Wille, Steward in the Government House, hereby declare at the requisition of the Right Honorable Valiant Lord Governor in Loco, that in the month of December 1787, being shortly before the arrival of the Right Honorable Valiant Lord Boesses here, the honorable Lord Le Sueur and Lord Chappa, as commissioners to inspect the Government House and examine the furniture therein, finding that because at that time no linen goods belonging to the Company were to be found in the Government House, nor upon my arrival, which was in the month of March 1785 shortly after the arrival of the Honorable Lord Governor aforesaid, said Gentlemen told me to submit a statement of how many pieces of linen would be required for the necessary tablecloths, napkins, and other such items for the convenience and household of the aforementioned Honorable Lord Boesses; whereupon, immediately after I had shown the requirement to the said Gentlemen, Their Honors ordered me to draw the linen by warrant from the Company's Trade Warehouse, 464. and to have the linen goods prepared as specified hereafter, from Hanecaatjes and from Coarse Guinea linen, which were then also used during the two months' stay in the household of His High Honorable Valiant Sir, and after his departure from here the aforementioned linen goods were entered on an inventory with the other furniture that is under my supervision in the Government House on behalf of the Company, and on Ultimo August 1788, being the first subsequent annual inspection by the Honorable Commissioners, the Honorable Lord De Wet and Lord Van Oudthoorn, and so forth annually accounted for by me, being as follows: from coarse Guinea linen: 6 small tablecloths 6 large tablecloths 100 napkins 25 hand towels 8 bed sheets 8 pillowcases from Hanecaatjes: 4 tablecloths 12 napkins 25 hand towels 8 tea cloths Said goods are still completely under my custody in the Government House, but it occurred to me that some of those linen goods were missing, and speaking about this shortly after the departure of the Honorable Lord Boesses with the Trade Bookkeeper, the Honorable Lord Van Eerten, His Honor told me that I would do best, before submitting the list to the Honorable Commissioners, to restore the complete number again according to the entry in his book, so I was therefore obliged to have the missing items made again at my own expense, for which the linen cost me 17 Rds, being prepared to confirm all that the undersigned has stated above with an oath, if required. was written below: In the Castle of Good Hope the 5th of June 1791 was signed: I. b. received, should have to be restituted to the Honorable Company by the aforementioned Mr. de Bonstetten, and that as security for the Honorable Company sureties had to be provided for the restitution, the undersigned, serving as officers in one and the same garrison, and considering that the frequently mentioned de Bonstetten had no relations here and was a distinguished and respectable officer, in order thus to rescue him from a great embarrassment, wherein they bound themselves in writing for the restitution of the excess received, and they did so with all the more confidence, because, the post of Town Major having been granted by the High Commanding Lords and Masters, that officer, belonging permanently to this garrison, could always serve as a guarantor and security in case of any restitution. Yet, since the Right Honorable and Most Respected Lords Seventeen, by missive of 4 October 1790, among other reductions also abolished the post of Town Major and graciously granted him permission to depart from here in his fundamental capacity to India, or rather to Europe, without making any mention or remark of any restitution or reimbursement of excessively enjoyed moneys, the respectful petitioners, with favorable interpretation, could not deduce anything other from this than that the High Commanding Lords and Masters had been satisfied with the salaries and emoluments allocated to the aforementioned Town Major by Your Right Honorable and Worshipful Honors subject to their supreme further approval, and under that firm assumption quietly let the frequently mentioned Town Major depart for Europe on the Honorable Company's packet boat the Maria Louisa in compliance with the aforementioned most honored order of the Lords Seventeen; how astonished and dismayed were the petitioners then, when on the 10th of this month it was communicated to them by the Right Honorable Governor that the Right Honorable and Most Respected Lords Seventeen, by missive of 4 January 1791 and brought on the 2nd of this month by the packet boat De Kraai, desired that the salaries and emoluments of Captain enjoyed by the Town Major should have to be restituted to the Honorable Company, while the same are considered to have been allocated to him in excess, and the petitioners would be called upon on account of the suretyship entered into regarding the restitution; the respectful petitioners therefore take the liberty to turn to Your Right Honorable and Worshipful Honors, with a humble prayer that it may be taken into favorable consideration by Your Right Honorable and Worshipful Honors that the petitioners would never ever have entered into the suretyship, had it not been that they had considered the Town Major van Bonstetten, as said before, to be an officer definitely belonging to this garrison, and for that reason could and should have served them as a security in case of restitution. By the aforementioned departure of that officer, the petitioners therefore find themselves plunged into the utmost embarrassment, and if Your Right Honorable and Worshipful Honors wished to compel them to the restitution, they would be completely ruined, while in an expensive and costly garrison, the salaries and emoluments enjoyed from the Honorable Company in their capacity have scarcely been sufficient for the support of their household and family; they take the liberty humbly to request Your Right Honorable and Worshipful Honors kindly to take into consideration, that whereas they, petitioners, through the granted permission for the departure from here of the aforementioned Lord Town Major, and that the same thereupon immediately left this Colony and traveled to Europe, have been brought into the most absolute impossibility of being able to recover the aforesaid moneys that allegedly had been overpaid to Mr. van Bonstetten and for which they remained surety, they pray that they, petitioners, may provisionally remain exempt from that payment until such time as the Right Honorable and Most Respected Lords Seventeen shall have made further disposition regarding this, the more so as they, petitioners, dare to remain confidently assured that, in the circumstance to which that matter has now been brought, their Right Honorable and Most Respected Lordships will never demand the aforesaid payment from them, petitioners, but on the contrary will release them from it according to their customary equity. 476. of Wurtemberg has forwarded to the undersigned to request the establishment of a suitable depot at the Cape, and by virtue of the representations that the undersigned has submitted from the beginning to the clear-sighted goodness of His Excellency the Governor and the Noble Council, he is obliged to declare most respectfully: 1. That even if the recruits for the regiment arrive at the Cape only to be dispatched on the same vessels to Batavia, his confidence in the humanity and justice of His Excellency the Governor and the Noble Council does not allow him to doubt for a moment that they will deign to permit—subject to the approval of Our Lords and Masters, to whom, as well as to the High Government of the Indies, he will immediately address his most humble remonstrances—that the said recruits be brought ashore, fed and refreshed from their pay, and kept in physical activity suitable for their health during the time their vessels are in the roadstead, and that the sick be kept here until the time of their recovery. 2. That one officer and two non-commissioned officers absolutely cannot suffice for all the care and details that these circumstances require, but that the undersigned holds most respectfully to the request he made for a Captain-Lieutenant, a Lieutenant, four Sergeants, and four Corporals, and that a Surgeon be added for the care of the sick, on condition that these persons will be included in the complement of the Regiment and will not cause any extraordinary expenses to the treasury of the Noble Company. 3. As it is very far from the undersigned's way of thinking to cause His Excellency the Governor and the Noble Council any unpleasantness in return for their deference to the welfare of the Regiment and the preservation and 477. relief of the recruits, he solemnly pledges that he will take upon himself all the consequences, both with the High Government of the Indies and with Our Lords and Masters, to whom at this moment the claims of the Most Serene Owner must already have arrived through his chargé d'affaires to the Noble Company, Major de Penasse. The undersigned offers at the same time to guarantee in writing any financial charges that might result from this, although he does not foresee that this case could arise, seeing that by the abolition of service pay, the Cape Garrison will be on almost the same footing of payment as in the Indies. 4. The undersigned have deemed it necessary, in framing this plan, to follow the arrangements made at the Indian headquarters as much as possible, and would therefore, in order to maintain proper supervision over the postal service here, be of the opinion that: Firstly, one of the members of the Government ought to be appointed Commissioner over this work, under whose direct orders should then fall the persons who would be appointed by Your Right Honorable Council to manage that work, without the said member of the Government deriving any financial benefit therefrom. delivery of the letters arriving here is concerned, someone should be placed under the command of the Postmaster who likewise, without enjoying any payment for it from the Honorable Company, would be appointed under the title of letter carrier, in order to deliver all letters arriving here without distinction to their respective addresses, and to collect their postage, to account for it to the Postmaster; and Fourthly, a place should be determined by Your Right Honorable Worships where, under the name of Post Office, everything could be carried out that can have any relation both to the dispatch of private letters from here to Europe and Asia, and to the delivery of those brought from there to this Government. Since someone in the actual service of the Honorable Company must be appointed as Postmaster, and aside from that something will be paid to him on its behalf, the undersigned believe that for the present this office could provisionally be assigned to one of the junior merchants present who happen to be without employment, until such time as such persons might be appointed to offices in which they could not observe the office of Postmaster, at which point it could be assigned to one of the senior merchants whose duties leave him the necessary time for it. The delivery of letters having always been performed by the so-called report-bearer of the naval yard, the undersigned believe that the same and his substitutes in due course could henceforth be employed for this purpose, and held to observe and perform everything in it that shall be commanded or assigned to them by the Commissioner over the Postal Service or by the Postmaster. As a place to have the Post Office kept, it has seemed most suitable to the undersigned to use the room located next to the Company dispensary in the Castle, which served as quarters for the dragoons or lifeguard of the Honorable Governor, and of which no other use has been made since they were discharged. The undersigned, referring to the aforementioned Instruction for the Postmaster in order to avoid all repetition and tediousness, believe that when the same shall have been enacted by Your Right Honorable Worships, the public can be given the necessary notice of its contents insofar as it concerns them, but find themselves obliged to note that neither in the Postal Plan received from Europe, nor in that drafted at Batavia, do they find any mention made of how to deal with the letters delivered to the Post Offices addressed to foreign countries, and believed they could and should propose such arrangements in that regard as are stipulated in articles 17 and 18 of the aforementioned Instruction, and this until such time as the High-Commanding Lords and Masters shall be pleased to furnish this Government with their supreme further orders in that regard. For the execution of all that concerns the dispatch and care of private letters, a proper place shall be assigned to the Postmaster by the Commissioner over the Postal Service under the name of Post Office, which, for the information of residents as well as foreigners, shall be written above the door. 2. The Postmaster must be present in the Post Office daily, except on Sundays and holidays, in the morning from 8 to 9 o'clock, in order to receive there from anyone, without distinction, all private letters that one wishes to send to the Indies or Europe. 3. Upon the arrival of ships of the Honorable Company in this roadstead, the Postmaster shall immediately proceed to his office to receive there all private letters which, being brought ashore, are delivered to him by order of the Commander.

Upon the receipt of the aforesaid letters, the Postmaster must immediately and carefully examine whether the number of letters brought in conforms to the lists that are generally attached thereto both in the Fatherland and in India. And this being so, he shall arrange all the incoming letters in his office in proper alphabetical order as quickly as possible, and subsequently make a proper list thereof, according to the model under No. 1 annexed hereto, which he shall then present to the Commissioner of the Postal Services, who will then also order him at what time the brought-in letters must be delivered. This distribution, if at all possible, must take place on the very day of the arrival of the ships. The Postmaster shall give notice to everyone of the hour at which this distribution will take place by means of a small board that must hang before the window of his office, upon which must be written: "The incoming letters will be delivered at [blank] hours." Article 5. When the hour of this distribution has arrived, the Postmaster must check the list of incoming letters for anyone who so desires, to see if any letters have arrived for him, and thereupon deliver the same upon payment of the stipulated postage and making a notation on the aforesaid list; taking good care, however, that no letters addressed to this or that person are delivered to other persons than to their respective addressees. Thus, anyone who wishes to have his letters collected by someone else shall be bound and obliged to notify the Postmaster thereof with a note signed in his own hand. Article 6. All letters that are not collected in the manner aforesaid shall, the following day in the morning, be counted and delivered by the Postmaster to the messenger of the equipment yard, along with the list on which the brought-in letters are specified, in order to be delivered by him according to that list as quickly as possible to their respective addressees, upon payment of the postage which shall be set on the same. 484. Article 8. And since the aforementioned messenger will thus henceforth act as letter carrier, he shall, upon his appointment, be strictly ordered to conduct himself, in all that concerns this duty, strictly according to the orders given to him by the Commissioner of the Postal Services or the Postmaster, and, deviating therefrom, be punished according to his merits. Article 9. The day after any letters have been handed to the letter carrier for delivery, he must render a proper accounting to the Postmaster of the postage received by him, and at the same time return the list delivered to him, together with all such letters as could not be delivered by him due to the absence or decease of the persons to whom they are addressed, so that the Postmaster may deal with the remaining letters as will be set forth hereafter. Article 10. Article 14 are, the Postmaster shall immediately give notice thereof to the Commissioner, in order to be stamped in His Honor's presence, and thereafter a specific separate list shall be drawn up according to model No 2, in order to proceed therewith further in everything as has been said regarding List No 1. 13. The stamps received here being able to serve only to imprint 6 or 12 stuivers, and subsequently guilders, upon the letters and packets, the Postmaster shall, both for every letter that arrives here stamped or is stamped by him with the mark of 6 stuivers, upon delivery by him or delivery by the letter carrier, charge 8 stuivers; for every letter of 12 stuivers, 16 stuivers; for every letter of f 1, 24 stuivers; for one of f 2, 48 stuivers, and so forth, while he may suffice, however, with accounting for the value of the stamps placed upon the letters and packets, and the remainder shall be retained by him, in order to give one-fourth thereof to the report runner, and the three remaining fourths to be enjoyed by him as an indemnification for his trouble. The Postmaster may not accept any letters addressed to Spain, Portugal, Italy, Germany, Sweden, Denmark, Russia, Poland, or other countries for which the letters, being sent thither from the Netherlands, must be prepaid, but the Postmaster must inform the deliverers of all such letters that, in order to be assured of the delivery of those letters, they must first address them to someone residing in the Netherlands, to be prepaid and posted by him at the respective post offices. 19. On the muster day of every ship, the Postmaster shall inquire of the Commissioner whether there are any impediments to delivering the private letters the following day at nine o'clock in the morning, and if not, the Postmaster shall cause all the received letters to be properly stamped and draw up a tally sheet thereof according to model No 4, to continue therewith until the box or boxes are closed. 20. Upon expiration of each financial year, the Postmaster shall have to make a general accounting of this his administration to the Commissioner, which his Honor may confront against the trade books or the cash books of this government. 26. Also, for the greater security of the residents who wish to send letters or packets of any importance for themselves or others to Europe or the Indies, the Postmaster shall, upon payment of four stuijvers for each letter or packet, be obliged to keep a record thereof in a registration book, according to the model No 7, and add the same record under his signature above or under the seal of all such letters or packets. 29.
