Collo To the Right Honourable Directors of the General Chartered United Netherlands East India Company at the Presidial Chamber Amsterdam Patria Right Honourable, Valiant, Most Respected, Right Wise, Prudent, and Very Generous Gentlemen, Commanding Gentlemen. With the Dutch private ship the Onzekeren, returned from Batavia and departed from here on the 10th of November last on its course to the Netherlands, we had the honour of writing last to your Right Honourable Lordships on the 2nd of the same month, in which, among other things, the arrival of the ships Vrouwe Sara Hendrina and Zeevaart was advised, and that the first-named had already departed for Batavia, and was soon to be joined by the Goede Verwachting and Zeevaart; we are now able to report further to the same that the said two ships successively continued their voyage on the 6th and 24th of the aforementioned month of November, and subsequently the following ships, also dispatched by your Right Honourable Lordships, arrived here in the roads on the dates noted alongside, namely: On the 6th of November, the private ship 't Drietal Handelaars; On the 24th of November, the Stavenisse with 38 dead, 124 sick; On the 27th of the same, the Phenicie with 22 dead, 33 sick, which from the 18th to the 26th of August lay at the island of St. Jago for refreshment; On the 7th of December, the Leyden with 11 dead, 75 sick. Of these vessels, the private ship 't Drietal Handelaars having already set course from here to Batavia on the 16th of December, the other three ships, Stavenisse, Phenicie, and Leyden, yesterday received their dispatches, and thus also lie ready to sail to proceed on their further voyage to India's Capital at the first opportunity. Furthermore, on the 12th of the aforementioned month of November, there appeared very unexpectedly under Robben Island and from there here in the roads the Ceylon return ship De Paarl, which vessel, intended for your Right Honourable Chamber, according to the report and the account given thereof by its officers, is to be understood as having departed from Ceylon on the 25th of November of the year 1786, and on the 26th of December following was overtaken in the latitude of 17 degrees and longitude of 93 degrees by a violent hurricane, in which the main and mizzen masts went overboard and were lost, and the ship became considerably leaky and in such a helpless condition that its officers had to resolve to put into the island of Mauritius, where upon inspection of the cargo it was found that all the saltpetre was dissolved, and the coffee beans and a large part of the pepper completely rotted and spoiled through leakage and shipping sea water and fermentation in the hold, which therefore had to be thrown into the sea; the bundles of linen were wet and mouldy, but were immediately washed out in fresh water, bleached, and dried again. Whereupon, the said ship De Paarl having been repaired as much as possible from the damages suffered and the remaining cargo having been reloaded, that vessel departed on the 15th of April from the roads of Port Louis and turned its bow towards this corner, but on the 15th of May was overtaken by a heavy hurricane from the west, the seams working open again due to heavy labouring and the ship becoming considerably leaky; and because at the aforementioned Mauritius there was no possibility of obtaining the masts, round timbers, rigging, etc. necessary for the repair of the ship De Paarl, the officers had furthermore been forced expressly to purchase an entire ship from private shipowners. Likewise, on the 25th of November, 3rd, 18th, and 20th of December past, there safely appeared at this Government the chartered private ships Josephus de Tweede, Vrouwe Johanna, Drie Gebroeders, and 't Fortuin, with which having been brought over here, the dispatched troops of the Regiment de Meuron garrisoned here can conveniently be placed upon the same in order to be transported to Ceylon.

being such that, besides three pumps that were steadily kept running, the royal pump also had to be put to work, and since the stormy weather with contrary winds continued, whereby one was thus left in uncertainty as to how long one might struggle on at sea with a weak and leaky ship and a crew exhausted by new disasters before obtaining a better opportunity to sail to one or another safe port under the Company's jurisdiction, the officers therefore, for all these cited reasons, for the preservation of ship, cargo, and souls, had taken the resolution on the 8th of June to bear away for Rio de La Goa in order to caulk the ship there as much as possible and provide themselves with the missing provisions; that pursuant to that resolution they arrived at Rio de la Goa on the 30th of June, and the ship having been caulked and repaired inside and outside, they departed from there again on the 12th of October. As your Right Honorable Excellencies will be able to observe in more detail from the maritime protest executed and sworn here by the officers of the aforementioned ship the Paarl, of which we have the honor to transmit an original copy to your Right Honorable Excellencies alongside this. Upon the aforesaid report obtained from the officers, a committee of nautical and ship's carpenters was immediately appointed by us, not only to examine the journals kept on the said ship the Paarl, but also to inspect and investigate, as far as could then be ascertained, the condition of that vessel and its cargo on board; and it appearing from the report made in that regard, among other things, that although the defects and the condition of the aforementioned ship the Paarl could not be stated precisely without a complete unloading of the ship, it was nevertheless very likely that this vessel could not be repaired here again, we have therefore judged it best for the interests of the Company, and consequently resolved, to make use of the private ship de Vreede, chartered by the Chamber of Zeeland and presently still here, to transport the remaining cargo of the ship the Paarl to the Netherlands. Pursuant to which, that cargo—still consisting of 654 bales of coffee beans which, as already advised to the Right Honorable Gentlemen Seventeen by letter of the 2nd ultimo, were purchased from the French ship l'Auguste for the Company; 198,399 lb pepper; 16,650 lb sappanwood; 147,837 lb cowries; 418 packages of linens; 67 bales of cotton yarn; 1,600 lb cinnamon; 76 lb cardamom; 1 box with 12 lb cinnamon oil, besides 27 packages of linens which were found wet, damaged, and rotten, and had to be detained here until further instructions—has been unloaded from that vessel and transshipped into the aforementioned private ship de Vreede, to which has also been added the quantity of, while furthermore of the best and different sorts of wines currently on hand in the Company's wine cellar, as much as can conveniently be done to fill up the remaining space in that vessel will be dispatched with the said ship de Vreede per invoice to the fatherland. And upon the dispatch of the aforementioned ship de Vreede with the cargo of the Paarl, we shall not fail to provide your Right Honorable Excellencies also with all the papers which were handed over to us by the officers of the said vessel for their justification, and at the same time, after receipt of further report on the condition of the said ship the Paarl, to transmit the same as well. On the 3rd of the past month of December, there likewise appeared here in the roadstead the Ceylon return ship the Draak, also laden for your Right Honorable Excellencies' Chamber, which, having departed from the Bay of Punto Gale on the 21st of February of the past year, was, according to the report of the officers, likewise compelled—through enduring many disasters in a violent storm and fierce hurricane, which it was overtaken by on the 25th of March at the south latitude of 22 degrees 22 minutes and longitude of 84 degrees 48 minutes, with the loss of all its masts—to put in at the aforementioned Island of Mauritius; where, upon inspection of the cargo, all the saltpeter was found melted, the coffee beans and a large quantity of the pepper wet and totally spoiled and rotted by fermentation, a parcel of bales of cinnamon and all the rice for provisions likewise totally spoiled.

spoiled, so that all these spoiled parts of the cargo, not having been able to be re-embarked after an inspection thereof was conducted by a commission on behalf of the Royal Court of Justice at Mauritius, were thrown into the sea outside the harbor in the presence of that commission, while the linens found to be wet were washed ashore in fresh water, bleached, and dried. That their officers, for the very same reason as those of the ship de Paarl, had been compelled, in order to enable their vessel, the Draak, to put to sea again, likewise to purchase a private ship and take the masts, spars, etc., from it for the repair of the ship de Draak, through which repairs that vessel, according to what the officers reported thereof, was in a condition to continue the voyage to the Netherlands. We have nevertheless deemed it necessary, in the same manner as was done regarding the ship de Paarl, to appoint a commission of naval and ship carpentry personnel for the examination and inspection of the said ship de Draak and its cargo, in so far as it can be ascertained. Once the report thereof has been received, we shall not fail to transmit the same likewise to your Right Noble Grand Worships, together with the narrative that shall be executed and sworn to by the officers of the aforementioned ship de Draak, to which will also be attached all such documents as have been delivered here by them for their justification. Meanwhile, we have the honor to present to your Right Noble Grand Worships herewith the Galle detailed and copy summary invoices of the aforementioned vessels, the Paarl and Draak, along with which also goes the original summary invoice of the cargo of the bearer of this, the Dutch private ship de Jonge Jacob, which is also returning for your Right Noble Grand Worships' Chamber of Batavia, and into which vessel there have been laden here ordinary Cape wine leaguers according to the bill of lading invoice made thereof and accompanying this. Enclosed herewith are also, besides two copies of reports regarding the examination made into the invalids on the outbound ships Belvliet and Zeevaard, two Ceylon packets addressed to your Right Noble Grand Worships and delivered here by the officers of the ship de Paarl. The outbound chartered ship de Geertruijda having arrived at anchor under Dassen Island on the 30th of December last, today, the aforementioned 5th of January in the afternoon, the junior merchant Oosterstee, appointed to that vessel, arrived here from there by ship's boat, reporting that the said ship had departed from the Fatherland on the 5th of August last and had suffered 67 deaths along the way, that 74 sick were still lying in the sickbay, and that the remaining crew was very weak and in a miserable condition, which state of affairs was primarily attributed to the bad water. Thereupon, a country boat with 35 able seamen, as well as provided with water and refreshments, was immediately dispatched to the said ship to assist it in reaching these roads, of which we hope to experience the good effect upon the rising of a favorable north-west wind. Furthermore, upon the closing of this letter, yesterday, the 6th of January, your Right Noble Grand Worships' Chamber ship de Schelde arrived safely here with 4 deaths and 51 sick. We had the honor to write our last to your Right Noble Grand Worships on the 2nd of November last with the Dutch private ship den Onzekeren, which continued from these roads to the Netherlands on the 10th thereafter. Subsequently, the following ships dispatched by your Right Noble Grand Worships have successively appeared at this Government on the dates below, namely: On the 2nd of December: Oud Haarlem with 11 deaths and 88 sick. And herewith concluding this, we commend your Right Noble Grand Worships' esteemed persons and the weighty interests of the Honorable Company to the protection of the Almighty, remaining with due respect, Right Noble, Valiant, Grand Worshipful, Most Wise, Prudent, Most Generous and Commanding Lords, Your Right Noble Grand Worships' most humble and obedient servants, was signed: C. on 4 December the Vrouwe Johanna on 8 ditto the Drie Gebroeders on 20 ditto the Fortuijn with which three ships a portion of the troops belonging to the first battalion of Wurtemberg troops destined for this place have once again been brought here, of which troops, as well as those who were embarked on the previously arrived ship Josephus de Tweede, a total of 110 men have died during the voyage hither, among whom 76 from the ship the Drie Gebroeders alone, so that the entire number of troops brought here has consisted of 674 men, both officers, non-commissioned officers, and common soldiers; and pursuant to the orders received, all necessary preparations are already being made to enable the four aforementioned ships, Josephus de Tweede, the Vrouwe Johanna, the Drie Gebroeders, and the Fortuin, to take on within a few days as many men of the Regiment de Meuron garrisoned here as can conveniently be placed on those ships, in order to be transported to Ceilon. The aforementioned ship Oud Haarlem having already obtained its dispatch yesterday and thus lying ready to sail for the further continuation of its voyage to Batavia, we furthermore find ourselves obliged, with respect to the chartered private ship the Vreede hired by your Right Honorable Worships, to bring to the highest knowledge of the same that, since the Ceylon return ship the Paarl appeared very unexpectedly off Robben Island on 12 November last and subsequently here in the Roads, and that in such a crippled condition that, so far as could be determined beforehand, this vessel turns out not to be capable of the further voyage to the Netherlands and therefore had to be discharged here, we have consequently deemed it serviceable and necessary for the best interest of the Company—while the said ship the Vreede, having been laden almost entirely for this government, was then discharged and lay in readiness to continue the voyage further to Batavia in accordance with the charter party with the little that remained in it—to make use of the aforementioned vessel the Vreede for the transport of the cargo of the aforementioned ship the Paarl, and the said cargo having already been transshipped into the Vreede, that vessel is thus ready to return from here for the presiding Chamber of Amsterdam, to which the aforesaid cargo was consigned with the ship the Paarl; and we hope that our conduct and disposition in this regard may obtain your Right Honorable Worships' honored approval. Yet, since a written notarial protest has been delivered here by the skipper of the aforementioned ship the Vreede, Thijs Keetel, regarding our aforesaid disposition to cause his vessel to return again from here for the presiding Chamber with the cargo of the ship the Paarl, against the said arrangements and his specified return, as well as against all damage, costs, and otherwise which he, his owners, or all other interested parties might come to suffer thereby, with all that follows thereon; but as one found oneself in the unavoidable necessity of such an arrangement due to the lack of any other suitable shipping opportunity, no change could be made therein, whereby we also had to persevere with it, we merely take the liberty dutifully to give notice hereby to your Right Honorable Worships of the aforementioned formality observed by the skipper Keetel, transmitting a copy of the deed of protest. which petitions now accompany these presents, and alongside which we also have the honour to present to Your Right Honourable Grand Worships a copy of our last humble letter dated 2=e Nov pass=o sent to the Illustrious Board of the High Noble Lords Seventeen with the ship den onzekeren, as well as one of the letters sent to us by Their Noble High Worships, and dated 28=e Decbr: 1786, several original copies of which having been received by us, we, under favourable interpretation, have deemed proper that one of them could be sent instead of the usual copy. Having received by the ship de Ionge Iacob Your Right Honourable Grand Worships' respected letter of 1=e October of the past year, we take the liberty most humbly to request Your Worships to be pleased to accept that, owing to the shortness of time and other urgent matters having intervened, the formal reply thereto is left deferred until a subsequent opportunity. Limiting ourselves, however, for this present occasion solely to that which appears, among other things, under the heading of Products, we can now provisionally inform Your Right Honourable Grand Worships that, by the benign dispensation of Providence, one may now be assured of an extraordinarily blessed grain harvest, and that we hope, through the necessary means and measures already set in motion, to be able to provide the Indies with the necessary grain. Likewise, the grain cultivation around the Mosselbaag, according to the information obtained thereof, having been pursued with greater force through the precautions taken for the delivery, reception, and storage of the grains there, and in case by the favourable arrangement of the High Commanding Lords Majors we may in time be provided with the requested necessary vessels for the transport of the grains hither, without which it will otherwise be and remain an impossibility to convey hither the products already delivered and still to be received, a considerable quantity of wheat will likewise be able to be obtained from there in this year. And we can thus, from the one and the other, hope and expect that the scarcity and high price of provisions, which for some time has prevailed both to the oppression of the inhabitants and to the great burden of the Honourable Company, will finally be overcome, whereby one shall then also endeavour to achieve the objective of laying up a year's supply for the Honourable Company and its warehouses. The aforementioned ship the drie Handelaars having sailed from here to Batavia on 16=e Decbr: last, there arrived safely here on the 20th following the private ship 'T Fortuijn, likewise chartered by the Honourable Company, which similarly served for the transport of a portion of the Wurtemberg Troops, and which vessel, as well as the ships Josephus de tweede, the vr: Johanna, and the drie Gebroeders that previously arrived here with the same Troops, pursuant to the orders received from the Lords Majors, are already being put into a condition to be able to take in within a few days as many men of the garrisoned Regiment de Meuron here as can suitably be placed on the ships, in order to be conveyed to Ceylon. And whereas private reports here have informed us that along the Coast of Coromandel and on the said Island of Ceylon a heavy and most severe storm raged, whereby, besides considerable damage caused by the inundation of the sea, which one cannot however state with certainty, the rice crop on Ceylon in particular was completely destroyed, this news, although requiring further confirmation, has nevertheless been considered by us of such great importance that it has caused us to resolve at once to ship with the aforementioned four ships as much wheat to Ceylon upon the requisition expected from there as we can in any way spare from our present small supply from the Company's warehouses and can conveniently be stowed in those ships. Now lying ready to sail for the continuation of their voyage to Batavia are the outward-bound ships d' Phenicier and Oud Haarlem, in which last-mentioned vessel, from the ship de Vreede—because of the employment of that vessel for the transport of the remaining cargo of the Ceylon return ship de Paarl to the Netherlands, as we had the honour so to advise in our aforementioned last humble letter of 3=e Decbr:—has been transshipped: One case with wood shavings belonging to the cargo of the ship de Vreede; as well as furthermore, to the aforementioned ship the Phoenicus, pursuant to the orders of the Lords, 25 pieces of spars, which according to our previous letter of 16=e Nov=r had been lifted from the ship Meerenberg and placed into de Vreede. And whereas complaints were brought upon arrival here by the Captain of the aforementioned ship Oudhaarlem, Cornelis Haringma, against the lieutenants on board that vessel, Arnoldus Kastelijn de Keulenaar and Joh=s Cornelis de Brissorye, concerning their insolent and bad conduct on the outward voyage, they were duly prosecuted on that account by the pro interim Fiscal before the Court of Justice here; but the proceedings thereon not yet having come to an end, we have consequently, at the request of the said pro Interim Fiscal, had to make the aforesaid officers remain behind here.

De Phoenicier Oud Haarlem Lords Majores, 20 and from Oud Haarlem 19 soldiers having been levied here with their firearms and weapons for the Government, the men standing on the rolls of both these ships have been made known according to order. As your Honorable Grand Nobilities will further please to observe from the following specification, the number of men with which the aforementioned ships de Phoenicier and Oud Haarlem sailed from the fatherland, as well as their brought-in dead and sick, item how many of the last-mentioned must remain in the hospital here, and finally the strength of the crew with which they are now to depart from here: Sailed from the Netherlands with hands / At the Cape arrived with dead / Sick remained / Total / Departs with hands 349 / 22 / 33 / 55 / 286 179 / 11 / 88 / 99 / 105 We have, by our humble letter of 2 November last, among other things dutifully reported to your Honorable Grand Nobilities about the purchase of some bales of Bourbon coffee beans from Mr. Schuler as owner and shipowner of the French ship L Auguste present here at that time. Said Mr. Schuler having subsequently also offered to sell us a quantity of 8000 pounds of gunpowder at 12 stuivers per pound, we have authorized the undersigned Secunde and Chief Administrator Johannes Isaac Rhenius to purchase the said quantity on behalf of the Company, if upon examination it is found to be of good quality, with the exception however of that which might be spoiled. And subject to the esteemed approval of your Honorable Grand Nobilities, a quantity of 7900 lb of the said gunpowder, 100 lb of the same having been found unfit and unusable, was purchased from said Mr. Schuler for the Honorable Company at the aforementioned price of 12 stuivers per pound, amounting to Rds 1975 in common specie, paid to him here from the treasury. This was done to the end that, if the High Commanding Lords Majores should understand that this should not have been entered into, or that subsequently a more ample and sufficient supply will permit such, the aforementioned gunpowder could then in moderate portions still be resold with good profit for the Honorable Company to the inhabitants in the countryside, to serve to relieve the shortage that exists among them in that regard. The appearance of an English ship in St. Helena Bay and its departure again from there having been advised to your Honorable Grand Nobilities by our humble letters of 18 September and 3 December last, according to further reports received from the officer of the commando there, on 6 December another ship likewise flying the English flag appeared again in the aforementioned St. Helena Bay. From this ship, the following day, the captain and two sailors armed with guns came ashore and proceeded directly to the aforementioned officer of the aforesaid commando. Upon his inquiry into the intention of their arrival, the captain stated that he had only come to purchase some refreshments; which ship, named the Sernepek and equipped with 100 hands for the whale fishery, was commanded by Captain Jok. And the repeatedly mentioned officer communicated our orders to said English captain, that no refreshments nor water could be obtained there, and if he wished to provide himself with either, he, the captain, was to enter Table Bay or False Bay. Whereupon this captain affirmed not to have known that it was not permitted for foreign nations to call at St. Helena Bay and to come ashore there, and that he, the captain, never having been there before, would proceed directly back on board and depart from there with the first convenient opportunity. However, said captain made little haste with that, as the mentioned ship was still lying there at the dispatch of that report, and since no further report has been received regarding this since, one must therefore assume that the aforementioned English ship will for the present linger around the repeatedly mentioned bay. Subject to the favorable interpretation of your Honorable Grand Nobilities, we have permitted the minister Johan Theodorus Roij, traveling over to Batavia with the ship de Phoenicier, upon his request made in this regard, since due to indisposition he is not able to continue his voyage further with that vessel, to remain here for some time with suspension of salary and to await a subsequent shipping opportunity. And furthermore we have the honor to present to your Honorable Grand Nobilities, alongside this, with the ship Oud Haarlem, a small packet of letters addressed to your High Nobles, which was found on the aforementioned ship de Vreede. state of peace and in view of the considerations frequently raised previously concerning the disadvantageous use that might be made by the enemy of the convicts on Robben Island and the actual situation of that island, have thought it best, until greater security against this shall have been taken, to have all of them, together with the guard stationed over them on the aforesaid island, transported hither, after the necessary preparations have first been made here to properly watch and segregate the said exiles. We further have the honour to inform your Right Honourable Worships that on the 2nd and 3rd of this month the French royal ships La Pretieuse and L'Aurore appeared successively here in the roads. On the first of these, Mr. de Souillac, former Governor-General of Mauritius and further French establishments in the Indies, is returning to France, and on the other, two ambassadors of Sultan Tipu Sahib to the court of France, having with them a large retinue. And whereas the said Mr. de Souillac, after being received on shore here in the usual manner with the honours befitting his honourable character, urged that, because of the beneficial effect which he believed the said embassy held for the Dutch Company as well as for the French nation, the aforesaid persons might be received here with such distinction as corresponded to their high station, just as had happened at Isle de France, we thought we ought not to be found wanting in this respect. Wherefore those said persons were likewise fetched and received yesterday with all the honours and solemnities that we were able to provide to express high esteem for their sovereign, which we hope may be regarded as well done by your Right Honourable Worships. Thereupon a government boat with 35 able seamen, and provided with water and refreshments, was immediately sent off to the said ship to assist it in reaching these roads, of which we hope to experience the good effect upon the rising of a favourable north-west wind. opportunity had been left to subsequently place their Captains with the Cape garrison, furthermore also how and in what case, on the grounds adduced by your Right Honourable Great Respectable Lordships in the letter written to us on this matter, the same had judged that a court-martial could be granted to their Captains to investigate the said matter, with the order issued to that end therewith. The said Captains had thereupon made known to him, the Governor, their painful sorrow over the view that the terms of their conduct had gained with your Right Honourable Great Respectable Lordships, and that however much they were fully persuaded in their own minds of the lawfulness of their cause, and therefore could await and look forward to the outcome of the matter itself before a court-martial with peace of mind, they nevertheless being fully prepared and inclined to submit themselves to and obey the arrangement and order of your Right Honourable Great Respectable Lordships, would also by no means hesitate to request their discharge from the Regiment accordingly, but that the consideration having arisen among them whether the obligation under which they are placed thereto might not cause some notions among the public that must offend the character of an honourable man; and thus might bring about unpleasant reproaches within the Corps under which they might subsequently be placed, this consideration had caused a scruple in them regarding the step they had to choose, whether to request their said discharge or to request a court-martial. That he, the Governor, had made no objection to declaring thereupon to the said two Captains that since it had pleased your Right Honourable Great Respectable Lordships, for the purpose and intention aimed at by the same, to order their Captains to request their departure from the regiment, yet in the reasons that had given occasion thereto, no conflict was found by the same to re-employ the Captains in the service of the Honourable Company with the garrison here, but the same on the contrary had granted authorization thereto, such an understanding of the Gentlemen Masters themselves must notoriously also remove all notions forged by others in contradiction therewith, adding that his Honour would therefore also find himself obliged to grant them his protection against this at all times. That since, notwithstanding this declaration made by him, the Governor, to the said two Captains, the said objection had nevertheless continued to reside with them, his Honour had given them freedom to be allowed to address themselves further to us concerning this matter. The aforesaid two Captains Sandol Roi and Bonstetten having hereupon addressed themselves to us by letter and having submitted therein how the consideration that most people are accustomed to judge only by the outward appearance of events, had given rise in them to the fear that the public might judge wrongly of their conduct, since it mattered to a man of honour not to leave any offensive sentiments against him with anyone, that therefore, although they were otherwise fully determined to request their discharge from the aforesaid Regiment in conformity with the orders of the Gentlemen Masters, since the same had nevertheless left to them the choice of requesting a court-martial, they, on account of the delicate nature that this difficulty entailed, committed to the undersigned Governor and to us the judgment whether requesting a court-martial was necessary for them or not. no other decision could be made than to forward the petition of the four officers as it lies before us to Your Right Honourable, we therefore take the liberty to send the same enclosed herewith as an authentic copy. With the return ship de Paarl, having also arrived here, a cadet and seven unfit soldiers of the Luxembourg Regiment, who had been placed at Ceylon on the said ship de Paarl to travel therewith to the Netherlands, and a written request having been made concerning these persons by Captain Lieutenant Iean André de Maurras, who is present here and oversees the incoming recruits of that regiment, stating that since the aforementioned cadet and seven soldiers had to endure all the disasters and dangers with the said ship de Paarl, over and above the throwing overboard and loss of all their property, so that they found themselves deprived of even the most necessary clothing, and that consequently our favourable consideration might be given to their aforementioned unfortunate circumstances, taking into consideration the long duration of the journey of the aforementioned eight persons and their just mentioned circumstances, as well as the services they had to perform on board in the extreme distress of the aforementioned ship, we could not avoid granting each of the said persons three months wages and having this issued from the Company treasury, which we hope may be most favourably approved by Your Right Honourable for the reasons alleged; the written proposal of the aforementioned Captain Maurras submitted to us regarding this is transmitted herewith in copy. Sir, As the High Government of Batavia has kindly informed us that their High Nobles have granted you, as well as Monsieur de Bas, Lieutenant Colonel, and Captain la Roche, who has been appointed Major of the Regiment of Luxembourg, passage on the vessel Avenhorn for this Government, and to depart from here for Europe with a vessel of our nation or of some other nation; but as the aforementioned vessel Avenhorn has orders to remain anchored at Robben Island because of the smallpox which, during the voyage, raged on that vessel, without our being able to fix the time when, and under what precautions, the said ship will be permitted to return here to the roadstead. We have tried to procure passage for you and your other officers on one of the French vessels that have anchored here, to relieve you of the unfortunate situation by which you and all your other traveling companions are obliged to remain deprived of the liberty of being able to come ashore here; of which, if we had succeeded, we would have given you notice, so that if you wished, you could have made use of it upon the passage of such a vessel by Robben Island. However, Mr. Trublet, in charge here of the affairs of the French Nation, having assured us that notwithstanding all the trouble he took for that purpose, he could not find such a passage on any of the French vessels that have been here; and as on the vessel De Draak, which we think will be able to undertake the voyage for Europe on the 15th to 20th of this month, a favorable opportunity presents itself to transport you and the other gentlemen officers to Holland, we considered it necessary to inform you of both matters, so that you might avail yourselves of that opportunity, because we doubt whether there will be another as advantageous this year. Whereupon you will have the goodness to declare yourselves as quickly as possible, so that in the contrary case, this favor might be granted to another. If you decide to take the passage on the vessel De Draak, we will give orders to the Captain to go and pick up you and the other officers with your baggage at Robben Island. And also the Most Honourable and Highly Esteemed Gentlemen Directors of the Amsterdam Chamber, by a further communication, stating that the said ships should take in the de Meuron troops for the said transport not in False Bay but in this Table Bay, making sure that it would nevertheless turn out so with the time of their departure from here, that those vessels should turn their course to the said Bay of Trincomalee; as well as all the letters written to Your Honour by the said Most Honourable and Highly Esteemed Gentlemen Directors of the Amsterdam Chamber under the date of 6 January 1787 and enclosed to us with a flying seal, of which we only had the opportunity to send one to Your Honour with the swift Trekvogel, and the two other copies received are enclosed herewith, having understood that Your Honour will also be expecting those ships in the Bay of Trincomalee. We have therefore required of the naval captain and interim master of the equipment here, Johan Arnold Voltelen, and other naval captains who are acquainted with the waters and bays of Ceylon, their report and considerations whether the present season of the year still permitted the aforementioned ships to call at the Bay of Trincomalee. And it being reported by them that indeed the Bay of Trincomalee can still be called at, and what is to be observed regarding the sighting of the pilots, but that because of the inconveniences and uncertainty that accompany this, it was deemed by them better and necessary that these ships should first call at Tuticorin in order to receive the pilots and Your Honour's orders there as to where the troops ought to be disembarked, a copy of this report has been handed to each skipper of the aforementioned four ships, in order to serve for their instruction in calling at Ceylon. Since the Most Honourable and Highly Esteemed Gentlemen Directors of the Amsterdam Chamber, furthermore, because the soldiers in the de Meuron Regiment who were enlisted for no longer period than that of three years might, instead of willingly letting themselves be transported to Ceylon, request their discharge, likewise desired that some time prior to the embarkation it should be explicitly made known to them that those who, on account of their expired contract, desired their discharge, would be able to obtain it, but that they would then at the same time be obligated to depart for Europe with the very first opportunity—which measure Their Worships hoped might be employed with success to cause these men, who were only engaged for three years, to enter into a new contract of five or at least three years—the undersigned Governor has also dispatched a written order to the Colonel or Commanding Officer of that Regiment on 31 December last, in order to bring the aforementioned order to the attention of the soldiers of the Regiment in the suitable manner, so clearly and distinctly that they would not be able to claim any ignorance thereof. Whereby, on the occasion of some requests made by the Colonel of that Regiment at our meeting of the 8th of the just-passed month of January, we required of him an accurate list of all the men who would not be able to go over on the aforementioned four ships, with the addition of the time of their engagement and its expiration, in order to be able to send those among them whose contracted time has expired and who might not re-engage in the Regiment, back to the fatherland with the first shipping opportunity in accordance with the aforementioned instructions, and thus to prevent them from remaining wandering about here in the colony. Gentlemen Directors of the Chamber of Middelburg, having been ordered by us, upon the departure of the Meuron Regiment to Ceilon, to give your Honors the necessary notice of the missives successively sent to us regarding the said regiment in so far as this must serve for your Honors' information in the future, we have, in compliance therewith, not only enclosed the copies and extracts of all these highly respected missives, but also extracts from our resolutions adopted from time to time concerning the said regiment, in case anything should appear therein that your Honors might think could serve for its elucidation, as the said copies are listed in the register accompanying this. Wherewith also now are transmitted such seven sealed packets as we have received here from the fatherland for further forwarding to your Honors. As we also now offer your Honors two packets with the secret signal flags for the return ships in the coming year 1789. The cargo space in the aforesaid currently departing ships Josephus de tweede, de vrouwe Johanna, and de drie Gebroeders still having permitted us to send your Honors some wheat on the previous as well as currently received requisitions, we have therefore, availing ourselves of this opportunity, caused to be laden: In the ship Josephus de tweede, 185 mudden of wheat. In the ship de drie Gebroeders, 370 mudden of wheat. In the ship de vrouwe Johanna, 740 mudden of wheat. Besides which, in the aforementioned ship de Drie gebroeders, have also been shipped: 12156 pounds of Cape butter on the last received requisition. 11039 lb of tallow, of which 10000 lb on the previous year's and 1039 lb on the last received requisition. As also per the ship 'T Fortuijn have been dispatched fifteen barrels of copper duiten brought here from the fatherland with the ship Beevliet. Of all of which the bills of lading and invoice are enclosed herein; whereto is also added an invoice of account closed as of ultimo August, on account of under-calculated pay expenses of the advanced good months to some recruits of the Luxemburg Regiment who passed through here, as well as an invoice in which your Honors' government has been charged for the monthly wages advanced here to some of the aforesaid recruits now crossing to Ceilon with the ship de drie Gebroeders. On the 23rd of the just past month of January, having safely arrived here in the roads, with 2 deceased and 7 sick, the return ship Doggersbank dispatched by your Honors, with which we received your friendly letter of 12 November of the past year, we thank your Honors for dispatching both the letter for the commander of the state's squadron, Mr. Selvester, to Batavia, and the letters and goods for the Malabar Government and for the ministers at Souratte; while deferring the reply to the further contents of your Honors' said missive to a further shipping opportunity, we must meanwhile communicate to you the following in relation to the Company's return ships de Paarl and de Draak: The first-mentioned ship de Paarl on the aforesaid 12 November appeared very unexpectedly below Robben Island and from there here in the roads. Which vessel, according to the account given thereof by the officers, after the departure from Ceilon on 26 December next, in the south latitude of 17 degrees and longitude of 93 degrees, was overtaken by a severe hurricane, wherein the main and mizzen masts were lost overboard, and the ship became considerably leaky and fell into such a helpless condition that the officers had to resolve to put into the island of Mauritius, where upon inspection of the cargo it was found that all the saltpetre had melted, and the coffee beans and a large part of the pepper, through the leakage, the sea water shipped, and heating from the ship, were altogether rotten and spoiled, which consequently had to be thrown into the sea, while the packages of linen were also thoroughly soaked, but were immediately washed out again in fresh water, bleached, and dried. Whereupon the officers, by purchasing one of the ships stranded on the island of Mauritius in the same hurricane, having again provided the said ship de Paarl with timbers and repaired the damages sustained, the same departed from Port Louis on 15 April of the past year, heading for this corner, but on 5 May was overtaken by a heavy storm from the west, and the seams opened up again by heavy laboring, and the ship became considerably leaky, and the stormy weather with contrary winds continuing, whereby the crew was exhausted and the victuals almost entirely consumed, the officers were compelled, on 8 June following, to bear away for Rio de La Goa, in order to caulk the ship there as much as possible and to provide themselves with the missing provisions. Pursuant to that resolution, having arrived at Rio de la Goa on 30 June and the ship having been caulked and repaired inside and outside, the same departed from there again on 12 October. The ship thereupon having been found here upon examination by nautical experts and shipwrights that it could by no means be put in condition again to leave this bay, much less to transport the cargo contained therein further to the Netherlands, we have therefore deemed it best for the interests of the Company, and consequently resolved, to make use of the private flute ship de Vreede, presently here, hired by the Chamber of Zeeland, to bring over to the Netherlands the remaining cargo of that vessel for the presiding chamber to which it was destined, that cargo consisting of the

appeared here in the roadstead, according to the report given by the officers, after departing from Ceylon on the 26th of December, subsequently in the South Latitude of 17 degrees and longitude of 93 degrees, was overtaken by a severe hurricane, in which the main and mizzen masts were lost overboard, and the ship became considerably leaky and fell into such a helpless condition that the officers were forced to resolve to put in at the island of Mauritius. There, upon inspection of the cargo, it was found that the saltpeter had melted, and the coffee beans and a large part of the pepper, due to leakage, had been completely rotted and spoiled by the sea water shipped aboard causing fermentation in the ship, which therefore had to be thrown into the sea, while the packs of linen were also wet and damaged, but were immediately washed out again in fresh water, bleached, and dried. Whereupon the officers, by purchasing one of the ships stranded in the same hurricane on the island of Mauritius, refitted the said ship De Paarl with timber and repaired the damage sustained, and the same departed from Port Louis on the 15th of April of the past year, making their way toward this corner. But on the 15th of May, being overtaken by a heavy storm from the west, the seams were worked open again through heavy laboring and the ship became considerably leaky, while the stormy weather with contrary winds continued, whereby the crew was exhausted and the provisions were almost entirely consumed, the officers were forced on the 8th of June following to bear away for Rio de la Goa, in order to caulk the ship there as much as possible and to provide themselves with the missing provisions. Pursuant to that resolution, having arrived at Rio de la Goa on the 30th of June, and the ship having been caulked and repaired inboard and outboard, the same departed from there again on the 12th of October. The ship thereupon having been examined here by nautical experts and shipwrights, it was found that it could by no possibility be put in a condition again to leave this bay, much less to transport the cargo contained therein further to the Netherlands.
