providing on board to each man daily six mutsjes, provided the cook had to use half salt water for the groats, so that one would not be able to continue the voyage to Cabo de Goede Hoop, seeing that one could not be assured of arriving there within 8 weeks without reducing the water, whereas now so many sick require more water, because they cannot ingest anything other than cooked food, so it was certain that, notwithstanding those who come to die, one nevertheless henceforth would not be permitted to provide to each man more than four mutsjes of drinking water. Also the water casks had all already diminished by 5 inches and were recently found to have leaked nearly empty, and with 333 head by providing 2 mutsjes of water less a day, one cannot save in 8 weeks more than 7 leggers of water, which then would still suffice for only 9 days. It is indisputably true that in the scurvy, the reduction of water is in the highest degree detrimental, since it is already distributed sparingly. The aforementioned sickness, having its origin in the lack of sufficient and fresh water, and the lack of fresh food, is incurable as long as one is at sea, and experience teaches that it is beyond probability that those sick could endure in that state for the time of 8 weeks, but rather it is greatly to be feared that they all, besides many who are presently on their feet, must lose their lives in the process, the disease at the same time becoming general. For these and similar reasons more fully contained in the extract from the resolution sent per the aforementioned dispatch to their Honorable Worships the Gentlemen Directors, we had to resolve, in order not to expose the ship and souls to unavoidable disasters if not complete ruin, to turn the ship to Rio de Janeiro in order to recover the people there as quickly as might be possible and to take in the necessary water. At once the captain resolved to inform the ship Vredenburg, where matters were quite as badly situated, of this, and together they set the course thither on that very day. On the 19th of October we arrived in Rio de Janeiro, after having been on the open sea for 157 days and nights, having at present 24 dead, among whom 2 died by accident, and many sick, of whom we first sent 103 to the hospital. On the 29th of the same month, as appears from the resolution of the ship's council, it was resolved, because while the ship Vredenburg was to receive a new foremast and bowsprit, it was therefore of no great necessity to delay ourselves for that ship, as it had no need of assistance, and the voyage already being so long, so that the provisions such as bread and groats would spoil with time, and also since one recently had news from Portugal that our republic was still at peace with all foreign nations, so our combination in that respect is also of no use. For these and similar reasons it was resolved, upon the testimony to be given by the head surgeons of this vessel as to when that might first be possible without exposing the people to danger, to re-embark them so that they might make a voyage of 6 to 8 weeks to the Cape of Good Hope, in order to be fully recovered there. It was maintained by the head surgeons that the sick, 14 days from this date, being on the 13th of December next, provided one took along some supply of refreshments of fresh meat to nourish the weak, as well as some principal medicines such as bark and rhubarb, which were all consumed, which was agreed upon, yet to negotiate everything in the most reasonable manner, and provisionally fixed our sailing day for the 15th of December. On the 15th aforesaid we sailed to the bay and actually embarked the sick or recovered again, although some still had to be carried on board because of weakness, just as afterwards 40 and more men constantly had to keep to their hammocks, and during the voyage to Cabo nearly the entire crew was affected by a kind of scabies, which was a consequence of the scurvy and

which in some broke out so severely that they could neither sit, lie down, nor walk, from which it appears that in general the crew on that vessel are still internally entirely impure and their humors corrupted, which can only be remedied by refreshments alongside the use of medicines, provided that somewhat more than the usual time is used for refreshing so as to be in a condition to undertake the voyage to Batavia with some good result. On 16 November, we lay in Rio de Janeiro by the island post, entirely ready to sail, but had to wait until the 19th of the same month for a good wind, at which time we put to sea. The ship Vrederburg then already had the new bowsprit in the ship, but the foremast, although it was ready, could not be brought on board until the river along which it had to be transported from the forest should be swollen by heavy rains, so it is difficult to determine when that ship will be able to undertake the voyage. In addition, all the crew are in utmost need of a complete refreshment, seeing that the time of the year does not predict a quick voyage from here to Batavia on account of the weak westerly and frequent easterly winds which one encounters to the south, and also when making Sunda Strait, arriving as one does during the monsoon change, one could easily meet with adversity, whereas the crew is totally unfit to endure a voyage longer than usual, and it is to be feared that many would perish thereby, since some, and especially the Captain-Lieutenant at Sea G:A: van Velzen, have already been attacked by putrid fever and laid low. Because of all that is aforesaid, I have deemed it my duty to turn to the Honorable Valiant Lord Governor and the Honorable Respectable Council here, with an earnest yet humble request, in consideration of the aforesaid, to postpone the day of the muster at least until the first of February next. Yet the petitioners consider themselves aggrieved herein, the reasons being: while the petitioners strictly adhered to the stipulated literal Contract of the 1st of February of the year 1784, as well as the placard posted for that purpose, both of which dictate nothing other than solely delivering meat and live cattle to the Honorable Company's ships passing here, at the prices set and accepted therein, as the petitioners are also bound and obliged to comply with the same, thus consequently in contrast thereto, we petitioners maintain, under wiser correction, to be able to persist that the aforementioned Contract may also be fulfilled by the Honorable Company. And finally, as proof that the petitioners have never wished to deviate from the literal Contract, your Right Honorable and Most Worshipful Gentlemen will immediately be able to perceive from a certain petition dated 27 December 1781, exhibited in this Honorable Worshipful Council of Policy, in which the petitioners had already complained about the private Dutch and other foreign flags in chartered and freight-carrying ships or vessels, whereby the petitioners were informed by the then, now repatriated, Noble Lord Governor Mr. Joachim van Plettenberg, that everything that was outside the Contract would be paid extra to the contracted butchers, as would be most appropriately applicable; it has also appeared in the aforementioned year 1786 aforesaid, that the Honorable Company, the government, for lack of bread, supplemented the same with meat instead, and paid for it from the Honorable Company's Treasury two and a half pounds at six stuivers, but upon further agreement it was calculated at two stuivers per pound, although between here in town and False Bay it makes a noticeable difference, since the public and the residents and inhabitants of the Bay itself have paid three stuivers for a pound of meat from the year 1784 to date, and then there is still a great difference between the extra delivery to the Honorable Company which we petitioners consider, rather than to those who are excluded from the Contract. Having last had the honor of writing to Your Noble High Mightinesses per the Dutch private ship de Goede Verwagting, and to dispatch the Dutch private ship de Vlugge Trekvogel, we now take the liberty duly to offer to Your Noble High Mightinesses the duplicate thereof, to which respectfully referring ourselves, we at the same time let this serve to accompany the abovementioned vessels. Furthermore, there having been laden here at this place into the ship Meerenberg 5 leagers of ordinary Cape wine, and into the ship de Zeevaard likewise 5 leagers of ordinary Cape wine, as appears from the bill of lading invoices made thereof and transmitted alongside this. Which ship de Goede Verwagting, having been detained here from the 3rd to the 9th of this month of January by contrary winds, we can now again dutifully bring to the knowledge of Your Noble High Mightinesses the safe arrival here, on the 15th and 22nd of this month, of the two Dutch private ships de Geertruijda and de Vrouwe Jacoba Maria and Lucia Theresia, both laden at Batavia for account of the Honorable Company and consigned to Your Noble High Mightinesses' Chamber, which both hulls we hope to put in condition shortly to be able to undertake the further return voyage. Having dutifully given notice to Your Right Honourable Lorships of the arrival at this roadstead of the private chartered ships de drie Gebroeders, de vrouwe Johanna, de de Susanna, and het fortuin van Dort, having served for the transport of the Luxemburg Regiment from Ceylon hither, we cannot refrain from respectfully reporting further to Your Right Honourable Lordships that onto the first three named of those ships, 540 men, both officers, non-commissioned officers, and privates belonging to the said regiment, have again been embarked by us, with which those vessels on the 3rd of this month undertook the voyage to Lorient, under convoy of the naval frigate of war de Valk, commanded by Mr. Abraham Kuvel, under whose orders we have placed the skippers of those chartered ships by written order. Pursuant to the much-revered orders of Your Right Honourable Lordships, we have made an extensive report to the Chamber of Zeeland of everything that occurred regarding the Luxemburg troops at this Government, and these our humble advices, addressed to the said Chamber, were dispatched by the naval frigate of war de Valk, and the duplicate thereof today by the bearer of this letter; taking the liberty to present the authentic copy thereof to Your Right Honourable Lordships, and respectfully referring ourselves to it, hoping hoping that all we have done concerning those people may receive the esteemed approval of Your Right Honourable Lordships. We have the honor most humbly to refer to our last letter of the 17th of this current month of February, dispatched to your Right Noblenesses via your Chamber ship De Ystroom, which vessel, in the company of the ship De Standvastigheid, undertook the voyage to Europe on the 19th of this month. At the same time, your Right Noblenesses' Chamber ship De Diamant arrived here free of quarantine, which remained in the Downs from 18 September to 9 October, lost fifteen men of its crew during the voyage, and brought thirty-six sick to this government. With the said vessel we were pleased to receive your Right Noblenesses' most esteemed letter of 25 August of the preceding year 1788, and we shall dutifully obey what was ordered therein. Having arrived here on the said ship De Diamant, the undersigned Johan Nicolaas Steven van Lynden van Blitterswijk, appointed by the High and Mighty Gentlemen Seventeen as Independent Fiscal to this government, took his seat in that capacity at our meeting of yesterday, after first having taken the customary oaths as member of our council and that of Justice. Having dutifully informed your Right Noblenesses in our respectful letter of 3 January last concerning the safe arrival in this roadstead, under convoy of the naval frigate De Ceres, of the private chartered ships De Drie Gebroeders, De Vrouwe Johanna, De Susanna, and Het Fortuyn van Dort, engaged by the Ceylon government for the transport of a part of the Luxembourg Regiment, we cannot fail to give your Right Noblenesses the following report on what occurred regarding that corps in this government. The said troops having been disembarked on Robben Island at the request of the Ceylon government and provided with what was necessary there, Mr. de Raymond, Lieutenant Colonel of that corps, submitted a letter to our meeting of 13 January last, of which we take the liberty to offer an authentic copy to your Right Noblenesses, from which your Right Noblenesses, if you please, will be able to perceive the extreme grievances that the said Lieutenant Colonel brought forward concerning the bad and unheard-of treatment that the aforesaid regiment allegedly had to endure. And we have placed a copy of that letter in the hands of Captain-Lieutenant Kiebourg, stationed by us on Robben Island to exercise command there during the presence of the aforesaid troops, in order to furnish us with a report on the matter. Furthermore, in order to investigate how far these complaints were well-founded or unfounded, we expressly commissioned the naval captains Cornelis van Vlaanderen and Jan Arnold Voltelen, together with the military captain and captain-lieutenant Willem Buissinne and Adriaan Gijsbertus van Kervel, to proceed to the said Robben Island and there to trace and examine exactly and with the utmost accuracy the substance of those complaints contained in the aforesaid letter, a copy of which was handed to them for their information; whether the tents were sufficient for shelter for the officers and further men of the said regiment; whether they were pitched in proper order; whether the sick of that regiment were well cared for, and whether the necessary medicines and refreshments were administered to them; whether the rations were distributed and provided in accordance with the orders of the Honorable Company; which provisions and victuals had arrived there successively since the aforesaid regiment had been on that island; and whether proper use was made of them by those to whom they were delivered; and further, whether the said regiment suffered any shortage of one thing or another, and if so, to state precisely what it consisted of, in order to be able to supply the said regiment with it if possible; furthermore, to give an ample report on all of this and on anything else that might appear to them during this commission to require any redress concerning the treatment of the aforesaid troops there, and to deliver the necessary report on their actions. 599 rest expressed complete satisfaction with the arrangement devised by the aforementioned committee members, and to have the required articles specified therein transported thither as quickly as possible; and furthermore, on the motion of the committee members for the interests of the Honorable Company, it was resolved by us that instead of what was being issued by the Company of the said regiment, namely 3 lb sugar, 3 kan arrack, 4 mutsjes olive oil, 1 lb butter, and during the month, to have provided daily to the same 1 lb meat and 2 bottles of wine. Furthermore, it having been proposed by the undersigned Governor in our meeting of the 30th of the just-elapsed month of January, and taken into consideration by us, whether it would not be most consistent with the Master's interests—since the privately chartered ships that were to serve for the further transport of the aforementioned regiment of Luxemburg would be made ready as quickly as possible for their further voyage, while among the men of the aforementioned regiment only a number of about eighty sick persons were to be found—to have the three transport ships, the Drie Gebroeders, the Johanna, and the Susanna, continue their voyage immediately with the healthy men as soon as they should be in a condition to do so, and to retain here the fourth ship, the Fortuyn van Dort, until the sick have convalesced, so that the voyage home could likewise be undertaken with them; thus we have at the same time taken into 600 consideration the regrettable accident that befell the State's frigate of war the Ceres, commanded by Captain van Halm, who had undertaken to convoy the said troops from Ceylon to the port of Lorient, by having been driven from its anchors in this roadstead by a fierce southeasterly wind and having arrived in Saldanha Bay, from where His Honor had only a few days ago come to anchor again in this bay, wherefore we feared that His Honor might perhaps not be able to get ready so quickly to convoy the aforementioned three ships further; whereas we nevertheless deemed it of the utmost necessity not to let those ships depart from here without a convoy, and on the other hand it was also not considered advisable to let the said ships linger here longer than was strictly necessary, to the substantial disadvantage of the Honorable Company, both on account of the lay days and the rations daily provided to the aforementioned men; wherefore it was thought best by us to inform the repeatedly mentioned Mr. van Halm of these matters by a letter, and to request His Honor, in case it should be beyond the possibility of continuing the aforementioned convoy himself, then to be pleased to entrust the same to the Captains van Kuvel and Lucassen, respectively commanding the frigates of war the Valk and the Scipio, likewise lying here in the roadstead, or to whichever of those two gentlemen His Honor would be pleased to designate for that purpose; and the said Mr. van Halm, in reply to that missive, 601 entrusted the convoy of the said three ships to Captain Abraham Kuvel, commanding the State's frigate of war the Valk, and determined the sailing day of those ships for the 15th of this current month of February. However, a multitude of coinciding inconveniences having made us fear that the men of the regiment of Luxemburg would not be able to be embarked in this roadstead by the sailing day determined by Mr. van Halm, and it having been taken into consideration whether it would not be better that those troops were embarked again at Robben Island, we have ordered the masters of the transport ships in writing to make themselves ready to embark the aforementioned men again by the said sailing day, and to that end to leave this roadstead as quickly as possible and to sail to Robben Island in order to take those troops on board there again. Lieutenant-Colonel Raymond, having submitted at our meeting of the 30th of the recently passed month of Iannuarij four letters, of which we take the liberty to enclose the authentic copies marked from No 1 to 4, in the first of which his Honour was pleased to demand a payment of a ten rixdollars gratuity to each of the officers of his regiment, on the same footing as applies to the national and duty-bound officers, and referred for that purpose to the 3rd Article of the second capitulation of the aforesaid regiment, we have taken into consideration that that article only states that the regiment of luxemburg must be paid on the same footing as the troops of the Honourable Company as is customary, at the place where the same regiment was to have its destination, and furthermore we have here never granted such emoluments to the Company's troops passing through here, but only to those who are stationed here in garrison, as the regiment of luxemburg is currently in that same situation, and this outpost cannot be considered the place of its destination, wherefore, after consideration of these matters, we judged ourselves incompetent to accede to this request. In the second and third of those letters your Right Honourables will be able to find a requisition for cloth for clothing for the regiment of Luxemburg, regarding which the undersigned Chief Administrator declared that what was on hand of that manufacture would necessarily have to be preserved for the homeward-bound ships, and we thus could not spare any of it, and we therefore decided to have issued to Mr Raymond the 603 48 drum skins and 6 bundles of drum ropes requested in the aforementioned letter, on the same terms as were issued to the aforesaid regiment by the Ceylon government. From the last of those 4 letters your Right Honourables will be able to perceive the arrangements which Mr Raymond has devised for maintaining good order among the men remaining behind here, with which we deemed ourselves able to conform fully. Subsequently, at our meeting of the 13th of this month, a request having been made by the aforementioned Lieutenant-Colonel Raymond to receive eight hundred rixdollars to cover the expenses for the table of the officers of the regiment of Luxemburg, we judged that we could not accede to that request, and this for the reason that this government was informed by letter from the Ceylon government that a gratuity of three thousand rixdollars had been given there to the officers of the aforesaid regiment of Luxemburg, for the relief of the table, and that upon the granting thereof it was expressly conditioned, in addition, that half of it was intended from there to the Cape, and the other half from the Cape to Europe, with the addition that we were given notice thereof for our guidance, in the event that a further provision might be asked here for these troops, to which they were deemed in no way entitled. We also take the liberty to present to your Right Honourables the authentic copies of two letters submitted to our meeting of the 20th of this month by the frequently mentioned Lieutenant-Colonel Raymond; in the first of those letters your Right Honourables will find a requisition for 604 Rixds 5250 on account of the pay to be received in advance by the regiment of luxemburg, according to the capitulation, for the months of February and March, and, in consideration that the Lieutenant-Colonel did not submit the monthly payroll of the regiment therewith, and that awaiting that list could have given cause and occasion for delay in the departure of that corps, which could not but result in significant disadvantage to the Honourable Company, we therefore decided to grant to the said Lieutenant-Colonel, according to a calculation of the pay which the aforesaid regiment would still have due to it since the settlement on Ceylon, and likewise for the two months that must be paid to the same in advance according to the capitulation, a further one-off sum of Rs 5000, which, added to the Rs 10000 already enjoyed by the Lieutenant-Colonel, amounts together to a sum of rs 15000 at 48 stivers each; to serve, in the general final account for your Right Honourables, as a deduction from that which shall then be found to be still due to the regiment from the Honourable Company since its departure from Ceylon. That second letter will be able to show your Right Honourables a requisition for mattresses, blankets, biscuit, beer etc. made by the mentioned Lieutenant-Colonel, and, taking into consideration the persuasions and reasons presented by him, as well as to prevent everything that could in any way delay the departure of the repeatedly mentioned regiment, we decided to have issued to the regiment of luxemburg from the Company's warehouses, according to the 16th Article of the capitulation, the requested 150 mattresses and pillows for the use of the sick on the voyage.

voyage, as well as 522 cotton blankets, small coast, to be distributed in the regiment to each non-commissioned officer and soldier, for which items the aforementioned Lieutenant Colonel has passed the receipt which we have the honor to present to your Right Honourable, whereby he has bound himself, whenever your Right Honourable should think fit, to have the amounts thereof, according to the accompanying account, deducted from the regiment's wages still due:— Furthermore, we have decided to have these men provided one day with rice and the other day with bread, and therefore discharged from the ships that conveyed them 70280 lb of rice, which has been replaced with 25632 lb of biscuit, whilst the missing medications, as well as those that were found of poor quality according to the findings of the chief surgeon of the Company's Hospital here, whom that examination was requested of by the undersigned Governor, have been supplied with good medications; and we have finally also decided, pursuant to the renewed orders concerning the provision of wines to the return ships in force in this Government, to also have provided to the three ships with which a part of the present troops departs 12 leagers of Cape wines, which have been divided among the same in proportion to the number of persons on board each ship. Through all these arrangements we have finally succeeded today in enabling the said vessels to transport the aforementioned troops to Europe, whither they shall undertake the voyage at the first fair wind that God will grant, hoping that all that we have accomplished with respect to those people, and which had solely the welfare of the Noble Company as its aim, may also be crowned with the highly esteemed approval of your Right Honourable. Beside the expense accounts of what has been supplied to the aforementioned transport ships, we have the honor to present to your Right Honourable the muster rolls of those vessels, from which your Right Honourable will be able to observe that the following men have been embarked therein, namely: Officers, non-commissioned officers, and privates: In the Drie Gebroeders: 7 officers, 231 non-commissioned officers and privates In the Vrouw Johanna C.: 7 officers, 175 non-commissioned officers and privates In the Susanna: 4 officers, 116 non-commissioned officers and privates Thus together: 18 officers, 522 non-commissioned officers and privates And in total a number of 540 persons. Furthermore, we have the honor to present to Your Noble Grand Esteemed Worships an invoice of sixty-six loads of stones loaded as ballast into the ship De Susanna; three receipts for the rice unloaded from the three aforementioned transport ships; three expense accounts of what has been supplied to those ships on behalf of the Company at this government, as well as three accounts of what has been issued from the Company's warehouse to the commanders of those ships on account of their owners. On the 18th of this month we had the honor to address our latest most humble letter to Your Noble High Honors, per the State's frigate of war the Scipio, which undertook the voyage to the Netherlands yesterday. Now we have the pleasure of being able to report to Your Noble High Honors the safe arrival, the day before yesterday, of the Company's packet boat the Faam, having sailed from Texel on 22 December, and having lost one man of its crew during the voyage. Said vessel, destined by Your Noble High Honors for Batavia, shall, in dutiful compliance with your revered orders, be dispatched from here as soon as possible. The ship the Diamant, having been enabled by us on the 19th of this month to undertake its voyage to India's capital, but still being in these roads due to contrary winds, will in the coming week be followed by the ships the Schelde and Demerarij, likewise bound thither, of which we take the liberty dutifully to give notice to Your Noble High Honors, as well as that the private ship the Jonge Jacob departed for Batavia on the 16th of this month. The bearer of this, the chartered ship Handellust, having again been made ready to undertake its voyage to the Netherlands, we take the liberty to present to Your Noble High Honors the original summary invoice of its Batavian cargo, for the account of the Chamber Rotterdam, together with a copy of the summary invoice of the cargo of the private ship the Goede Hoop. The assistants destined for Batavia, Cornelis van der Does and Thieleman Johannes van de Lande, having arrived here with the ships Horssen and Demerarij, and having submitted petitions to us requesting permission to repatriate from here because of persistent indisposition, we have granted them leave to depart with the bearer of this, provided they conform to the charter-party of that vessel with regard to transport and board money; just as we have also permitted the citizen Gerrit Hendrik Badenhorst, on equal terms, to cross over to the Netherlands with that ship.
