secondly, to regulate henceforth the calculative estimates of the money requisitions according to the plan that their Honors have been pleased to transmit, and thirdly, to provide at the earliest opportunity the quantity of paper money that has been created here since its introduction, what part thereof has since been exchanged or destroyed, and how much of it still circulates at present. The second part of that resolution will be answered as soon as the undersigned are placed in a position to do so by the extracts required by them for that purpose, both from the trade, pay, and shop books and from the cash account; with regard to the first part, it will serve for elucidation that according to the calculative calculation which their Honors have been pleased to annex to the above-mentioned, most respected letter, their Honors have formed the idea that on the last day of August 1790 there should still have been a substantial remaining balance in cash here of f 687053 — which remaining balance would indeed have existed if, as their Honors seem to have assumed according to their favorable dispositions on the previous money requisitions made from here since the year 1783 by the respective Chambers, the dispatch of each quota had followed, and that through these favorable allocations since the first of September 1788 this government had been permitted to receive a very considerable amount of f 866389: 11 which amount was brought into computation in the said calculative calculation. Whereby through such supply, added to that which was still remaining in cash on the last day of August 1788 to the amount of f 607124 : 7 amounting together to f 1473513: 18 after deduction of the calculated expenditures for 1788/89 to the amount of f 393230: 9 one would have had on hand in cash on the last day of August 1789 a balance of f 1080283: 9 further deducting from this balance the expenditures of 1789/90 (equated to those of 1788/89) to the amount of f 393230: 9 and even on the last day of August 1790 there should still have remained in cash f 687053 — Whereas, instead of having received here from the respective Chambers since the first of September 1788 on the above-mentioned granted requisitions a remittance up to the amount of f 866389: 11 brought into the said calculative calculation and computation, on the contrary since the first of September 1788 no more was received thereof than in the year 1789: 19 February per Demerary f 70463: 12 24 March per Nederlands Welvaren f 9743: 19 18 September per De Draak f 64688: 14 in the year 1790: 22 April per Goede Trouw f 100905: — making together f 245784: 5 which in the actual receipt of cash against what was calculated as such makes a substantial difference of f 620608: 6 as which amount, being deducted from what was supposed from the calculative calculation to remain on the last day of August 1790, assuming that the expenditures in the year 1789/90 were equal to those of the previous year, at that time no greater balance of cash could have been found at this government than an amount of f 66444: 14. But the little cash with which they found themselves provided made them take all careful measures so as not to find themselves entirely destitute thereof in unexpected events, through such managements of silver money and the expenditures under the above-mentioned date of the last day of August 1790 there remained a balance of a sum of f 222520: 10, included therein f 159128: 6 in Spanish reals, properly designated for the slave trade.
