To transfer the head surgeon of the stranded ship Zeeland, Bruining Stephan, while retaining his accruing wages. However, since he has requested us to grant him his premium and we did not consider ourselves authorized to do so, we have respectfully deferred that request to your Right Honorable Worships; as well as the request made to us by the Sub-Lieutenant of the said ship Zeeland, P. H. Vleman, to be allowed to repatriate with the bearer of this, while retaining his wages and premium, we having only permitted him to sail home with discharged wages. For the rest, as this shall serve to accompany the repeatedly mentioned packet boat de Kraaij, we must not omit respectfully to inform your Right Honorable Worships that the first undersigned, in accordance with the arrangements of the Right Honorable Lords Commissioners-General, was charged on the second of the past month of September with the Commissariat over this Colony, and on the same day assumed the presidency in our meeting, as well as the exercise of the chief authority. He takes the liberty respectfully to request your Right Honorable Worships to rest assured that all his efforts will be directed towards promoting the interest of the Company and the prosperity of this important establishment in every possible way, and thereby preserving that precious trust with which he has been honored. Monday the 2nd of September: sailed into the bay, saw several ships lying from the masthead, and some boats coming out. Fired a blank shot at one of them to come alongside us, but as it did not head towards us, fired a second shot with live ammunition at it, whereupon it came directly alongside us, being one of the boats of the French whalers. Interrogated the harpooner as to how many ships were lying in the bay and of what nation; he reported to us that there were seven French, two American, and one English ship lying there, all being whalers. Prepared ourselves for defense, had all the crew come to the bow, and warned them that if more boats should come alongside and they dared to speak anything whatsoever with the crew, they would immediately be put in irons, and landed and handed over to the first Dutch Government reached. Resolved to proceed further into the bay and pass closely behind all the ships to interrogate them on how long a voyage they had had, in order through that means to discover whether they knew anything of the war and to ascertain whether there was any artillery aboard. passed all the ships close astern at a handspike's length, and hailed them; understood that they were all from 12 to even 23 months out of Europe, and could know nothing of the war; they asked us how matters stood in Europe, to which we replied that everything was still as before; then went to anchor in the outer roads, and sent the boat on board all the ships to inquire whether they knew anything of the lost ship, but could learn nothing of it; let the Captain of the English ship come on board, whom we secretly examined as to whether he truly had an English ship and English papers, which we found to be all in order; then told him that there was war against France, and asked him which were the best ships lying in the roads; for the reason that, as we had not achieved our objective regarding the missing ship and having no urgent papers for Batavia on board, we might then, to the greatest advantage of the Honorable Company, take along two of the best ships; whereupon the Captain pointed out the best ships to us. Needing water, we went the next day, the morning of the 3rd, to the river, saluted properly, and sent our boat for water, but as it was very difficult to fetch, we had several days' work before we had enough of it on board. On the morning of the 8th, two men of our crew were missing; presumed that they had certainly gone on board one of the French ships and there revealed our intention; sent the boat of the English fisherman with the second mate (who had some business to claim on board one of the French ships) to investigate whether our men might possibly be found there; coming on board on the morning of the 9th, he reported to us that that Frenchman must certainly have noticed something, since he had readied 6 guns of 9 to 12 lb in order possibly to undertake something and to be able to maneuver; then put everything in good order for battle, entrenched ourselves so as to be clear of a bullet at least halfway up the body. Meanwhile, a French ship came to anchor from the outer roads; subsequently fetched more water, provisioned the ship, and exercised the men, and let nothing whatsoever show; in the evening we notified the Governor that we intended to take two of the best ships, who replied to us that he would be very pleased if we could take them all. ...subsequently came alongside the [ship], hailed her and said that we were at war against her flag and that we had come to take her; whether she would surrender or wait until force was used, to which the Captain answered that he would rather surrender than see blood shed. Whereupon we ordered him to come aboard immediately with his papers, and we would immediately send an armed boat with Second Lieutenant Pieter Wouters as prize master aboard, strictly forbade any plundering, and gave orders to prepare the ship immediately to be able to sail. Which having been quickly accomplished, sailed with the same to the outer roads, took over some prisoners of war but no Frenchmen; and some Englishmen from the other ships came deserting to us, saying they did not want to serve under an enemy flag, and requested us to take them along, which we did. We were obliged to anchor between the river and the outer roads because of a calm, kept good watch and kept the matches at the guns day and night so that if a boat should come out of the river to go to the other ships, to shoot it directly to the bottom. Wednesday the 11th, the wind southerly, a light breeze, weighed both anchors to sail to the outer roads, but the wind shifting to the Northeast, tacked back and forth, and came to anchor a quarter of a mile from the ships when the ebb was done. Kept good watch as before to prevent the boats coming out of the river so as not to give intelligence to the ships still lying in the roads. Thursday in the morning the 12th, the wind northerly, got under sail and sailed alongside the ship La Levrette, told her as before and that we had come to take her, to which the Captain answered that he had no opportunity to object to that, ordered him to come aboard with his papers, which he did, and sent as before an armed sloop with Lieutenant Jan Vogelaar as prize master, and again strictly forbade plundering. Now took as many men from the ship as we thought we had enough provisions for, sent the remainder on board the other ships, came alongside the French brig, took—since according to the logbook we had only 2 anchors—an anchor out of the same, found her unfit to take along, and also had no officer to place upon her, put the captured ship La Levrette in order as much as was possible to be able to put to sea the next day; she still had the deck full of fish, which we threw overboard, distributed the signal books among the ships, and got under sail on the 13th. belonging to the said ship and cargo, and with further declaration of the aforesaid Captain Lieutenant and Second Lieutenant, that if anything further relating thereto should be discovered, this Inventory shall be supplemented therewith; the said goods consisting of the following: The aforesaid Ship with its rigging, sails, and further appurtenances, together with therein and alongside the same: Three launches with oars and appurtenances, Two loose topmasts, One main yard, Two large and one small anchors, Three heavy ropes of one hundred and twenty fathoms each, One heavy cable rope, Some old sails, Eight hundred fifty barrels of whale oil, each barrel containing thirty-one and a half gallons, and each gallon containing four bottles, Five hundred ditto barrels as aforesaid with spermaceti, Eight thousand four hundred pounds of baleen, by estimation, Three dozen harpoons, Two dozen lances, Three large iron pots, One larger copper cooling tub, Five large cutting or blubber knives, Six large tackle blocks, Three defective chairs, One ship's table cupboard, Three heavy hooks for canting the fish, Four large compasses, Two small compasses, One azimuth compass; furthermore, 18 casks of train oil, which according to the statement of the aforesaid persons belong to some sailors who swam over from a ship, and were subsequently collected by the said van Dyk. To the Ordinary Councillor of Netherlands India Mr. Abraham Josias Sluysken as well as Commissioner over the Cape of Good Hope and dependencies thereof etc. etc. etc. Right Honourable Sir, In accordance with Your Right Honourable's order, the undersigned have the honour to report that they proceeded on board the beached ship Zeeland in order to inspect and examine in the most precise manner in what condition the said ship is, and whether the same can be hauled off the beach, and if so, what means should be employed for that purpose, and to investigate whether the spelter, trade cargo, and Malacca tin, as well as the remainder of the cargo that is still in that hold, could be discharged in whole or in part, and what ought to be done in that regard. Referring in everything to our report dated 30 May of the current year, it is the case that we now found the entire stern broken apart and broken in the middle, where we also discovered the most movement in the upper ship, furthermore the same depth of water inside as outside the board, which according to the testimony of the officers who were present on board during the discharging, runs in with the flood and runs out again with the ebb, and also that the ship over its entire body sits embedded 5 to 6 feet in the sand. From all of which we can state with good reason that the bottom cannot be hauled off the beach, so that the same could in no case be of any use. Furthermore, having been informed by the ship's officers of the location of the spelter, we judge that in the state in which the said ship currently finds itself, it is impossible to undertake anything toward that end with success, unless, in case Your Right Honourables should see fit to sell the wreck, after it will have been broken up by the buyer down to the water, one should attempt on the Company's behalf to fish out the spelter and the other small portion of porcelain. Right Honourable and Highly Respected Sir and Respected Sirs. It having been deemed fit on the 22nd of May last to appoint us, assisted by the Bookkeeper of the China Trade Crauth, under our supervision through the ordinary Commissioners and such other servants as would be considered necessary for the purpose, to cause the precious cargo from the ship Zeeland, stranded on the 20th prior, to be unloaded without loss of time and stored on land, we have, with the same assistance and the employment of the two ordinary Commissioners of this Government, carried out the same Commission with all possible exactitude. Mr. Abraham Josias Huysken, Ordinary Councillor of Netherlands India, and Commissioner over the Government of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Right Honourable Respected Sir, the Governor, and the Right Honourable Sirs, the Council of Policy. To the Right Honourable and Highly Respected Sirs. Copy. Both the unfavorable season of the year, which at the place where the ship was stranded caused such a surf of the sea at the slightest North-West winds that it was not possible to approach the ship with any small vessel without the greatest danger, and the continual employment of the Company's slaves in the labor occasioned by the received news of war, have been hindrances preventing the unloading of the ship from being accomplished with such speed as we would have wished. Having only been able to work thereon on such few days as the weather somewhat permitted boarding the ship, and also according to whether the sailors, convalescents at the Line, and the Company's slaves could be somewhat spared for that work, this could nevertheless only be effected through the employment of the boats of the inhabitants who derive their livelihood from fishing along these shores, and which people, on those days when they could otherwise have used the favorable weather to earn their living, readily and with all willingness offered themselves and their vessels for that work at the reasonable wage of eighteen stuivers for each load, which loads were 379 in number. And according to the declaration of the Equipage Master, the employment of these small vessels was all the more strictly indispensable because, coming directly here to the shore with the goods unloaded from the ship, the chests could be carefully lifted out by hand and preserved from further breakage, whereas on the contrary, by unloading with government boats, from which the chests would have had to be hoisted up again at the pier, few of them would have remained undamaged. The unloading having taken place both with these vessels and subsequently also, as far as practicable, with government boats, everything that was not completely spoiled by the ingress of seawater was unloaded and salvaged; yet, as the water in the ship had risen to thirteen feet a few days after the stranding, and the rise and fall in the ship corresponded with the ebb and flood of the sea outside, it was also to be expected that, once the cargo down to that level had been salvaged from the ship, all the tea lying deeper in the ship would be completely ruined, as the outcome indeed confirmed. It was therefore necessary for this Council to resolve to have all that spoiled tea, constituting the remainder of the cargo, which however consisted of the commonest sorts, buried on the shore; wherein care was nevertheless taken to salvage the lead of the chests as much as possible, which lead, having been sold at public auction, yielded a sum of approximately 1,000 rixdollars. worked, the head of the rudder broken off and useless, the pumps unfit, and that some sheathing planks had come off the outer hull; and by the second report, that at that time no defects were found other than those extensively specified hereinabove, and that for the repair of that vessel a strap must be placed in the frame, forward at the gentlemen two lodging knees, and on both sides between decks upon the beams of which the knees in the hold have cracked, 10 to 12 knees had to be laid to restore the ship's structural strength again, that the doubled hull had to be demolished down to the waterline in order to reach the seams and hooks of the wales, which would certainly be gaping, to properly caulk and attend to them, and further that the ceiling would have to be patched in some places with pine planks. The heavy expense of transporting the materials for such a capital rebuilding caused the Council to decide to order me to put the ship into such a condition that it could come hither from False Bay after the end of the bad season, in order to have that rebuilding carried out here with greater ease and less expense. However, on this its latest passage, it having been reported by the ship's officers that they had to pump a great deal of water, indeed even with three pumps, it has pleased Your Right Honorable to order us, the undersigned, to conduct a further inspection on board that vessel, in order to report to Your Right Honorable what cause appears to us to have made the said ship take in so much water, and what provisions are to be made in that regard. Pursuant to this generously given order, we have the honor to inform Your Right Honorable: that aside from the already cited defects, and of which some have already been repaired in False Bay, none others were found than two heavy leaks on both sides between the chess-tree and the fore hatch, about six feet below the waterline, the water running violently into the ship as though through a sluice, having no doubt that several more leaks will reveal themselves under water; and as the ship otherwise is still in such a state that the Honorable Company could still have service of it, we are unanimously of the opinion that, to put this vessel once again into a state to be laden and to make a voyage elsewhere, it must be careened. No. had loaded 850 mudden of wheat and 270 leaguers of wine, with some small items, as well as 2092 ducatons and 358 florins and 80 stuivers in Spanish Reales for Batavia. Until that time, we were completely unaware of what had occurred on the French islands or in the Indies, but thereafter, on the 10th of the said month of December, we learned from the Bengal newspapers, brought by a Genoese vessel, that the possessions of the French in the Indies, including Pondicherry, had been taken by the English, and also that by the same nation had been taken a French merchant ship laden with Bengal piece goods to the value of 400,000 rupees, and three privateers; which latter were declared good prizes at Calcutta and publicly adjudicated there; as well as that the Company's ship Ceilon, commanded by Captain Muntz, on the latitude of that island is said to have taken and brought into Galle a French privateer of 22 guns and 150 men, while two vessels or boats belonging to the Company stationed at Ceylon had taken another French vessel, bound for Pondicherry and laden with ordnance and ammunition of war, off that fortress and had brought it into Batticoloa, all of which had taken place during the months of July and August. Subsequently, having received on the 2nd instant via the American small ship De Drie Gebroeders the unpleasant news that the Company's ship Willem de Vierde, bound via Ceylon for Palicatte, laden with rice, sugar, Japan copper, spices, and 29 bars of gold, had been taken in the Sunda Strait by French privateers and brought into Mauritius, where it was sold with the ship for 600,000 livres, as well as an armed brig named De Goede Verwachting, I regretfully bring this to the knowledge of Your Right Excellencies, by this letter, while presenting the French news 29 356 No. 29. 357 news from the French islands, just as it was handed to me by the captain of the said American vessel, without my being able to provide any further assurance regarding the authenticity of those reports. Since assuming my administration, I have not failed to put this outpost into all possible state of defense, primarily by constructing the necessary furnaces at the batteries, so that we are able to resist an enemy from all of them with red-hot shot, while the surrounding bays have also been provided with batteries in the same manner, and I may flatter myself that in the event of an attack I shall find in the garrison that courage and readiness which one may expect from honest people who hold their honor dear, while I dare rely on the good will and faithful assistance of the colonists and residents, the more so because I am so fortunate as to inform Your Right Excellencies that peace with the Kaffir nations has been concluded, and the fear of an uprising among the Hottentots mentioned in my previous dispatch has ceased, and everything is in a state of proper tranquility. The naval force at Mauritius consisted of two frigates of 44 and 36 guns, along with one corvette of 16 pieces of small ordnance. The Princess Royal was taken after a gallant Fight, and the Calmness of the Sea was the primary Cause of this. The Cargo of this ship was very slight; it was the Vanguard of the China Fleet. There had been brought into Mauritius 2. Arabian, 9. English, 1. Danish, 1. American and 2. Portuguese ships. The Garrison of Port-Louis was, through the manning of the Privateers, melted from 1000. down to 600. Men; the Number of the National Guards was 3000. On Bourbon everything was in good quiet. The Planters of this Island wished for an English Government. The Common People had forced the Convention there to resolve that all who could be suspected of Royalism should be removed from their Offices, and a few days before the Departure of this North American Ship, a Riot had been stirred up, and a Gallows erected with this Inscription: behold the Reward for the Nobility the Monopolists and the Royalists The old Fortifications were repaired, yet no new ones constructed.
