With your Right Honorable Worships' most respected secret letters of the 29th of April last, by which your Right Honorable Worships were pleased to send us an extract resolution of Their High Mightinesses of the 5th of March of the past year, and at the same time to declare your Right Honorable Worships' satisfaction with the management maintained by us on the occasion of the appearance of several French frigates and other ships in Baaifals, we cannot fail to express our sensible gratitude to your Right Honorable Worships in this regard, under the sincere assurance that we, on our part, will never fail to give your Right Honorable Worships the most convincing proofs that nothing is closer to our hearts than the interest of the Honorable Company in general and the preservation of this important establishment in particular, while we shall always consider it a special honor when those measures which we, pursuant to our oath and duty, shall deem necessary to put into effect, may carry away your Right Honorable Worships' honored approval. Upon resumption of your Right Honorable Worships' most venerated letters of the 31st of December 1788, having noticed among other things from the 31st paragraph the assumption in which your Right Honorable Worships are situated, that a lot of gunpowder of 7900 lb purchased by this Government from the owner of the French ship l'August, would have been disposed of again without loss to the Honorable Company, we deemed it our duty to humbly write back to your Right Honorable Worships by this our separate secret missive: That a singular opportunity having presented itself to purchase here this precisely not considerable quantity of excellent gunpowder for a mediocre price, as we had the honor to bring to the knowledge of their Right Honorable Worships in our respectful letter of the 5th of January 1788, with a humble request that your Right Honorable Worships would be pleased favorably to approve this for the reasons appended thereto; we immediately after this purchase was made most certainly could have disposed of that powder to the inhabitants of this country, not only without loss but even with profit; but that we had thought that we ought not to do so for the present, as a considerable quantity of gunpowder was still lacking in the state of the magazines here; and because we are currently still in those same circumstances, we have also not dared to dispose of that powder. We therefore pray that your Right Honorable Worships will be pleased to look favorably upon this, and thus take it in good part that we believe we must delay that sale until we shall have been honored with your Right Honorable Worships' further orders in this regard. The undersigned Governor has brought to our attention that his Honor, in order to comply with the honored order of the High-Commanding Lords Directors at the presiding Chamber of Amsterdam, contained in their High Worships' most venerated letters of the 13th of February of this year, had issued a written commission to Captain-Lieutenants of Artillery George Coenraad Kuchter and Hendrik Willem Kutz, to survey with all exactitude the ordnance, ammunition, and further ordnance stores and artillery implements salvaged within this Government from the stranded warship Holland and which could be retained for the use of the Honorable Company, as well as to inspect and report the defects that were found on the same, and finally the terms on which that ordnance, ammunition, and further goods could be taken over for the benefit of the Honorable Company; that his Honor had thereupon received from the said commissioners a written report, which we take the liberty to present herewith to your Right Honorable Worships; that his Honor had presented that report to Mr. J: O: Vaillant, commissioned by the Noble and Mighty College of the Admiralty to enter into negotiations with us concerning the transfer of those goods, who, together with his Honor, had found the survey by the commissioners and the determinations made by them in their report to be very accurate; but that their Honors both could not consider themselves sufficiently informed concerning the present prices of the cannon and further goods, wherefore they thought it best to leave the calculation of those effects in money respectfully deferred to your Right Honorable Worships and the well-mentioned College; and we have therefore, and indeed primarily in consideration that the prices of both the cannon and cannonballs that were successively brought here from the Netherlands vary too much for one to be able to regulate oneself accordingly in this matter, and that concerning the implements, the same are mostly manufactured at this place by the craftsmen of the Honorable Company and generally made of wood cut from the Honorable Company's forests, and thus from their cost it cannot be deduced how much those implements must have cost the Admiralty, resolved, the aforesaid cannons, ammunition, and further goods as above
