Court of Justice in Mauritius an inspection was made, in the presence of and before the Commission, thrown into the sea outside the harbor; the linens found to be wet having been washed on land in fresh water, bleached, and dried. The officers of the vessel De Draak, just as those of the ship De Paarl, in order to enable themselves once again to put to sea, have likewise purchased one of the stranded ships and employed the masts, spars, etc., thereto, so that this vessel, through these repairs, finds itself in a state to continue the voyage to the Netherlands. As this has been confirmed by a Commission of maritime experts and shipwrights, whom we deemed necessary to appoint, in the same and identical manner as was done regarding the ship De Paarl, for the examination of the vessel. Expressing our thanks for the good care of the goods received for this Government with the aforementioned ship Doggersbank, and further replies to your Honor's aforementioned letters being deferred until a further opportunity. It further serves for your Honor's information that there are now dispatched from here the private ships chartered by the Honorable Company, Josephus the Second, De Jonge Johanna, De Drie Gebroeders, and 't Fortuyn, which, having served for the transport of the first battalion of the Württemberg troops for this Government, after the disembarkation of those men, have again taken on board the largest part of the troops of the Regiment de Meuron formerly garrisoned here, in order to convey the same to Ceylon; while the remaining men of that Regiment are likewise to follow shortly with the chartered private ship De Susanna, which was also dispatched hither for that purpose with a transport of some Württemberg troops. On the 5th of the past month of January, of which a copy is attached hereto, we dutifully brought to the knowledge of Your Right Honorable, among other matters, the arrival here of the Ceylon return ships De Paarl and Draak, and that, owing to the poor condition of the first-mentioned vessel, De Paarl, we had been obliged to resolve to employ the chartered private ship De Vreede, sent out by the Chamber of Middelburg, for transferring the remaining cargo of the said ship De Paarl consigned to Your Right Honorable. The aforementioned ship De Vreede being now ready for the return voyage to the Netherlands, there have been shipped aboard this vessel from the cargo of the aforementioned ship De Paarl: 147837 lb Cinnamon of the Maldives 16650 lb Sappanwood Bima 198399 lb Malabar pepper 1600 bales Fine Cinnamon and 76 bales Cardamom, of which bales of Cinnamon and Cardamom some have become more or less wet and damaged by incoming seawater, as well as the greatest part of the bales being completely spoiled. 61 packages of Linens 357 packages of Linens without marks, however found on the outside to be dry and undamaged 67 Bales of Cotton yarn, on which likewise externally no dampness or decay could be detected 1 Small chest with medicinal drawers for the Hortus Medicus at Amsterdam There having further been shipped aboard the aforementioned ship De Vreede, also at this place: 650 bales of Bourbon Coffee beans purchased from the French ship L'Auguste for the Honorable Company 60 leaguers Cape wine of various sorts 40 whole Aams of Cape wine of various sorts all more broadly specified on the bill of lading and invoice drawn up thereof and sent herewith. The condition of the aforementioned ship De Paarl, after the discharge of the cargo, having been more closely and accurately examined and surveyed by nautical experts and shipwrights specially appointed for that purpose, it appeared from the report delivered by that committee in that regard, a copy of which accompanies this document: That both stern posts of the after-ship are in pieces; the wales and fashion pieces which must hold the entire after-ship together have all parted from one another; the floor-timbers or bands, which also belong to the strongest structural framing of a ship, are dry-rotted; the bolts are loose; and all the fashion-pieces have parted by nearly 3 inches from the transom beam. That under the main chainwales, where a ship must bear its greatest strain and also experiences the greatest working, the wales on both the starboard and port sides have all burst into pieces and sprung apart; and also the wales at the break of the bow, where a ship suffers much from pitching, are broken clean through. That the stem, being joined with the bands of the inner and outer planking, has started entirely out of its rabbet; and furthermore the bands forward in the bow, as well as all the structural knees in the hold, are dry-rotted, with almost all the bolts being so loose that one can drive them in and out with an ordinary claw hammer. That these said defects were unanimously declared by the aforesaid committee to be of such a nature that the ship was thereby found to be irreparable here, and completely unfit for any transport from this roadstead; and that even in the opinion of the shipwrights who assisted this committee, the ship in Holland itself would not be deemed worthy of spending the expenses and required labor upon it. That furthermore, even if sufficient defects had not been discovered by the appointed commissioners to allow them with complete confidence to declare that vessel irreparable, because the ship is now lying still and various parts have drawn together, and had it been deemed proper to allow the ship to continue the voyage home after some repairs, the officers appointed thereto, down to the lowest crew members, would nevertheless have resisted departing from here with that ship, since they all, thanking God's goodness, testified that they had arrived here miraculously, and they did not wish to endure again such dreadful conditions as that ship would certainly present to their eyes through working apart when it came into the open sea, beyond all repair, just as they had experienced enough on the voyage hither. And it being clearly established from this that, besides the defects that were revealed during the examination by the aforesaid commissioners and which they have already found irreparable, other defects of no less weight might still have remained hidden from them by the drawing together of the parts that had worked apart while the ship is now lying still, which nevertheless must reveal their effect upon working at sea, and could have caused such scruples to the officers along with all the remaining crew that, despite whatever repairs might be applied thereto, they would not be inclined to venture out to sea again in that vessel. We have therefore, for those reasons, been obliged to resolve to have the frequently mentioned vessel De Paarl broken up, and subsequently to employ the still serviceable timber for certain necessities, both on the batteries and otherwise in the service of the Honorable Company; and to let the unserviceable timber serve wherever it may be most suitable on the Company's behalf. However, since from the previously delivered report of the commissioners who officiated in having the cargo of the aforementioned ship De Paarl transferred into the aforementioned ship De Vreede, an authentic copy of which report is attached hereto, it has appeared that among the packages of linens of that transshipped cargo there are still a number of 357 packages which, as specified hereinbefore, were found unmarked, though externally dry and undamaged, and must contain the linens that the ship's officers, according to their delivered sworn declaration [illegible] 121

have caused to be washed out and dried, without any further accounting or justification being demandable in that regard from the officers of the same other than upon the opening of their packs, on which account it has also been judged necessary that someone on their behalf be present at the discharging of the aforementioned cargo from the ship de Vreede in the fatherland in order to be able to render proper account concerning this, we have therefore, for those reasons, also thought best to have the aforementioned Captain Cornelis In 't Anker, retaining his rank and wages for such an accounting, repatriate with the said vessel de Vreede. And since the aforementioned Captain In 't Anker has also come to produce to us an account of that which was advanced by him during the stay of the aforementioned vessel de Paarl at Rio de la Goa, and for which he was under the necessity of employing his own goods, the said account amounting to a sum of Rds 1577: 42:, we take the liberty, at the request of the said Captain In 't Anker, to give your Right Honourable worships proper notice thereof, to the end that he may address himself further to your highest honours for the discharge of that sum. Regarding now the ship de Draak, for the examination and inspection of which and of its cargo likewise a commission of nautical experts and shipwrights had been appointed, and it having been confirmed by the same that the few defects found on that vessel were not of such importance but that the said ship de Draak may proceed with confidence on the voyage to the fatherland, that vessel therefore stands to be dispatched from here within a short time likewise with the remainder of its cargo. While we take the liberty of sending your Right Honourable worships enclosed herewith an authentic copy of the aforementioned report of the nautical experts who had been commissioned for the examination of the said ship de Draak, now going under the delivery of the said Captain, a, Captain of the ship de Paarl Cornelis In 't Anker, enclosed in a separate small box, also all the original papers surrendered to us here by him for his justification, among which also the journal and kept equipment book on the aforementioned ship de Paarl and two small packets under flying seal, containing the muster-rolls of the burned chests and baggage of the persons who departed with that vessel from Ceylon, being four boxes with papers that were likewise found upon it and consist of: Two small boxes No 6 and 8 destined for the Right Honourable the Lords Seventeen; No 10 addressed to your Right Honourable worships; No 11 containing Coromandel pay books, likewise placed on the ship de Vreede. Besides which we also have the honour to offer your Right Honourable worships enclosed herewith the copies of our humble letters under dates 2 November of the past year, as well as 5 and 26 January last, dispatched from here with the ships De Onzekeren, De Jonge Jacob, and De Mentor to the Illustrious College of the Right Honourable the Lords Seventeen, with the registers belonging thereto, next to which are further added: Duplicate of the bill of lading of the shipped wines in the ship De Mentor, which recently departed from here for the Chamber of Middelburg; Also an original copy of the sworn report of the officers of the ship De Paarl; Authentic copy of the first report of commissioned nautical experts and shipwrights concerning the examination of that vessel; Authentic copy of the report regarding the investigation held into the invalids on the incoming ships De Phenix, Stavenisse, Leyden, and Oud Haarlem; The original short invoice of the cargo of the ship De Paarl in the city of Galle; Nine copy short invoices of the cargo laden at Batavia and Ceylon in the ships De Jonge Jacob, Oostzaandam, De Vlissinger, De Juffrouw Johanna, Mentor, De Eensgezindheid, and Doggersbank. Of the Swiss Regiment De Meuron that has been in garrison here, already from the beginning of this month successively 846 men, both officers and common soldiers, have been shipped in the vessels destined for their transport to Ceylon, namely Josephus the Second, the aforementioned Johanna, De Drie Gebroeders, and 't Fortuin, these vessels are thus ready to sail to proceed on their course with those troops to Ceylon at the first convenient opportunity. An authentic copy of our last respectful letter dated the 26th of the recently passed month of January, dispatched to Your Noble Right Honourables with the Dutch private ship the Mentor, being attached hereto along with some relevant appendices, we take the liberty to respectfully refer ourselves thereto, noting herewith merely that upon the request made by petition from the master of the aforementioned ship the Mentor, Jochem Miljaart, owing to the decease of his second mate and surgeon, and as he was furthermore compelled to leave four men of his remaining crew behind in the hospital here as disabled, we assisted him with another mate and surgeon, to which end the lieutenant of the Ceylon return ship the Paarl, laid up here, Lodewijk Haak, and the chief surgeon of that vessel, Otto Hendrik Eenhuijs, were placed on the aforementioned ship Mentor, together with another three able seamen, all of whom will have to obtain their pay from the owners of that vessel. The Dutch private ship the Juffrouw Johanna, returning from Batavia and projected for Your Noble Right Honourables' Chamber, now likewise lying ready to sail, we let this serve as the escort of that vessel, on which is to be found the repatriating merchant and former administrator at the Commandery of Bantam, Jan de Rovere van Breugel, by whom it was represented to us by petition: That having been relieved by Their High Nobilities the Lords of the High Indian Government at Batavia upon his request on account of the expiration of his term, retaining his rank and pay, there had been permitted to him, pursuant to the regulation on the baggage of homeward-bound servants by virtue of the rank of merchant and charged with a child of his own, to take along three five-foot and two smaller permitted chests for the stowage of his goods; which were indeed packed at Batavia and are on board the aforementioned ship the Juffrouw Johanna. However, that he, the petitioner, having neglected through ignorance to have those chests branded at Batavia, and having only been further informed here of the necessity thereof, therefore requested that, in order to prevent unpleasant consequences arising herefrom for him, the petitioner, the aforesaid chests might be branded at this place. Wherefore, having permitted the branding of the chests to the aforementioned Merchant van Breugel subject to Your Noble Right Honourables' approval, we take the liberty to offer to the same the aforesaid petition along with the certificate submitted therewith by the master of the said ship the Juffrouw Johanna, Simon Koter, and an extract from the minutes of the resolutions in the Council of India, enclosed herewith in authentic copy. Patria To the Noble Lords Directors of the General Chartered Dutch East India Company in the Chamber Middelburg Noble, Honourable, Right Worshipful, Most Wise, Provident, Most Generous, and Ruling Lords. We have, by postscript to our humble letters of the 9th of May of last year, dispatched with the return ship 't Hof ter Linden, dutifully brought to the knowledge of Your Noble Great Worships, among other things, that by us was granted to the Surgeon-Major of the Luxemburg Regiment in Ceilon, Francois Calis de Maraval, who had arrived at this place at that time with the aforementioned ship 't Hof ter Linden, to remain here for some time for such reasons as were stated in our humble dispatch of that same date to the High Noble Lords Seventeen. The aforementioned Surgeon de Maraval having now requested of us that, together with his wife and child, for whom the passage money and board have already been paid into the Company's treasury at Ceilon, he may be permitted to depart for the Netherlands with the bearer of this, the chartered return ship de Vlissinger, currently lying ready to sail for the presiding Chamber; and this having been granted to him, we have felt obliged hereby dutifully to give notice thereof to Your Noble Great Worships. As also that on behalf of the Captain of the Luxemburg Regiment present here, la Brousse, upon exhibiting a copy of the commission and orders given to him by the Colonel of that Regiment for taking care of the recruits of the regiment passing through this place, as well as a copy of a certificate granted by the Major and several other officers of the same regiment regarding the conduct maintained by the said Captain la Brousse, as well as a copy of a declaration concerning the disbursements made by the same Captain la Brousse, passed by the Colonel and Major, a request was made to us to receive payment both of the said disbursements and the salaries that the same was said to be owed, up to the time that Captain Mauras of the aforementioned Regiment, charged with the care of the recruits in accordance with Your Noble Great Worships' highly esteemed orders, arrived at this place; and furthermore, to be granted an amount of 249 rixdollars for three months in advance for his defrayment and the expenses of the voyage to the Fatherland. Whereupon, taking into consideration that this government has no knowledge regarding the stay of the said Captain la Brousse at this place for the aforementioned purpose, and also granted no sanction for it, nor likewise concerning that which the said la Brousse is said to have disbursed; while regarding the tools, in respect of which he claimed in his disbursements to have suffered a loss of 300 rixdollars, not the slightest representation was made to us at the time the regiment departed from here; and if such tools ought to have been furnished on the Company's behalf, the materials for them would much rather have been delivered from the Company's warehouses than that anyone would have been authorized to purchase them from private individuals, which authorization was nevertheless also not granted; we have thus judged the claim of the aforementioned Captain la Brousse with respect to his salaries and the loss suffered in the disbursements made to be entirely unfounded. However, in consideration of his destitute condition and to enable him to make his journey to Europe, under Your Noble Great Worships' esteemed approval, there has been advanced to him from the Company's treasury here a sum of 249 rixdollars for three months' salary in advance, provided that he conduct himself regarding the passage and board for the voyage on the chartered ship de Vlissinger in accordance with the charter party entered into by the Honourable Company with the owners of that vessel. While we have the honour to present enclosed to Your Noble Great Worships authentic copies of the aforementioned written request and its appendices submitted to us by the aforementioned Captain la Brousse, with which concluding, we commend Your Noble Great Worships' highly esteemed persons and the weighty interests of the Honourable Company to God's protection, remaining with due respect, Noble, Honourable, Right Worshipful, Most Wise, Provident, Most Generous, and Ruling Lords. To the Right Honourable, Valiant Lord Mr Willem Arnold Alting, Governor-General, and the Honourable Lords Councillors of the Netherlands Indies, Batavia. Right Honourable, Resolute, Highly Esteemed, Valiant, Most Wise, Provident, Very Generous Lord and Noble Lords. The ships the Phanicier and Havenisse having departed from here for Batavia on the 15th of the recently elapsed month of January, there subsequently appeared again at this roadstead from there, on the dates mentioned below, the following chartered private ships dispatched by Your Right Honourables, namely: 22 January: the Eensgezindheid Ditto: Oostzaandam Ditto: Juffrouw Johanna 25 Ditto: the Vlissinger Of which hulls the first-named ship, the Eensgezindheid, sailed on for the Netherlands on the 10th of this month, together with the previously arrived ship the Mentor, which had already departed on the 31st of January. Also on the 23rd of the said month of January, the Ceylon return ship Doggersbank safely arrived here with 2 deceased and 7 sick, having departed from Point de Galle on the 15th of November last. Likewise, on the day before, or the 22nd of January, there also appeared here the ship Avenhorn, sent by Your Right Honourables to convey goods and provisions for this government, with 16 deceased and 5 sick. As smallpox had prevailed aboard that vessel during the voyage hither, and from which a cadet died who, along with four slaves found on that ship, had suffered from the said disease, we have, in order under God's help to prevent the contagion of this dangerous disease for this our country, just and in such manner as occurred last year with the return ship the Eenparigheid, immediately employed all precautions to prevent communication with the aforementioned vessel Avenhorn, and to that end, as soon as we were notified of this, also had a military guard posted on one of the government boats with the strictest orders to allow no vessels to sail back and forth in the meantime, subsequently sending provisions to Robben Island so that it may initially be provided for some days with the necessary refreshments by means of the government boats, until we have taken further measures and precautions to have that vessel unloaded and reloaded here with peace of mind. In which regard, taking into consideration that some substance could very easily be hidden in the ship in one way or another from which persons susceptible to it might contract the infection of smallpox and thus this colony could be infected with it, from which one would then certainly have to expect the most lamentable consequences, we have therefore deemed it extremely necessary and advisable expressly to commission both first chief surgeons, both in the Company's Hospital here and at False Bay, Doctor Hendrik Lesueur and Jan Podlies Mader, together with the second chief surgeon Johannes Leeuwer, the Surgeon Major of the burghery here Josephus Anthonius Bekker, and the burgher surgeon Jean Martin, to examine and consider carefully together what means and precautions could be taken and put into effect to allow the said ship Avenhorn to return to this roadstead, so that from the communication which might then be held with the said vessel, not the least fear may remain that the infection of the said disease, so dangerous to it, could arise in this colony; as well as, if among these means and precautions there should appear such as require any measures regarding the disembarkation of persons and goods, to proceed therein in deliberate communication with the interim Master of the Equipage of this Government, and furthermore to provide a specific statement and report in writing of all these means and precautions; which having arrived, we shall not fail dutifully to inform Your Right Honourables both of the same and of the resolution that is then further to be taken by us thereupon. An attempt was made to obtain passage for Their Honors on one of the French ships that called here on their way to Europe, in order that, if this were successful, they might be notified thereof, so that, in case Their Honors should be inclined to avail themselves of such an opportunity, the transshipment of the said persons and baggage could have taken place when such a ship passed Robben Island. However, Mr. Troublet, Chargé d'Affaires of the French nation here, who had been requested to cooperate toward that end, having declared that, notwithstanding all the efforts made for that purpose, he had not been able to obtain such passage on any of the passing French ships; and it being therefore considered by us that a suitable opportunity for the passage of the said Mr. d'Hugonet and companions was available on the Ceylon return ship De Draak, which is expected to be able to undertake the voyage to the fatherland toward the middle of this month or slightly later. We have informed the said Mr. d'Hugonet by a letter, as well of the aforementioned lack of opportunity on the ships of the French nation as of the aforementioned opening presenting itself on the ship De Draak, in order that His Honor might make use of it, adding that it was doubted whether another such favorable opportunity would occur again this year, and that he should declare his intentions in this matter as soon as possible, so that in the contrary case others might be accommodated therewith; with the understanding that if the aforementioned Colonel d'Hugonet and companions should be inclined to depart on the said ship De Draak, the officers of that vessel will be ordered to take His Honor and the other aforementioned officers aboard off Robben Island. The arrival here of the Ceylon return ship De Paarl, and the decision we were obliged to take to have the cargo still on board that vessel conveyed from here to the fatherland by the fluyt De Vreede on account of its bad condition, having been duly brought to Your Right Honorable Excellencies' notice by our humble letter of 3 October last, we may now further inform Your Right Honorable Excellencies that the said fluyt De Vreede commenced its voyage from here on 9 February of this month, its cargo consisting of that from the ship De Paarl: 147837 lb Maldives cinnamon 16650 lb Bima sappanwood 198399 lb Malabar pepper 1600 bales of fine cinnamon 76 bales of cinnamon and cardamom, of which bales, without marks, were however found dry and undamaged on the outside 67 bales of cotton yarn, on which likewise no moisture or decay could be detected externally 1 small box with medicinal seeds for the Hortus Medicus at Amsterdam, while from the aforementioned cargo of the ship De Paarl 27 packages of piece goods, which were found somewhat moldy and rotted, had to be sold here at public auction. That under the main channels, where a ship must bear its greatest strain and also experiences the greatest working, the wales, both on the starboard and port sides, are all broken and split apart from each other, and also the wales at the break of the bow, where a ship suffers heavily from pitching, are broken straight through. That the stem, being bound with the interior and exterior planking, has slipped entirely out of its rabbet, and furthermore the breast hooks in the bow as well as all the hanging knees in the hold being dry-rotted, the bolts are mostly found so loose that one can drive them in and out with an ordinary claw hammer. That these mentioned defects were unanimously declared by the aforementioned commission to be of such importance that the ship was thereby found to be irreparable and utterly unfit for any voyage from this roadstead, and that even in the opinion of the shipwrights who assisted this commission, the ship would not be worth repairing even in Holland itself.

would be judged unworthy to spend those expenses and the required effort upon. That likewise, even if their commissioners had not discovered sufficient defects that could with complete certainty cause them to declare that vessel irreparable, because, as the ship is presently lying still, several parts close up, and it had been approved to let that ship continue the voyage from here after some repairs, the captain appointed to it down to the lowest crew members would nevertheless oppose departing from here with that ship, since all of them, thanking God's goodness, declared that they had arrived here miraculously under such dreadful circumstances, which that ship, if it went to sea again, beyond repair, above all due to the working of the parts against one another, would certainly present to them, just as they had experienced enough of on the voyage hither, and did not wish to endure again. And it having been clearly established that besides the defects which were revealed to the aforementioned commissioners during the examination and which they have already found unrepairable, others of no less importance could still have remained hidden from them due to the closing up again of the parts that had worked apart while the ship is presently lying still, which however must reveal their effect when working at sea, could have caused such a scruple among the officers together with all the rest of the crew, that, after whatever repairs might be applied to it, they would not be inclined to take to sea again with that vessel. We have therefore for those reasons had to resolve to have the frequently mentioned vessel de Paarl broken up, and subsequently to employ the timber that is still suitable for some necessities, both on the batteries and otherwise in the service of the Honorable Company, as well as to let what is unusable serve wherever it can be most convenient on the Company's behalf. Yet, since from the previously submitted report of the commissioners who officiated to have the cargo of the aforementioned ship de Paarl transferred into the aforementioned ship de Vreede it has appeared that among the bales of linens of that transshipped cargo there is still a number of 357 which, as specified hereinbefore, were found unmarked but dry on the outside and undamaged, and must contain the linens which the ship's officers, according to their sworn account given at Isle de France, had washed and dried, without any further accounting or responsibility being able to be demanded from the same officers in that regard other than at the taking of an inventory of the same bales, for which reason it has also been deemed necessary that one of them be present at the unloading of the frequently mentioned cargo from the ship de Vreede in the Fatherland in order to be able to render a proper accounting in that regard, we have therefore for those reasons also thought it best to have the aforementioned Captain Cornelis in 't Anker, retaining his rank and wages, repatriate with the said vessel de Vreede for such an accounting, to which end also all the papers serving for the accounting of the ship's officers of the aforesaid condemned ship de Paarl and delivered to us here, have been sent over to the Noble Lords Directors at the presiding Chamber for which this vessel and its cargo were destined. The following further report concerning that voyage and the damage suffered therein was given by the said officers: That after their departure from Punto Gale on 25 March, following that, at the estimated South latitude of 22 degrees and 22 minutes and longitude of 84 degrees 48 minutes, it was overtaken by a flying storm and furious hurricane with a terrifyingly high sea, whereby the ship worked heavily and took on much water. winds continually kept the ship lying with its leeboard in the water, the decision had to be taken at that time to throw overboard 9 pieces of cannon along with all the shot that lay near them on that side, while one piece of cannon to windward had been swept away by the heavy rolling of the ship. That the weather continually increasing more and more in this most furious hurricane with winds from the 2d and 22 wt, accompanied by terrible thunder and lightning, the ship at last was blown under water with the leeboard and half-deck as far as the main hatch, and seemed destined to remain suffocating beneath the dreadful seas, so much so that the fore-part of the ship was already under without being able to right itself again, through which considerably much water was taken in. That thereupon in this most extreme distress, for the preservation of ship and souls, the decision had to be taken to cut away the mainmast, pursuant to which, after two shrouds to windward and the main shrouds to leeward had been cut with great difficulty, all three masts immediately fell overboard with all their rigging, and the ship nevertheless righted itself again from time to time with very great difficulty. That meanwhile every effort was made to get rid of the wreckage and to clear out of the ship the water that stood three feet high between decks, while all the pumps had become clogged by the loose-washed pepper, so that there was very great difficulty in clearing them each time; that also, by a heavy boarding sea that severely damaged the starboard gallery and the transom, and smashed the shutters and glass windows in the cabin, as well as the tiller together with the rudder chains, and the rudder pendant was broken to pieces and three pintles of the rudder knocked loose, so that the ship lay completely exposed from behind to the sea, rolling continually from side to side under water, so that everything was washed overboard from the quarterdeck and the half-deck, as well as from the waist, which was constantly full of water, and one was thus apprehensive at every moment that, due to the quantity of water, the ship would capsize between the high seas facing each other. That having remained in this most frightful condition until the 27th of the aforementioned month of March, when this raging hurricane began to abate somewhat, every possible effort was then made to keep the pumps going, which continually needed clearing, and to get entirely rid of the remaining wreckage of the masts, and to cut holes between decks so as to cause the water to run to the pumps. That the weather having calmed more and more, opportunity was thereby gained to inspect and see what damage the ship and cargo, so far as could be determined, had suffered, when it was found that, besides much and considerable damage to the ship itself, the powder magazine and all the powder barrels therein were under water. That under these circumstances, the broad ship's council having been convened, it was then resolved to make for the island of Mauritius as being the nearest port in order to repair the sustained damage there, wherefore a jury rig was erected, and everything having been provided for as far as possible, the course was directed thither. That they had meanwhile on the 31st of the month encountered the English ship the Valentine coming from China and bound for Europe, from which, and the partitions of the cabins and the sail locker having been smashed to pieces, the rations and other goods completely wet, as well as upon inspection in the hold the cargo had settled much and shifted to the starboard side, being all that could be seen of it, after which all the gunpowder, which was soaked through and through and entirely ruined, and therefore served only as an excessively heavy burden for the ship, had been thrown overboard. They had obtained assistance of a few provisions, as well as a topmast and topsail yard, against the issue of a bill of exchange of 375 Spanish dollars on the Noble Lords Directors of the Amsterdam Chamber, wherewith the voyage was continued until the 12th of April, when they arrived safely at anchor at the said island. That immediately thereupon all necessary preparations having been made for the unloading of the cargo, for which a warehouse had been rented, as well as for the repair of the ship, it was found upon inspection of the cargo that all the saltpetre was dissolved, the coffee beans and a large quantity of the pepper wet and ruined and rotted by fermentation in the hold, a parcel of bales of cinnamon and all the rice for provisions also completely wet and ruined; so that, it being impossible to reload all this ruined material, after an inspection was made by a commission from the Royal Court of Justice at Mauritius, it was thrown into the sea outside the harbor in the presence and oversight of that commission, while the linen packages found to be wet were washed, bleached, and dried on land. to reload the remaining cargo as well as to provide themselves with the necessary provisions, the officers finally departed again from the aforementioned Island of Mauritius on 22 October and steered their course hither. The said officers having also stated that their aforementioned vessel under their command, the Draak, after the repairs done to it at Mauritius, was currently in such a state that without any further repairs of importance it will be able to proceed with confidence to the fatherland. We shall make no remarks whatsoever on these ill-conceived, unreasonable, and unfounded reproaches, nor on your harsh treatments, which in no way conform to those we have extended to you. You would have done better, Sir, to reflect that it was not within our will to sacrifice the ruin of an entire colony to the desires of a few individuals, but that it was our indispensable duty to take all possible precautions so that it might remain free of a contagious disease, which, besides many other pernicious effects, would without doubt have been of a grievous consequence for most of the inhabitants; and that, if an infection like that had spread because we had neglected to take precautions that were in our power, it would have always brought us reproaches, for which we would be excusable neither to our conscience nor to the entire universe. We will not conceal that this intention and this plot of the said van der Poel was immediately viewed by us as a matter of much further consequence than that it would merely contain the mutual public and completely ruinous consequences for these two persons, though in itself already harmful enough to be prosecuted, as we foresee from it the immediate revival of those ruinous divisions that have reigned in this Colony for a long time, and through which estrangements and embitterments occurred between inhabitants and inhabitants, yes, even between those who are otherwise bound to each other by the tenderest ties of close kinship.

Yet since we may see those divisions cease through the decision of the High Commanding Lords Masters, and as we perceive more and more with inward pleasure that trust and harmony among the collective inhabitants as among members of a single state are beginning to restore themselves, and that we therefore soon look forward to that happy moment to assist, through external peace along with internal rest and unity, the aforementioned Lords Masters, who continually regard this Colony as a cherished object of their tenderest care and affection, in their undisturbed further laboring and devising of whatever might serve to make its prosperity and welfare enduring, we have also found it our foremost duty to take care with redoubled attention that the harmful fire of dispute and discord, so detrimental to those beneficial intentions, does not ignite anew in this Colony and consume it. From this we could all the less excuse ourselves, as we cannot be silent onlookers while persons from the burgher class, on the occasion of the aforementioned vindications of the Servants against the burgher complaints, might now freely and without hindrance take steps which, because of the consequences thereof, were very wisely forbidden and cut off immediately to the said Servants by express order of the more aforementioned Lords Directors. Bearing in mind the order issued by the Lords Masters, serving to answer the intended purpose. And likewise to observe Your Right Honourable Lordships' recommendation not to unload any goods destined for Batavia from the ships unless out of pressing necessity, with the assurance also that the requisitions from here are always arranged so as to remain without inconvenience to the service of the Honourable Company; but that, owing to the delay or failure in the fulfilment thereof, one has been under the obligation, especially regarding the Company's or the country's ships, in order to be relieved from embarrassment, to proceed with the unloadings carried out. Your Right Honourable Lordships are furthermore most respectfully thanked, both for the renewal and extension of the edict issued against the conveyance of Eastern male slaves hither, and for the planned order and signals with respect to the return ships within which the smallpox might come to prevail on the voyage hither, or if anyone should be found suffering from this disease. And since from the information which Your Right Honourable Lordships have further been pleased to provide regarding the order for the return ships that are not permitted to touch at this outer corner, it has appeared that this order, which was lately understood with regard to the vessel 't Hof ter Linden as if it had been issued on 30 September 1786, was on the contrary already drafted on 4 May 1767, and that the same order or instruction is only limited by further notice, we shall in future behave in accordance therewith as in duty bound. Praying Your Right Honourable Lordships' forgiveness for the neglect committed through press of business to give proper notice concerning the outcome of the investigation conducted into the accident that befell the ship Brederode in the year 1785 off Cape Agulhas, and whether and to what extent the officers of that vessel have been guilty of any neglect of duty in that regard, we shall now, in order to meet Your Right Honourable Lordships' expectation in that respect, have the honour to report: that the present Fiscal pro interim, Mr Jan Jacob Serrurier, was set to work to conduct the aforesaid investigation required of that officer regarding the conduct of the aforementioned ship's officers, and to that end obtained the advice and remarks of the nautical experts appointed by us at the time, namely Captain and former Master Attendant here Justinus van Gennep, and the fellow Captains Jan Sirveld and Christiaan van Veerden, whose written opinion concluded that, taking all the circumstances stated by the ship's officers in their sworn statement together, they unanimously maintained that either the ship, through the strong deceit of the currents during the night, must have been set closer to the shore than could be estimated, or that, if one wished to follow the given bearing, the southernmost reef of Cape Agulhas, or the rock situated there upon which the ship struck and was wrecked, must have been further east and south than indicated on the chart; to which converging factors the said commissioners also considered that the wrecking of that ship can be attributed; and the Fiscal pro interim, in his report submitted on that matter, declared that he perceived no sign whatsoever of lack of seamanship exercised, and still less of any misconduct or neglect of duty on the part of the ship's officers, and therefore could not, with the least semblance of foundation, initiate an action ex officio against the said officers; wherefore, in accordance with the order prescribed to us by Your Right Honourable Lordships under date of 9 November 1772 in such cases, we have allowed the said ship's officers—consisting of the skipper Paulus Muller, the chief mate Arij Simonse Kok, the second mate Hendrik Anthonij Stoete, and the third mates Hermanus Barbiers and Hendrik van Reijen—to depart for the Netherlands at the disposal of Their Right Honourable Lordships the Lords Majors in the Fatherland, without earning of wages. Meanwhile, taking the liberty to refer to the sworn statement given by the aforesaid ship's officers, which, along with our respectful letter of 19 July 1785, has already been dispatched, there is now transmitted herewith the written report of the aforesaid appointed nautical experts and the two reports submitted in that regard by the Fiscal pro interim. Masters, according to the present state of this Colony under the Government, have been pleased to establish, finding itself composed of an equal number of Company servants and Burgher Councillors, to whom, according to the same disposition, now belongs the handling of the affairs which previously were assigned to Burgher Councillors, and that among the latter there are in particular persons who possess thorough knowledge concerning this country and its inhabitants, and who moreover from their youth onward have studiously applied themselves to the knowledge and experience in agriculture for their livelihood, one could therefore never have arrived at any other thought than that an inquiry of this nature ought to be demanded from a Body which, moreover, is composed in such a manner that one could expect from it an equal promotion of the interests of both the Inhabitants and the Company's servants, just as their duty also tends to that end: so that the employment of burgher officers or other knowledgeable burghers in such a case might rather have given rise to a presumption of mistrust by this Government toward that Body; for which, however, no reason had appeared, since it has even now been found in retrospect that no better measures could be devised for relief than those put into effect. § 15 But since your Right Honourable Nobilities have not found sufficiently convincing and well-founded the considerations and reflections regarding the causes by which the grain harvests for several years have been less than previously, for which reason Your Honours, believing that they ought to be informed with greater accuracy and certainty regarding the true causes of the rapid decay, and what means might be applied and put into effect toward recovery and revival with all hope of success, would have wished that the suggested Commission of knowledgeable and sober-minded inhabitants and burghers had been put into execution for the aforementioned inquiry. With the further addition that your Right Honourable Nobilities, on account of the considerations annexed thereto, were obliged to recommend to us to allow that Commission to proceed after all, unless we still judged at present, on good grounds derived from the intricate state of affairs here, that some unforeseen and serious consequences might result therefrom at this time, and that necessity thus requires temporarily deferring that Commission for the present, in which case Your Honours have qualified us to do so. § 17 Without, however, including among the reasons for deferring it the apprehension that occasion would be taken from such a Commission to demonstrate that, due to the increased costs and heavier labor, the price of wheat ought likewise to be raised. Therefore, since your Right Honourable Nobilities' aforesaid dispatch, nor the previous one of 20 October 1786, did by no means contain a positive order to effect the aforementioned Commission, but Your Honours were pleased to submit the same to us beforehand for consideration, we, in view of the fact that we could never expect such success from it as your Right Honourable Nobilities intended, could not omit, before proceeding to employ this Commission, to present to Your Honours the true and thorough reasons and causes for the decrease of the harvest on the one hand, and on the other hand the circumstances whereby it was out of the question to obtain the necessary wheat for the Honourable Company, along with the detrimental consequence which in our opinion was to be expected for the Inhabitants as well as for the Honourable Company from the planning of such a Commission; and hereto we shall still take the liberty to add our further remark: § 19 That such a Commission might be harmful toward achieving the aforementioned aim, because, if, as must certainly be expected, only a demand for the increase of the price should result from it, and one were not immediately to proceed to this increase, as this could not take place without your Right Honourable Nobilities' authorization, the grain farmers might use this as a pretext to withhold delivery to the Honourable Company, or take occasion therefrom to stipulate that for the grain being delivered there must be paid the price which they will claim to be able to demonstrate must necessarily be set upon it: which in the present circumstances of the times may cause difficulty, if one judges not to be allowed to enter into this, to avoid the grumbling that would arise over this among those Inhabitants against the Government; whereas, on the contrary, by granting it, one would have to fear the same from the other Inhabitants, who, expecting an end to the high cost of provisions from the present blessed harvest, and being disappointed in such a manner therein, would blame the cause of this disappointment on the Government, for having caused this through the aforementioned Commission at a time that was least of all suited for it. the height to which their price had risen only in the past year, as well as from the measures undertaken to have the timber required primarily for agriculture, among other things, brought here from Plettenbergs Bay at reasonable prices, it may be expected in the future that this will more and more alleviate the heavy costs of agriculture that have increased for some years now; just as, these means having been contributed thereto, the inhabitants will have no further reasons to pursue an increase in the price of wheat, the less so since it has appeared from the agreement entered into with the inhabitants in Mossel Bay that grain cultivation, in the worst dearness of the requirements needed for it, was undertaken and continued there to the contentment of Rd 18 for the 10 mudden of wheat, when, upon the regulation of the annual price by a commission from the Council of Justice, after deduction of the tithe of the dues and another tithe for the freight and sea risk, this may remain to them: Section 21. For which cited reasons we have also thought it best, subject to Your Right Honourable respected approval, not to allow the aforesaid commission to proceed for the present, but to leave it postponed until a change of times and circumstances can offer hope and expectation of better success therefrom; which reasons we do not doubt in the least will also be considered as such by Your Right Honourable. Section 22. With regard now to the freight money that was regulated with the inhabitants there for fetching the wheat from Mossel Bay, we have the honour most humbly to report to Your Right Honourable that the Captain at Sea and former Master of the Equipment Francois Duminy, together with the Burgher Lieutenant Johannes Gysbertus van Reenen and the shopkeeper Egbertus Bergh, having been commissioned to enter into a final agreement, among other things, with the inhabitants surrounding the said Bay on the basis of the offer made by them for this purpose, to deliver their grains to be harvested to the Honourable Company in the aforesaid Bay, in order to be fetched from there by ships or vessels at the most suitable times of the year, subject to the deduction of a tithe for the Company's dues, and another equal tithe for the freight and sea risk; provided, however, that when the price, which would have to be regulated annually for that purpose according to the order of the Lords Major by commissioners from the Council of Justice, would yield less than Rd 18 for the 10 mudden through such deduction, that deduction would then take place no further than to leave the abovementioned price remaining; and that, this condition having been accepted by the said inhabitants, the agreement with them was brought about on that footing and obtained its full conclusion. Section 23. From which and further precautions and measures to obtain supplies, we hope and wish shortly to be able to display to Your Right Honourable the most evident proofs of our zealous efforts to supply India's Capital with wheat to complete satisfaction, according to their most emphatic desire and longing; just as, to that end, also with a good outlook on the upcoming harvest, out of our small supply that was received into the Company's warehouses during the last months of the past year, we have already caused a quantity of over 143 lasts of provisions to be dispatched thither in the month of November last with the ship De Goede Verwagting. Section 24. And whereas, according to what was stated in our humble dispatch of the 5th of January last that departed by the ships De Phenix and Oud Haarlem, the grain harvest in the nearby districts here has turned out blessed in every respect and according to wish; Section 25. And that, according to the calculation made, both in the past and in this year a quantity of 3 to 4000 mudden of grain, in wheat, rye, peas, and beans, has already been delivered to the Honourable Company in Mossel Bay and is still to be delivered, we can inform Your Right Honourable that the last received requisition of wheat from Batavia, if not fully, will nevertheless for the greatest part be fulfilled. Section 26. Just as also, with the bearer of this, the ships De Schelde and Dortwijk lying in the roadstead, there are now dispatched on the aforesaid requisition 865 and a half mudden of wheat and 74 mudden of rye, to wit: with the Schelde: 740 mudden of wheat, with Dortwijk: 125 and a half mudden of wheat, 74 mudden of rye. What was taken into consideration by us therein. De Souillac and Motier de Narbonne, governor and intendant at Isle de France, before the departure of the said Mr. de Souillac from Mauritius, have received a letter dated 17 October of the previous year, in which they made a request, since the excessive drought that had prevailed in that year on the island of Bourbon had completely ruined the harvest of grain there, and they thus saw themselves brought into the same circumstance that had been experienced locally in the preceding year 1786 due to the crop failure, that consequently Mr. Troublet, who after the departure of Mr. Commissioner Percheron manages the affairs of the French nation here, found himself charged to request from this Government the necessary assistance of 600000 lb of grain, or else to lend him a helping hand in the efforts that would be made by the said Mr. Troublet to provide himself with that requested quantity from the private residents here. Paragraph 29. The contents of which aforesaid letter having been deliberated upon in our meeting of 11 December last, it was taken into consideration that, while on the one hand the assistance received in the year 1786 from the aforesaid French Government during the extreme scarcity of bread that prevailed here at the time did not permit withholding from that same Government, in similar circumstances which they now also faced there, such relief as could be conveyed to it from here, yet on the other hand, due to the uncertainty as to how far the new harvest available at that time would serve to fulfill the required stock in the Company's warehouses, the supplying of the Indies, and the feeding of the inhabitants, without in the most reckless manner exposing oneself to inconvenience or a new shortage, it was by no means to be calculated whether the entire quantity requested in the aforesaid letter could be spared. Being encouraged, the requested quantity of wheat is for the present set at half, and the remainder will afterwards, if possible, be supplemented. French minister in this regard. Regarding the Honorable Wegerman, one will conduct oneself in conformity with Your Right Honorable Nobilities' orders, with relation to the accompanying monies. While however, as the aforesaid Mr. Troublet insisted upon verbally, a determination in that regard had to be made so that the said Government would not fruitlessly employ a ship or ships here for that purpose, which they might otherwise dispatch elsewhere for that objective. Paragraph 30. We have therefore informed the often-mentioned Government by reply, and as far as necessary based on the aforesaid circumstances, that one had not been able to fix the firm commitment regarding the requested quantity of wheat more closely than to one half thereof, or 1500 mudden, which then also out of the Company's warehouses here to the ship or vessel that shall find itself destined for this purpose, and that furthermore, upon obtaining a sufficient supply here, one will additionally endeavor to provide the remainder out of the Company's warehouses, or else to favor a purchase from private individuals, by which the entire quantity may be supplemented. In the hope, therefore, that in this regard we may have acted according to the wishes of Your Right Honorable Nobilities, we further take the liberty of sending to the same an authentic copy of the aforementioned letter from the French Ministers alongside this. Respectful notification of the discovery, by digging, of 270 pieces of Mexican dollars, whereof the accompanying representation submitted to us in this matter, and subsequently another 14 pieces of that coin were found by digging and likewise taken into the Company's treasury, belonging to those stolen with the money chest of the ship den Arend, the same having been transferred into the cash box. Section 33. While we take the liberty dutifully to bring further to Your Right Honourable Excellencies' notice under this heading that, in our previous humble dispatch of 6 August of the past year sent off with the ship de Surcheance, among other matters Your Right Honourable Excellencies were also informed of the outcome of the procedures held against four soldiers stationed at this Castle who had rendered themselves suspect in the theft of the missing money chest from the ship den Arend. Section 34. Subsequently, through the undersigned Senior Merchant and Cellar Master, Mr. Jacobus Johannes Le Sueur, having acted in this affair as Fiscal Officer, by a written representation which we have the honour to present herewith to Your Right Honourable Excellencies, it was brought to our knowledge that on the occasion of the demolition of a wall in the envelope of this castle by the slaves labouring there, some Mexican dollars were found while digging, of which the same had possessed themselves; however, this being immediately investigated, a number of Two Hundred and seventy pieces of that coin was then secured. Section 35. Whereupon the aforesaid 270 Mexican dollars, as presumably belonging to those which, with the above-mentioned money chest of the ship den Arend, were stolen from the Honourable Company out of the money locker and will have been hidden here and there in various places, which Spanish dollars presumably belong, have been transferred into the Company's treasury here. While at the same time, in view of the possibility that, in the very same manner as was discovered regarding the aforesaid Mexican dollars, more other such coins which were stolen with the chest from the money locker might be concealed or buried here and there along or about the works, to ensure as far as practicable that the same upon discovery may revert to the Honourable Company, the Colonel and Director of Fortifications has been recommended to give orders that no excavations along and about the said works shall take place other than under the continuous supervision of the non-commissioned officers appointed as overseers of the slaves labouring at the fortification works. Section 37. Subsequently, at the foot of Table Mountain, another Fourteen Spanish dollars were also found buried, which, presumably also belonging to the former, were likewise taken into the Company's treasury. Section 38. The reduction of the expenses of this Government having been so strongly recommended to us by Your Right Honourable Excellencies, the Trade Books having shown to Your Right Honourable Excellencies that this Government, as of the ultimate of August 1786, has remained an unpleasant burden to the Honourable Company of 9 1/3 tons of gold, regarding which matter, because such can no longer be borne by the Honourable Company on that footing, the same highly expect that we shall apply our disinterested efforts towards the reduction thereof by presenting a statement of accounts that may be regarded as tolerable.
