And since then, on the dates mentioned below, the following ships, likewise dispatched by Your Noble Grand Reverences, have safely arrived here, namely the 6th of March, the Vrouwe Jacoba Maria and Lucia Theresia, hired ship the 30th ditto, the Generaal Maatzuijker, Company ship, with 10 dead and 70 sick the 30th ditto, Vrouwestad, hired, 3 dead, 12 sick With respect to the first-mentioned vessel, the Vrouwe Jacoba Maria and Lucia Theresia, it having appeared to us from its charter party, among other things, that after discharging here, the same ship might either be loaded in return, but could otherwise also be forwarded from here to Batavia or Ceylon, of which written orders should be issued to the skipper within eight days; However, pursuant to Your Noble Grand Reverences' letter of the 17th of July 1787, as we were then momentarily expecting the also hired private ship the Agatha, which was not allowed to be forwarded any further, but, after taking in a cargo at this place, would have to return from here to the motherland, we have taken into consideration that in case this Government should not obtain a sufficient number of leagers and other cooperage in time in order to send off a quantity of wines with it, it would be impossible to load that ship in return, wherefore it was also deemed inadvisable by us to send off anything that might yet serve for that vessel with the aforementioned ship the Jacoba Maria Lucia Theresia, and thereby subsequently fall under the obligation to cause the Agatha to return entirely in ballast. Therefore, having thought it best for the greatest service of the Honorable Company to forward the journey of the frequently mentioned vessel the Jacoba Maria and Lucia Theresia to Batavia, seeing that besides the hired ship the Vlugge Trekkogel and five other private ships serving for the transport of the Meuron Troops which had already departed for Ceylon, the aforementioned small ship the Hoop was also destined thither, whereby the Government there might easily be unable to provide all those ships with a proper cargo, so that some of the same, to the great detriment of the Honorable Company, would have to return from there in ballast. On the 15th of the aforementioned month of March, the written order was also dispatched to the skipper Dirk Teek to continue the voyage with that vessel to Batavia, after having taken in here for the said Indian capital a quantity of wheat and whatever else is found ready and on hand to satisfy the requisition received from there, as they are presently also occupied with loading that vessel with the same; It having since appeared to us from the same respected letter from the Noble Lords Directors of the Chamber of Middelburg dated the 29th of the past year, that the aforementioned ship the Agatha is destined to convey the remainder of the regiment of Meuron that may still have stayed behind here, to Ceylon. The hired private ship Dordrecht, freighted at Ceylon in return for Your Noble Grand Reverences' Chamber, and which departed from Punto Gale on the date 17th of January of this year, as well as arrived here on the 21st of the aforementioned month of March, presently lying ready to sail again to prosecute the voyage to the fatherland, we have the honor to forward to Your Noble Grand Reverences herewith the original long bill of lading of the cargo of that vessel, which was brought here with it from the aforementioned Ceylon, there being furthermore shipped in the same hull at this place: 10 Leagers Cape ordinary wine, As appears from the bill of lading invoice thereof also enclosed herein. On 29 March the Geertruijda en Petronella arrived, with 17 dead and 70 sick, by which was delivered to us Your Noble Grand Worships' highly respected missives dated 2 November and 13 December of the preceding year. To the contents of which we shall dutifully conform, both regarding the employment of the chartered vessels mentioned therein, and all that further serves for our proper guidance and observation, and especially also regarding the acceptance into the Company's treasury of a sum of f 6000 annually, to be remitted to the Netherlands by draft for the benefit of the officers of the second Battalion of the Wurttemberg Regiment stationed here. We furthermore have the honor to offer Your Noble Grand Worships, via the ship Broederlust returning for the Chamber of Rotterdam mentioned in the heading, alongside this our humble letter, such muster rolls of outbound and homeward-bound vessels of the Honorable Company as are registered in a separate list by the pay office bookkeepers. Having had the honor to present to Your Right Honorable Excellencies our last respectful letters of the 20th of February last via the ships the Schelde and Dortwijk, with which both of these ships departed from here on the 22nd of the same month, we take the liberty now to inform Your Honors that by Captain Kuvel, commanding the Country's frigate of war the Valk mentioned in the heading, which departed from Texel on the 19th of December of the year just past, a secret packet was handed to us, in which another secret packet to Your Right Honorable Excellencies was enclosed, with regard to which the Right Honorable the Lord Directors of the Amsterdam Chamber have also kindly written to us to dispatch the same at the very first opportunity. The aforementioned secret packet delivered here by Captain Kuvel will be forwarded to Batavia by the first next opportunity. However, since no ship has sailed for the Indies capital since the arrival here of the said frigate, which was on the 22nd of the aforementioned month of March, and the aforementioned Mister Kuvel has given us to understand that he also had in his possession another similar packet for Your Right Honorable Excellencies like the one he had handed to us, from which we thought we had to conclude that the intention of the aforementioned Lord Directors also entailed dispatching the said packet from here by another opportunity besides the aforementioned frigate, we shall therefore not fail to comply with this by the first ship departing from here for Batavia. would have to return to the Fatherland, we have taken into consideration that in case this Government should not obtain in time a suitable number of leagers and other cooperage in order to dispatch a quantity of wines therewith, it would prove impossible to load that ship on its return voyage; on which account we also deemed it inadvisable to dispatch one or the other vessel that could yet serve for that time, namely with the aforementioned ship the Jacoba Maria en Lucia Theresia, and thereby subsequently fall under the obligation to cause the Agatha to return entirely in ballast. Having thought it best, for the greatest service of the Honorable Company, therefore to cause the more-mentioned vessel the Jacoba Maria en Lucia Theresia to proceed with its voyage to Batavia, seeing that, besides the chartered ship the Vlugge Trekvogel and five other private ships serving for the transport of the Meuron Troops, which had already departed from Ceylon, the aforementioned ship the Hoop also found itself destined thither, whereby the Government there could easily find it beyond their ability to provide all those ships with a proper cargo, so that some ships would then, to the great disadvantage of the Honorable Company, have to return from there in ballast. On the 13th of the aforementioned month of March, the written order was also dispatched to the Skipper Dirk Peek to continue the voyage with that vessel to Your Right Honourable Grand Worships' main settlement after having taken in here a quantity of wheat and whatever else turns out to be at hand to satisfy the requisition received from Your Right Honourable Grand Worships, even as they are presently also engaged in loading that vessel therewith. It having since appeared to us from the highly respected missives of the aforementioned Right Honourable Grand Worshipful Lords Directors at the presiding chamber of Amsterdam that the mentioned ship the Agatha finds itself destined to convey to Ceylon the remainder of the Regiment de Meuron which shall still have remained behind here. Upon the considerations of Your Right Honourable Grand Worships and for the reasons mentioned beside, the small ship the Helena Louisa was purchased for the Honorable Company. Your Right Honourable Grand Worships having been pleased to note in their esteemed letter of 6 December last that the request made by the Merchant and former Resident at Rembang, Jan Boers, had only been granted to the same to the extent that he was permitted to depart with his own private small vessel named the Helena Louisa for this Government, but that the further request by the said Boers, to repatriate therewith in ballast, was left by Your Right Honourable Grand Worships to the disposition of the high-commanding Gentlemen Majoris in the Fatherland, to whom he could address himself for that purpose; whereby Your Right Honourable Grand Worships, on the supposition that the said craft could occasionally be used with advantage by this Government, at the same time were pleased to submit to our consideration whether in that case it might not be useful to take over the same from the said Boers at a fair price. And it having been made known by the more-mentioned Boers to the undersigned Governor that, in case this Government could not think fit to permit him—as he nevertheless flattered himself—to pursue the voyage to the Fatherland in ballast with that craft as was his intention, because the intervening time to request such permission from the high-mentioned Gentlemen Majoris and to await it here would cause him too much peril and disadvantage, both as to the said vessel and in his further private circumstances, he was in such case resolved and inclined to cede that vessel to the Honorable Company at a reasonable price. To which first-mentioned intention of the said Boers, to repatriate with the said vessel, this Government in no way deemed itself competent to condescend, since Your Right Honourable Grand Worships had already raised difficulties therein yourselves. We have thought fit to take into consideration here whether that small vessel could and ought to be purchased for the benefit of the Honorable Company, and to this end deemed it necessary to be informed beforehand by experts as to how the said vessel might find itself.

found itself constituted, as well as to what extent the same was suitable for navigation along these coasts, what cargo capacity it could carry, and whether a useful purpose could be made thereof by this government, with the addition finally of how much such experts would value that vessel, together with the rigging under which it was found, and further equipment belonging thereto, ammunition of war, and ship tools, of which the inventory had been submitted by the repeatedly mentioned Boers. To which examination and appraisal were expressly commissioned the Sea Captain and Acting Equipage Master Johan Arnold Voltelen, and the fellow Sea Captains Christiaan van Veerden and Francois Duminij, with qualification to have themselves assisted to that end by the Master Shipwright or others whom they should deem necessary for that purpose, by whom it was reported: That they, the Commissioners, had found the said vessel the Helena Louasa in all respects, that the same vessel was still entirely new, having been first launched in the month of August of the past year, and according to its construction very suitable to be employed with confidence in the service of the Honorable Company, not only along these coasts but also for other voyages; That the said vessel, furthermore being estimated by them, the Commissioners, at the size of 80 to 90 lasts, could, according to its present interior arrangement, also serve for the slave trade, and indeed to transport 80 to 100 head thereof; indeed, according to the judgment of them, the Commissioners, for the said purpose would be of more use than any large ship, and is built according to the construction order of good teakwood, which has an extraordinarily sound quality, as well as being properly provided with good European spars, both standing and running rigging; being in length over the sternposts 72½ feet, breadth at its waterline 26 feet 4 inches, depth in the hold 11 feet, and height between decks 4 feet 4 inches Amsterdam measure; large ship, because this vessel, being much more suitable for entering the small bays along these coasts than a large vessel, could therefore bring in a batch of slaves within a much shorter time; That they, the Commissioners, furthermore generally found the cited vessel to be very capable of being employed in any suddenly arising and necessary expedition, for which one currently happened to have no vessel at hand here at all, the more so as assurance was given to them, the Commissioners, by the aforementioned merchant Boers and the officers of the repeatedly mentioned small vessel regarding its good sailing qualities; And that they, the Commissioners, could finally testify in good conscience that the same, according to the inventory examined by them, was well worth an amount of 30 to 40 thousand guilders Cape valuation; From which report it has appeared to us that, besides the sound quality of that vessel and the durability of the wood from which it is built, the same can be used with confidence not only here along the coasts, but also elsewhere, for all that one should judge to be useful to the Honorable Company; while the undersigned Governor added thereto that, although it appears in the said report that the same vessel, situated inside as it now is, if employed in the slave trade, could only transport between 80 to 100 slaves, the said Equipage Master had nonetheless orally assured His Honor that, by making some few alterations thereto, the same could be adapted for the comfortable storage of 150 slaves; Wherefore, it having been taken into consideration by us whether it would or would not be useful and advantageous for the Company's service to purchase the repeatedly mentioned vessel for use by this Government, we have in this regard in the first place noted the great embarrassment in which one has found oneself here for a considerable time regarding capable vessels, so that when the Company's

should any misfortune befall the Company's valuable ships along these coasts that would require speedy assistance to be brought to them, one would be entirely unable to do so, and in which case, through the utter lack of that help, the Honorable Company might suffer significant disadvantage; besides which the permanent frigate the Meermin, as the only vessel available here at hand, must necessarily be sent to the Fatherland in the coming year due to the major repairs required upon her, as experts assure, in order to be put in condition again to sail the seas, as it will otherwise no longer be usable even for the navigation of the various bays of this corner, and one would then also find oneself destitute of any means to transport the provisions for the Company's ships arriving in False Bay other than at considerable expense by the overland route, or else to make those ships linger there to the great detriment of the Honorable Company until the season again permits them to come to this roadstead in order to take in their provisions here themselves, which moreover cannot be made practicable at all with regard to the return ships; so that, given that one must still expect a large number of ships from Europe in False Bay this year, and the late departure of the return ships from China will also require them to be met in that bay, the said frigate the Meermin will not be able alone, at the appropriate time of year, early enough to transport all the provisions and further necessities required for the said ships to the said bay; and that, if that same frigate should meet with any unexpected mishap on that journey, or encounter a great delay on its voyage, as has been seen to happen on several occasions, the Company's return ships might well be placed under the necessity of having to winter here, which is why we have deemed it most beneficial for the service of the Honorable Company, even if it were only for this service alone, to purchase the aforementioned little vessel the Helena Louisa, especially since one will then furthermore very likely be in a position, instead of having the said frigate the Meermin lie idle for some upcoming necessary expedition to False Bay, to employ it for this year to transport hither a cargo of timber from Plettenberg Bay from what is already lying in stock at hand there, and which likewise cannot be neglected to be fetched as much as possible, since the space in the shed is not large enough to store all the timber therein and exposing it longer to the open air must cause decay. Whereby in the second place it has been considered by us that, it having already been requested on behalf of this Government to the High Commanding Lords Masters to be provided with three permanent ships, but upon which no decision has yet been made by Their High Mightinesses, if, this purchase taking place, Their Right Honorable High Mightinesses were to be informed thereof before taking such a decision, the same might then also make the necessary changes in the order placed concerning those ships; with that little vessel the Helena Louisa, if it is used only two or three times for the slave trade to Madagascar or Mozambique, should those voyages turn out even slightly successful, the entire amount of her cost can be profited, and the Honorable Company can thereafter still have useful service to this Government from such a well-built and durable vessel for many years. While in the third place, if the circumstances of the Honorable Company should hardly permit providing this Government from the Fatherland with the requested ships for the time being, it will provide much relief to the Company to have obtained such a small vessel immediately at hand in the necessity of its use here in the meantime, provided that the payment here is made in paper currency and without burdening the Honorable Company therewith in the Fatherland, which is why it was even more expedient to effect that purchase as quickly as possible rather than to delay it and await prior authorization from the highly esteemed Lords Principals for this purpose, taking into consideration that the little vessel, by lying idle here in the roadstead in that intervening time, must lose much of its soundness in this climate without any service being able to be drawn from it in the meantime; since also Your Right Honorable High Mightinesses yourselves have suggested this purchase to this Government whenever such might be useful for the Honorable Company, so that by virtue of all these concurring circumstances strongly recommending it in the unexpected emergence of such an extraordinary opportunity, which might very well not present itself again hereafter, it is by no means to be expected that such a step will be disapproved of by the well-mentioned Lords Masters; in regard to which last point we have noted in the fourth place that, if for reasons that cannot be perceived by us this purchase should nevertheless not be pleasing to Their Right Honorable High Mightinesses, it will still always depend on Their High Mightinesses' pleasure to have that vessel sent back to Batavia in order to be sold there again for the profit of the Honorable Company,

the aforementioned vessel having come from under Robben Island; having been informed in this regard that the aforementioned ship Avenhorn, under the precautions specified for it, would be able to come safely to anchor again here in the roadstead towards the middle of the coming month of March. Upon the arrival of this information, in response to his last letter, we gave notice to the aforementioned Mr. d'Hugonet of the result of that commission concerning the return of the said ship, and at the same time wrote to the ship's officers regarding which preparations they were to observe in order to come to anchor in this roadstead by that time. However, the outcome showed that neither Mr. d'Hugonet nor the other two officers had at that time ever intended to avail themselves of an opportunity to proceed quickly on their voyage to Europe, but on the contrary, that it was their firm resolve to remain staying here at the Cape for a time, as is further demonstrated by a letter written by the captain of the said ship Avenhorn to the interim Master of the Equipage here, of which we take the liberty of enclosing an authentic extract herewith. The aforementioned ship Avenhorn having subsequently returned to the outer roadstead here against our express orders on March 3rd last, towards evening, from under Robben Island, the officers of that vessel informed us in this regard that, due to the rising north-west wind and high swells, the best bower cable had parted, and the ship had thereupon, before a second anchor could be brought into play, been brought up on the small bower anchor, but upon hauling in the small bower cable in order to let a second anchor drop, the small bower anchor had dragged as well, so that the officers had found themselves compelled, for the safety of the ship before the wind might blow at its strongest, to move from under the said Island to the outer roadstead here, with the request that, since the officers had found themselves forced to this by the aforementioned circumstances, this might be favorably construed and they might be permitted to spend the remaining designated days of quarantine in the aforementioned outer roadstead. Whereupon, it having been taken into consideration by us that the aforesaid circumstances could indeed have occurred in this manner, and that the said officers had then duly observed their duty in the matter, and moreover that for the few remaining days of quarantine the immediate precaution taken thereupon, to place a military guard on one of the Company's boats near the ship in order to prevent all communication with it outside the Company's vessels under the direct supervision of the Master of the Equipage, could be sufficient, we have therefore thought it appropriate to acquiesce in the said report and the justification of the said officers regarding their earlier arrival here than the order had stipulated. However, since it appeared among other things in the aforementioned medical report that although the time for the return of the ship Avenhorn was determined to be towards the middle of the aforesaid month of March, no one from the crew or passengers would yet be allowed to come ashore here at that time, and that all further communication with that vessel would also have to remain cut off until such time as we should take other and further orders and measures regarding it, it has been taken into consideration by us whether it might be possible to bring the crew and others of that vessel ashore without fear of infection from the disease, and that the cutting off of such communication, as well as preventing the crew and passengers from coming ashore, would be very difficult to execute during the unloading and loading of that ship; besides which, if any other means for security and reassurance could be adopted, it always entailed a hardship for the said crew and passengers to find themselves deprived, without absolute necessity, of the freedom to come ashore to refresh themselves, whereby they would have to be exposed to very detrimental consequences on the return or further voyage to Europe. Concerning this matter, the members of this Council not having been of one mind, we thereupon submitted it for further consideration to the aforementioned Commission and requested their report and considerations as to whether or not, given that the aforementioned disease had already ceased within the ship in the month of November of the past year, these precautions, once the aforementioned assurance was obtained concerning them, would be considered sufficient and satisfactory to grant liberty to the repeatedly mentioned crew members and passengers, after the expiration of the aforesaid stipulated quarantine, to come ashore here, or under what precautions such might otherwise be permitted to them. On the contrary, the aforementioned Commission, in their further report on this matter, persisted for the reasons alleged by them that by such a liberty this Colony would be exposed to the most dangerous consequences, but that if we nevertheless should see fit to let the officers, passengers, and the common crew come ashore, order should then be given that this must take place in silk or linen, and not in woolen clothes, with the exception, even in that case, of those who had not yet had the smallpox, while one would also then have to be assured that each and every person on the aforementioned ship had acted in good faith in discarding or cleaning the goods. This matter therefore having been taken by us once more into serious consideration, the minority among the Council members, consisting of the undersigned Secunde Rhinius and Senior Merchant Titular de Wet, was of the opinion that the precaution and objection raised by the aforesaid Commission went somewhat too far, because it seemed very absurd to them to want to suppose that, if there were any among the crew who had not had the smallpox, as it is believed there are some, this disease, after having already ceased in the ship for more than three months, could still remain hidden among them without manifesting itself in anyone during that intervening time; for which reason these same persons were also of the opinion that, the other precautions specified by the repeatedly mentioned Commission also having been carried out, and moreover, regarding the cleaning of the ship, that assurance having been taken which had already been kept in view beforehand, it ought to be permitted to the passengers and crew members to come ashore to refresh themselves, in order to spare them the consequences that one must otherwise fear from it, whereby the impediments to the speedy unloading and reloading of the aforesaid, given the short interval until the approaching winter season, would also be removed; the more so because, if persisting in the contrary, should the malice of someone on the ship extend so far as to keep something or other hidden within it from which the infection could otherwise still arise, one could just as little be assured that, during the unloading of the ship (the coming ashore of the crew members remaining prevented), this hidden matter would not be disembarked, so that this was to be carried out through the liberty to come ashore in the dress specified by the aforementioned Commission. On the contrary, it being judged by the majority of the Council that departing from the advice and opinion of the repeatedly mentioned Commission was accompanied by too much danger for one to be able to pass over it, since very easily, in one way or another, some matter of the smallpox could still remain hidden in the ship, which, through a liberty granted to the crew members to come ashore, would be introduced here, and from which those lamentable consequences arising that such must bring about in this Colony, this government would then not be able to excuse itself of imprudent conduct, it being taken into consideration that the repeatedly mentioned Commission deemed the coming ashore of the crew members necessary, as they would otherwise not be able to refresh themselves properly. and the fellow officers de Basen la Roche, which latter had further insisted upon the mentioned freedom in a letter of 16 March last, informed that this request of theirs could not possibly be granted, but that should they choose to go ashore on Robben Island and remain there for some time for their refreshment, we had ordered the postholder sergeant on that island to provide their Honors with the best lodging in his dwelling, and furthermore to supply all conveniences at their expense, adding such further remarks as we deemed serviceable regarding the same letter from their Honors. Beside which we simultaneously also gave those gentlemen information that the French King's packet boat No 10 was lying here in the roads, and that they could thus avail themselves of this opportunity to proceed on their journey to Europe. The Dutch private ship De Vrouwe Jacoba Maria and Lucia Theresia, by which we had the honor to send to Your Right Honorable Worships our last humble letter of the 18th and a postscript dated the 19th of this month, having set out on its voyage on the 20th of the same to Your Right Honorable Worships' capital, there are now also ready to sail thither not only the Company's vessels mentioned in the heading, the Generaale Maatzuijker and Dregterland, but also the Company's ships Regt door Zee and D'Africaal, as well as the chartered ship Werkendust, all of which vessels are accordingly dispatched from here this day. And we have the honor to present to Your Right Honorable Worships, together with this per the ship De Generale Maatzuijker, the duplicates of our aforesaid latest dutiful letters, accompanied by a copy of the missive which we addressed under date of the 15th of this month per the ships Broederlust and Dordrecht to the High and Mighty Lords Masters, to the contents of which we respectfully refer. Having had the honor to receive by the ship De Goede Intentie Your Right Honorable Worships' most respected letter of the 28th of December last, and being duty-bound to comply with the instructions given therein, we now have the honor most humbly to report, regarding the demand made with respect to the passenger Chevalier who crossed over on the ship Constantia, that the said Chevalier, having ascribed the title of Agent to himself in his request presented to us, without adding whither his mission, if on behalf of the Crown, extended, and since everyone of the French nation who was here at that time attributed such a character to him, we likewise only used this title in our respectful advice to Your Right Honorable Worships on that footing, without his having been recognized as such by us, or our having known whither, further than the capital, it was his intention at that time to proceed; and which passage we therefore thought could not at that time be refused to him as a private person traveling under such a character. The Generaal Maatzuijker 362 Regterland and finally the strength of the crew with which it is to depart from here, namely departs [illegible] with the Heads 283 10 70 149 344 15 34 111 264 Having informed Your Right Honourable Lordships by our humble letter dated 30 August 1786 that in the same year the construction of a section or bay of the new hospital had been contracted out to private individuals, we find ourselves obliged to further advise them in this regard that the completion of that work having since duly taken place, it was subsequently made known by the undersigned Governor in our meeting of the 4th of September of the past year 1787 how, since the aforementioned completion of the same bay or section, it was experienced that the use which one would now have to make of that part for housing the Württemberg troops already expected at that time made it all the more necessary to hasten the execution of the orders received from Their Right Honourable Lordships the Gentlemen Masters in the fatherland by dispatch of the presiding Chamber of Zeeland dated 25 July 1785 to proceed for now with the completion of the said Hospital, as on the one hand the defective accommodation which one had to make do with for the sick until now daily caused the very disadvantageous consequences thereof to be felt, and for the rest one also constantly encountered a lack of space and storage in all parts, while it was not advisable to pull the workers, who were continually employed on the most necessary fortification works and other tasks, away from them and make them work on the said Hospital; and that on the other hand the pine timber which had been received into stock for the more-mentioned Hospital, having continually had to remain exposed to the open air and rain for about a year already due to a lack of the necessary storage space, would lose all sound quality if no use were made of it shortly, so as to be able to be employed later for any buildings. That the Governor, having taken into consideration the necessity that the further construction of the more-mentioned Hospital be pushed forward as soon as possible, both to obtain the missing accommodation for the sick and troops and to protect the Company from the damage it would suffer from the expected decay of the aforementioned timber, had entered into consultation in that regard with Colonel Gilquin as Director of the Company's buildings and Fortifications; and that the aforementioned Director, having completely agreed with him, the Governor, regarding the aforementioned urgent reasons for the further construction of the Hospital, as well as that no workers on the Company's behalf could be pulled away from the ongoing and other necessary works, the said Colonel Gilquin was also of the opinion that, since in contracting out and the subsequently completed first part of the said Hospital it had been experienced that the same work could neither have been performed on the Company's behalf with greater speed nor at less cost, the quality thereof was consequently also acceptable to proceed on the same footing. And that the Governor had also had the said Director draft the specifications and conditions according to which, for the completion of the main part of the more-mentioned Hospital, the building or further construction of the bay or section would now be contracted out, containing the large portal or central section, with the two rooms at the front facade, as well as the four large sick wards to the southeast of this portal, together constituting the remaining still unfinished part of the main building; which specifications and also conditions he, the Governor, then also presented in order to take into deliberation whether and in what manner the said work ought to be proceeded with in the best interest of the Company. Which having been taken by us into serious consideration, we have remarked in that interest that, however fully convinced one remains even in hindsight that with the private contracting out of the first section one could not have better served the advantage of the Company, because one would either have had to bring the necessary labor on the fortifications to a standstill, or even now have had to delay undertaking the already completed bay due to a lack of workers, whereas in the meantime, if no use could now be made of that bay for housing a portion of the expected Württemberg troops, one would find oneself compelled to construct an encampment of huts for the use of the said troops, or indeed of the Meuron regiment that was still here at the time: which practice in the late war regarding the French auxiliary troops was found to result in enormous costs for the Honourable Company; it would nevertheless have been desirable, before proceeding anew with a contract of that nature, to have been able to learn whether such had met with the approval of the most highly mentioned Lord Masters. and to demolish other necessary parts, there also remained no other means to complete the aforementioned hospital than by contracting it out to private individuals, to which step one found oneself all the more compelled to proceed, since otherwise, upon further delay in making use of the European timber received for that purpose, that same timber continually having to remain exposed to the rains and the heat of the sun, as has been said to the great detriment of the Honorable Company, would spoil to such an extent that it would be impossible to employ it any longer for any buildings. We have therefore judged it to be to the greatest service and interest of the Honorable Company to contract out publicly to private individuals the aforementioned remaining portion of the principal building of the Hospital for construction as well, and which contracting out subsequently having taken place on 3 October of the past year, the citizens Jacobus Johannes Vos, Jan Hendrik Vos, and Arend van Wulligh offered themselves for it at the lowest price, and in conformity with which the aforementioned contracting out was then also awarded to the said three persons, and that for the sum of Rds 49000, under the further condition to deliver the ironwork necessary to be made for it at 11 ss per lb. We flatter ourselves that the aforementioned contracting out, in view of the necessary and pressing reasons brought forward for it, may carry the honored approval of the highest-mentioned Lords Majors, to whom we have dutifully given notice thereof by our letter accompanying this one in copy, and that your Right Honorable Grand Worships will also be pleased to take favorable satisfaction therein for those same motives. While we enclose herewith an authentic copy of the conditions and terms upon which that contracting out took place, to which we further respectfully refer regarding this matter. Most Honorable capital to transport from here, to collect those grains in the aforementioned Bay and therewith to allow its journey thither to proceed directly. And since the same Bay cannot be called at before the month of June and it is by no means advisable to let that ship linger here in this roadstead until its suitable departure, but that it will first have to betake itself to False Bay for that purpose, we have also thought fit to cause that vessel to depart for the last-mentioned Bay at the earliest opportunity, and at the same time to ship thither all such provisions and ship's necessities as are still required in that Bay and which, upon the departure from here of the mentioned frigate De Meermin, currently already being in the same Bay, could not be loaded into it, so that the aforementioned frigate, which would otherwise have to come back here for that transport, may be spared therein, in order not to be delayed from the above-mentioned projected voyage to Plettenberg Bay in the event of encountering adversities and making a return voyage. And as we furthermore, considering that neither on Avenhorn nor on De Meermin among the officers was there anyone who has ever been to Mossel Bay or Plettenberg Bay, and that likewise no firm reliance can be placed on the old nautical charts of the same, have also deemed it advisable, for greater safety for both these hulls for that voyage, to place Sea Captain Francois Duminy on the frigate De Meermin for that duration, as he has frequented the same bays several times, and at the same time to have him escort the ship Avenhorn to Mossel Bay, we shall to that end also have these two hulls sail combined out of False Bay to the last-mentioned Bay. The said Captain Duminy, together with the commissioners appointed with him over Mossel Bay and Plettenberg Bay, having been ordered by us to effect everything necessary there to cause the aforementioned vessel Avenhorn to be loaded with the aforementioned grains with all possible speed for the direct furtherance of its aforementioned journey from the said Bay to Batavia. After the aforementioned transaction has been done for the prompt loading of Avenhorn, the aforementioned Captain Duminy shall have to proceed further with the frigate De Meermin to Plettenberg Bay, in order, along with the above-mentioned fellow Commissioners, to apply the requisite care to likewise cause the last-mentioned hull to take in, as promptly as feasible, a cargo of all such timber in stock there as will be suitable to be brought hither in it, in order to return immediately therewith to this roadstead. While the said Commissioners over the aforementioned two bays have also been ordered to send the necessary orders to the overseers in the same bays, to be mindful of the approaching arrival of the aforementioned two ships for the mentioned purpose, so that none of the necessary precautions that still need to be taken prior to their appearance there are neglected. To the Right Honorable Gentlemen Directors of the General Dutch Chartered East India Company in the Chamber of Middelburg Right Honorable, Respected, Highly Esteemed, Most Wise, Prudent, and Very Generous Commanding Gentlemen, The Dutch private ship Broederslust with our last humble letter of the 5th of this month having departed from here on the 10th of the same, together with the return ships Generaal Maatzuyker and Werthlust, which however are for the present still detained here in the roads by contrary winds; On the other hand, on the 27th of this month, there appeared again here in the roads the private ship de Goede Hoop dispatched by Your Right Honorable Lordships, which, having already been separated off the English Channel on the 15th of November of the past year from the also chartered ship Maria Jacoba with which it had sailed out together, subsequently stayed [illegible] until the 3rd of January of the current year in a good roadstead on the north coast of Africa. Also arrived here on the dates to be mentioned below are the following two ships projected for Your Right Honorable Lordships' Chamber, namely: Neerlands welvaaren, which departed from China on the 26th of January of this year, and Spaaren, which sailed from Bengal on the 27th of the aforementioned month, and of which two vessels the first-mentioned now again lies in readiness to pursue its voyage to the Netherlands. Therefore we have the honor to transmit herewith to Your Right Honorable Lordships the copies both of our humble letters dispatched from here under the aforementioned 5th of this month to the High Commanding Master Lords, with the appendices belonging thereto, and of those which we consign to the same on this date; while we also send to Your Right Honorable Lordships the second set of pay records for the year 1787, of which the first set is also being sent by the bearer of this, having attached thereto such muster rolls as are listed on a separate register of the Pay Bookkeeper, as well as the lists of the persons who are repatriating from this government with the aforementioned vessel Neerlands welvaaren, among whom there is also a certain Hendrik Daniel van Hoven, adopted son of the blacksmith Harmen Hendrik van Hoven, which child, in consideration of indigence, has been exempt from the payment of the ordinary transport and board money; just as there has also been placed on the said vessel Jan Wieter of the Cape of Good Hope, who by sentence of the Council of Justice here has been banished forever from this land and its jurisdiction. According to orders, there are also sent herewith to Your Right Honorable Lordships the reports regarding the draught of the often-mentioned ship Neerlands welvaaren, both at its departure from China and arrival at and departure again from this place. Meanwhile, yesterday the private ship the Vrouwe Agatha appeared here again in the roadstead with 12 dead and 62 sick, which, pursuant to Your Right Noble and Right Honorable Worships' venerated instruction dated 2 November of last year, as soon as it shall have disembarked these Württemberg troops, will be dispatched to Ceylon for the transport of the men remaining here who belong to the Regiment of Meuron.
