nation, of which first two, one came to be wrecked on the beach of Muijsenburg, we now find ourselves obliged in the most respectful manner to bring further to the knowledge of Your Right Honourables, that, as we ever, after the serious notifications given to us, both by the Secret orders of the Lords Seventeen, and the special secret orders brought here by His Serene Highness in particular to the undersigned Governor, with the national warships the Valk and the Siana in the month of March last, and upon which we dutifully had the honour to dispatch our humble reply to Your Right Honourables by the return ships Neerlands welvaren and Canton; to be attentive, vigilant and on our guard with all alertness against any unexpected attack from one enemy or another, we, for that reason, have now caused all our principal bays to be occupied by military posts, mostly commanded by officers; so that, with the precautions taken therewith, nothing can occur on these coasts without being speedily informed thereof; just as also the Baaij Fals, during all the time that it was open in this season, was continually held in possession by strong detachments, with six pieces of field artillery, and the required artillerymen, both in the Simonsbaaij, and at the end of that defile; and from the outermost corner, or from the actual Cape itself from distance to distance, on some suitable mountain tops, besides our ordinary guard posts on the so-called Head and Tail of the Leeuwenberg, a non-commissioned officer, with some men, assisted by an able and most trusted sailor, has been stationed; whereby nothing can occur at sea without one being able to be informed thereof immediately by the signals devised for that purpose; whilst even, after the Baaij fals was closed again by the expiration of the bad monsoon, both Simonsbaaij and the post at Muysenburg, at the end of the defile leading from Simonsbaaij to the plain to be able to come up to the Cape, has been kept continually occupied by a suitable detachment, commanded by the necessary officers; and the very advantageous post at Muisenburg has also remained continually garrisoned with four pieces of light cannon. All of which precautions have then also resulted in the government being promptly informed of the approach of the aforementioned five ships; as was shown on the 14th of this month, when in the afternoon, a report arrived here from the Baaij fals that a few hours previously six large ships, of which it was believed that one of them flew a French flag, had been seen from the mountain named the Slangerkop; which were approaching our coasts and seemed to be steering towards the Tafelbaaij, our ordinary roadstead in the good monsoon; just as indeed the next day, that squadron came up so far that a signal was made here from the Leeuwenkop for six approaching ships with the French flag, which however were lost to sight again around the south, while one of those signaled ships, being a French private ship named la Vics de la Bentenaije, came to anchor in this Tafelbaaij the following night. Whereupon on the 16th or the next day, we received a report from the officer commanding the detachment at the post at Muijsenburg, that in the morning, at the hour of half past three, some large ships were seen off the Baaij fals, which all seemed to wish to enter the said bay; that from some of those ships, signals were made by cannon shots; and that one of the same, being a frigate, having sailed on swiftly to the end of the bay, about three-quarters of an hour from the aforementioned post, having got into the breakers and subsequently onto the beach there, had fired some shots, and immediately afterwards, its masts had fallen overboard: that furthermore the aforementioned officer commanding at Muijsenburg thereupon immediately detached some men, and had them hold post on the beach opposite the said frigate, until further orders. Then, as the altogether singular and unusual manoeuvres executed by the same ships appeared very suspicious to us, this caused the undersigned Governor immediately to resolve to issue the necessary orders with all possible promptitude, that an officer of the burgher cavalry, which at that very moment was engaged in performing their exercises for the ordinary annual review of arms, was detached thither with some men, in order to be able to be speedily informed of everything, pursuant to which also a captain of horse, with his entire squadron, consisting of some officers and 80 men all on horseback, hastened to Muijsenburg, whilst immediately also a field officer, Major von Sette, two captains, six subaltern officers with three hundred fusiliers, an artillery officer with some artillerymen, two pieces of cannon of 3 lb, all from the Regiment of Wurtemberg, provided with the necessary munitions, were detached thither, with orders to hold post there; the head of the militia, the undersigned Colonel Gordon, having in the meantime already ridden ahead to Muijsemburg with the first detached body of cavalry that marched out; all of which occurred with so much speed that on that same morning before ten hours all

The undersigned Colonel Gordon, having subsequently arrived in Simons baaij, immediately stipulated on orders of the also undersigned Governor, both with the Colonel Commandant of the aforesaid troops, the Chevalier Walsh Serrant, and with the commander of the aforementioned squadron, Monsieur de Fournoue, certain points to be strictly observed on both sides, the most important of which were that under no circumstances more than 20 men from each ship per day, without any gun or other weapons, would be allowed to come ashore to refresh themselves, but that they would have to return on board each time before sunset. Meanwhile, following the report made the next day by the undersigned Colonel Gordon to the also undersigned Governor, the detachment in Simonsbaaij was reinforced by a captain, two subaltern officers, and fifty fusiliers, all from the corps of him, Colonel Gordon, in order to join the men already stationed there. And as the undersigned Governor, during his presence in Baaij fals, could not conceal his astonishment before the commanding officers of the aforesaid squadron that these King's ships had entered the said bay in this season, since our bays must be very well known to the French naval office, and therefore the danger that lay therein for those ships could not be unknown to them, those officers merely replied that they, notwithstanding this, had positive orders to enter Baaijfals if necessary. All the singularity of the whole course of this event will undoubtedly strike Your Noble Grand Right Honourables no less than it did us. The destination of this squadron is, according to the word of those gentlemen, to Mauritius; it is provisioned for eight months, and has had need of taking in nothing other than water. And although we are now somewhat reassured in that regard, may Your Noble Grand Right Honourables rest assured that our attention and vigilance will by no means be diminished thereby. It gives us heartfelt pleasure to also report to Your Right Honourable Worships that on 26 December this Roadstead [was reached by] the Princesse Johanna with 3 dead, 30 sick the Drie Gebroeders with 4 dead, 2 sick the Susanna with 10 dead, 345 sick the Fortuin van Dort with 31 dead, 124 sick These ships, destined for the transport of the Regiment Luxemburg to Europe, departed from Ceylon on 18 October, accompanied by the State's warship the Ceres, and having convoyed the four following private chartered ships, sailed together with the State's ship and arrived here, namely: there being placed thereon 24 officers, 136 non-commissioned officers, and 385 privates, all belonging to that corps, and concerning whom we shall perform everything that the aforementioned Government has requested of us, in order to make those ships proceed on their journey as speedily as possible. It gives us no less pleasure to be able to advise Your Right Honourable Worships that the State's warship the Valk, having departed from Batavia on 19 November and sailed from the Sunda Strait on the 23rd, also arrived here on 31 December after a very short voyage, and that this vessel, along with its crew as well as its passengers, are in a desirable condition. Then, with regard to the purchase of the pumps, topsail and crossjack sails, and grapnels, we received as an answer that both sails, during the time that the crew of the ship of the line were present, having served for encampment both for that crew and for his own private crew, were mostly damaged and, in his opinion, no longer serviceable for ship use; and with regard to the grapnels etc. and otherwise, he, the skipper, believed, no less than with the sails, as not knowing whether they were for the account of the underwriters or not, that he was not permitted to sell them out of hand, and thus thought he could best account for this through a public auction. The inventory of the salvaged goods is offered to your Right Honorable, Valiant and Honorable Lords enclosed herewith. The most difficult work, being the sorting into varieties of the various linens, having already been finished 14 days ago, we subsequently made a beginning with packing, and progressed so far that about 4,000 pieces are packed, being, during the packing, opened piece by piece, inspected, and properly folded, separating the defective from the good, the stained from the unstained; those that are good separately, the stained or affected packed into bales, each with its kind, the entirely rotten, with holes or otherwise damaged, of which latter a considerable number was found among the lot, being used for wrapping material, the majority of the linens being dyed in the folds by the sappanwood, pepper, cinnamon, etc., which could not be cleansed by rinsing in the manner in which it was done, nevertheless so strong in the grain as if it had never lain in salt water. to make a convenient size, so that they can be easily shipped; we cannot, however, commit ourselves to a fixed number, since naturally a proportion between the coarser and finer sorts must be observed, with more or less serving to be packed into each bale, while residing in the certain confidence that the bales, as they are now made, can very easily be carried on a barrow by four men and embarked without any danger of getting wet, and the opinions regarding this have been obtained from both the skipper and the ordinary seamen, while every possible care is also being taken to pack the linen completely dry. Regarding the 15th article of the considerations of Messrs. Dunning and Bergh, we have the honor to submit that thus far use has only been made of the gunny and linen in which the linens were formerly packed, but this will soon be lacking, since by far not as much gunny was found in the timber shed as we judge necessary for that part, although all the gunny that lay scattered about the beach, in the straw huts and tents of the sailors has been gathered together, the greater part of it still being rotten, decayed, and unusable, and others cut into small pieces; this principal article of packing would then be that which would be lacking if one had not the foresight to supplement this with old sail. The burgher Tarling, contractor of the timber shed, having been prevented by illness from repairing the flat roof that had leaked in several places (which inconvenience, however, caused no damage to the linen), no more leakage was detected after the necessary repairs were done by us, with careful inspection being made during rainy weather. The necessary spaces for both sorting and packing having been found in the warehouse, the erection of shed-houses or anything else of that nature became completely unnecessary, wherefore no expenses whatsoever were made in that regard, as we shall necessarily keep in mind in every respect that economizing and looking after the interests of the Honorable Company are Your Right Honorable Sir's principal orders and the foundation of our commission. Lack of storage space, difficult transportation to the Cape, as well as the little help that could be expected from inept persons, obliged us to hire no more than four men who knew somewhat how to manage with sailmaking, who, joined with the slaves brought along by the undersigned, are sufficient to sew up the linens, while the sorting, folding, and such like are performed by the off-duty military men and Hottentots, they being hired for the same prices as the first-mentioned when they assisted in the grain magazine in Mossel Bay, and the latter as the previous gentlemen commissioners have allowed, and the work was done from early morning until late in the evening with the utmost diligence and zeal; also, in consideration of the necessity that the overseer Meeding continue with his usual work, not the least assistance was demanded from him nor from the men under his command. Regarding the aloe and [illegible] chests, as well as the packing of the cinnamon, we shall obey Your Right Honorable and Honorable Sirs as much as possible, and cause the cooperage to be sold publicly at the auction to be held, after the most necessary has been retained for the service of the Honorable Company, there being meat in stock thus far for the four persons of the union, in default of which the slaughter-cattle will be requested from the Company's post in Outeniqualand. The undersigned deem the sending of the frequently mentioned vessel for repair to be all the more necessary, since experience teaches us here daily that the shipworm is rampant to the highest degree, so that the wood is inwardly eaten away like fish bones, and outwardly nothing other than small holes are discovered therein, so that the ship can quickly be eaten through in the solid wood, and will not be detectable before one will be forced to cut out entire pieces.
