781 of the said Colonel Gilquin, because of the [illegible] which Your Right Honourable Worships have in view to introduce everywhere for the restoration of the Company's decayed affairs, deemed it necessary to suspend that contracting-out until the arrival of the well-mentioned Lords Commissioners-General, in order to await their highest orders thereon. § 15. However, since possibly both on the fortifications and on the various buildings, due to deterioration, some unavoidable repairs might have been required which could suffer no delay, and it was on that account important that we were informed as accurately as possible of the state in which both the said buildings and fortifications, both with regard to their construction and in relation to their defects, were to be found, in order to be able to know which completions or repairs ought first to be ordered and taken in hand to prevent collapse or further damages, and which others could endure delay, we have at the same time demanded of the same Colonel Gilquin to have an exact general inspection made by two of the engineers then still present of the state of the fortifications in general, as well as of all the defects which might be found both on the ramparts and on the buildings, whether they concerned masonry, earthwork, or sod-work, in order to see ourselves thereby enabled to take into accurate consideration whether those repairs should be contracted out in one or more specifications 782. [illegible] to offer to Your Right Honourable Worships herewith, [illegible] to decide hereon, whether they ought to be contracted out, or whether the same could be undertaken or brought to completion with less expense and with proper speed by the few artisans who were still provisionally retained at the artisans' quarters for the daily service of this Government. § 16. Colonel Gilquin having complied with this order by an ample and detailed Report, which we take the liberty to present to Your Right Honourable Worships herewith in authentic copy; and whereas at the end of the same report it is stated that separate specifications for the completion of the Chavonnes Battery and the timber repairs of the Equipage yard, together with the Wine Warehouses standing on the beach—as being those that ought first to be taken in hand, both on account of their importance and their dilapidated state—have been demanded from Lieutenant-Engineer Thiebeault, it would therefore be advisable, before taking any final decision on this, first to await the same specifications in order to be able to investigate whether the method of contracting-out proposed therein would turn out to be more advantageous for the interest of the Honourable Company than to have the construction of those works undertaken by its own artisans, and to that end 783. to leave the Artisans' Quarters in existence according to its old establishment; so we have also resolved to suspend the decision on the said matter, so far as concerns the proposed general contracting-out of the maintenance of all the Fortifications and Buildings in general according to the project of Colonel Gilquin, until such time as the expected specifications of Captain-Lieutenant Thiebeault shall have come in, in order then to be able to decide upon both at the same time. We dare to flatter ourselves meanwhile that the said Report of Colonel Gilquin is nonetheless very suitable to provide both Your Right Honourable Worships and the High Indian Government with an accurate idea of the present state of each Fortification and Building in itself, and that Your Right Honourable Worships will thereby be enabled to judge to what extent the renewals and repairs which we shall be forced 784. in the future to take in hand will or will not be absolutely necessary. However agreeable to us the reduction of expenses and the increase of profits and revenues have been, it nevertheless appears from the aforementioned specification that the expenses of this Government during the last financial year, after deduction of the benefits, still amounted to a considerable capital of 788. § 22. ƒ819650. 8. — and although this does show a decrease of circa ƒ400,000„ — in comparison with the previous year and does not at all equal the excessive burdens which the Noble Company previously had to bear here, we are nevertheless fully convinced of the impossibility in which the Honorable Company finds itself to bear those high expenses, even in times of prosperity, which expenses would also have been further curtailed by our well-meaning efforts, were it not that the execution of Your Right Honorable Nobles' orders with respect to the dispatch of the Regiment of Württemberg, through the provisions of all necessaries for the voyage and the advanced pay, had been an equally heavy burden as if the same Regiment had remained here in garrison; to which must be added that many of the discharged craftsmen and servants stationed at the outposts had to be retained throughout the entire course of the last financial year. With this account, we also take the liberty, according to custom, to supply Your Right Honourable Excellencies with the account of the Orphan Chamber closed under Ulto. the Chs. H, from which your High Honours will be pleased to see that the capital of the orphans administered there amounts to a sum of rd:s 888351: 27:—. §34. Upon the presentation of the aforementioned annual account of the Orphan Chamber in our meeting of the 6th of March last by the undersigned Cellarmaster Lesueur as President of the Orphan Masters, it being made known to us that, having thought it his duty to make an opening to the aforementioned Board, on the occasion when the collective members, both outgoing and incoming, were about to examine the books in order to be able to effect the transfer of the Chamber accordingly, of the memorial produced at this table by the Governor van de Graaff on the 24th of June of the past year, and according to which he desired that a Commission should be dispatched in order to carry into execution the points contained therein, the said members, highly sensitive to the insinuation of misconduct and improper direction in the handling of the affairs of the orphans entrusted to their care, which they believed to reside so palpably therein, had requested and demanded of him unanimously in his capacity as president of that Board to declare to us that, however much convinced in their own minds that they had always, to the utmost of their ability, watched over a careful promotion of the orphans' interests, of which the continuing credit and esteem of the Chamber provided the most eloquent proof, they were nevertheless always prepared to lay open their actions and administration of the Chamber to everyone if necessary, and to that end came to solicit us to be pleased to depute a Commission from among our midst, in order that the state of the Orphan Chamber with its appurtenances might anew be accounted for and justified by the said Orphan Masters; thus we, however much convinced that the Orphan Masters have always acted in a conscientious manner according to the utmost of their ability as members, and that such a Commission as the aforementioned Governor van de Graaff has seen fit to order, or as it was now solicited by the Orphan Masters themselves, consequently becomes superfluous in itself, yet, considering the necessity that even all appearance of suspicion regarding the conduct of the Orphan Masters in the management of the affairs of the Chamber, which might be elicited by the public from such an investigation as is said above to have been ordered by Governor van de Graaff, should be removed, in order thus to restore general confidence in the said Board, have indeed resolved to carry into effect such a Commission of members from our Council for the revision and examination of the administration of the Orphan Chamber, but at the same time also deemed it proper, both in consideration of the manifold occupations with which each of us individually is burdened, and on account of the present weakness of the Council, currently consisting of only four members, who, besides performing the business concerning their administration and the daily occupations which by their nature must be demanded of members of the government, are also burdened with dividing among themselves the execution of most orders and commands received in recent days both from Your Right Honourable Excellencies and the High Indian Government, whereby it is not in a position to attend to such an in itself unnecessary Commission for the present, to leave the said Commission postponed until the aforementioned stated occupations will conveniently permit us to disengage ourselves for that purpose. §35. Since the depredations of the wandering Bushmen-Hottentots in the distant colony of Graaff-Reinet, far from diminishing, have steadily increased to such an extent that many of the inhabitants, leaving behind their goods and cattle, have had to flee before them for the protection of their lives, and others have been miserably murdered by that wandering people, it has appeared to us to be more than time to devise means to curb the extreme murder- and robbery-lust of those wild natives, and in order to do so with the greater hope of good success, we already in the past year required from the Landdrost and military officers of the said colony of Graaff-Reinet their considerations as to how this could be undertaken in the best and most suitable manner. St. Helena Bay, regarding the navigation of the English and North Americans there, should behave in such cases in the future, all the more because, if we were continually to defer to the demands of the captains of the English warships, it would be greatly to be feared that the captains of the French, Danish, and Swedish warships that might arrive here in time would also, with just as much emphasis and seriousness as the English, demand the subjects of their sovereigns, whereby one would thus run the risk of having to hand over the greatest part of the crews of the Honourable Company's ships, as they mostly consist of foreigners; but as we have already petitioned Your Right High Honourables in our humble letter of 25 October last to be pleased to honor us in this regard with Your decisive orders, we shall, humbly repeating that request, await the revered orders of Your Right High Honourables in this respect, in order to observe the same promptly in all parts. Copy 825: government the report to be made by the same officers, which is desired to be as detailed and comprehensive as possible, whereupon careful consideration will not fail to be given as to whether those repairs should be contracted out in one or more specifications, or whether they can be undertaken and brought to completion at less expense and with proper speed by the remaining craftsmen who are still provisionally retained at the Craftsmen's Quarters for the daily operations of this Government. Thus we have the honor, as the only two officers here belonging to the Corps of Engineers, to report to Your Honors that we first carefully examined the fortifications or defense works and found them as follows: 1st. The Castle of Good Hope, consisting of five polygons, with its gate, counterscarp envelope, two ravelins with their contrescarps, as well as that of the envelope, furthermore the Imhoff Battery facing the seaward side, which forms a part of this envelope, and all the profile walls, gates, wickets, etc. This work, being properly the main fortress of this Government, is maintained in a good condition, and no considerable defects are yet to be detected in it; the earthwork, however, being the most fragile, is subject to continual repairs, and the rotted palisades must be replenished from time to time and the moats deepened. This work was probably, at the time of its construction, sufficient for the objectives one had then; however, it would not now be able to resist for long a powerful, well-disciplined European enemy, both because of its outdated and disadvantageous construction, and because it is too small and is commanded by the foot of Devil's Peak. The Line along the seaward side is an extensive work running from the Imhoff Battery up to Fort de Knokke; it is maintained in good condition and consists entirely of earth and masonry, which latter is sometimes subject to some degradation during high tides, as and like the front of the Helena Battery is presently damaged by the impact of the sea waves to a length of 13 to 14 feet and must be repaired; the earth- or sod-work must be repaired every year in order to keep it in good

This work presents an extensive front toward the sea side, and could very well command enemy ships that might come nearly under its fire, but since the good anchorage ground of this roadstead is situated further from this beach than from that of our left wing, it appears as though the cannon that have been placed along this line, and can still be placed there, could not act as advantageously against the enemy warships lying at anchor as that of our left wing, which is therefore also the reason why, in proportion to its extent, less artillery is found to be estimated along this line. Meanwhile, this line could serve, in time of need when we shall have obtained a considerable reinforcement of garrison or land militia, to have a portion thereof camp behind it, safe against the fire of the enemy ships, whereby the same would always be at hand to be used wherever it might be deemed necessary. 3rd The Fort Knokke is a star redoubt, but it appears to have been built as a point d'appui for the last-mentioned line and serving principally to close or terminate the same there. It is almost entirely made of earth, with some slight and poor masonry, and is therefore subject to continuous maintenance. This work can rather be said to belong to the field redoubts and thus to the temporary rather than to the permanent fortifications, and must, on account of its defective construction, be considered a weak post. The Intermediate Battery, and the so-called new Battery at the Zoute Rivier, are temporary works thrown up of earth and sod, serving mainly to be able to sweep with cannon the beaches upon which they are built. These have been considered by the Noble Lord Governor van de Graaff as situated too far from the main settlement to be vigorously defended, and of too heavy a maintenance in relation to their importance, His Honour having seen fit to leave them without maintenance, and to employ their artillery elsewhere. 5th The line of sod and earthworks, thrown up in haste during the last war Ao 825. war between Fort de Knokke and the place of Mr. Munnik named De Zonneblom, has also, on account of its slight importance and the expensiveness of its maintenance, been left without the same. 6 Between the Castle and the Duijvelberg one finds the begun Battery Coehoorn; this battery was laid out by the Noble Lord van de Graaff to sweep the plain between the last-mentioned line and the Castle of Good Hope, and thereby to make the approach to the Castle difficult for an enemy who might come from the eastern side. The completion of this, like all other works in hand, was suspended by order of the Noble Lord van de Graaff shortly before his departure. A little higher than the last-mentioned battery, at the foot of the Duyvelsberg, one finds the Battery Gordon, thrown up in haste during the last war and since left without maintenance. It was likewise laid out with the intention, like the preceding, to sweep the plain before the Castle by means of its cannon, and thereby to make the Castle somewhat more respectable; but since this battery could easily be turned above its right flank by good infantry and taken from the rear, not much reliance is to be placed upon it if we were attacked here by an enemy knowledgeable of the terrain, who would probably use its cannon to force the Castle itself into a premature surrender. The Battery in the Roggebaaij is a new work laid out by the Noble Lord van de Graaff to prevent the approach of all enemy vessels by its fire, and by means of its right flank to obtain a crossing fire with the left flank of Battery Imhoff, and thereby to secure the beach of our centre between these two batteries. This battery, consisting mostly of masonry and earthwork, will probably require little maintenance for the present. 9th To the left of this work one finds the Battery Amsterdam, built on the left shore behind the good anchorage of this roadstead; the same is casemated, whereby it can protect all the crews and ammunition required for its artillery against the injuries of the air.

It is primarily constructed in order to be able to bombard, by means of a heavy plunging and grazing fire, all enemy ships that might wish to come and anchor in the ordinary good anchoring ground of this roadstead, while also being able to defend the works situated to the right and left by a substantial quantity of heavy cannon, and to inflict great damage upon approaching small vessels. The maintenance of this Battery is also not considerable, and will for the time being mainly be limited to the sod and earthwork. 10th. The Battery Charonnies is a substantial and well-situated work, which has recently been largely renewed and strengthened with two considerable wings. The objective of this Battery is to inflict all possible damage, by means of a grazing fire, upon enemy ships sailing toward the roadstead, and subsequently, with its right flank and wing, to enfilade the warships that have already anchored. It has not been possible to complete this Battery because of the order received shortly before the departure of the Honorable Governor van de Graaff to cease all work here, and through this, this prominent part of our strength against enemy fleets has remained unfinished. It is, in the view of the undersigned, of the greatest importance to have this work completed as soon as possible by a separate tender, and to provide it with the necessary platforms for the artillery. 11th. The Battery at the Mouille, a temporary earthwork constructed in haste during the late war and provided with some artillery; a Battery was deemed necessary here because it frequently happens that ships wishing to sail to the roadstead encounter calms within range of this work, during which they are exposed to the fire of this Battery in virtually a defenseless state. The remaining temporary works, both in Hout Bay and in the Kloof between Table Mountain and Lion's Head, as well as between the Kliphuisen and burial grounds, thrown up here during the war, have been left without maintenance and are mostly fallen into ruin. It appears to the undersigned, subject to correction, that the maintenance of all the above-mentioned 827. above-mentioned works, with the approval of Your Honorable Worships and in accordance with the specifications made thereof and presented to Your Honorable Worships, as far as masonry and carpentry are concerned, could be publicly contracted out to the lowest bidder; but that the earth or sod work could be contracted out successively, whenever any important parts thereof might collapse, by dump, section, or fathom; and that the weeding and cleaning of all the earth and sod works in general could be performed by a few fortification workers and slaves to be kept for this purpose, just as is currently done with the approval of Your Honorable Worships, to the greatest advantage of the Honorable East India Company. Having dealt with the fortifications or fortress works so far as we deem in accordance with the intention of Your Honorable Worships, we shall proceed to the Company's buildings, regarding which we shall observe the same order as was followed by us in the report of the first undersigned dated 21 March 1791, to which we shall take the liberty of adding some remarks. We begin then again with: 1st. The Government House in the Castle, although old, is in good condition and is well maintained. 2nd. The house or residence of the Honorable Secunde is likewise old, but in good condition. 3rd. 828. Office of the Orphan Chamber, etc., as well as the rooms destined for the dispensary, are all more or less in a good, usable condition, though old. 9th. The dwellings of the military officers are generally all in a habitable condition, though some require some repairs. 10th. The barracks for the soldiers, the main guardhouse, the cooks' and jailers' dwellings are also still very usable, though old, and therefore subject to continual repairs. 11th. The water gate and cannonball arsenal are in good condition, as are the other storage places for artillery ammunition. 12th. The prisons or jails, of which several have recently been newly built, are in very good condition. 13th. Behind the Batterie Imhoff, situated below the Castle towards the seaside, are located the dwelling house of the clerk of the storehouses, recently renovated; the blacksmiths', carpenters', and wagonmakers' workshops of the artillery, as well as the lodgings required for the artillery personnel at this post; furthermore, the Honourable Company's bakery, two guardhouses, and a gunpowder magazine; all of which buildings, although some are already old, are in a good and usable condition. 14th. The large masonry water cistern near the sea jetty is well maintained. 15th. The train-oil house and the provost's dwelling opposite it are also in good condition. 16th. The slaughterhouse is an old and practically dilapidated building that does not merit repair, but will soon need to be rebuilt. The bookkeeper's dwelling adjoining it has, through the latest repair, been put in a state to resist for some time yet, although the beams are very bad; these buildings are under a reed roof which is old and rotted. Outside the Castle: 17th. The timber storehouse standing next to it is also poorly constructed and requires repairs shortly. 829. 18th. The cooper's shop stands partly under a flat roof and partly under a pitched roof; it is also old and bad. 19th. The three wine warehouses standing next to this are old and provided with reed roofs, of which the roof trusses are rotted, which is extremely dangerous; the outermost one facing the seaside was already propped up some years ago and cannot remain so any longer, as it will soon need to be rebuilt. 20th. The three grain warehouses bordering this are good and strong, but the wooden windows and water gutters are mostly defective. 21st. The artisanal workshop is an old and bad building that can no longer be repaired except at great expense, and thus ought to be rebuilt. 22nd. The naval yard is for the most part old, bad, dilapidated, and irreparable; the dwelling house of the master of the naval yard is, however, still reasonably good; the dwelling of the boatswain and the sailmaker's storehouse are also not old, though the latter requires some repairs. 23rd. The Hall of Justice and the provost's dwelling annexed thereto, as well as the prisons, were also built a few years ago and are well maintained. 24th. The large wine and grain storehouse next to the Lutheran church, of which the ground floor serves as a wine warehouse and the upper floor as a grain loft, is reasonably good, though the beams are somewhat too weak for the weight of the grain, as one was recently forced to reinforce them in places where they had already sagged. 25th. The menagerie and the so-called whelping pen behind the Company's dune are only in a tolerable condition. 26th. The pottery is also bad. 27th. 830. 29th The slave lodge in which the slaves of the Honourable Company are housed has been brought back into a tolerable condition by the repairs recently carried out upon it, though the foundations of this building appear in some places not to be of the best. 30th The corn warehouse next to the Reformed church is very good and serviceable. 31st The new hospital, insofar as it is completed, was taken on the whole to be very good, as were all the small lodgings situated behind this large building; yet under the two separate wings of this hospital, cellars have been constructed, the beams of which consist of pine wood and are laid on their edge with small vaults turned between them; some of these beams also rest in the pilasters or piers that support this building, so that whenever any defects occur in these pine beams, which happens not infrequently, such is subject to constant, difficult, and expensive repair. These cellars are divided into six apartments, five of which serve as wine cellars for the Honourable Company, and the remainder as a timber storehouse. Since the beginning of the late war, this building had been used almost entirely by the various auxiliary troops for lack of barracks, but now it begins to serve its actual and original purpose, the sick having already been transported into a part of the central section, and the remainder of this central section being successively further appropriated and made suitable for that purpose. The planned bakehouse, being a separate wing to the north-west of this building, now serves as lodgings or barracks for the artillery of this Government. For the complete finishing of this respectable building, there is still lacking a wing to the south-east and the front perimeter wall. The military guardhouses situated in Rogge Bay, at the foot of Devil's Peak, in the advance work in front of the right flank of Imhoff, at the entrance to the Company's Garden, and near the stone quarries, were all recently rebuilt and are in very good condition. 32nd 831 33rd The Company's watermill, of old called the Groat mill, is still good and serviceable, but the other corn watermill standing behind the warehouse is very old and bad, and practically beyond repair. 34th The parsonage, presently occupied by the Reverend Mr. Serrurier, is a fairly good and habitable dwelling house, but the front part is under a thatched roof, which has recently had to be renewed. However, since it appears that Your Right Honorable primarily desires to know which buildings run the greatest risk of soon undergoing great deteriorations or collapses, in order to subsequently contract them out in separate specifications, or to have them repaired with the remaining craftsmen at the least expense to the Honorable Company, we remark that the number of provisionally retained craftsmen is not only too small for this, but that the same has melted away to such an extent by the last held discharge that henceforth no work of any consideration will be able to be undertaken and completed with them.
