burdens of this Government, since they are so very much the other way, cannot for the present, in addition to the said reasons, be looked forward to with anticipation. However, by the effected discharge, also handed over to his authorized representatives here, the Honorable Mr. Jacob Pieter de Nijs and Johannes Meijndert Cruijwagen, it will have to be accepted back into the Company's treasury, and for this, if at all possible, with preference on the very first occasion, bills of exchange are to be issued on the Gentlemen Masters; it is thus resolved to act in conformity therewith, and consequently to deliver an extract hereof, as well as of the aforementioned order of Their High Mightinesses, to the above-mentioned representatives for their information. The reduction of the trade books having further shown to Their High Mightinesses that this Government, down to August 1786, has remained an unpleasant burden to the Honorable Company amounting to 9 1/3 tons, regarding which matter, because such can no longer be borne by the Honorable Company on that footing, Their High Mightinesses expect that we shall apply our selfless efforts toward the reduction thereof, and toward presenting a financial statement that may be noted as most bearable; it will, however, be respectfully replied that we desire nothing more ardently than to be able to fulfill so salutary an objective, but that the necessity for the improvement of the defenses of this place, as well as the provision of the garrison with its appurtenances, have naturally caused these burdens to increase, without being able to anticipate a reduction therein for the present; and that it would be extremely agreeable to us if some means could be devised to make this place yield advantages that would balance those burdens, or at least in some noticeable manner meet them on some foot. With respect to the servants, Their High Mightinesses will respectfully be informed, concerning the disapproval of the appointments of a Town Major, of the Grand Major von Bonstetten, and of the Under Major Bleumer, as also of the Clerk of the Warehouses, that the High Ruling Gentlemen Masters having seen fit to reject these appointments, these offices have consequently ceased to exist, adding the precaution taken provisionally by the Governor, according to his declaration made in the last preceding session, on account of the critical state of affairs in the fatherland to anticipate the orders. Furthermore, concerning Their High Mightinesses' surprise regarding the dispute over the enjoyment of the livelihood of the Gentlemen Secundes between the outgoing and incoming Secundes Hacker and Rhenius, stating that the Company had to be the suffering party therein, with an accompanying order to have the sum disbursed on that account paid back into the Company's treasury and to make such disposition regarding the said difference as had formerly taken place in such cases or as equity shall require; it has been deemed best, since neither of the said two Gentlemen Secundes saw fit to enjoy the aforesaid disputed livelihood under the stipulated promise of restitution, but rather to leave it in the Company's treasury, also to suspend the further ruling thereon for the present, until the pleasure and approval of the Gentlemen Masters regarding this matter shall also have been learned. A written statement having been addressed to this Council by the Colonel Commandant of the Regiment de Meuron regarding various requirements for the forthcoming transport of the said Regiment to Ceylon, as well as other points added thereto, which he deemed he could demand: To His Excellency the Governor, and to the Gentlemen of the Noble Council of Regency of the Cape of Good Hope. Gentlemen, Having been notified that I am shortly to receive the order for the change of garrison, I have the honor to present to Your Excellency and to the Noble Council the following matters: 1st. That the uniforms of the non-commissioned officers and soldiers having to be packed, it is important to give them a smock and a large canvas cap; having none, I come to request the Noble Regency to have delivered to me about five thousand ells of Flanders cloth, of the quality that will best suit the purpose, which I believe to be that of topgallant sails. 2nd. That the Noble Company having provided each transport ship with a medicine chest, I request that the examination of the condition of the chests be verified, and that the Surgeon Major of the regiment be added to the persons who shall be appointed to this examination, so that they may be provided with the necessary items. 3rd. The armament, equipment, and clothing of the non-commissioned officers and soldiers having to be placed in chests, I have the honor to attach to the present letter, under letter A, the list of chests necessary for this purpose. 4th. To what extent the vessels will be provisioned for the table of the ship's officers and of the troops. 6th. I pray His Excellency and the noble Council to cause to be given to me a state of the provisions that will be placed on board for the sustenance of the soldiers, so that each commander of the troops on board may ensure that they receive what is destined for them. I could not learn except with pain that they have refused the increase of 45 stuivers that the Regiment claims. The letter of the Noble Directorate of 18 September 1786 carries an order too precise for me to deem it necessary to provide myself with another. I take the liberty of placing before the eyes of your Excellency and the Council the statement of the difference that I claim from 1 March 1786 until this moment, which is annexed to the present under Litt. B and amounts to rixdollars 20090:5:4. The repair of the arms having been at the charge of the Colonel since 1 July 1786, this expense forming a sum of rds 1940:1:3 according to the statements under Litt. E, I pray your Excellency and the noble Council to order payment thereof to me. I hope that your Excellency and the noble Council will kindly receive my requests favorably, since their basis rests on Justice and on documents that form a contract respectable by their nature and their precision. Whereupon the resolution of the latest preceding meeting had to be suspended, in order meanwhile to be able to investigate and inquire into how far one is or is not in a state and authorized to satisfy the requisitions made, it is now, with regard to the distinct articles contained therein, resolved as follows, to wit: That since there is no stock of Flemish linen at hand here which allows the same to be furnished for the purpose proposed in the 1st article, the same therefore cannot be satisfied. That in satisfaction of the 2nd article, from the Company's dispensary here, in the presence of the Surgeon-Major of the said Meuron Regiment, the medicine chests on board the ships which, having brought the Würtemberg troops here, shall now serve for the transport of the same Regiment to Ceylon, must again be replenished and as far as possible fully provided with what is necessary. That instead of the seventy chests which, according to a list attached to the aforementioned Exposé under Litt. A, must serve for the end and purpose stated in the 3rd article, it has been agreed upon further consultation with the aforementioned Colonel-Commandant that instead thereof a number of forty-two shall be held as sufficient, and these forty-two chests must therefore be manufactured for that purpose at the Company's artisan quarters. That for extraordinary provisions for the soldiers aboard ship on the question proposed in article 4, a quantity of 300 lb of tobacco shall be delivered gratis from the Company's trade warehouses here. That for notice and information on the fifth article, 459 the aforementioned transport ships, for the use of the officers and privates of the frequently mentioned Regiment, will be provisioned and provided for on the same footing as was done at the departure of the Luxembourg Regiment from here to Ceylon, after it shall be reconciled with the present circumstances: the arrangement of which is thought to be entrusted to the Chief Administrator Johannes Isaac Rhenius. That also in satisfaction of the sixth article, there shall be handed to the frequently mentioned Colonel-Commandant the lists of victuals and provisions that will be embarked on each of the transport ships in the manner just mentioned. However, since regarding that which the aforementioned Commandant believes he can claim and demand in the seventh and eighth articles of that exposé, it is unanimously understood that one possesses no authority here nor has obtained authorization to acquiesce therein, and that the order regarding this must therefore also still be awaited and expected from the Most Honorable Lords Directors of the Chamber of Zeeland, or indeed from the High and Mighty Lords Seventeen themselves; meanwhile Their High Mightinesses shall be informed of the demand made in this matter by the said Colonel-Commandant with the reasons presented by his Honor regarding it, and on the other hand also of the grounds and reasons upon which one trusted not to be able nor allowed to satisfy it in any way; being in the first place the order of the Most Honorable Lords Directors of the Chamber of Zeeland, contained in the dispatch of 18 December 1786, which that 460

The aforementioned Lord Colonel believed himself to be all too precise in the matter, so that, as His Honour expressed himself, he, the Lord Colonel, would have had no need to provide himself with another concerning, in particular, what shall have to be observed to enable the soldiers of the Luxemburg and Meuron Regiments who shall have fully served out their term, upon returning to Europe, to enjoy the premium of one hundred guilders; whereas this order regarding the premium originated with the well-mentioned Lords Directors out of the consideration that both said Regiments, pursuant to their respective Capitulations, being entitled to all the emoluments and advantages which the remaining troops of the Company enjoy, would also without doubt claim payment of the said premium, just as it is paid to soldiers upon return to the Netherlands after the expiration of their engagement. Without the frequently mentioned Lords Directors—even though the enjoyment of the premium for the soldiers who have served their term and are returning can be deduced much more closely from the 18th article of the Capitulation of the Meuron Regiment than that from the same article could be inferred any right to demand the increase of the monthly pay for the soldiers, which by the 6th article was fixed at 9 guilders a month to be paid at 20 stivers out of the Company's treasury—having thought fit to issue any special instruction for the payment of the claimed 45 stivers per month for each soldier above their stipulated pay; notwithstanding that the aforementioned Lord Colonel, in the reasons submitted in support of this claim, declared that complaints in this regard were made in the fatherland by the Lord Colonel proprietor of the regiment, and that he would also have received indemnification from the Honorable Company in that respect. Together with, in the second place, because the arrangement made by resolution of this council on the 4th of March 1773 to place the soldiers of the frequently mentioned Regiment, in the enjoyment of the monthly pay as well as in all other matters which they were already enjoying, on an equal footing with the remaining troops here, can presently still be regarded in no other way than as completely answering that purpose; just as the offer thereof having been made to the Lord Colonel proprietor pursuant to the same resolution, His Honour also accepted and has since enjoyed it on that footing. And for which reason it would also not be advisable, without a special order from the Lords Masters, who are fully informed in this regard, to depart therefrom, because the other soldiers can enjoy wages of 13 guilders a month here at 15 stivers per guilder, and to those of the Meuron regiment the guilders are paid at 20 stivers out of the Company's treasury. Whereas, on the contrary, if to the soldiers of the said Regiment, above the 195 stivers which they in this manner enjoy equally per month with the remaining troops, another 45 stivers per month were added, a privilege would be granted to the former above the latter, which is not only contrary to the said 18th article of the Capitulation, and which Capitulation it is ordered must be strictly observed, but also in every way suited to cause grumbling among the other troops if they were thus to receive less pay than other men of equal rank; or likewise, as has frequently happened, among the soldiers of the regiment itself, if this increase, being granted to them, the Lord Colonel Commandant (as His Honour claims to be able to do in his submitted reasons) should regard this increase as not intended to let the soldiers of the Regiment enjoy more money than those of the Battalion, but rather to compensate the Lord Colonel proprietor in a proper and reasonable manner. Furthermore, nothing brought forward by the said Lord Colonel Commandant in his repeatedly mentioned submitted reasons can in any way be taken into consideration here, as if the soldiers of the Battalion receive their wages in the Netherlands and enjoy the guilder at 20 stivers; since, in general, the soldiers of the Battalion receive their pay here, and then, as stated, are paid at 15 stivers per guilder, while very few are found in the Battalion who, intending in time to return to Europe, through extraordinary frugality, performing extra guard duty for their comrades, or through other small earnings, find themselves able to leave their wages standing and receive them in the Netherlands. Whereby, on the other hand, such men must go without their monthly pay for all that time, or at least one or two years, and upon receipt must undergo some deductions, which thus never allows them to count the guilder at 20 stivers. Furthermore, in the third place, that concerning the payment of the Rds 1940:1:3 which the often-mentioned Lord Colonel Commandant also still comes to demand, a disbursement out of the Company's treasury can by no means be demanded, even with the slightest semblance of reason, since the said sum arises from the said repairs of the soldiers' muskets over a certain period.

lapse of time and which of 28 June 1746, when representations had been made several times to the Governor both by the head of the militia, Colonel Gordon in his capacity, and by most Captains of the Regiment, to please issue the necessary orders that the soldier be treated according to the Capitulation; and after all the Members of the Council as well as His Honour himself had considered that from the 18th article of the Capitulation nothing else could be understood than that the repairing of the firearms must be paid not at the expense of the soldier, but out of the sum of money enjoyed by the Colonel-proprietor according to the same article; in such manner as had also previously been understood by the Commission that served to examine the administration of the said regiment, pursuant to its report delivered to the meeting of 19 June 1784, and as the said Colonel-proprietor of the Regiment himself had avowed in his memorial of justification dated 24 April of the aforementioned year; while, moreover, far-reaching murmuring existed among the soldiers regarding several points, and among others concerning the maintenance of the firearms, and they constantly tended toward desertion; and the aforementioned Lords Directors of the Zeeland Chamber having given orders by missive of the as aforesaid to pay close attention that the aforementioned Capitulation was strictly observed, the Governor, upon communication with the Members of this Council, had therefore considered that it could and should no longer be delayed, according to the best judgment, to alter and strictly execute some points in the domestic management of that regiment by His Honour's order of the aforementioned date 26 June 1746. That also, since the complaints by the former Lieutenant Colonel de Sandol Roy concerning the administration in general had been brought directly before the Lords Majors, and constantly awaiting the orders and further explanation from the same regarding all the aforesaid points, it was considered that one should provisionally rest content with this. That likewise the said Lords Directors of the Zeeland Chamber, by their missive dated 21 June of this year addressed in particular to the esteemed Governor, have been pleased to make a declaration that the entire arrangement of Colonel de Meuron regarding the settlement of accounts of the non-commissioned officers and soldiers, as it was before the date of 26 June 1786, was most in accordance with the intent and meaning of his Capitulation and customs, being furthermore fully approved based on that which Colonel von Hügel had regarding the Swiss regiments in France and the Netherlands; and that the commanding officer of the regiment was permitted to restore the said arrangement to the former footing, just as the esteemed Governor also testified to have put into effect immediately after the arrival of the said missive, without their Right Honours adding anything further thereto; and it naturally follows, it having been decided that the repair shall always have to be done by the soldier, at least the said sum never to be charged to the Honourable Company, but that subsequently, from those soldiers whose firearms were repaired over the aforesaid time at the expense of the Colonel, their pay should again be deducted from time to time. Upon the written request made to His Honour by the Colonel Commandant of the Würtemberg Regiment garrisoned here, it is granted to him to enlist anew for five years under the said Würtemberg Regiment the two soldiers by name Wilhelmus Jonker, of Berlin, from the Luxembourg Regiment, and Johan Hendrik Schott, of Stettin, who, having served out their contracted time, on their return to Europe arrived here, the first with the Paerel and the other with the Jonge Frank from Ceylon, pursuant to their voluntary offer made in this regard. Resumption of a missive from the government of the city of Hildburghausen relating to the estate here of the citizen Thomas Kempff, of which a copy will be delivered to the Orphan Chamber to inquire there. The skipper of the private ship on the employment of his vessel to the Netherlands having submitted. By the skipper of the chartered private ship De Vreede, Thijs Keetel, in regard to the resolution taken at the session of the 27th of November last to cause the said vessel De Vreede to return from here for the Chamber of Amsterdam with the cargo of the Ceylon return ship De Paarl, having submitted a written notarial protest against the aforementioned arrangements and his determined return, as well as against all damages, costs, or otherwise which he, his owners, or any other interested parties might come to suffer thereby, together with what further follows therefrom, it is therefore resolved, since one has found oneself in the unavoidable necessity of such an arrangement, and on account of the lack of any suitable cargo space no alteration can be made therein, therefore also to persist therein, and to give notice of the aforementioned made protest, by transmitting a copy of the submitted deed to the Right Honourable Gentlemen Seventeen, Chamber, shall be transmitted to the Right Honourable Gentlemen Seventeen as well as to the Honourable and Most Respected Gentlemen Directors at the said Chamber of Amsterdam.
