, as well as to prevent any provisions from being brought to them, and that they thus might obtain nothing other than drinking water. Section 38 That the aforesaid orders having been sent off by an express messenger, there was brought back to him, the governor, a further letter from the said Laubscher dated the 15th of the same month of March, containing that the mentioned two ships were still lying there, and that he, Laubscher, from their actions and the launching of the boats, presumed that the bay was being surveyed and sounded by them without having yet shown a flag or sent a vessel ashore; whereupon by him, the governor, in order to be informed with somewhat greater certainty in this regard, the second lieutenant of the ship De Meermin, Johannes Nothling, had been dispatched as quickly as possible to the aforesaid bay, who, having returned on the 21st thereafter, had reported that the aforesaid two ships constantly kept under sail by day and in the morning four of their sloops went out to sea; that one of them, being the closest in the bay, had been recognized by them as the English ship Romulus, which had departed from this Table Valley beforehand on the 13th of February; that now and then a shot had been noticed from the boats; that heavy boiling had been seen on the mentioned ships; but that neither of the two had shown a flag or yet sent a boat ashore, notwithstanding that the weather had completely permitted it, and there was opportunity enough in the bay for landing. Section 39 From which it appeared most clearly that the aforementioned ships had no other intention than the whale fishery, just as one had also, during the presence of the aforementioned ship Romulus here at the roads, coming from Santo Domingo, found the entire outfitting of that vessel very commodiously arranged for that purpose; and that the second ship was strongly presumed to be another also belonging to the English nation, named Triumph of London, which had sailed out from Torbay on the 18th of September, and from these roads on the 30th of December last, likewise outfitted for the whale fishery. Section 40 And it having been taken into consideration thereupon, with what difficulty it might be attended, if one, even if there were any possibility of it, were forcefully to prevent the whale fishery by the mentioned or other ships that might wish to undertake such along these coasts, and that it was also to be expected that even those who finance this expedition for that purpose will find their account therein only with great difficulty, and will therefore likely desist from it in the future, considering the danger with which that catch is attended here, as was already represented to the High and Mighty Lords Mayors in the dispatch sent from here on the 25th of January 1724; and that the fish along these coasts are also by far not likely to yield such a quantity as in the north, for which reason, even after the aforesaid time, on behalf of the Company it has been found better and less dangerous to draw the blubber from the seals on Dassen and other islands that are situated near Saldanha Bay: While, when the skipper of the aforesaid ship Romulus, during his presence at these roads, had requested of the undersigned governor to be permitted to go after the whales that he had discovered in this bay, he was not only refused this, but was also instructed to be careful not to undertake the fishery in any bays along these coasts. Section 41 It has been thought best to let the matter rest here for the present, and to give notice of this occurrence, with the addition of our aforementioned considerations, to the well-mentioned Lords Mayors, as was done in our last dispatch sent to their Noble High Mightinesses on the 24th of April last, and requested that we might be informed to what extent the aforesaid fishery, so long as it might still be undertaken by foreigners outside the closed and occupied bays, must or must not be prevented in the future, upon which we shall then continue to await their most esteemed disposition and orders. Section 42 Now proceeding to the treatment of all such matters as appear under the main heading of: Servants Section 43 We have, by our humble letter of the 30th of August of the past year, given notice to Your Noble and Grand Mightinesses of the arrival here of the undersigned Secunde and Chief Administrator Johannes Isaack Rhenius, who, pursuant to received instructions from the Noble Directors of the Presidial Chamber of Amsterdam, under date of the 25th of January of the same year, having been appointed by the High and Mighty Lords Mayors to fulfill both offices, after having previously taken the oath as Member of Council and likewise as the prospective President in the Council of Justice.

deposited on the 21st of the aforementioned month of August had taken into our assembly §44 And since the said Secunde Rhenius on that occasion gave to know that, whereas he had arrived pursuant to the aforesaid election in order to assume the said office, and this carried with it a full right to pretend that by the co-signing Secunde Hacker, having obtained his discharge from service from the highest said Lords Majors, a transfer of the respective administration should be made to His Honour at the earliest opportunity, however much on the other hand it was not intended to dispossess the said outgoing Secunde Hacker for the present thereby of the income attached to that office; yet he, Secunde Rhenius, in order to establish himself, would be obliged to incur very heavy expenses immediately, and meanwhile, if the more mentioned outgoing Secunde Hacker continued to enjoy the said income, he, Secunde Rhenius, would have to find himself deprived thereof, since the said income mainly consisted only of the fees enjoyed from the wines delivered to the Honourable Company, and the delivery of which for an ensuing year was to commence on 30 September next and would end precisely at a time when the said outgoing Secunde Hacker could make preparations to depart from here for the Fatherland at the suitable and customary time of the year; he, Secunde Rhenius, in order not to fall into the hardship of thus occupying the office of Secunde for an entire year without enjoying the income thereof, and in the meantime having to consume his own means in order to maintain a state commensurate with that office, saw himself compelled by all these reasons to request that the repeatedly mentioned outgoing Secunde Hacker should immediately make a transfer of his administration, and consequently should also leave to him the aforesaid fees arising therefrom. §45 Against which the often mentioned outgoing Secunde Hacker advanced that, whereas he had now served the Honourable Company for nearly forty-eight years with all zeal and fidelity, he had requested his discharge solely because he had found that due to advanced years he could no longer continue in service, in order to spend his remaining days with his, largely so continued as well as by inheritance acquired very mediocre means, in peace in the Fatherland; and that therewith their Right Honourable, Highly Respected the Lords Majors had taken a favourable regard upon that request, and having granted the discharge with retention of rank and pay, had very expressly been pleased to write that the said discharge should take no effect before he had made a transfer of his administration to his successor; and the extent of that administration did not permit making that transfer in such a short time that his successor could thereby be put into the enjoyment of the income, without causing him to undergo the hardship of resigning his service in a rather disgraceful manner before a suitable season of the year for his departure to the Fatherland had expired; whereas he was nevertheless informed from good sources that at all the Company's offices in the Indies it was customary that someone arriving at another office as a successor to any direction or administration did not enter into the function nor the profits of that office before and until the person as whose successor he was appointed had handed over and vacated the office of administration; just as this had also been practiced in this government itself when the Secunde Sergius Swellengrebel arrived here in the month of August of the year 1750, as having not entered into the complete exercise of the same office and the enjoyment of the benefits until the month of March of the following year, and that after the then Governor Hendrik Swellengrebel had, through his departure, given opportunity for the Lord Ryk Tulbagh as Governor-elect to step forward, and the latter could hand over the post of Secunde to His Honour's successor; he, Secunde Hacker, was therefore by no means inclined to resign the said revenues still due to him on the aforesaid grounds and until he had made a proper transfer of his administration; also testifying not to be able to expect that we, being well aware of what had been put forward, would make him undergo such a hardship and thereby also deprive him of the solace which, in the present high cost of living, according to his circumstances, he ought in fairness still to continue to enjoy from the aforesaid income until his upcoming departure. §46 So we, after the said Secundes Hacker and Rhenius had left the meeting for that duration, have taken all the foregoing into careful deliberation, and have seen therein that, however much on the one hand the aforesaid claim made by the said Secunde Rhenius was not to be considered unfounded, since he actually found himself present here at this time in order to assume his post and to succeed the outgoing Secunde Hacker to whom his requested discharge has been granted, and through the delay of the immediate handover the said Secunde Rhenius would find himself deprived of the aforesaid principal official income for a full year, at a time when the same must be of the greatest use to him, both by reason of the present oppressive high cost of living, as also

in order to purchase the principal necessities, which are currently very expensive here, so as to live in accordance with the customary state and dignity of a secunde; on the other hand, it would involve a great hardship for the outgoing secunde Hacker if he were ordered to lay down the exercise of his office immediately, even before he had the opportunity to depart from here for Europe at a favorable time of the year following the receipt of his discharge, of which no example is known where someone who has not failed in any part of his duty was forced to do so; to avoid the unpleasantness of a decision which by its difficulty would cause a hardship to one side or the other, subject to the favorable approval both of the high-commanding Lords Majors and of Your Right Honourable, we have had to resolve to allow the said outgoing secunde Hacker the enjoyment of the aforementioned revenues of the wines until such time as he shall have made transfer of his administration in order and in a proper manner, and at the same time to allow the secunde Rhenius to enjoy from the Company's treasury an equal amount as would accrue to the said outgoing secunde Hacker from 1 September aforesaid until that time from the aforementioned revenues of the wines, both nevertheless under promise of restitution if and in so far as the said Lords Majors or Your Right Honourable might not be pleased to approve the aforementioned arrangements, and to act in accordance with their supreme disposition or pleasure to be learned thereafter; by the aforementioned outgoing and incoming Presidents of the Council of Justice, Pieter Hacker and Johannes Isaack Rhenius, having been made known to our assembly of 18 November of the aforementioned year that, having taken into account the considerations of the Fiscal pro interim Gabriel Diter, in order best to remedy the uncertainty in which one was constantly fluctuating through the use of Eastern exiles as so-called Caffers or servants of justice, and to prevent for the future the danger to which, as experience has so lamentably taught, the servants of justice were constantly exposed, they had found that, in order to spare the Honourable Company excessive costs in that respect, only the current number of four European judicial servants should be increased by another six of the same, in order thereby to remove from that service twice as many Easterners, in whom the least trust is to be placed, and that the remainder should subsequently be gradually replaced with such robust and capable slaves of the Honourable Company or other Blacks as would be best suited for that service; §48. Thus, in consideration of the urgent necessity hereunto, we have increased the number of European servants at the Court of Justice by another six on the same footing, and have furthermore taken the resolution that, for the removal of the remaining Eastern exiles from that service, the same shall be replaced with such slaves or other Blacks as time and opportunity shall present, which arrangements we hope, for the reasons alleged, may obtain Your Right Honourable's esteemed approval; §49. Furthermore, it having been made known by the undersigned Governor in the meeting of the 24th of the aforementioned month of November that the inequality which existed in the emoluments enjoyed by the Honourable Company's master craftsmen and common artisans of the same trade who were employed in the different departments—so that such an artisan working in one department found himself deprived of the emoluments which an identical artisan enjoyed in another department—caused many complaints and troubles daily, and the artisans with lower emoluments could with difficulty be brought in their employment to perform the labor which those of their kind who receive higher emoluments performed on other works, and that this caused all the more murmur and despondency among that workforce because of the increased dearness of provisions; §50. that he, the Governor, seeing the necessity to effect a suitable redress in this matter and to place the artisans in that respect on an equal footing, as well as to increase proportionally the board money of the masters, who until now had been placed on the same level as the common artisan, had ordered the paymaster here, Clement Matthiessen, to investigate and report on what could best be done in that regard, and that the said paymaster, in conformity with further intentions on that subject, having conferred with Colonel Gilquin as director of buildings, and with the Lieutenants of Artillery Rutz and Kucher, who have supervision over the work, the one in the workshops at Battery Imhoff and the other at the artisan quarters, had delivered a report regarding this to him, the Governor, which was produced in the meeting, and whereby the aforementioned paymaster

Your Esteemed Honors' kind letters dated the 15th and 20th of November of the previous year, as well as the 30th of January of this year, in the writing of which Your Esteemed Honors express thanks for what was communicated regarding the safe arrival at Ponnecail of the ship De Draak, which in the aforementioned year sailed past this Cape; and however much one was in need here oneself, particularly of the goods destined for this government from the cargo of the aforementioned ship De Draak that were detained at Cochin, yet, perceiving the reasons given by Your Esteemed Honors as to why you were forced to make that detention, we have willingly accommodated this; and likewise with respect to the cash, as the inconvenience thereof for this government, considering the impossibility of maintaining the paper currency there at the same credit that still takes place under this government, does not outweigh the detriment that the Company there would come to suffer through a shortage of cash. However, concerning the ship De Paarl, in which, according to Your Esteemed Honors' writing, both the requisitioned goods from Ceylon and the remainder of the cargo from the ship De Draak were shipped for this government, we must inform Your Esteemed Honors: That on the 13th of March last, a French ship named La Cleomene appeared here in the roadstead from the island of Mauritius, and by the same was brought a letter directed to the undersigned Governor Van de Graaff by the captain of the aforementioned ship De Paarl, Cornelis in 't Anker, in which he reports on his disastrous voyage, and that on the 27th of December of the previous year they were overtaken by a severe hurricane, in which they lost the main and mizzen masts, as well as the topmast, fore and main yards; the ship, moreover, sprang such a leak that by the 29th thereafter they already had 11 feet of water in the hold, by which one was forced to throw overboard some artillery, and likewise all the goods that were on the lower deck, in the gunner's room and the run, in order thus to reach the heaviest leak and stop it. That the aforementioned ship De Paarl, having arrived to safety at the aforementioned island of Mauritius on the 13th of January thereafter, upon unloading the cargo there, it was found that all the linens had been submerged in water, which, however, not yet being rotten, were washed out in fresh water; That of the cinnamon on board only 200 bales had become wet, as well as half of the pepper, which, however, they had dried again as much as possible; and that half of the cardamom and the cotton yarns also remained dry, and the sappanwood and the cowries were salvaged, while all the coffee beans were ruined and the saltpeter had dissolved; That furthermore the linen bales and other goods on board for this government, except for four bales, all went overboard in that severe hurricane and maritime distress; That in those fatal circumstances, in order to be able to put his ship in condition to put to sea again, the captain found the means to purchase one of the ships that had run aground there on the island of Mauritius in that same hurricane which raged a few days earlier, which was well provided with a complete rigging and sails as well as other equipment, since otherwise it would have been very difficult to obtain a new rigging; That while the aforementioned ship De Paarl was lying in the dock for repairs, upon stripping the rigging of the foremast it was found that the same was also cracked and rotten at the top; and that the captain could not finally determine his departure, since this would mostly depend on the carpenters, who were very scarce to obtain there. There have arrived here from Mauritius on the aforementioned ship La Cleomene some passengers from the ship De Paarl, namely the chief surgeon Du Pie with his family, the ensign D'Obligt, and the young son of the harbor master Billink. Yet, as it seems people were not certain whether the aforementioned French ship La Cleomene would call at this Cape, no Company papers of the ship De Paarl were sent to us with it, for which reason we are also as yet unable to transmit to Your Esteemed Honors the requested clarifications regarding the missing personnel from the Galle garrison, specified in Your Esteemed Honors' letter of the 20th of November; While, however, concerning the soldier Willem Terwel mentioned in Your Esteemed Honors' letter of the 15th of that month, we can inform you that it appears from the pay books in this government that the said Terwel was engaged in the service of the Honorable Company as a sailor at 9 guilders a month, without any higher pay having been granted to him here on account of a further engagement or otherwise. ...burg Regiment Claude Andrien to Sergeant, upon the letter of recommendation and the good testimony given of him by us; we have communicated to the Commander of the Swiss regiment stationed here in the garrison Your Honour's request to grant the Lieutenant of that regiment, the Gentleman de Goupeliere, presently residing on Ceylon, an extension of furlough for another one or two years, on which subject these Gentlemen will have to inform Your Honour further. Together with Your Honour's aforementioned letters, we have also received the papers relating to the inquiry conducted regarding the missing slaves of the burghers here, Wijdeman and Smid, and as soon as the Basoir mentioned therein, whom we have learned is on the ship de Draak that is still expected, shall have arrived here, we will have the required investigation regarding them set in motion, in order subsequently to be able to procure for Your Honour the requested information concerning its outcome. The officers of the aforementioned ship 't Hof ter Linde have handed over to us a printed instruction drawn up by the High Indian Government on 30 September 1786, whereby the officers of the return ships of the second fleet or those which after the first of January departed from Batavia, from Point Gale, from the Ganges, and from Canton for Europe, are not only permitted to sail past this outer point without calling at any of its bays, but are even expressly forbidden, except in unavoidable necessity for the preservation of crew and ship, to seek any of these harbours; but rather, according to the accompanying sailing orders, to set their courses to sail towards St. Helena, to be able to call at that island if necessary, with the addition that whoever might dare in one way or another to go against this absolute order would be punished according to the findings of the case, and furthermore, when dire necessity might have demanded calling at this outer point, the urgent reason must appear and be mentioned not only in the ship's journals, but also in a resolution that would have to be taken in that regard in the broad council or, failing that, in the ship's council, in order then to be handed over to us upon arrival here. Whereby the aforementioned officers of the ship 't Hof ter Linde have also exhibited a resolution of the ship's council dated 22 April last, containing the reasons that they had for calling at this outer point, among which it principally appears that the crew was greatly afflicted with scurvy and other diseases, that the ship, on account of the parting of the wales, the breaking of some knees, the opening of the seams, alongside other defects caused by the heavy working on the Reef of Agulhas, required a repair of all the same, and moreover that sufficient provisions for the further voyage were lacking and the drinking water had become foul. And although this Government for the present finds itself devoid of any written instruction from the High Indian Government regarding the aforesaid newly established order, we have nevertheless thought, with respect to the ships which might already be provided with it, that we must comply with that order, and therefore, having taken into consideration the aforesaid conditions of ship and crew, and the consequences which experience has taught may arise therefrom at the end of the voyage, we judged that the reasons alleged by the ship's officers in their said Resolution must be considered so completely urgent for calling at this outer point for the preservation of ship, crew, and cargo, that we believed we could acquiesce therein; and notice thereof has been given by us both to the High and Mighty Lords Masters and to the Gentlemen of the High Indian Government. With the aforementioned ship 't Hof ter Linde we have also received the two leagers with anti-pestilential vinegar, and a half leager with the mixture wherewith that vinegar is prepared, and also a memorandum of how this mixture must be used, for the good dispatch of which we express our friendly thanks to Your Honour. However, since on the said vessel 't Hof ter Linde there was a passenger, the Surgeon Major de Maraval, being the inventor of that mixture, and the undersigned Governor thought he should make use of this opportunity to have the trials with the aforesaid vinegar conducted in the Hospital here in his presence, in order to be informed at close hand of what benefit would be derived therefrom for the Hospital, to that end a Commission was appointed by His Honour, consisting of the first and second chief surgeon of the Hospital here, as well as the Surgeon Major of the garrison and the chief surgeon in False Bay, which Commission having been executed, it nevertheless appeared, among other things, from the report submitted in this regard, that the aforesaid vinegar received from Ceylon had lost its required properties for the intended effect, while the aforementioned Surgeon Major de Maraval was found inclined and prepared, not only, if he could remain here while retaining his salary of 60 rixdollars per month, to completely disclose his discovered preparation of the spirit of vinegar to the Surgeon Major of the garrison, being Doctor of Medicine Hendrik Le Sueur, under promise of provisional secrecy,

To communicate completely, but also to labor alongside him and conduct further investigation into the extent to which that mixture can be brought to greater and greater perfection through the aromatic plants with which this region is found to be particularly enriched, as well as whether and in what manner a blending of the local beer or wine vinegar with his prepared extract could be brought to the same effect as that for which the vinegar from coconut trees has hitherto been solely employed in Ceylon. Whereupon we have considered the inestimable importance to the Honorable Company of possessing a means to preserve the health of the people by purifying the air on the Company's ships, toward which all possible efforts have hitherto been applied with little success, but also especially the benefit to mankind in general and the invaluable advantage that can be brought to the healing of the sick in the hospital here, in order to purify the air in that house and in all rooms within the same from the infection that mostly arises therein from epidemic diseases of all kinds brought by the ships arriving from both Europe and the Indies; and that, once it shall have been found that the domestic vinegar can be used for that purpose with the same effect as that from Ceylon, the transport of the Ceylonese vinegar can consequently also be saved and economized. We have therefore deemed it necessary, for all these salutary aims and ends, to accept the offer of the aforementioned Surgeon Major de Maraval, and consequently, in the firm trust that this will be received favorably and as a well-done deed by the High-Governing Lords Masters, have granted to the same Surgeon Major de Maraval to remain here with his family for some months, or until the first shipping opportunity of the coming year, while retaining his salary of ƒ 60 per month, of which we could not omit to give Your Honor communication herewith. Also granted to the Galle Equipment Master Laurens de Zille, upon his request, on account of the indisposition of his wife caused by the fatigues of the journey, to remain here alongside her and the child belonging under his care for some time with suspension of salary, to await a further shipping opportunity. The Lords Majors having given orders that some men should be drafted from the ships arriving successively here in the roadstead from the fatherland, both to serve for the garrison here and to form from them the reserve for the Indies, whilst we found ourselves here destitute of a required supply of muskets and other weapons for arming and training those men, the decision has therefore had to be taken henceforth, along with the men who must remain here from the outgoing ships according to their express muster rolls, to draft also an equal number of muskets and their further weapons from the ships, as has been done concerning the men who have been dispatched for this place with the bearers of this, the Leviathan and Pollux, and which muskets and weapons have been entered in an accompanying invoice and credited to Your Honour's government. and were still to be dispatched; which last-mentioned vessel being awaited daily with longing, we must nevertheless inform Your Honours by this regarding the ship de Paarl. That on the 13th of March last from the island of Mauritius there appeared here in the roadstead a French ship named La Cleomene, by which was delivered a letter written by the captain of the aforesaid ship de Paarl, Cornelis in 't Anker, to the undersigned Lord Governor van de Graaff, in which he gives an account of his disastrous voyage, and that on the 27th of December of the past year having been overtaken by a heavy hurricane, in which he had lost the main and mizzen masts as well as the fore topmast, foresail, and topsail yards, the ship moreover had sprung such a leak that on the 29th thereafter they already had 11 feet of water in it, because of which one had been forced to throw overboard some cannon, and likewise all the goods that were found between decks and in the gunner's room of the run, in order thus to be able to reach the heaviest leak and to stop it; That the said ship de Paarl, having arrived hereupon on the 13th of January thereafter at the aforesaid island of Mauritius at anchor, upon the discharging of the cargo there it was found that all the textiles had stood under water, which however, being not yet rotted, were washed out in fresh water; that of the contained cinnamon only 200 bales had become wet, as also half of the pepper, which however one had let dry again as much as possible, and that half of the cardamom and the cotton yarns had also still remained dry, together with the sappan wood, and the cowries having been salvaged, all the coffee beans however had become spoiled and the saltpetre had melted; That furthermore the packages of textiles and other goods held for this government, except for four packages, had all fallen overboard in that heavy hurricane and maritime distress. That he, the captain, in those fatal circumstances, in order to be able to put his ship into condition again to put to sea, had found the means to purchase one of the ships that had run aground there in that same hurricane that had raged on the island of Mauritius a few days earlier, which was well provided with a complete rigging and sails as well as other equipment goods, since otherwise it would have been very difficult to obtain a new rigging. That the said ship de Paarl lying in the dock for repairs, upon stripping the rigging of the foremast it was found that the same was also cracked and rotten at the top; and that he, the captain, finally could not fix his departure, since that would mostly depend on the shipwrights, who were very scarce to obtain there. There having crossed over hither from Mauritius with the aforesaid ship La Cleomene some passengers of the ship de Paarl, such as the head surgeon du Pree with his family, the ensign d'Obligt, and the young son of the Lord Dessave Billing; but since, as it appears, one was not certain whether the said French ship La Cleomene would call at this corner, we consequently have received by it no Company papers of the frequently mentioned ship de Paarl. With the aforementioned ship 't Hof ter Linde having also been brought the long and short invoices of the cargo of that vessel for the Netherlands, we have, pursuant to Your Honours' request, already forwarded the first-mentioned thither with the return ship Schoonderloo that departed from here; while the aforesaid ship 't Hof ter Linde, having been dispatched on the 9th of this month, now lies ready to sail to proceed likewise to the fatherland, the Lord Master of Equipment de Sille, on account of the indisposition of his wife caused by the fatigues of the voyage, having remained behind here to await a subsequent shipping opportunity. Whereas, by petition—a copy of which accompanies this—presented to us by the person of Lambertus van der Woord, who has been stationed here for some time as provisional assistant at the pay office, setting forth how he had been informed by private reports that, by the favorable and gracious disposition of the Lords Majors, he had been favored with the rank of junior merchant, in such manner as to await employment at Batavia; and that the petitioner had since also found himself listed as such in the general roll-book of the Company's qualified servants there; with the appended request, therefore, that on this account permission might be granted to him to sail over to India's headquarters on one of the ships lying here in the roads, together with his wife Helena Wilhelmina Sapelink, whom he married here, and their suckling infant daughter named Johanna Louisa, in order to enjoy the benefit of that so favorable disposition of the highest mentioned Lords Masters; We have, for the alleged reasons, granted that request to the aforementioned Van der Woord, and further, in consideration of his impoverished and straitened circumstances, excused him from the payment of the ordinary transport and board money for his wife and child, subject to Your Right Honorable Noble Respects' favorable interpretation, he being set to depart for Batavia with the bearer hereof, the provision ship the Batavier. who were to call at this corner, but the aforementioned Captain Bast having passed away on the journey here, the aforementioned fellow Captains Lors and Voltelen, in their capacity as administrators of the effects left behind on board the said vessel the Batavier by the said Captain Bast, addressed us by petition; and stating the purpose of the placement of the same Captain Bast on that vessel, namely to be able to obtain his further homeward voyage from here on one of the return ships, requested that such four chests with goods as are permitted by the regulations to homebound servants of that rank, and which were found among the estate of the often-mentioned Captain Bast—since the same, as was very well known to them and they also undertook if necessary to confirm under oath, had already been filled with his goods at Batavia, and that the branding of the same chests had only been unable to take place there because it could not be known on which vessel the same would be placed with their owner here—might be branded here for the benefit of the surviving widow and heirs of the often-mentioned Captain Bast and placed on one of the homebound ships. Whereupon we, having taken into consideration the aforesaid circumstances adduced by the petitioners, and particularly also that if no lack of space on the return ships at Batavia had prevented allowing the said Captain Bast, on the contrary, to repatriate on one of them, the same would, on the contrary, have been placed on such a ship, and upon passing away on the journey here, his aforesaid chests, which in such case would also have already been branded at Batavia, would have had to remain inside the vessel on which he had found himself placed there; so we deemed it impossible to deny the aforesaid equitable request of the petitioners, whereunder, subject to Your Noble Right Honorable Graces' favorable interpretation, it was permitted that the aforesaid chests, after the petitioners had declared under oath that the goods contained therein belonged to the often-mentioned deceased Captain Bast and to no one else, and provided also that the same goods should not be found to consist of prohibited articles, should be branded and placed on one of the present return ships for the benefit of the widow and heirs of the said Captain Bast or others having right thereto; just as the same, after the aforementioned oath was taken by the petitioners, have indeed been branded and laden on the bearer of this letter, the flute ship the Vrouwe Catharina Johanna, presently lying ready to sail, the same chests being addressed to the gentlemen Nicolaas Hinloopen, former magistrate, and Cornelis Bast Theunisz, merchant at Hoorn. Wherewith ending this, we commend Your Noble Right Honorable Graces' most esteemed persons and the important interests of the Honorable Company to God's safe keeping, remaining with due respect. From your report of today, I have learned with grief that the smallpox, which is extremely dangerous for this Colony, has been prevalent on the ship De Gouverneur Generaal de Clercq, which arrived there. But on the other hand, the fear that had to arise from this is not a little diminished by the time that has elapsed since the last person died of it during the voyage, without any infection having been perceived since. The precautions taken by you in the meantime to prevent all communication with that vessel cannot be other than very serviceable. You will have to continue with these, adding all that can further possibly be employed to that end, until the chief surgeon of that ship, who will have to repair hither for that purpose as soon as possible, shall have confirmed under oath his statement before commissioners from the Council of Justice here, as this has appeared to me unavoidably necessary in a matter of such prospect for this Colony; and after his oath has been administered, further written instructions concerning this will be sent to you. Meanwhile, the letters for this Government as well as for private individuals may well be removed from the ship, provided that the same, none excepted, before their delivery for dispatch, shall be quickly passed through vinegar and immediately dried again, as was practiced here concerning the ship De Eenparigheid even this year. In our meeting of the 18th of this month, a number of 29 burghers and inhabitants residing on the other side of the Roodezand mountains submitted to us such a petition, a copy of which is attached hereto for your information. Concerning the premises of that petition, we have taken into consideration that, although it cannot be denied that the prices, both of the wagons and of the draft oxen, both being indispensable for agriculture and in particular for the transport of grains hither, have increased in recent years, this nevertheless cannot be attributed to any causes that have arisen on the part of the Honorable Company, seeing that the reasonable prices of iron and blacksmith coal, even in the middle of the war when everything had become extremely expensive, have remained unchanged on the Company's part as those at which these materials for making wagons and other tools useful for agriculture had already been fixed for many years; and that, although the scarcity only of certain types of iron, which are more desired at one time and less at another, was mainly caused by what the Company itself suffered regarding its shipping in the last war, nonetheless, from what has been represented and requested in that regard to the High Governing Lords Major in the Fatherland, a good supply of various items, and especially also of plowshares according to an expressly transmitted model, may soon be expected. That concerning the wood for making wagons, which for some years, as the number of wagons in use has increased, has been scarcer to obtain and thus has become more expensive, through the projected navigation to Plettenberg Bay and the fetching of timber to be cut in the forests thereabouts, a greater abundance may likewise with very great likelihood be looked forward to; and this, if only the diligence of private workers may be combined herewith, must within a few years necessarily bring about a reduction in the exorbitant price of wagons. That further concerning the draft oxen, since the dearness of the same must be attributed to the war and the lack of slaughter cattle, through which dearness the Company, along with, indeed above, all the inhabitants together, has had to suffer considerably, and

still in the necessity of paying excessively high prices for a large portion of these oxen; how very little, therefore, it can be demanded of them to pay higher prices for grains in consideration of that, just as little as for the above-mentioned other reasons, or in addition to them, although now, both through the ending of that war and through the measures taken to oppose the depredations of the Bushmen Hottentots with greater success, alongside other means that are continually being employed to cause the said dearness of cattle, particularly detrimental to agriculture, to cease; having this in view, a good effect may further be hoped for and expected from it. False Bay Good Friend. ... work was established, whether in the event of this taking place, no concealment may have been practiced by the person with whom he conducted that examination. Through whatever neglect on the one hand or concealment on the other hand, the necessary precautions regarding the said vessel to prevent infection, which may cause very lamentable consequences to this Colony, have meanwhile also been omitted; thus I have deemed it necessary, hereby to require of you a detailed declaration whether you were on board upon the arrival of the frequently mentioned ship Horsen at this roadstead, whether you at that time, and in what manner, conducted any examination regarding smallpox or other contagious diseases, what was declared thereon, and by whom this declaration was made; this declaration of yours must be sent to me at the earliest opportunity. There being now again in readiness for departure to the Netherlands the ship 't Duyfje, returning from Batavia as mentioned in the heading and projected for the Chamber of Your Noble High Mightinesses; which appeared on the 16th of the cited month of May in False Bay. And by whose officers, concerning the order issued by the Lords of the High Indian Government to bypass this corner, no written account was handed over regarding the calling at the said Bay, because the Captain of that vessel, Willem Kerkhoff, found himself prevented therein by his illness, and which was also left undone due to his death in the said False Bay following shortly thereafter; nevertheless, the circumstances have clearly shown that the said Captain Kerkhoff, as well because of his own debilitated condition and lack of capable officers, as the weak and sickly state of the crew, to avoid the extreme consequences that must arise therefrom, could in no way avoid calling at this corner and entering the aforementioned bay. Whereas, due to the aforesaid passing of Captain Willem Kerkhoff, upon the request of fellow Sea Captain Nicolaas Acker, who arrived here from Batavia with the ship de Diamant and remained with our consent for some time, regarding whom the aforementioned High Indian Government by resolution of the 27th of October of last year was pleased to approve that upon a vacancy on one of the return ships he should be placed in command; the authority on the said vessel 't Duyfje was conferred here upon the same Captain Nicolaas Acker, and that hull was accordingly transferred according to order by express commissioners.
