Although the undersigned, since the redress of affairs in this Government brought about by Your Right Honourable Grandees in the years 1788 and 1785, have also successively noticed that here, if not publicly, then at least indirectly or in a covert manner, attempts have been made to deduce from the creation of the Board of Commissioners from the Council of Justice as if the capacity of Burgher Councillors was now entirely abrogated and annulled, such that they, in that capacity, were never allowed to meddle with Burgher matters; and that, on the contrary, one now found in the aforesaid Board of Commissioners those who ought to watch over the interests of the burgers; they nevertheless greatly wished that these notions had not appeared to them now in such an overt manner from the Resolution which the Government was pleased to take on 21 April 1789 concerning the petition submitted by the undersigned for the release of the Burgher Christiaan Hendrik Wilken. By this, the undersigned consider themselves so greatly obliged to bring their respectful grievances before the eyes of Your Right Honourable Grandees, although they would otherwise have wished not to trouble Your Right Honourable Grandees in any way in the midst of your occupations. Yet, as the great importance and existence of this colony, so weighty for the Company, is by no means indifferent to Your Right Honourable Grandees themselves; while Your Most Honourable selves, in a letter of 25 October 1749, expressed yourselves in this regard to Mr. van Plettenberg as follows: The Government at the Cape of Good Hope being always considered by us as one of the most important establishments of the Company, it can by no means be indifferent to us what reports we receive from you concerning its state; the prosperity of the colony and the welfare of its inhabitants are very close to our hearts, and we have already shown more than once that we are gladly willing to contribute everything that depends on us toward that end. Since the collective burghery here, thoroughly convinced of the favourable sentiments of Your Right Honourable Grandees, which are continually demonstrated so clearly by the manifold tokens of Your Right Honourable Grandees' earlier care for this weighty Colony and the welfare of the Burgher class; have always, generally speaking, endeavoured to respond thereto according to their ability; this having been demonstrated not only on the occasion of the war between the Crown of Great Britain and our Republic, when the burghery, upon the arrival of the English squadron under the command of Commodore Johnstone, showed with what courage and fearlessness they were disposed to stake their life and property for this Colony, but this was also confirmed even further when, in the past year 1788, after the fortunate revolution of affairs in our Republic whereby His Serene Highness the Prince Hereditary Stadtholder was restored to the prerogatives lawfully belonging to him, a rumour had spread here of a rupture between the Crown of France and our Republic, and at that very time notice was received of the arrival of a French fleet of ships in False Bay, on which occasion the burghery again made every effort to counter this feared surprise on the part of His Most Christian Majesty just as effectively. Indeed, since the undersigned in particular feel all genuine devotion to the interests of the Honourable Company, without the faithful preservation of which all undertakings for the benefit of the Colony and its inhabitants, being inseparably connected therewith, are fruitless and in vain. For these reasons, the undersigned flatter themselves that Your Right Honourable Grandees will take it in good part that they take the liberty to submit most humbly to Your Right Honourable Grandees, in relation to what is required by the Right Honourable Governor and the Honourable Council of Policy pursuant to the aforementioned Resolution of 21 April of this year: That the undersigned consider the office of Burgher Councillors on such a footing as Your Right Honourable Grandees were pleased to establish in the year 1785.

And thus they have assumed it perpetually, in the certain expectation that while this office, which by the local government, as they express themselves in their letter of 30 June 1784 written to Your Right Honourable Grand Mightinesses, was in itself considered quite burdensome, provided them with nothing but trouble and headaches, and not infrequently, if not completely distracted them from, at least caused much hindrance to those activities by which they, like other inhabitants, provide their households with a proper living; they could also find in this office, for themselves, only that satisfaction and gratification of seeing themselves placed in a position to be useful to the entire burgher community, to promote its prosperity and welfare, and to make the necessary remonstrances to the government regarding matters concerning the entire body of the burgher community. That although they found themselves deceived therein by the aforementioned adopted resolution of the government, whereby an address from the College of Commissioners is required, they nevertheless remain assured that the intention of Your Right Honourable Grand Mightinesses has never been, in the aforementioned redress of matters in this government, to regard the meeting of commissioners from the Council of Justice as a college that ought to take upon itself the general affair of the burgher community, and thus to place that which otherwise belonged to the department of Burgher Councillors directly into the hands of the same commissioners; nor to infringe in the least upon Burgher Councillors regarding that freedom which they might constantly use in relation to the affairs of the burghers and with the aim of promoting the welfare of the inhabitants. Moreover, the contrary of this appears all too clearly from the successive missives sent on behalf of Your Right Honourable Grand Mightinesses with respect to the burgher state to the government of this place, from which it can continually be seen how greatly reasonableness and equity have always guided the decisions of Your Right Honourable Grand Mightinesses. That not only from the instruction of the College of Commissioners and what was determined in that regard by Your Right Honourable Grand Mightinesses, but also from the nature of the matter itself, the contrary of this is certain. For, Noble Grand Honourable Sirs, concerning the regulations of the aforementioned College of Commissioners, one finds the following noted in the very respected missive of Your Right Honourable Grand Mightinesses to the government of this place, dated 28 July 1745: "While further to these commissioners, of whom mention has just been made, and to whom, for their assistance, the First Clerk of Police may be added, may be assigned the inspection and causing the repair of the ordinary roads, streets, sluices, and canals at designated times of the year, and the laying out of new ones where such shall be necessary; the drawing up of the assessment lists of burghers and Company servants regarding what must be furnished to the Burgher Treasury, in order to hand them over to the government for confirmation; the direct appointment of rattle-watchmen and the conferring of other minor offices paid for by the burgher; and finally the leasing out and regulating of everything belonging to the burgher mills; all the aforementioned being of too minor importance for the government itself to occupy itself therewith." From which clear instruction of the functions of the said commissioners, it appears most distinctly that it is not suited to represent the entire body of the burgher community, and by virtue thereof to make respectfully to the police authorities of this place these and those proposals useful to the entire burgher community, or to supply elucidations. While the undersigned have the most certain confidence that Your Right Honourable Grand Mightinesses, from the nature of the matters and the constitution of this colony itself, will apprehend that the burgher community here, regarding the general interest of the burghers, ought to be able to find their representatives in the Burgher Councillors themselves. Indeed, Noble Grand Honourable Sirs, one cannot suppose a burgher state without its being provided with representatives, or with such from their midst who are suited to present the needs of the burghers to the authorities. If this is so, Noble Grand Honourable Sirs, then the undersigned also trust that the absurdity of the notion that the burgher community would seek such representatives in the College of Commissioners will, besides from the orders enacted by Your Most High regarding this, also become apparent when one remarks that the burgher community can never be inspired to entrust their interests, with that confidence which is required for this, to the aforementioned College of Commissioners.

to be handed over to Commissioners, since they not only know that the same Board is formed of six Company servants and six Burghers, but since they are also sufficiently informed that if ever they were to bring forward this or that reasonable grievance—which is certainly not to be hoped, but nevertheless could exist—against this or that Superior Official, or even, be it said with respect, against the Government, in relation to the Body of the Burgher class; the same Commissioners, even though they were assured of the well-founded nature of the motives, would nevertheless refrain in such cases from applying that diligence which the matters would demand, because if not the necessary subordination among the servants of the Honorable Company would noticeably hinder them, at least the prospect of these to make their fortune through the patronage of the Gentlemen of the Government, and conversely the fear of those of displeasing the Government in this matter, would have to hold them back from taking the cause of the Burgher class to heart and applying their well-meaning efforts to its well-being, seeing all their proper projects and prospects—yea, even those founded on zeal and fidelity in the service of their Masters—completely dashed to the ground. That furthermore, as proof that Burgher Councillors have always enjoyed the competence to make representations to the government on behalf of the Burgher estate, the numerous examples serve showing that upon such Requests as the aforementioned—handed in for the welfare of the Burgher estate—dispositions were made by the Government, and Burghers who were deemed by Burgher Councillors to be harmful to the community were taken into service and sent away. The undersigned pass over requests presented by their predecessors on other matters, upon which the Government made no difficulty in adopting a Resolution—while the undersigned, in order to avoid prolixity and numerous citations, here merely appeal to the resolution adopted by the Government here on the date of 1 August 1787, in which is found recorded: "Upon the request made here by Burgher Councillors by petition, that the soldier Johan Godfried Bytel might be discharged from the Honorable Company's service, to the end of taking up the butcher's trade for the convenience of the inhabitants, it has been resolved to grant such." As can be seen from the request and extract resolution annexed under Letter C. As also by that of the 3 June 1788, see Letter D, by which it appears that the Sailor Hendrik Jacob Wolli, "taking into consideration that he was married here, and not only the family of his wife, but also the Burgher Councillors themselves had repeatedly made instances to the Governor, as he could be of great service to the Burgher class with his sailmaker's trade, has been discharged from the Honorable Company's service and placed in Burgher Freedom;" That furthermore also in continuation, only Burgher Councillors, and by no means the Commissioners from the Court of Justice, are presented with the Freedom Letters and Attestations for inspection, and signed by them alone, as proof that to the Board of Commissioners are referred only mixed matters of the Honorable Company's servants and Burghers, considered as collective inhabitants regarding the bearing of burdens, the taxation, the roads, streets, bridges, etc., with the exception of the matters which, as in miniature, are the just-mentioned purely civil ones. That furthermore also in Your Right Honorable's highly respected Letters of 28 July 1785 written to this Government, among others is found: "That furthermore, in compliance with the ninth request, there shall now and in the future have to be delivered free of charge to the Burgher Councillors, or such other Board which this concerns, all Edicts and resolutions adopted by the Council of Policy, in so far as the same must serve for the observance of the Burgher class," as a clear demonstration that Your Right Honorable not only acknowledge the Burgher Councillors as a Board, but also, without making any mention of Commissioners from the Court of Justice, have the necessary Edicts and Resolutions delivered to the Burgher Councillors, to the end of enabling them, as representatives of the Burgher class, to supply the Burgher class with that which the government of this place would wish to have serve for their observance.

That however much one might wish to cite the present example of the Burgher Christian Liedeman, as appears from Extract Resolution La E, which was dispatched at the request of the aforementioned Commissioners, may Your Right Honourable Greatness please to be informed in that regard that the same Liedeman, pursuant to the arrangement made by Your Right Honourable Greatness, was appointed by the aforesaid Board of Commissioners as a rattle-watchman; so that, having thus transgressed through his bad conduct in this post of his, he was presented to the Government by his principals as a harmful subject; which therefore can cause no infringement upon the authority of the Burgher Councillors to address the Government with a similar request—whenever the interest of the citizenry and urgent necessity require it—with respect to a Burgher who has not only, through his dissolute conduct, brought his grey-haired father into the most distressed circumstances, but has also, through his offensive and bad way of life, had to see the eye of every inhabitant fixed upon him, in order to remove this harmful subject from this country for his own benefit, for the security of the good inhabitants, and for the reassurance of his old father and family. And while the undersigned trust that Your Right Honourable Greatness has sufficiently penetrated the necessity that Burgher Councillors be maintained as required in their duties concerning the citizenry, since this not only serves greatly to the well-being of this important Colony—in which, on account of its extent and the number of Burghers, a proper order should indeed take place in all departments—but also to prevent that confusion and disorder which would make dwelling in this, by God's providence otherwise so blessed land, distressing; as it is, after all, a certain truth that when the Burghers of this Colony find themselves deprived of those most suitable among them whom they must recognize as their representatives, and who, on the one hand, must be in a position, if an erroneous opinion is harboured by the simple common people in this or that matter, to bring it harmful to their attention, and on the other hand, to submit their legitimate grievances to the judgement of the Government here with fitting frankness and discretion—they are then often carried away by a wrong notion, or also rendered unable to address themselves in the first place to someone whose department alone it is to keep an eye on their well-being; yea, may it be said with respect, perhaps still find themselves in the necessity of having to seek redress here locally from those who, perhaps to their wrong, either themselves or by turning a blind eye, have given cause and reason to others, whereby some, viewed in retrospect, must take their refuge in very wrong paths. Yet, that Their Honorable Great Worships, although not having been pleased to grant such to him, the petitioner, in that manner, had nevertheless left him the choice to sail over in a certain capacity in the service of the Honorable Company, in order, upon his arrival here, to request from you, Right Honorable and Esteemed Worships, to be allowed to settle here as a burgher. That the petitioner thereupon engaged in the service of the Honorable Company in his present capacity as a sailor, a capacity, Right Honorable and Esteemed Worshipful Sirs, which degraded the petitioner far too much below the rank in which he had already served the Honorable Company, and which would have served to disadvantage his fortune in seafaring, were it not that the purpose, as stated, was solely to obtain the opportunity to come over here, and to be able to fulfill his marriage engagement. 1156 By the packet boat de Faam, we take the liberty dutifully to communicate to Your Honorable High Mightinesses that that small vessel yesterday undertook its voyage to Patria. We further take the liberty to let this serve to accompany the private ship Berkshoven, returning on account of the Chamber of Delft, and offer to Your Honorable High Mightinesses the short invoice of its Batavia cargo, together with the accounts concerning that which has been furnished to that vessel at this Government. Having dutifully reported to Your Honorable High Mightinesses on the unfortunate stranding of the private ship the Drietal Handelaars, on the measures for the salvage of its cargo devised and executed by us, as well as on that which has been salvaged from that vessel, 1157 so we shall take the liberty to inform Your Honorable High Mightinesses herewith that we have transshipped into the bearer hereof twenty-seven chests of hand-canes salvaged from the said vessel, together containing 50626 pieces, detailed extensively on the bill of lading accompanying this, whereto have been added the expenses applied here for the repair of those chests. The skipper Herman Ruurds commanding the bearer hereof having made a request to us by petition to be allowed to engage as many experienced sailors as he lost during the voyage from Batavia hither and was forced to leave behind due to illness, we have, according to the terms of the charter-party, granted him permission to do so, but had to learn from him that neither among the convalescents at the Line, nor at the Hospital, were there any such crew members from the passed return ships from whom he could engage the nine experienced sailors he lacked, with an urgent request to allow him such a number from those posted at the equipment wharf, to which we have had to condescend, and consequently, upon express order pursuant to the charter-party, 1158 caused nine sailors to transfer thereto who, although they have not fully served their contracted time, were willing to undertake the home voyage only on condition that they should enjoy their full bounty, of which therefore, pursuant to the orders in Your Honorable High Mightinesses' esteemed dispatch of 20 January 1787, one half shall be borne by the Honorable Company, and the other half by the owners of that vessel. 1159 Concluding this herewith, we commend Your Honorable High Mightinesses and the precious interests of the Honorable Company to God's protection, and style ourselves with due respect, Honorable, Firm, High and Mighty, Highly Wise, Prudent, Most Generous, and High Commanding Lords! 1165 Allow me to have the honour of recalling to you the letter that I had that of addressing to you from Colombo, Isle of Ceylon, on the 22nd of July of last year, by which I claimed, from the spirit of benevolence that characterizes all your actions, your protection in favour of a new citizen to whom Madame de Raymond had just given birth. It is without doubt, Gentlemen, very flattering for me that my son was born in one of your possessions; it is a claim upon your kindness, since from the cradle he has the good fortune of dedicating his services to you, having received him, with the agreement of the Governor Van de Graaff, as second lieutenant in a regiment that for eight years had had the honour of being in your pay. Today, Gentlemen, since it has pleased you to disband this corps, dare I ask you if my hopes are destroyed? The unfortunate events that threatened your Colony in 1785, and which I had the good fortune to destroy by fulfilling what honour, the character of an honest man, and my duty prescribed to me; the good order in which I maintained the Regiment of Luxembourg since the government conferred its command upon me; the satisfaction that its chief has always shown me, and the report he made to you about it, as well as the praise of the Chevalier de Luxembourg in his letter of the 25th of July, embolden me, Gentlemen, while renewing to you the assurance of my zeal and the respectful attachment that will animate me until death for your interests, to entrust my fate and that of my son to the generosity of your sentiments. A very dangerous illness that I experienced a few days after our embarkation at Galle, which brought me within two inches of death several times during the crossing and upon my arrival at the Cape, has deprived me, Gentlemen, of escorting the Regiment back to Lorient; its consequences have been so unfortunate that I cannot fully recover, which forces me to abandon the journey I intended to make to France and Holland. My regrets are all the keener, as I intended to describe to you in person the painful situation in which the Regiment found itself during its stay at Robben Island near this town. I believed that nearly eight years dedicated to an arduous service in one of your Colonies was a reason to count on well-deserved consideration from the Government of the Cape; but I have been disabused of this in the most disagreeable manner. All the requests I had the honour of addressing to it suffered delays that could only stem from an indifference that has pierced me. Several times the Regiment even found itself deprived of provisions, and the sick were almost always neglected. You will agree, Gentlemen, that such conduct did not accord at all with your principles of equity, and that it had to appear all the more surprising to me given that the Regiment, as the fruit of its work, returns to Europe deprived of the slightest resources and overwhelmed by the illnesses inseparable from the active service to which it was always subjected. I have not been any more fortunate in my own person, nor has my corps of officers; I had reason to expect a reception consistent with the polite conduct that two civilized and united Nations mutually owe one another, independently of the reciprocal interests they may have with each other; but I flattered myself with a vain hope, although it was based on all the sentiments that constitute the duties of society. I met with nothing but ungracious refusals, even regarding the most judicious claim, since it was dictated by the Capitulation, and the Regiment had enjoyed it without interruption since its creation until the moment of our recent arrival at the Cape. It is of the Emoluments, Gentlemen, that I wish to speak to you. The Government of the Cape constantly refused to satisfy them, since our departure from Ceylon, during the Regiment's stay here, and in the payment of its two months in advance when departing for Europe, which has reduced my corps of officers to the most cruel dilemma, and upon arrival most of them were sick. 1787.

1367 At the Cape of Good Hope and of assistance of all kinds of which they were in need, as the excessive cost of living did not allow them to meet their needs, being deprived of half their pay. I have myself been subjected to the unpleasantness of such an unjust obstinacy; the immense expenses of a five-month illness burdened me to the point of leaving me destitute, having counted on the entirety of my pay and on that of my son, which I had reserved to draw at the Cape upon my departure from Ceylon. But despite the presentation of the three enclosed letters, my claims in this regard have met with no better success. It costs me infinitely, Gentlemen, to place before your eyes the picture of the unexpected treatment that the Regiment has suffered here, but my duty requires it, and I have already satisfied this necessity before His Highness, the Prince of Luxembourg, who, hearing upon the arrival of the corps in Europe of general complaints, might have accused me of negligence in the duties of my post. I am too jealous of preserving an intact reputation not to have employed the truth of the facts in my justification, and I believe that by this conduct I have fulfilled only what I owe to myself. 1169 Willem Jacob van de Graaff Ordinary Councillor of the Dutch East Indies, Governor and Director of the Island of Ceylon and its dependencies. To all those who shall see or hear read these presents, greetings, be it known. Desiring to give to Monsieur Lieutenant Colonel and Commander of the Regiment of Luxembourg, the Chevalier de Raymond, an authentic mark of our satisfaction with the good order and excellent military discipline in which he has maintained the aforesaid Regiment during all the time he commanded it as Chief; as also of our satisfaction in particular with the honorable manner in which the said Chevalier de Raymond has conducted himself toward this Government. It was found good and resolved in the Council of Ceylon today to give to the aforesaid Chevalier de Raymond, to that end, the present act as proof that we cannot be other than extremely satisfied with the manner in which the Regiment in general has conducted itself during the time he commanded, as well as that we can only praise in particular the person of Monsieur the Chevalier de Raymond, both with respect to his good direction over the Regiment, by which he brought an end to and prevented for the future every kind of unpleasantness and disunion between the Regiment and the other military personnel, and with respect to the zeal and attachment he has always shown for the services and interests of the Company.
