along with the said officer without enjoying any, and until how long this shall merely be, while also the lack of a Commis of the magazines could not but cause the greatest confusion in the artillery service, as had occurred previously, no further objections would have arisen in His Honour to take a single step that could have the least semblance of conflicting with the aforementioned duty; but that since, partly through an irregularity in the garrison service and partly through confusion in the artillery and ammunition of war, in a precarious juncture which made it completely uncertain whether a sudden rupture, with which our republic at the time seemed to be threatened by the movements of foreign powers in Europe according to the latest news, might not cause an enemy force to attack this place within a few days, His Honour had had to conclude for himself that he would never be able to answer before Your Honours for having failed in a duty which weighed with no less gravity upon His Honour's conscience than that of obedience, namely this duty in such precarious circumstances that arose after the date of Your Honours' letter, which Your Honours could then very easily, Paragraph 43. And this in such a manner, but only for as long as regarding the said critical circumstances no later news should have arrived by which these provisional precautions to maintain good order, alongside others which could not have been expected or foreseen through the same, to render powerless with all possible diligence for the defence service here, such as disorders in the military service and confusion with the artillery and ammunitions of war, which however would soon have to follow if the said functions were now suddenly to cease again, His Honour had therefore deemed it advisable to let the aforementioned three officers Von Bonstetten, Bleumer and Rutz, alongside the ordinary service which they respectively had to perform under the garrison as well as lieutenant of the artillery, also simultaneously function, the first as Major, the second as Under-Major, and the last as Commis of the magazines, to which His Honour would attempt to persuade all three of them, without however letting them enjoy the emoluments previously attached thereto for both of the first-mentioned, or the extraordinary salary of the last-named, and trust that it will be most favourably received by the Lords Majors. Our disposition concerning the livelihood of both the Secundes being with Your Honours, with orders to have the issued amounts paid back into the treasury and to take a further disposition regarding that. Cruywagen has with that disposition been, for the adjacent circumstances, superseded for now. circumstances were to cease, which he had to take in hand for the security of this place, in order then, or also if in the meantime orders conflicting herewith should be received from Your Honours, to have these functions cease completely in further compliance with Your Honours' intention. Paragraph 44. Not doubting but that Your Honours would kindly consider and accept any such moderate precautions of His Honour solely as having sprung from a principle in every way consistent with the confidence which Your Honours are pleased to place in His Honour with regard to the defence of this place. Paragraph 45. Concerning further to Your Honours, Your Honours having expressed surprise at the dispute existing between the outgoing and incoming Secundes Messrs Hacker and Rhenius over the enjoyment of the livelihood, that the Company was made to be the suffering party therein, with an attached order to have the issued amounts thereof counted back into the Company's treasury and to take such a disposition concerning the said dispute, Desiring permission for the assistant at the pay office here, Johan Adam Neuveeskou, under deducted salary, to depart for Batavia. as has taken place in such cases in former times, or as equity shall require, we have, subject to Your Honours' favourable interpretation, deemed it best, since neither of both the said Secundes has seen fit to enjoy the aforementioned livelihood in question under the accompanying stipulated promise of restitution, but to let the same remain in the Company's treasury, therefore also to supersede the further decision thereon until the pleasure and approval of the Lords Majors regarding this shall also have been learned. Death of the Cashier Cruywagen. Paragraph 46. While we furthermore find ourselves obliged to bring to the knowledge of Your Honours that the Cashier Gerrit Hendrik Cruywagen, to whom the title and rank of Member of our Council had been granted, has recently passed away here, and that we shall not fail to report to Your Honours on a further occasion how the provisional performance of that office has been disposed of by us.

Specification of the complement with which the adjacent two ships sailed from the Netherlands and have now departed from here: The Schelde Dortwijk The Schelde, for the Chinese seafarers stationed on that vessel. Departure from this roadstead of the aforementioned five ships. being permitted to cross over in his aforesaid capacity to Batavia via the ship Dortwijk, now ready to sail, with the aforementioned pay, we have granted this to the said Nuvreskou, subject to your Right Honourable Esteemed approval; and since he has likewise requested that, in consideration of his impoverished circumstances, he might be excused from paying the transport and board fees associated therewith, we have deferred this to the pleasure and discretion of your Right Honourable Sirs. Section 48. While, on account of the expiration of their contracted term of service, they have been discharged from the regiment in order to be sent from here to Europe with the first opportunity: 18 sergeants 12 corporals 2 sappers 1 musician 3 drummers and fifers 160 soldiers In the aforesaid vessel Susanna we have also caused to be laden for Your Honour's Government: 351½ mudden of wheat 18½ ditto of rye 40 leagers of assorted wine 1 aam of tent wine 1 half-aam of tarragon vinegar 10 head cabbage 10 Savoy cabbage 10 cauliflower ditto 10 red ditto 10 sour ditto 43 lb dried peaches 99 lb dried apples 33 lb [illegible] 156 lb fine garden seeds 144 lb coarse ditto 50 lb canary seed more fully specified in the bill of lading and invoice drawn up for it and sent herewith, on which are also entered: 10 cases with hammocks received here from the homeland to serve for the Luxembourg regiment, which are being forwarded with the aforesaid ship Susanna. Meanwhile, on the 20th of this month, the Company's ship de Hoop, destined for Ceylon and commanded by Captain Laurens Smit, appeared in the roads here, having sailed from Texel on 1 September of last year, its crew consisting of 32 hands, of whom 12 were brought in disabled, while the remainder of the crew also suffered from scurvy due to the length of the voyage. With that vessel we were informed by the Right Honourable Lords Directors of the Amsterdam Chamber that certain orders concerning the Regiment of Luxembourg were also being conveyed to Your Honours on the same, and that we should inform Your Honours by that ship at what time the ships conveying the said Regiment of Meuron were to depart from here, had they not already undertaken the voyage thither, and in any case to let the aforesaid vessel de Hoop proceed on its voyage to Your Honour's Government as quickly as possible. We currently find ourselves able to comply with this only insofar as to make all possible haste to have that small ship continue its voyage. The Right Honourable Lords Directors of the Zeeland Chamber having likewise written to us under date of 25 June of the past year that Colonel Commandant de Meuron was permitted, from such an amount of 80,000 guilders as His Honour had permission to remit annually from Ceylon into the treasury, to pay into the treasury here prior to his embarkation from here to Your Honour's Government whatever sum he should deem necessary to have of that amount, and that we should issue the necessary bills of exchange for it; and as we have seen that this was reported to Your Honours, so that Your Honours may regulate yourselves with notice given in that regard; and pursuant to this permission, there having been paid into the Company's treasury here by the said Colonel de Meuron just before his embarkation a sum of 8667 ducatons, for which the bills of exchange for payment in the Fatherland are to be issued, we hereby convey to Your Honours the communication recommended to us. Enclosing herewith our requisition of necessities for this Government for the upcoming year 1789, we very kindly request Your Honours that the same may be fulfilled, and likewise that Your Honours please have the goodness to ensure the secure delivery of the enclosed small packet for the Director and Council at Surat. Also enclosed herewith is a small packet containing the invoice and bills of lading of what was laden in the aforementioned ship de Hoop for Your Honour's Government, which packet, having been brought from the homeland with the ship de Schelde among other Company papers, was opened by mistake. should have to be conveyed to Trinconamale, as had been the case previously, that the aforementioned five ships would arrive in False Bay and that they would have been able to depart from here again for Ceylon at the beginning of the month of September last; and furthermore, Your Right Honourable Highnesses having reckoned, upon a further communication, that the aforementioned ships should take on board the De Meuron troops for the said transport not in False Bay, but in this Table Bay, that it would nevertheless turn out with the time of their departure from here in such a manner that those vessels would have to direct their bows toward the aforementioned Bay of Trinconamale; and furthermore, it also having been perceived from a still further letter from Your Right Honourable Highnesses dated 6 January 1786 written to the government at Ceylon, sent to us under flying seal, that the same ministers would also be expecting those ships in the Bay of Trinconamale; We have therefore requested of the Captain at Sea and interim Master of Equipage here, Johan Arnold Voltelen, and other Captains at Sea who are acquainted with the waters in the Bay of Ceylon, their report and opinions as to whether the current season of the year still permitted the aforementioned ships to call at the Bay of Trinconamale. And it having been stated by them that although the Bay of Trinconamale could still be called at, and what should be observed in that respect regarding the obtaining of pilots, yet on account of the inconveniences and the uncertainty that accompany it, it was deemed by them better and necessary that these ships should first call at Tuticorin in order to await and receive pilots there, as well as the orders of the Ceylon Government as to where the troops ought to be disembarked, a copy of this report has been delivered into the hands of each of the five skippers of the aforementioned ships, in order to serve for their information and instruction when calling at Ceylon, with an enclosed written order to direct their bows upon departure from here toward the Bay of Trinconamale, or else toward such other bay as the outcome of the voyage or the conditions of weather and wind, according to the aforementioned information obtained here, might permit or render advisable to call at, in order to await the orders of the aforementioned Government there. Your Right Honourable Highnesses having also, because the soldiers in the De Meuron regiment who were enlisted for no longer a term than that of three years might demand their discharge instead of willingly letting themselves be conveyed to Ceylon, likewise desired that some time prior to the embarkation it should be made known to them quite explicitly that those who demanded their discharge on account of an expired contract would be able to obtain the same, but that they would then at the same time be obligated to depart for Europe at the very first opportunity, which measure Your Right Honourable Highnesses hoped might be employed with success to make such enlisted men as had been taken on solely for three years enter into a new contract of five years or at least three years, the undersigned Governor also dispatched to the Colonel or Commanding Officer of that Regiment on 31 December last a written order, also enclosed herewith in copy, to bring the aforementioned order to the knowledge of the soldiers of the regiment in a suitable manner, so clearly and distinctly that they would not be able to feign ignorance thereof. And since the aforementioned Lords Directors at the presiding Chamber furthermore, because the soldiers in the Meuron regiment who were enlisted for no longer a period than that of three years might, instead of willingly allowing themselves to be transported to Ceylon, demand their discharge, likewise required that some time before the embarkation it should be expressly made known to them that those who desired their discharge on account of an expired term of service would be able to obtain it, but that they would then at the same time be obliged to depart for Europe at the very first opportunity, which measure Your Right Honourables hoped could be employed with success to induce these men, who were engaged for only three years, to enter into a new term of service of five years or at least three years, the undersigned Governor also dispatched to the Colonel or Commanding Officer of that regiment on 31 December last a written order, a copy of this being enclosed, to bring the aforesaid order to the knowledge of the soldiers of the Regiment in the appropriate manner so clearly and distinctly that they could claim no ignorance thereof. After we examined and inquired into how far one was or was not capable and authorized to comply with the requests made, we took the following decision regarding the various articles contained therein, to wit: That since there was no stock of Flemish linen on hand here that permitted the same to be provided for the purpose proposed in Article 1, it could therefore not be complied with. That in satisfaction of the second article, the medicine chests present on board the ships that brought the Württemberg troops here, which were to serve for the transport of the said regiment to Ceylon, should be restocked from the Company's warehouse here in the presence of the Surgeon Major of the said Meuron Regiment, and fully supplied as far as possible with what is necessary. That for extraordinary provisions for the soldiers on board ship upon the request proposed in Article 4, a quantity of 300 lb of tobacco should be delivered free of charge from the Company's trade warehouse here. That for guidance and information on the fifth article, the aforementioned transport ships, for the benefit of the officers and privates of the frequently mentioned regiment, after such shall be reconciled with the present circumstances, should be provisioned and supplied on the same footing as had been done upon the departure of the Luxembourg Regiment from here to Ceylon for the service of the same; of which we deemed it proper to leave the care demanded of the undersigned Chief Administrator Johannes Isaak Rhenius. That also in satisfaction of the sixth article, there should be delivered into the hands of the aforementioned Lord Colonel Commandant the lists of the valuations and provisions which in the manner just mentioned should be embarked on each of the transport ships. However, since regarding that which the aforementioned Lord Colonel Commandant believed he could claim and demand in the seventh and eighth articles with respect to the augmentation of 45 stivers to the pay of the soldiers, and the repair of the muskets, we unanimously understood that one possesses no authority here, nor has obtained qualification, to acquiesce therein, so that the orders concerning this would have to be awaited and expected from the Right Honorable Lords Seventeen themselves. We take the liberty of informing Your Excellencies hereby of the above-mentioned demand made by the said Lord Colonel Commandant in the said 7th and 8th articles with the reasons separately presented by his Honor concerning it, and on the other hand also respectfully to show that we have by no means been able or permitted to comply therewith. Being in the first place Your Excellencies' orders contained in your Most Esteemed letter of 18 December 1786, which the said Lord Colonel believed to be so precise regarding the matter that, as his Honor expressed it, he, the Lord Colonel, would have had need to provide himself with another, found by us to have to be made particularly relative to that which was to be observed in order to allow the soldiers of the Luxembourg and Meuron Regiments who should have fully served their time, returning to Europe, to enjoy the premium of one hundred guilders. While this order regarding the premium with Your Excellencies had arisen from the consideration that both the said regiments, pursuant to their respective capitulations, having right to all the emoluments and advantages that the other troops of the Company enjoy, would without doubt also demand the payment of the said premium, as it was paid to the soldiers after their completed term upon their return to the Netherlands. the monthly allowances for the soldiers, which by the 6th Article were fixed at ƒ [illegible] per month to be determined at 20 stivers out of the Company's treasury, have nevertheless thought fit to issue any special instruction for the payment of the claimed 45 stivers for each soldier per month above their fixed pay, and Notwithstanding that the said Colonel, in the reasons submitted in support of this claim, asserted that complaints regarding this matter had been lodged in the Fatherland by the Colonel Proprietor of the regiment, and that his Honor was also said to have received compensation in that regard from the Honorable Company. As well as, in the second place, that the arrangement made by the resolution of this Council of 4 March 1783 to place the soldiers of the aforementioned regiment, in the enjoyment of monthly allowances as well as in all other matters which they were already enjoying, on an equal footing with the other troops here, is at present still to be considered as answering that purpose completely, just as the offer thereof, pursuant to the same resolution, having been made to the Colonel Proprietor, his Honor also accepted it on that footing and has enjoyed it since. And why we also do not consider it advisable, without a special order from Your Honorable Grand Mightinesses, as finding yourselves fully informed concerning this, to deviate from it: because the other soldiers here enjoy their wages of ƒ 13 per month at 15 heavy stivers per Guilder, and to those of the Meuron Regiment the Guilder was paid at 20 stivers out of the Company's treasury, whereas on the contrary, if to the soldiers of the said Regiment, in addition to the 195 heavy stivers which they in this manner enjoy equally per month with the other troops, another 45 stivers per month were granted, a privilege would be bestowed upon the former over the latter, not only contrary to the said 18th Article of the Capitulation, which Capitulation it is ordered to observe strictly, but also in every way suited to arouse murmuring among the other troops, should they thereby come to receive a lesser pay than others of their equal, or indeed, as has occurred repeatedly, among the soldiers of the regiment itself, if this increase being granted to them, the Colonel Commandant, as his Honor in his submitted reasons claims to be able to do, considers that same increase not to be intended to let the soldiers of the regiment enjoy more money than those of the battalion, but rather to indemnify the Colonel Proprietor in a fair and reasonable manner. among other things concerning the maintenance of the firearms, there was far-reaching grumbling among the soldiers and that this steadily tended towards desertion, and also since Your Right Honorable Gravely-Respected Lordships, by letter of 12 May 1785 as stated above, had given orders to pay close attention that the aforementioned capitulation was strictly observed, the undersigned Governor consequently, having communicated with us, believed it could nor should no longer be delayed to alter certain points, according to the best insight, by his Honorable order of the aforementioned date 26 June 1786 in the internal administration of that Regiment, and to have them executed precisely. Seeing that the complaints by the former Lieutenant Colonel de Sandol Roy regarding the administration in general, having been directly brought before Your Right Honorable Gravely-Respected Lordships; the orders and further clarifications from Your Lordships regarding all the aforesaid were constantly awaited, and it was thought necessary provisionally to let the matter rest there. Whereupon Your Right Honorable Gravely-Respected Lordships, by Your Lordships' letter dated 21 June of this year addressed particularly to the undersigned Governor, only deigned to make a declaration that the entire arrangement of Colonel de Meuron regarding the accounts of the non-commissioned officers and soldiers etc. was fully approved, most in accordance with the spirit and intent of his capitulation and the customs among the Swiss regiments in France and the Netherlands, and also that the commanding officer of the regiment was permitted to restore the said arrangement to the former footing, which the undersigned Governor also testified to having put into effect immediately after the arrival of the aforementioned letter, without points that that Your Right Honorable Gravely-Respected Lordships added anything further to it. And it presents itself naturally, it having been decided that the repair would always have to be done by the soldier, at least that the aforementioned sum should never be charged to the Honorable Company, but rather subsequently would have to be repaired from time to time out of their pay by those soldiers whose firearms over the aforesaid time were repaired at the expense of the chief. circumstances, would impose an excessive and unnecessary burden on the Honorable Company, so that in the future the sick of the said regiment, just like the other troops of the garrison, would be cared for in the Company's hospital here, while the Colonel was nevertheless left the freedom to have them attended to there by the surgeons of the regiment who might remain at this place; And that with respect to the third point, because the space that would remain available in the aforementioned four ships, Josephus de Tweede, de Vrouwe Johanna, de drie Gebroeders, and 't Portuin, had to be used on the Company's behalf to provide the Government of Ceylon with wheat, this precaution taken was therefore to be understood as completely fulfilling the purpose for which the said Colonel would otherwise have had to be permitted to make use of that same space; Which letter was communicated to us by the said Governor in our meeting of 22 January last, and thereupon the undersigned Member and Secretary, Olof Godlieb De Wet, with regard to the complaints made by the said Colonel de Meuron concerning the alleged slowness at the beginning of the aforementioned letter with which our resolutions were delivered to him, stated that although he had immediately drafted the said resolutions, besides the numerous matters handled and decided upon at our meeting of 19 December last, the aforementioned Colonel de Meuron, instead of complying with our aforementioned requisition concerning the required list of his men, having written a further letter to the undersigned Governor, we take the liberty of presenting the same in authentic copy herewith to Your Right Honorable Excellencies. The voluminous dispatches to the mother country sent off in early January on the ship de Jonge Jacob had caused him, the Secretary, such a heavy workload as might well serve as sufficient excuse, if thereby a delay of a few days in dispatching the aforementioned resolution had occurred; however, no extracts of this resolution could or might be issued by them until after its resumption and approval, for which purpose it had been dutifully delivered promptly to the undersigned Governor, without the aforementioned Colonel having shown the Secretary De Wet the slightest desire to obtain the aforementioned extract more quickly, and for which aforementioned resumption the undersigned Governor also declared that due to ceaseless and arduous occupations he had not been able to spare the time sooner; we have therefore, at the request of the said Secretary De Wet, approved that—in order that the aforementioned complaints of Colonel de Meuron might not give rise to any impression contrary to the satisfaction he has always received from the settlement of the matters concerning his office—this note be kept with the resolution. Regarding the subsequent assumption of the Colonel concerning the article of the 45 As and that of the repair of the muskets, it was noted that although during the deliberations held on his aforementioned written statement both of these articles had indeed been considered as distinct subjects, we nevertheless only understood that the claim made by him could not be granted by us in either the one or the other matter. While we further, considering that our resolution of 10 April 1781 did not concern the regiment of Colonel de Meuron, and that consequently no extract thereof could be granted to the said Colonel, thought it best to send such an extract to Your Right Honorable Excellencies herewith for your further elucidation, an extract of the resolution dated 4 March 1783, speaking of the surplus granted to the soldiers of the said regiment, was issued to the Colonel in so far as he was not yet provided with it. And regarding the reasons why the claim made for the 45 As and the repair of the muskets could not be granted, it was judged that these reasons should only serve as an accounting that we owe for our conduct to Your Right Honorable Excellencies, and that of this accounting, before it had come to the knowledge of Your Right Honorable Excellencies, and thereafter also without your supreme pleasure and approval, no disclosure could be made to others. And after the aforementioned Colonel de Meuron, pursuant to Your Right Honourable, Respected letter dated 25 June of last year, paid into the Company's treasury here a sum of 8667 Ducatons for remittance to the fatherland, the bills of exchange for the aforementioned sum to be remitted to the Netherlands shall, in accordance with your highest order and as was confirmed from the letters to the Government of Ceylon, be drawn up in such a manner that a portion thereof is payable after the conclusion of the autumn sale and the other after the conclusion of the spring sale, the necessary notification of this payment made here by the said Colonel having been given to the Government of Ceylon so that they may regulate themselves accordingly. Just as, pursuant to Your Right Honourable's order, the necessary communication was given to the Government of Ceylon of the letters successively sent to us concerning the same regiment, in so far as this may serve for their guidance in the future, to which end we have dispatched to the Ministers there not only the copies and extracts of all the same respected letters, but also the extracts from our resolutions adopted from time to time with regard to that regiment, if anything might appear therein that could serve for their elucidation in this matter. Good Friend, The burgher Marthinus Godfried Droskij has presented himself to me, stating that he was referred to me by you, with his complaints lodged with you against fellow burgher Stephanus Fouché, who is unwilling to conduct himself any longer according to a report confirmed by the Landdrost and Heemraden dated 30 November 1716. Whenever cases are of such a nature that the Landdrost finds his authority insufficient to act further therein, and that the authority of a supreme commander must then intervene, it also stands to reason that the Landdrost must provide proper information to the supreme commander as to what the case consists of, in what manner one has acted therein, how far one has progressed in the same, and what reasons there are for invoking the authority of a supreme commander, all with the addition of the documents serving to inform the case. This you will always have to keep in sight for the future as a fixed rule and guideline, so that one may thereby be able to obtain the necessary clarity, whereby, this being feasible, a swift dispatch may be provided to the aggrieved party. In the case of the aforementioned Droskij, having been able to discern nothing other from the extract of the report shown to me by him than the outcome of the aforementioned commission, such appeared to me far too defective to implore the authority of a Governor upon it immediately. I have therefore deemed it best for the present to direct you hereby to summon both the said Fouché and the aforementioned Droskij before you, and, by whatever further means you might have at hand for that purpose, to persuade the said Fouché amicably of his obligation to comply with the decision made on the aforementioned report. But this Faculty, insisting again in its report today that the measures taken must be executed if one does not wish to expose this colony to the most dreadful misery, and since it is primarily included in these measures that as long as the ship remains here in the roads, no one can be permitted to disembark, we have not dared to take it upon ourselves to deviate from them, thus drawing upon ourselves the most bitter reproaches and to render ourselves completely irreproachable if, unfortunately, in one way or another, something that might be hidden somewhere on the vessel should spread the contagion. It is therefore entirely impossible for us to sacrifice the well-being of the Colony to the desires of any individual, whatever regard we might otherwise wish to have for him, and despite how much we share in the unfortunate fate that befalls him. We do not wish, however, to place the slightest obstacle in your way in that regard, as far as it can be done without failing in the obligation to preserve this colony from the miserable consequences that are feared. At present, another opportunity offers itself to continue your voyage to Europe on a French vessel, namely the King's packet boat No. 10, which arrived here yesterday in the roads, and by which you will be able to terminate and prevent all the chagrins that might result for you; and in case you do not wish to make use of it, or should the stay of this ship here be too short, or should it not be able to take you, which we leave rather to you yourself to ascertain, we shall try to procure for you another opportunity upon the arrival of the first ships of our Nation. Gentlemen To Monsieur d'Hugonet, de Bas, la Roche To the Gentlemen Messrs. d'Hugonet, de Bas, and La Roche, Colonel, Lieutenant Colonel, and Major of the Luxembourg Regiment on the vessel Avenhorn in the roads, Cape of Good Hope Both regarding what Messrs. de Bas and La Roche wished to communicate to us and concerning what Monsieur d'Hugonet requested of us to obtain passage on the King's packet boat No. 10, you will already have been informed by the letter of Monsieur Troublit in what manner you may obtain this passage, which you may consequently make use of as you see fit; but in the event that you cannot resolve upon it, you will find it necessary to prepare for departure for Holland aboard the return vessel Dordrecht, which is a good sailer, and for which the necessary arrangements must be taken with the captain of this ship. Regarding the primary request of Mr. Hugonet to have the valet de chambre whom he designated to us, we will gladly satisfy it if the person currently at Robben Island is in a position to be allowed to return to Europe; for this purpose, it will be necessary for Mr. d'Hugonet to give us the name of the said person so that we may inquire into the matter. We cannot, however, permit the said Mr. d'Hugonet to have his dirty linen brought ashore here to be washed, this being one of the things in which we primarily fear that the contagion of smallpox may reside. We shall nevertheless give orders that it be washed at Robben Island, for which purpose this linen may be transported with the boat from the said island, which is expected at any moment, while we shall endeavor to procure for you all everything that you might still need for the voyage.
