under date 12th of this current month, addressed to Your Right Honorable Excellencies via the return ship Schoonder Loo, which accordingly embarked on its voyage to the Netherlands on the 20th of this month. Herewith we may again have the pleasure of informing Your Right Honorable Excellencies of the safe arrival in this roadstead of the following two returning vessels, namely: on the 17th of this month, the packet boat de Luchtbol with 100 men and 1 sick, on the 56th the private ship Oostzaandam with 3 men and 5 sick, furthermore, that on the 24th of this month the private ship de drie Gebroeders departed from here, destined for Batavia. Furthermore, this serves principally to bring to the knowledge of Your Right Honorable Excellencies that, although news was brought to us from Batavia by the ship Beverwijk that the ship 't Slot ter Hoge was already prepared in the month of January to undertake its voyage to the Netherlands, and that the same was indeed hailed on the 15th of May last in the southern latitude of 31 degrees 30 minutes by the Imperial ship the Prins Kaunitz, which arrived in False Bay on the 4th of June, as being in a very poor condition regarding its crew, it has nevertheless not yet arrived here, nor has anything further been heard of it. For this reason, we have long considered that this vessel at best, whether due to the dying off of its crew or other sustained disasters, may have been forced to shelter in the nearest available harbor, and thus may have put in either at Rio de La Goa on this East Coast of Africa or on the island of Madagascar in the Bay of St. Augustin, as has frequently happened with other return vessels, without being in a position to send any report of its condition, either to this place or elsewhere. As soon as the prolonged absence of that vessel caused us to fear for its fate, we devised means to have it searched for, but found ourselves unable to do so because both permanent ships belonging to this Government, the Meermin and the Herreschans, had been dispatched to Mossel Bay and Plettenberg Bay respectively, in order to collect the stock of grain and timber gathered there according to annual custom and transport it to this roadstead. While we awaited the return of the first-mentioned permanent ship from Mossel Bay in order to employ it in the search for the ship 't Slot ter Hoge, we received news from False Bay that on the 13th of the recently elapsed month of August, the French ship Le Bengal had arrived there, which, together with two other vessels of that nation, had been dispatched hither by the Government of Mauritius to load wheat, in order to serve as relief for the impending bread shortage that was feared there. The ship the Meermin having returned here from Mossel Bay on the 17th of August, bringing a cargo of 3282 muds of grain gathered there, the undersigned Commander submitted for consideration at our meeting of the 23rd of that month whether, for the search of the ship 't Slot ter Hoge, the said ship the Meermin could not be most suitably employed, since that small vessel, having completed its winter expedition, would have no further employment for this Government during the entire upcoming summer, in the absence of extraordinary and unforeseen events; and whether, in dispatching the Meermin for the aforesaid purpose, one ought not at the same time to take advantage of the opportunity presented to us by our abundance of wheat on the one hand, and the shortage that the French at Mauritius had of that indispensable sustenance for livelihood on the other hand, to make a commercial voyage on this occasion—in reciprocity for conveniences once enjoyed from that nation under similar circumstances—from which not only the expenses of the aforesaid expedition would be recovered, but also a considerable profit could be obtained for the Honorable Company, by loading into the same as much wheat as the remaining space would permit, after having first taken in the equipment, goods, and victuals with which the said vessel would have to be provided for the relief of the often-mentioned ship 't Slot ter Hoge. We have taken into consideration the favorable circumstances, if matters were combined with deliberation, to make the expedition for the search of the ship 't Slot ter Hoge turn out to the Master's benefit, since a cargo of corn of 3000 muds, calculated at 10 rixdollars per mud, to which it had already risen at Mauritius upon the departure of the ship Le Bengal from there, would yield an amount of 30,000 rixdollars, and consequently, after deduction of the

1703 calculating purchase costs at ƒ 8. per mud yield an important profit of Rds. 22000, apart from the advantage that could be obtained on the return cargo in Bourbon coffee and ebony, and consequently, pursuant to the unanimous resolution taken in that regard, to have the frigate ship de Meermin discharged as soon as possible of the cargo it brought in, and reloaded with all such victuals and ship supplies as it might need, besides for its own use, also for the relief of the Slot ter Hoge in case of meeting it, and furthermore to have it take in 3000 mudden of wheat, in order therewith to execute the aforementioned undertaking in the manner following, to wit: That departing from here, it should first sail to the island of Mauritius, in order, having arrived there, to sell to the highest bidder the aforementioned wheat sent along for speculation, yet in such manner that payment thereof must be made in Spanish reals, or else by way of barter in Bourbon coffee at no more than 7 stivers per lb, and in black ebony, provided the 100 lb does not exceed the price of 54 stivers, unless the market should turn out so favorably that one could negotiate for the grain a higher price than Rds. 10. per mud, in which case we have left the officers the liberty, 1704. in case this should be necessary, to be allowed to pay pro rata one or two stivers per pound more for the coffee to be purchased than the limit set for them dictates; but if, contrary to hope, such a scarcity of all these commodities should prevail at Mauritius that the proceeds of the wheat could not be realized there in each of them separately or in all of them together, we have qualified Sea Captain François Duminij, to whom, with the addition of the assistant Andries Stockenstrom to his aid, we have principally entrusted the direction and management of this undertaking, to cross over then in the second place to Bourbon, in order to try whether one might succeed better in this at that island, so as, in such a case, not only to convert the entire proceeds of the wheat preferentially into coffee, but moreover also to make all possible attempts to fill the remaining space in its hold with that product up to a complete cargo, by purchasing what is lacking against the price of 7 stivers per lb, and making payment in bills of exchange on this Government, in order to be satisfied here to the respective holders in Spanish reals, calculated according to the exchange rate thereof at Mauritius at ten livres tournois apiece. 1705. That the said ship subsequently, whether it succeeds in its undertaking at Mauritius or must sail to Bourbon for that purpose, as soon as the loaded grain shall have been disposed of, and the commodities demanded in return shall have been received in its place, shall then with the greatest speed continue the voyage to the island of Madagascar, calling at Fort Dauphin in order to inquire there whether the missing ship 't Slot ter Hoge might have come to anchor in the Bay of St. Augustin or in any other inlet of that island, and finding it so, to proceed thither immediately, to bring to it all help and assistance that shall ever be possible, in order to put that vessel in a condition either to undertake the voyage to this corner, in which case the frequently mentioned frigate ship de Meermin shall have to accompany and stay with it, or at least to be able to await from here the further required assistance, in which latter case Captain Duminij with his just-mentioned vessel will have to return back hither at the earliest from there, so that, having obtained the necessary report regarding the said vessel with the utmost dispatch, such measures for its assistance can be taken and put into effect 1706. as the circumstances will come to require. Yet, coming to hear nothing of the aforesaid ship 't Slot ter Hooge at Fort Dauphin after having made all possible searches, the frigate ship de Meermin shall have to continue its course further to the Bay of Rio de la Goa, situated on this East Coast of Africa, and there, upon meeting the missing vessel, the same must be observed as has just been said of Madagascar. We have also ordered Captain Duminij to carry out the measures of which we have respectfully rendered account to Your Right Honorable Noble Worships in the foregoing, also in the same order if (however little likelihood there is of this) it might please divine Providence to have granted de Meermin the good fortune that, in its searches for the frequently mentioned ship 't Slot ter Hooge, it might also happen to meet the return vessel Rotterdams Welvaaren, which had already set sail from Batavia in November 1789, which vessel likewise up to the present has nowhere been heard of on these coasts or in the neighboring seas, much less, according to the latest intelligence received, having arrived in the Fatherland, and is thus either wrecked, or possibly, at best, also

But if unexpectedly matters on Mauritius should have altered before the arrival of the ship De Meermin in such a way that the aforementioned Captain Duminij and Assistant Stockenstrom find no possibility of selling their cargo of wheat there calculated at least at rd.s 6 a bag, they shall then, without delaying longer than will be required to make the necessary inquiries of that government as to whether perhaps anything regarding the Slot ter Hooge or the aforementioned ship Rotterdams Welvaaren may have been heard by French ships sailing back and forth from there to Madagascar, have to continue the voyage directly onward to Ceylon in order to discharge the wheat on board there in satisfaction of the requisitions both of the said government and of Cochim, and subsequently, being laden with such goods as the government of that island could hurriedly take in both for this remote corner and for further forwarding to the Fatherland, return hither as quickly as possible, provided however that, since the 1742. the route pursuant to the instructions of the Honorable Company will then have to be taken through the Mozambique Channel past the Bay of Rio de La Goa, into which we presume the ship Het Slot ter Hooge, lying closest to land and being downwind at the time she was hailed, will have retired by preference, the said ship De Meermin will also have to call in passing at the aforementioned Bay of Rio de La Goa to make the necessary search for the lagging ship 'T Slot ter Hooge, and upon discovery of the same or of Rotterdams Welvaaren, to observe all that we have respectfully submitted to Your Right Honorable Excellencies regarding this matter. We have accordingly handed a proper instruction to Captain Duminij and Assistant Stockenstrom to conduct themselves in all respects thereby, and we may have the pleasure of informing Your Right Honorable Excellencies that the aforementioned ship De Meermin undertook her voyage from here on the 12th of this month. We have handed to Captain Duminij a letter addressed by us to the Ceylon government, with the request that if that vessel should appear there, not only 1709. not to detain her, but on the contrary to dispatch her back hither as quickly as possible, so that on her return voyage that ship may have the good fortune to encounter Het Slot ter Hooge at Rio de La Goa or anywhere else, and might then still return here early enough to be able to send the required relief to the aforementioned distressed vessel before the passing of the monsoon season suitable for that purpose. On this occasion we have also let our deliberations turn to the useful employment that could also be made of the hooker Sterrenschans when, after having completed the transports that must still be made to and from the bays, she will find just as little occupation as De Meermin, and thereby taking into consideration how on the one hand—after the High Indian Government has so often and in such strong terms manifested its displeasure at the failure to meet the annual requisitions of wheat for Batavia—it would be inexcusable if now, when through the undeserved blessing of good Providence the abundance of that grain is so great that we can not only meet all requisitions for the Indies in general without inconvenience, but 1742. can also amply supply foreigners from our stock, we should further leave Batavia in distress, which has annually come to our aid with the necessities for this government, and which on the contrary we have only partially served over a series of years. Especially now that, without the said High Indian Government having been able to prepare for it, a great number of discharged men of various capacities stationed in this government, alongside the entire Regiment of Wurtemberg, amounting together to between 2 and 3000 eaters, have already been partly dispatched and are still to be dispatched from here to that place; while on the other hand it would completely accord with the intention of Your Right Honorable Excellencies if, by making such use of the permanent vessels retained here, we were to cooperate in enabling the High Indian Government to provide this remote corner annually with its necessities without needing to deploy an express provisioning ship further for that purpose, we have on that account unanimously resolved that the aforementioned hooker De Sterrenschans, as soon as she is cleared of the timber brought here from Plettenbergs Bay on the 16th of this month,

1751 timber will be unloaded, and will have transferred the goods which must still be collected in Baaij Fals, to lay on for Batavia, in order to send to the High Indian Government with it as much wheat and other local produce as we, upon recapitulating what has already been sent, and after deducting what the provision ship Zoutman is still to take in return, shall find to be still lacking for the complete fulfillment of the requisition of the High Indian Government for the year 1791. We dare not flatter ourselves, however, that this dispatch will be able to take place as promptly as we had wished, since the ship de Sterrenschans, on the voyage from Plettenberg Bay hither, sustained some leakage, as well as damage to its rudder and the cross-trees of the masts, which defects will first have to be repaired before we shall be able to dispatch that vessel to Baaij Fals for the collection of the goods located there. We cannot omit, in the meantime, respectfully to assure Your Right Honorable High Mightinesses that we shall make all possible speed with the one and the other, and hope that Your Right Honorable High Mightinesses will 1743 be pleased to honor these our proceedings with your highest approval. We furthermore take the liberty of presenting enclosed to Your Right Honorable High Mightinesses an authentic copy of a petition submitted to us by the Merchant and Secretary to the Orphan Chamber Tobias Christiaan Rönnenkamp; containing his request that, on account of his feeble condition, he might have someone appointed as adjunct to him, and be discharged from his session in the Council of Justice, and we have, as well on account of that man's long-standing and faithful services as for the well-being of the orphans, resolved to associate with him, and therefore to appoint as Adjunct Secretary of the Orphan Chamber, the titular Merchant Rijno Johannes van der Riet, who, having no administration, will be able to help direct the affairs of the orphans without the slightest objection for the Honorable Company during the indisposition of the said Rönnenkamp, while we have not as yet disposed of the first part of that request. The Secretary of our Council Mr. Cornelis van Aerssen having died on the 22nd of the past month of August, and the office of Secretary as well as that of Vendue Master, which has always been annexed thereto, having fallen vacant, we have now provisionally assigned both of those offices to the titular Merchant Egbertus Bergh, previously appointed by us to officiate in the office of the said Secretary van Aerssen during his indisposition. We hope that this appointment may carry the most favorable approval of Your Right Honorable High Mightinesses, and have left the said Bergh at liberty to make a request concerning this to Your Right Honorable High Mightinesses. The office of Shopkeeper having thereby fallen vacant, a request has been made to obtain the same by petition, both by the Merchant and ad interim Fiscal Mr. Jacob Pieter Deneijs, and by the titular Merchant Constant van Nuldt Onkruijdt; we have however, on the grounds that we had by resolution of our council provisionally assigned the officiation of that office to the Junior Merchant and First Sworn Clerk George Fredrik Goetz, now also resolved to persist in the aforesaid resolution, and therefore provisionally assigned the office of Shopkeeper to the said Goetz, retaining his office as First Sworn Clerk, however subject to the most favorable approval of Your Right Honorable High Mightinesses, to whom 1734 the said Goetz, as well as the Merchant Deneijs and the titular Merchant Onkruijdt, have also been left at liberty by us to transmit under the Company's papers their respectful solicitations to obtain the repeatedly mentioned office.
