1419 Bastion Coehoorn, applying thereto those changes which appear in the well-known Plan of Defense formed by the Lord Governor, and the construction of a Ravelin before the polygon of the Bastions Catzenelleboogen and Nassau in the re-entering angle of the envelope, where at present a small but too cramped Ravelin already lies, and which therefore, on account of the defects it possesses, will be of little or no service, and consequently as a result of this project will have to be removed; That further, the ditch of the envelope before the main front of attack, and the collateral front situated adjacent thereto, be brought into the best possible condition; That at the same time a battery ought to be constructed at the old mole, the design of which will have to depend on the degree to which one judges success can be achieved in ruining the landing place there, which they have also proposed to the Lord Governor, while the great usefulness that they envisage from this battery will be the shelling of incoming ships, which most of the time fall into a calm at this altitude; The ruining of the so-called small mole being judged not difficult, they likewise propose to effect this as soon as more useful work permits time for it, and they think that for these reasons no battery will be necessary at that place; Art. 3. That after the completion of these works one ought to proceed, etc. They further think that one will have to give such form to these ravelins as will serve best to achieve the objective envisaged with their construction; and although they are of the opinion that they may dispense with more extensive detail, and thus with prescribing from here how these outworks ought to be made, and may limit themselves to saying that ravelins ought to be at such a place, they must nevertheless confine themselves in this matter, and fully agree with the memorandum sent to them and cited in the premises hereof; that the idea of the Lord Governor regarding this appears to them excellent, and deserving preference over all others that have been presented in this regard, consisting of: the extension of the flanks of the said ravelin up to the envelope, in order to connect them thereto in the same manner as the flat bastion on the Couvre Face Linhoff appearing in the frequently mentioned plan, and that for the disadvantage which might also come to reside therein due to the defective construction of the envelope, to have built under the said flanks of the ravelins thus to be constructed, in imitation of those applied in the chef-d'oeuvre of fortification works in the famous fortress of Bergen op Zoom by the great Coehoorn, a small casemate solely for two pieces of cannon; and because His Honour further judges that the ditch before the envelope is thereby fully secured against surprise, and a considerable reinforcement is added to the Castle, and such construction of the ravelins would to some degree replace the missing envelope which appears in His Honour's very esteemed plan, and which, for reasons more fully stated in their memorandum, is not proposed, they can fully conform in this matter with the said idea regarding the ravelins proposed to them, etc. Underneath was written: Extracted the 25 September 1789 at Cape of Good Hope. 1421 letters of this Government, both for Cochin and for the Government of Ceylon, will be pleased to charge—and which dispatches I take the liberty, along with this, to forward to Your Noble Great Reverence, with the request to have them given a secure address in due time. Furthermore, I have the honor to reply to the further contents of your missive, that I shall try with all possible zeal and attention, as much as in me lies, to carry out the execution of the fortifications and other works, as well as the buildings, as they provisionally appear both in the previous missive and in the plan drawn up and handed over to me—and both of which pieces I shall first produce in Council, in order to propose a proper Resolution in due form thereon. On this occasion I must also take the liberty, by virtue of my duty and obligation to the trust with which His Serene Highness our Lord Governor-General, together with the Lords Directors, have been pleased to honor me, to request once more urgently that, so far as this may not have already been done, it be brought further to the attention of His Serene Highness—since Your Noble Great Reverence, to whom this situation so unfavorable for defense is now known, must therefore also be fully convinced with how much care, with how much tact and vigilance, the person who will hold the Command in time of an attack will have to act here, if he wishes to fulfill his duty and the trust placed in him— that, when all the works proposed by the undersigned and approved by Your Noble Great Reverence shall have been made, this ensemble, or state of defense, will then still always suffer from deficiencies due to defects in the terrain, and thus the defense of this 1422 this so important Establishment will then still always be a very difficult and extremely responsible task; that it is now still far from that, and that a lapse of time will be required before those works will have been completed; that, notwithstanding all precautions which the undersigned (under correction be it said) who was permitted and able to take regarding the state of defense, nothing else has yet been able or allowed to be done to the improvements to the defense of the Citadel, or the so-called castle—the construction of some batteries for the defense of our principal Bay, a still numerically insufficient augmentation of the Corps of Artillerists, the required placement of the artillery on hand, the provision, as far as has been possible, of the necessary gun carriages and utensils belonging to each cannon and at each Battery—regarding all this, it is by far not yet in complete order for a proper defense, and thus the place has not at all been brought into a secure state—and that it still lies entirely open to various approaches; that therefore, so long as that state has not yet been improved, a double precaution is required; that, to be able to take that precaution properly, the most essential point at present is the augmentation of our present weak garrison, the procurement of the cannon still so greatly lacking, mainly short calibers, and ensuring that our magazines are properly replenished; that, even if all these points were brought into such a much-to-be-desired state, the garrison must still always be regarded as the soul of the whole—and this latter being lacking, 1423 all the former will instantly become a dead body—and not only completely useless, but even harmful; that I therefore consider myself all the further obliged here also once again, by repetition, to declare what I recently had the honor to do also verbally to Your Noble Great Reverence: that with the present weak garrison (which at present, however one may calculate it, essentially consists of no more than: 1st: the Regiment of Wurtemberg, corporals and privates, the hunting Artillerists among them and the Detachment that was sent to Celebes deducted, 1351 men; 2nd: the National Battalion, corporals and privates, the Detachments in the distant Bays—which amount to more or less 100 men—deducted, is at present present here at no stronger than 394 men; and the Corps of Artillerists, private gunners, the detachment sent to Celebes deducted, at present amounts to not even 250 gunners present here) is not in a position to offer a required defense against an enemy enterprise, even one merely aiming to successfully attack us by a coup de main (as they say) in passing by an enemy fleet, to ruin the magazines and to plunder this town; that is to say, one is at present not in a position to ward this off with certainty, and thereby to be able to make a proper defense; whereas I (the more I have studied the terrain, the more I am compelled, under correction be it said, here also further to declare) that if all the works mentioned hereinbefore will have been made and the Magazines provided with what is necessary, in order to be able to withstand a vigorous attack here for some days and

thus, that before one can consider the Cape to be placed in security, there are required for the garrison, through all times, prima plana, four thousand infantrymen. And, taken at the very least, for the service of the fixed batteries alone, five hundred common gunners are required. So that, in order to be able to endure a formal attack and siege here of 60 to 80 days, thus for the conduct of war, there are required prima plana six thousand infantry and six hundred and fifty to seven hundred common gunners. This, I believe, with all tranquility and conviction of the necessity, I not only may, but with all respect, according to oath and duty, must propose to His Serene Highness; as I hear that Your Right Honourable Worships on this occasion will also be able to do. The certain news which we very recently obtained with the French royal ship Le Pandour, currently present here and commanded by the Chevalier de Freville, that Pondicherry has been evacuated by that nation and all their force in our vicinity has been transferred to Mauritius. Which force, as far as is known to me, consists of at least 7 battalions and thus at least around five thousand men, besides also an artillery corps 500 gunners strong, commanded by officers from the so very renowned Corps Artillerie Royal. And as those troops will have an exceptionally good officer and enterprising general at their head, and that this passage is frequently made in 20 days, I believe that this will convince Your Right Honourable Worships as well as myself all the more of the country's urgent necessity to request His Serene Highness to cause this establishment to be provided with such a greatly required garrison as soon as practicable. This serious point brings me, as it were insensibly, to the greater necessity that the garrison here ought always to remain present and continuously, without intermission, be trained in the profession of arms, and that also for this now so strongly speaking reason, no work passes ought to be granted to them. And this reason, then also added to those which I had the honour to represent to You All, as well as all the chiefs of the various corps, and which with the regranting of work passes to a portion of the garrison on the old footing, or as such was introduced here before the latest war (though proposed with some difference by Your Right Honourable Worships), but of which one also saw the detrimental consequences at that time, and therefore caused it to cease again; in my previous letter of the date 19 September last addressed to Your Right Honourable Worships, not only as detrimental, but even as dangerous, will also all the more persuade Your Honours to desist therefrom, and not, at least for the present, propose to His Serene Highness a reduction or alterations in the footing of payment for the troops. We have the honor to acknowledge receipt to Your Right Honorable of his letter of the 29 September last, as well as of the five others all dated the 30 September following, which we received yesterday evening. In reply to the first, it serves to state that we have not received the ministerial letters mentioned therein, both for Cochin and for Ceylon. In accordance with the agreement, annexed hereto is an Extract from the Memorandum that we have drawn up for His Serene Highness; the reports recently received via the Chevalier de Freville have appeared to us in such a light that we shall present our further reflections in that regard concerning the serious attention which these reports seem to require, and the necessity that may be deduced therefrom to place the garrison here on a more respectable footing. Right Honorable and Stern Sirs, I have the honor herewith to acknowledge the receipt of Your Right Honorable and Stern Sirs' missive written from the Bay on the preceding day, by which Your Right Honorable and Stern Sirs were pleased to send me the extract from the Memoir that Your Right Honorable and Stern Sirs have drawn up with respect to the state of defense of this Colony, concerning in this matter the strength of the garrison, so as to serve for my information. However, since I have had the honor to disclose my thoughts in this regard to Your Right Honorable and Stern Sirs both orally and in writing, I may refer thereto. I also further saw from the aforementioned honored letter that Your Right Honorable and Stern Sirs, as well as I, apprehended the military force that was presently found in the proximity of this establishment, Secret C 1437 and even that Your Right Honorable and Stern Sirs intended to make further representations to His Serene Highness regarding the serious attention that this came to demand, and that the necessity that could be deduced therefrom ought to result in bringing the garrison here up to a respectable footing. And I hope that this will meet with happy success, so that it will be provided for in time. In the meantime, I shall be on my guard as much as I can, and as soon as possible again draw up anew an apportionment for the state of this garrison, which has here been weakened by the relief sent to Macassar. As for what concerns the request of Colonel von Hugel, the Military Court Martial, and that which concerns both the strength and the conduct of the Artillery Corps of this garrison, I likewise believe I may consider that settled on my part, and that I may also restrict myself to the representations that I have had the honor to make in this regard to Your Right Honorable and Stern Sirs. Finally, I then still have the honor, on the article in Your Right Honorable and Stern Sirs' missive concerning the plan formed by Your Right Honorable and Stern Sirs for granting work permits, and following therefrom the performance of paid guard duties, to abide also by what I have already had the honor to represent, both in writings and in the conferences held; but since Your Right Honorable and Stern Sirs consider that the alterations that Your Right Honorable and Stern Sirs have made therein by their honored letter of the 3rd of this month have escaped me, I must allow myself the following remarks thereon: First, that even if it were possible that such a number of men could find work in this town as would be required as laborers in order to form therefrom a fund for a reasonable number of soldiers doing paid guard duty that would yield an essential portion of mess allowance, the disadvantageous consequences that would surely result therefrom would always be essentially to be apprehended, and on account of which I then also find myself further obliged to adhere again to my representations made heretofore. 1438 Cabo de Goede Hoop 1789 the 27th of October And as regards the reasons that Your Right Honorable and Stern Sirs had in view to reintroduce the paid guard duties, namely, to prevent abuses, and that Your Right Honorable and Stern Sirs are of the opinion that every man who is permitted to work should do so for himself and not for his Captain: This is also held by me as an axiom, and I am very sorry that such a reflection has brought Your Right Honorable and Stern Sirs to the reintroduction of work permits. This I declare to Your Right Honorable and Stern Sirs on my word of honor, that if the aforesaid abuses may have taken place, this was without my knowledge; that I shall inform myself thereon quietly, and just as is very natural, that if this should have taken place, I shall then forcefully prevent these bad practices for the future by the application of very serious measures. 1463 special pieces in a portfolio and numbered from No. 1 to 24 inclusive, just as they were first drawn up by me for each section of the fortifications. They are the minutes written in my own hand, and on which Your Right Honorable Sirs will find noted here and there some reflections that occurred to me, which I request you to pass over without remark, as they were made solely for my own information at the time. Upon searching through my papers, I have found 3 further pieces relating to the aforesaid purpose, namely: No. 44. General Plan for the distribution of the heavy artillery, and 2. No. I and No. II, the first being a provisional requisition computed according to the works that existed at the time, dated July 1786; and the second, a reduced provisional requisition C, dated August following. To which pieces I also have the honor to annex again my letter which I had the honor to dispatch to the Gentlemen XVII dated 4 January 1787 for their conveyance, in case Your Right Honorable Sirs might at some time find need of them. And which sketches I request that Your Right Honorable Sirs may please retain for your information. However, the remaining pieces I request in due time, since they are my original minutes.
